CONFIDENTIAL, Supplement B. : THE POLICE GAZETTE FRIDAY, MAY 15TH, 1914. No. 20, VOL. I. Convicts on Licence, persons under Police Supervision and others whose apprehensions are sought for failing to comply with the requirements of the Prevention of Grimes Acts, and the Prisoners ( Temporary Discharge for 111 Heath) Act, 1913. Those bearing names marked thus * are Licence Holders, and should produce their licences. The first condition of a licence is that the holder shall preserve it and produce it when called upon by a Magistrate or Police Officer; but it should be distinctly understood that a Licence Holder is not required to curry his licence upon him. Before preferring a charge of failing to produce a licence, it should be ascertained what the defaulter has to say, vide Sec. 5, Sub- sec. 1, 27 & 28 Vict., cap. 47, which requires a Licence Holder to produce his licence or show some reasonable excuse why he does nut produce the same. N. B.— When a circulation is cancelled, the printed matter relating to the person in question might be ruled through in red ink, without defacing the portrait. No. 79- 01, age 44, ht. 5ft. 2Jin., c. fresh, h. dk. brown, e. brown, scar bridge of nose. Sentenced at Worcester Assizes, 13.6.1910, to 5 yrs.' pen. for arson ( stack). Liberated on licence, 9.4.1914, to Liverpool. Reported at Liverpool, 16th ult., proceeding to Birmingham, and was seen off by train, but nothing has since been seen or heard of him. Has pre. cons, of housebreaking, larceny and arson, and is known to police at Stourbridge. Bromyard, Tenbury and Salford. May be dealt with where found. 163. Criminal Record Office. * GIBSON, JOHN THOMAS, aliases, JOHN WILLIAMS, THOMAS GIBSON and JOHN WILKINSON, C. R. O. No. 1834- 00, age 38, ht, 5ft. 2in., c. fresh, h. dk. brown ( partly bald), e. blue, nose crooked, scar above each eyebrow, wart back of neck. Sentenced at Stafford Assizes, 9.11.1907, to 5 yrs.' pen. ( and remanet of former sentence) for fraud. Liberated on 2nd licence, 17.4.1914, to Biddulph, Staffs, which expires 31.8.1914. Reported at Middlewich, 18th ult., proceeding to Hull en route for Germany, but nothing has since been seen of him. Obtains money, food and lodgings by represent- ing he is foreman for an electrical engineering company engaged in installing electric light at - some large building in the locality; steals from lodgings at opportune moments. Known to police at Burslem, Hartley, Middle- wich, Stoke, Knutsford, Liverpool, Carnarvon and Manchester. May be dealt with where found. 164. Sheffield ( City). • HIRST, FRANK, aliases, FRED HOLLING- WORTH, FRED COOPER, JESSE MARRIOTT, GEORGE LUMLEY and FRANK HURST, C. R. O. No. 626- 06 ( 111. Cir. 96, Fig. 1), age 37, ht. 5ft. 6Jin., c. fresh, h. brown, e. hazel, large scars and swelling on neck ( said by him to be old bullet wounds, received in South African War), moustache inclined to be ginger; dress, brown cloth cap, dk. tweed suit, It. black lace boots, red and black muffler. Sentenced at Derby Sess., 7.4.1910, to 3 yrs.' pen. for larceny. Liberated on 2nd !; cence, 7.4.1914, to Sheffield, which expires 20.6.1914. A travelling burglar and thief who chiefly steals from lodgings. Known to police at Derby, Sheffield, Andover, JStockport, Totton, Chesterfield and Bury. Warrant issued. Arrest is also sought at Leek, Hyde and Halifax, vide Case No. 106, POLICE GAZETTE, 12th nst. Information to the Chief Constable, Sheffield. 165. Gloucester ( County). PEARCE, FRANK HENRY, aliases, HARRY and FRANK PEARCE, C. R. O. No. 67- 10, age 28, ht. 5ft. 9in., c. fresh, h. brown, e. hazel, Buffalo Bill, etc., rt., heads of 2 women 1. forearm, Bessie 1. wrist, ring 2nd 1. finger, 1, thumb nail injured ; dress, grey suit and cap, brown boots. Sentenced at Gloucester Sess., 15.10.1913, to 8 mos.' impt. and 1 yr.' s supn. for larceny. Libe- rated 6.5.1914, to Gloucester. Reported his intention to proceed to Chelten- ham, but nothing has since been heard of him. Steals bicycles and jewellery from his lodgings; has travelled with a show. Known to police at Cheltenham, Stroud, Glou- cester, Worcester and Bristol. May be dealt with where found. 166. Brighton ( Borough). • STUTTER, WILLIAM, alias DENNIS O'LEARY, C. R. O. No. 86- 09, age 47, ht. 5ft. lfin., c. fresh, h. It. brown ( thin), e. grey, scar bridge of nose and 1. eyebrow, 4th rt. finger and 1. thumb deformed. A mat mender. Sentenced at Hants Sess., 7.4.1910, to 5 yrs.' pen. ( treated as 3 for the purpose of impt.) for larceny. Liberated on 2nd licence, 7.11.1913, to Portsmouth, which expires 9.8.1915. Failed to notify his change of address. Steals goods exposed for sale, also effects lar- cenies from the person. Known to police at Alder shot, Brighton and on P Divn., Met. Pol. May be dealt with where found. 167. Rawtenstall ( County). • WILKINSON, THOMAS, C. R. O. No. 1668- 01, age 59, ht. 5ft. 4Jin., c. fresh, h. grey ( bald on t° P), e. grey ( cast 1.), birthmark rt. eyebrow, scar bridge of nose and under 1. eye, growth under rt. jaw. Sentenced at Salford Hundred Sess., 28.6.1909, to 5 yrs.' pen. for housebreaking. Liberated on licence ( after undergoing 3 mos.' impt. for failing to report), 6.5.1914, to Rawtenstall, which expires 13.7.1914 ( 16 days' appellant). Failed to report on liberation from Manchester Prison. A troublesome criminal with pre. con. of house- breaking, larceny, schoolhousebreaking, etc., at llaslingden, Church, Rawtenstall, Clitlieroe and Bury. For failing to comply with the conditions of his licence, which has been revoked.— JAMES McNEIL, C. R. O. No. 7771- 14, age 19, ht. 5ft 3Jin., c. fresh, h. dk. brown, e. grey ( brown spots on rt.). Sentenced at Glasgow Sheriff CA., 7.3.1912, to 2 yrs.' pen. discipline in Polmont Institution for housebreaking. Released on licence, 28.2.1914, to Glasgow. Was found a berth on board ship which he left at Swansea and, as he was destitute and suffering from rheumatism, he was sent back to Glasgow on 19th ult. On the following day he was taken to a home for lads but only stayed one night and did not return. Not to be arrested after 7.9.1914. Information to the Secretary, Prison Commis- sion for Scotland, Edinburgh. 169. Criminal Record Office. For failing to comply with the conditions oi his licence, which has been revoked.— WILLIAM JONES, aliases, AUGUSTUS LEIKE and AU- iu a Borstal Institution for warehousebreaking, larceny, etc. Released on licence, 3.11.1913, to the care of the Borstal Association.
