CONFIDENTIAL, Supplement B. THE POLICE GAZETTE FRIDAY, AUGUST 28, 1914. No. 35, VOL. I. Convicts on Licence, persons under Police Supervision and others whose apprehensions are sought for failing to comply with the requirements of the Prevention of Crimes Acts, and the Prisoners ( Temporary Discharge for 111 Health) Act, 1913. Those bearing names marked thus * are Licence Holders, and should produce their licences. The first condition of a licence is that the holder shall preserve it and produce it when called upon by a Magistrate or Police Officer; but it should be distinctly understood that a Licence Holder is not required to carry his licence upon him. Before preferring a charge of failing to produce a licence, it should be ascertained what the defaulter has to say, vide Sec. 5, Sub- sec. 1, 27 & 28 Vict., cap. 47, which requires a Licence Holder to produce his licence or show some reasonable excuse why he does not produce the same. N. B.— When a circulation is cancelled, the printed matter relating to the person in question might be ruled through in red ink, without defacing the portrait. A spinner; native of Clitheroe. Sentenced at Leeds Assizes, 22.11.1909, to 5 yrs.' pen. ( and remanet of former sentence) for arson. Liberated on licence, 9.1.1914, to Colne, which ex- pires 26.6.1915 ( 13 days' appellant). Failed to notify his change of address. Has pre. con. of larceny, fowlstealing, sacrilege, cfcc. Known to police at CLITHEROE, MANCHES- TER, PRESTON, OTLEY, LEEDS and BOL- TON BY- BOWLAND. May be dealt with where found. 291. Bradford ( City). * KEMPSTER, HENRY FREDERICK, aliases, Henry Kempster, Henry Smith aud Henry Kemp, C. R. O. No. 13- 03, 111. Cir. 86, Fig. 22, age 30, ht. 5ft. 4£ in., c. fresh, h. brown, e. grey ( slight cast rt.), puffy under eyes, small birthmark front of throat, pugilists, swan, etc., rt., horse, shield, etc., 1. forearm. A ship's steward; native of London. Sentenced at Usk Sess., 10.4.1912. to 3 yrs.' pen. for burglary. Liberated on licence, 10.7.1914, to Bradford. Failed to notify his change of address. A travelling burglar who effects entry to large residences by removing window catches at the rear. Known to polioe at CWMBRAN, CAERLEON, NEWFORT ( MON.), SLOUGH, SOUTHEND, WELSHPOOL and on J, K and R DFVNS., MET. POL. May be dealt with where found. 292. West Bromwich ( County). * MORRIS, JOSEPH, aliases, Josiah Wilde, George Williams, Joseph Wilde and Peter Morris, C. R. O. No. 1116- 07, age 32, ht. 5ft. 44in., c. fresh, h. dk. brown, e. blue, bust of woman, flower, etc., rt. forearm, bracelet rt., NELL 1. wrist, pierced heart back 1. hard. A hawker; native of Birmingham. Sentenced at Stafford Assizes, 15.2.1912, to 3 yrs.' pen. for robbery. Liberated on licence, 15.5.1914, to Birmingham. Failed to notify his change of address, 1.8.1914, A travelling criminal who effects entry to lock- up shops by breaking windows at the rear. On one occasion he entered adjoining premises and cut a hole through the wall to pawnbroker's shop. Known to police at MANCHESTER, WAR- WICK, BURNLEY, BECKFORD, ROCHES- TER, PONTEFRACT and SMETHWICK. May be dealt with where found. 293. Newcastle- on- Tyne ( City). * OAKLEY, JOHN, aliases, John Hewitt and Thomas Williams, C. R. O. No. 1520- 01, 111. Cir. 79, Fig. 2, age 55, ht. 5ft. 6in., c. fresh, h. dk. brown ( turning grey, thin), e. grey, long scar rt. of neck, clasped hands, etc., rt., bust of soldier 1. forearm. An iron dresser; native of London. Sentenced at Somerset Sess., 10.4.1912, to 3 yrs.' pen. for larceny. Liberated on licence, 10.7.1914, to Newcastle- on- Tyne. An all- round thief with cons, of sacrilege, shop- lifting, horsestealing, etc. Known to police at NOTTINGHAM, LEICES- TER, LEEDS, HINCKLEY, WARWICK, BRISTOL, AXBRIDGE and on R DIVN., MET. POL. Warrant issued by Newcastle. May be dealt with where found. 294. South Bank ( County). * RILEY, WILLIAM, alias William Scully, C. R. O. No. 858- 10 ( Case No. 10, POLICE GAZETTE, 21st inst.), age 44, ht. 5ft. 4in., c. fresh, h. brown ( thin on top), e. blue, scar rt. eyebrow, dot rt. wrist, H. S. X. and dot 1. forearm, pigeon- chested. Sentenced at C. C. G., 10.10.1911, to 3 yrs.' pen. for shopbreaking. Liberated on licence, 13.1.1914, to Darlington. Failed to report, 3.8.1914. A persistent shopbreaker who effects entry by smashing windows. Known to police of CITY OF LONDON. May be dealt with where found. 295. Criminal Record Office. * SAUNDERS, JOHN GEORGE, aliases, George and John Saunders, C. R. O. No. 281- 10, age 49, ht. 5ft. 4Jin., c. fresli, h. dk. brown ( bald on top), e. brown, 2 scars bridge of nose, scar rt. eyebrow, 1. forearm and 1st 1. finger, L. D. V. back 1. hand. A labourer; native of Canterbury. Sentenced at Middlesex Sess., 11.5.1912, to 3 yrs.' pen. for warehousebreaking. Liberated on licence, 1L8.1914, into Met. Pol. Dist. Officer proving identity, P. C. Arnold, 538 X. Officer proving service of notice, Insp. O'Leary, C. O. Reported at C. O. on liberation his intention to proceed to Willesden ( address unknown), but nothing has sinoe been heard of him. Effected entry to a warehouse by removing a pane of glass from a window; stole tools, etc. Kuowii to police at FAREHAM, WINCHES- TER and on F and X DIVNS., MET. POL. Information to above Office. APPREHENSIONS SOUGHT. 296. HENRY WESTON, C. R. O. No. 1090- 02, Case No. 155, not now wanted. 298. 297. FRED HAYTON, C. R. O. No. S/ 143058, Case No. 265, not now wanted. WALTER RUSSELL, C. R. O. No. 1640- 13, Case No. 287, not now wanted. APPREHENSION. 299. FRED HARRIS, C. R. O. No. 438- 09, Case No. 278, was arrested at Leicester, 19th inst., handed over to Burton- on- Trent and remanded till 28th inst., when further charges of fraud will be pre- ferred against him. Memorandum. FREDERICK MURRAY. C. R. O. No. 3249- 01, Case No. 138, 1st May last. Warrant issued. Original notice to be amended accordingly.
