CONFIDENTIAL. Supplement B. THE POLICE GAZETTE FRIDAY, MARCH 20TH, 1914. No. 12, VOL. I. Convicts on Licence, persons under Police Supervision and others whose apprehensions are sought for failing to comply with the requirements of the Prevention of Crimes Acts, and the Prisoners ( Temporary Discharge for 111 Heath) Act, 1913. Those bearing names marked thus * are Licence Holders, and should produce their licences. The first condition of a licence is that the holder shall preserve it and produce it when called upon by a Magistrate or Police Officer; but it should be distinctly understood that a Licence Holder is not required to carry his licence upon him. Before preferring a charge of failing to produce a licence, it should be ascertained what the defaulter has to say, vide Sec. 5, Sub- sec. 1, 27 & 28 Vict., cap. 47, which requires a Licence Holder to produce his licence or show some reasonable excuse why he does not produce the same. N. B.— When a circulation is cancelled, the printed matter relating to the person in question might be ruled through in red ink, without defacing the portraits. No. 62- 08, age 30, ht. 5 ft. 3 in., c. fair, h. dk. brown, e. grey, scar rt. cheek, numerous scars rt. of neck, both arms tattooed, 1. elbow joint scarred ( been broken). A gardener and painter; native of Croydon. Sentenced at Lincoln Lindsey Sess, 7.4.1911, to 3 yrs.' pen. ( and remanet of former sentence) for larceny. Liberated on licence, 9.2.14, into Met. Pol. Dist., which expires 7.1.1915. Officer proving service of notice, P. S. Rutter, 78, X. Failed to report at Croydon Pol. Sta., W Divn., Met. Pol., 9.3.14. . A travelling housebreaker and thief who effects entry to unattended houses by breaking windows and pulling back catches; steals tools from un- finished buildings. Known to police at Lincoln, Peterborough and Weymouth; stays at common lodging houses, Church Army homes and workhouses. Information to above Office. 103. Liverpool ( City). * MORLEY, EDWARD, aliases, WALTER FRY, WILLIAM HENRY SEARLE and ED- WARD CHARLES MORLEY, C. R. O. No. 3544- 99, age 34, ht. 5 ft. 4| in., c. fresh, h. dk. brown, e. brown, H. CLARKE, bracelet and H. SEARLE back 1. wrist. A seaman; native of London. Sentenced at West Kent Sess., 6.1.1910, to 5 yrs.' pen. for laroeny. Liberated on licence, 11.9.1913, to Liverpool, which expires 26.1.1915 ( 21 days' appellant). Removed from his lodgings without notifying the fact. A travelling criminal who commits petty thefts and breaks into churches and warehouses. Known to police at Chatham, Dorking, Ports- mouth and Maidstone. May be dealt with where found. 104. Criminal Record Office. BRITNELL, FRANCIS WILLIAM, aliases, HENRY SMITH, JOHN LUCAS, FRANCIS WILLIAM BRICKNELL, FRANK BRIT- NELL, FRED WALTERS and ( as he is generally known) " BIRMINGHAM FRANK," C. R. O. No. 523- 02 ( Illustrated Circular 55, Fig. 14), Tabular Form, 7th November, 1913, age 57, ht. 5 ft. in., c. fresh, h. turning grey ( thin on top), e. blue, slightly pock- pitted, nose slightly inclined to rt. A dealer; hative of Birmingham. Sentenced at C. L. S., 21.3.1911, to 3 yrs.' pen. for larceny. Liberated on licence, 20.6.1913, into Met. Pol. hist. Officer proving identity, P. S » Stephens, C. I. D., C. O. Officer proving service of notice, Insp. Baker, L. Failed to report at Kennington Lane Pol. Sta., L Divn., Met. Pol., 20.10.19i3. A very clevar criminal who divests himself of his jacket and cap, assumes an apron, fixes a pen behind his ear, and enters shops ( preferably pawn- brokers') where, representing that he has been sent by a neighbouring tradesman, he asks to be accommodated with £ 5 worth of change. Upon receipt of the money he promises to return imme- diately with the gold or bank- note, but absconds. Known to police at West Bromwich, Warwick, Tipton, and on B and E Divns., Met. Pol. Warrant issued. Arrest is also sought for larceny— trick, on D and Y Divns., Met. Pol. Information to above Office. Prisoners Temporarily Discharged from Prison whose Apprehension is sought. 105. 105. For failing to surrender to her bail at Leeds City Sess., on a charge of attempted arson.— HILDA BURKETT, C. R. O. No. S/ 173902 ( see Case No. 42, 9th January), age 24 or 25, ht. 5 ft. 4 in., c. fresh, h. dk. brown ( wavy), e. hazel. 106. For failing to return to Edinburgh Prison, 9th inst.— MARGARET MORRISON, C. R. O. No. M/ 19433 ( for portrait, etc., sea No. 58, 16th January- last). LO.
