CONFIDENTIAL, Supplement B. : THE POLICE GAZETTE FRIDAY, APRIL 17TH, 1914. No. 16, VOL. I. Convicts on Licence, persons under Police Supervision and others whose apprehensions are sought for failing to comply with the requirements of the Prevention of Grimes Acts, and the Prisoners ( Temporary Discharge for 111 Heath) Act, 1913. Those bearing names marked thus * are Licence Holders, and should produce their licences. The first condition of a licence is that the holder shall preserve it and produce it when called upon by u Magistrate or Police Officer; but it should be distinctly understood that a Licence Holder is not required to carry his licence upon him. Before preferring a charge of failing to produce < a licence, it should be ascertained what the defaulter has to say, vide Sec. 5, Sub- sec. 1, 27 & 28 Vict., cap. 47, which requires a Licence Holder to produce his licence or show some reasonable excuse why he does not produce the same. N. B.— When a circulation is cancelled, the printed matter relating to the person in question might be ruled through in red ink, without defacing the portraits. No. 1669- 00, age 65, ht. 5ft. lin., c. fresh, h. brown, e. blue; large scar back neck and tip 1. thumb, shamrock back rt. hand, anchor 1. wrist. Sentenced at Essex Sess., 29.11.1911, to 3 yrs.' pen. for larceny. Liberated on licence, 27.2.1914, to Lewes. Reported at Brighton, 28th ult., his intention to proceed to East Preston Workhouse, but has not reached there and nothing has since been seen of him. A troublesome thief, who travels all over the country and steals anything to hand. Known to police at Horncastle, Melton, Market rasen, Ely, Nottingham, pembroke, Maidenhead, Glastonbury, Aylesbury, Daventry, Banbury. Merthyr, Birkenhead, Knaresborough, Lincoln, Newark, Coventry, Swindon, Moreton- in- Marsh, Worksop, Woodstock, Oswestry. Lyme Regi Chelmsford and Basingstoke. May be dealt with where found. 130. Criminal Record Office. ' HEALEY, JOHN, aliases, GEORGE WHITE, GEORGE DUDLEY, JOHN SHIRLEY and JOHN WHITE, C. R. O. No. 2143- 01, age 55, ht. 5ft. 9| in., c. fresh, li. dk. brown ( bald top), e. grey; mole and scar rt. cheek, Britannia rt. forearm. Sentenced at N. L. S., 5.11.1907, to 7 yrs.' pen. ( and remanet of former sentence), and 5 yrs.' supn. for burglary. Liberated on licence, 5.12.1913, into Met. Pol. Dist., which expires 1.2.1916, supn. expires 4.11.1919. Officer proving identity, Divl. Det. Insp. Burn- ham, G. Officer proving service of notice, Stn. P. S. Hole, 8, G. Failed to report at City Road Pol. Sta., G Divn., Met. Pol., 5.4.1914. A clever burglar, who effects entry to houses by forcing the basement door with a jemmy or through the roof by passing through adjoining unoccupied premises. Known on S and Y Divns., Met. Pol. Information to above Office. 131. Criminal Record Office. ' HUGHES, JOSEPH CLEMENT, aliases, JOSEPH HUGHES, ARTHUR RUSSELL and ARTHUR MORRISON, C. R. O. No. 284- 02, Illus- trated Circular 65, figure 31, age 39, ht. oft. 4iu., c. fresh, li. and e. brown. Sentenced at St. Albans Sess., 19.10.1909, to 5 yrs.' pen. for larceny. Liberated on licence, 13.6.1913, into Met. Pol. Dist., which expires 2.11.1914 ( 15 days' appellant). Officer proving service of notice, Stn. P. S. Maffey, 45, M. Failed to report at Rotherhithe Pol. Sta., M. Divn., Met. Pol., 13.10.1913. A travelling hotel thief; has also been couvictel of housebreaking and larceny— confidence trick. Known to police at Northampton, Reading, Ban- bury, Worcester, Shrewsbury, Salford, Hayuarda Heath and T Divn., Met. Pol. Warrant issued. Information to above Office. 132- Southampton ( Borough). ' KEATING, JOHN, alias JOHN COLLINS, C. R. O. No. 698- 13, age 32, ht. 5ft. lO^ in., c. fresh, h. brown, e. grey ( cast 1.); sword and J rt., part soldier with bugle and cross 1. forearm, long cut scar rt. wrist. Sentenced at Glamorgan Assizes, 1.11.1909, to 5 yrs.' pen. for robbery. Liberated on licence, 3.6.1913, into Met. Pol. Dist. Subsequently sen- tenced at Cardiff to 7 days' impt. in default for using obscene language. Left his address without notifying the fact. A violent criminal, who has been twice con- victed of robbery and once of assaulting police. Known to police at Swansea and Cardiff. May be dealt with where found. 133. Criminal Record Office. ' WALKER, WALTER, C. R. O. No. 1531- 13, age 32, ht. 5ft. 5| in., c. fresh, h. dk. brown, e. grey; scar and mole rt. cheek, both forearms and hands extensively tattooed. Sentenced at C. C. C., 5.9.1911, to 3 yrs.' pen. for larceny. Liberated on licence, 5.12.1913, into Met. Pol. Dist. Officer proving identity, P. C. Payne ( K), C. I. D. Officer proving service of notice, Insp. Brump- ton, K. Failed to report at Canning Town Pol. Sta., A" Divn,, Met. Pol. 5.4.1914. Steals from barges lying in docks, entering cabins by means of false key; resorts to violence to evade arrest; has been convicted of robbery. Known to police on A" Divn., Met, Pol. Information to above Office. 134. Dunfermline ( City). ' WILLIAMS, CHARLES JAMES, C. R. O. No. S/ 107290 ( S. C. R. No. 219- 13), age 40, ht. 5ft. 6in., c. fresh, h. brown, e. It. blue; brown close- cropped beard and moustache, may now be clean shaven, J. W. and woman's face rt. forearm, ring 3rd rt. finger. Usually dresses in tweed clothing and peaked cap. Sentenced at Edinburgh High Ct., 20.8.1909, to 5 yrs. pen. for housebreaking. Liberated on licence, 22.3.1913, to Fifeshire. Left his registered address without reporting, 1.12.1913.
