CONFIDENTIAL, Supplement B. THE POLICE GAZETTE FRIDAY, MAY 29TH, 1914. No. 22, VOL. I. Convicts on Licence, persons under Police Supervision and others whose apprehensions are sought for failing to comply with the requirements of the Prevention of Crimes Acts, and the Prisoners ( Temporary Discharge for 111 Heath) Act, 1913. Those bearing names marked thus * are Licence Holders, and should produce their licences. The first condition of a licence is that the holder shall preserve it and produce it when called upon by a Magistrate or Police Officer; but it should be distinctly understood that a Licence Holder is not required to carry his licence upon him. Before preferring a charge of failing to produce ia licence, it should be ascertained what the defaulter has to say, vide Sec. 5, Sub- sec. 1, 27 & 28 Vict., cap. 47, which requires a Licence Holder to produce his licence or show some reasonable excuse why he does not produce the same. N. B.— When a circulation is cancelled, the printed matter- relating to the person in question might be ruled through in red ink, without defacing the portrait. Sentenced at Lancaster Sess., 16.10.1911, to 3 yrs.' pen.' for larceny. Liberated on licence, 19.1.1914, to Gateshead. Steals from tills at public- houses and tcols frr* n buildings in course of erection ; also effects entry to offices, etc., by forcing doors with a jemmy. Known to police at Oldham, Manchester, Pres- ton, Tori- and South Shields. Warrant issued by Newcastle- on- Tyne. May be dealt with where found. 186. Swansea ( Borough). * DAVIS, ALFRED, aliases, ELIJAH STEW- ART, ELIJAH STEWARD and WILLIAM ST. JOHN, C. R. O. No. 37- 02, age 30, ht. 5ft. 8£ in., c. pale, li. dk. brown, e. hazel, cut scar and two pock- marks centre of forehead, pock- mark outer corner 1. eye., scars on chin, pierced heart 1. fore- arm, anchor and true lovers knot back rt. hand. Sentenced at Hants Sess., 18.10.1910, to 3 yrs.' pen. ( and remanet of former sentence) for larceny. Liberated on licence, 30.1.1914, into Met. Po!. Dist., which expires 18.12.1914 ( 18 days' appellant). Last reported at Swansea, 6.4.1914, since when nothing has been heard of him. A travelling thief, who steals from tills and dwelling- houses. Known to Police at Christchurch, Merthyr, Swansea, Ystrad, Cardiff and Cowbridge. May be dealt with where found. 187. Manchester ( City). " HOLDEN, JOHN, C. R. O. No. 1981- 02, age 60, ht. 5ft. 3iin., c. fresh, h. It. brown ( thin, turning grey), e. blue, scar 1. eyebrow, boil scars on neck. Sentenced at Preston Sess., 28.6.1911, to 3 yrs.' pen. ( and remanet of former sentence1) for burglary. Liberated on lioence, 28.4.1914, to Manchester, which expires, 2.4.1915. Failed to report on liberation. A travelling burglar, who usually sleeps in hay barns during the day and breaks into farmhouses at night by forcing windows or entering at doors left insecurely fastened. Generally removes his clogs before entering the premises, and regales him- self with food. Known to police at Kirkham. Garstang, preston, Manchester, Leylands, Leeds and Chorley. May be dealt with where found. 188. Burnley ( 3orough - MONTAGUE, FHILIP. aliases, SAMUEL MANUEL, SAMUEL WHITE, JOHN TAY- LOR, JOHN HENRIES and AUGUSTUS MOR RIS, C. R. O. No. 2265- 97 ( Illustrated Circular 98, Fig. 15), age 53, ht. 5ft, 4in., c. fresh, h. dk. brown ( bald on top), e. brown, wreath back of 1. hand. Sentenced at Oldham Sess., 10.11.1911, to 3 yrs.' pen. for shopbreaking. Liberated on licence, lf. 3.1914, to Leeds, which expires, 9.12.1914 ( 30 days' appellant). Reported at Burnley, 17.4.1914, his intention to proceed to Leeds, but nothing has since been heard of him. Effects entry to shops, offices, etc., by forcing doors, forces backs off safes and steals the contents. Known to police at Manchester, Wakefield, Middlesbrough, Thornaby, Salford and Birken- h cad. May be dealt with where found. 189. Criminal Record Office. * HARVEY, HENRY ARTHUR, aliases, HEN- RY HARVEY, HARRY HOLT, HARRY RUS- SELL, GEORGE ARMSTRONG, HENRY ARTHUR WALKER, HENRY ARTHUR CARTER, JOHN GRAHAM, HARRY WILSON, " MAJOR " BRISCOE, " MAJOR " DURRANT, " MAJOR " RICHARDSON and " CAPT." BRANCOMBE, C. R. O. No. 2706- 02, age 71, ht. 5ft. 8in., c. fresh, h. grey ( bald on top), e. brown, scar bridge of nose and back of head. Sentenced at Edinburgh High Ct., 2.4.1909, to 3 yrs.' pen. ( and remanet of former sentence) for fraud. Liberated on second licence, 24.4.1914, to Redhill, which expires, 5.8.1914. Officer proving serving of notice, Stn. P. S. Prewer, 109 W. Failed to report at Croydon Pol. St a., II'. Divn., Met. Pol., 24.5.1914. A confirmed swindler, who poses as a retired Army officer, usually from the 9th Lancers, puts up at good- class hotels or select private lodgings, states he has inherited a fortune and has acquired fishing and shooting rights in the locality. Orders goods from tradesmen, sometimes paying for same with worthless cheques, and on receipt of the gooo's absconds; also steals from his lodgings. Known to police at Northampton, Leicester, Chester, Worcester, Leeds, Dover, Leamington and Lincoln. For portrait see Case No. 101, Supplement A. Information to above office.
