Those bearing names marked thus * are Licence Holders, and should produce their licences. The first condition of a licence is that the holder shall preserve it and produce it when called upon by a Magistrate " or Police Officer ; but it should be distinctly understood that a Licence Holder is not required to carry his licence upon him. Before preferring a charge of failing to produce a licence, it should be ascertained what the defaulter has to say, vide Sec. 5, Sub- Sec. 1, 27 & 28 Vict., Cap. 47, which requires a Licence Holder to produce his licence or show som* reasonable excuse why he does not produce the same.
