POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, DECEMBER 19, 1913. VOL. XXX No. 3128. 1. All communications for insertion in the POLICE GAZETTB, and all communica- tions relating to them, should be addressed to THB EDITOR or THB POLICB GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 3. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. S. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of Persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of 6 « . per photograph or sketch unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. 6 Every announcement, if for the apprehension of a person, must be guaran- teed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, a* the ease may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen pro. Perty to be inserted in the POLIOS GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce. ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be re- ceived not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such ins. rtion ( if accepted!) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should B « prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. THE EDITOR, New Scotland Yard, London, S. W. SPECIAL NOTICE. In order that the Police Gazette'may be made more useful to Police Forces generally certain changes will be made beginning with the first issue of 1914. The Gazette will be published twice a week, on Tuesdays and Fridays, and the following supplements will be issued with it:— On Tuesdays, the list of deserters from the Army and Navy: on Fridays, ( A) An illustrated list of Expert and Travelling Criminals recently released from prison; this will be sent to subscribers only: ( B) An illustrated list of Licence- holders and Supervisees; persons licensed from a Borstal Institution, and Suffragists whose apprehension is sought. The illustrations of the two last- named supplements will be printed on coated paper, and in the case of the A supplement on a separate sheet, which can be detached and filed in an album or bound together as may be most convenient. The portraits, which will bear no identifying mark except a number, will be convenient for showing to complainants who call at a Police Station to report a crime. The A Supplement will take the place of the quarterly Illustrated Circular which will cease to appear after 31st December, 1913. The annual subscription for one copy of this supplement and Index has been fixed at 4s. 4d. payable in advance. Remittances should be sent to The Editor, Police Gazette, New Scotland Yard. It is further proposed to make the Gazette a means of dealing with the criminal who travels from place to place, by opening its columns to reports of undetected crimes where full details of the method adopted by the criminal are available. Where several similar cases are reported from places in contiguous counties, the Editor will publish the facts in the Gazette as a warning to other Forces, and will also see whether the records at the Criminal Record Office suggest the probable offender. The number of records available for search is about a quarter of a million. It is hoped that in the common interest all Forces will co- operate with one another by reporting such cases to The Criminal Record Office. As it is very desirable that Forces who have been concerned in the prosecution and conviction of criminals, should be informed when such criminals are apprehended for a fresh offence, it is proposed to publish all such re- apprehensions in each issue of the Gazette as an intimation to all the Forces interested. The Criminal Record Office number will be given, and, in order to prevent confusion, it is suggested that every Force should make an index to such numbers as a means of rapid identification. All requests for the circulation in the Gazette of persons wanted for offences, for the photographs, etc., of criminals likely to have committed offences, and information respecting the death of a person known to have been convicted, should be addressed to The Assistant Commissioner, Criminal Record Office. When a Licence- holder or Supervisee fails to report, as early a notification as possible should be similarly addressed in order that the particulars may appear in the supplement B. The Editor will be glad to consider any suggestions from Chief Officers of Police Forces for making the Gazette more useful to its readers. APPREHENSIONS SOUGHT. A rag and rubber dealer. May be found in company of prostitutes. Warrant issued. 7.— T Division.— For stealing, 4th ult., a piano- mandoline 44- hammer organ, dark brown wood, cracked near key frame, makers Pasqualle & Co., Ltd., 9, Phoenix Place, London, on two wheels painted red, lined blue and yellow, do. shafts and box, F. No. 2 on latter.— ALBERT , age 25, height 5 ft. 6 ins., slight build, complexion dark, long thin face, hair dark brown, eyes brown, red and blue tattoo marks both fore- arms, rings on fingers; dress, blue overcoat, trou- sers and jersey, grey cap. CUMBERLAND. 9. — Kendal [ County).— For deserting his wife and family.— JAMES O'HARA, age 40, height about 5 ft. 10 ins., slight build, hair black, mous- tache brown : is fond of horse racing and betting. Warrant issued. A reward of £ 1 will be paid by the Guardians, Kendal Union, to any person giving information leading to the arrest of O'Hara. Information to Supt. Notman, County Police, Kendal. DERBYSHIRE. 10.— Alfreton ( County).— For obtaining food and lodgings by false pretences at Stonebroom, 8th inst.— JOHN WALWIN, alias SMITH, age 34, height 5 ft. 4 ins., complexion pale, hair brown, eyes grey, large bald lump back of head, coal scar right forefinger; dress, dark suit, grey cap and muffler, strong boots. A native of Pilsley. Previously convicted at Ilkeston, Derby, Mans- field, etc. Warrant issued. Information to Supt. Fennell, Alfreton. 11.— Det* hy ( County).— For stealing from a golf club, 29th ult., an 18- ct. gold hunter watch, maker Russell, Church Street, Liverpool, mono- gram A. E. B. outside case, " Presented to Dr. Brindley," with other lettering inside case, gold double chain with bar in centre, long link pattern, small one between, chased silver match- box, mono- gram A. E. B. attached.— A MAN, age 25 to 30, height 5 ft. 8 or 9 ins., slight moustache dark; dress, green or grey knicker suit, cap and shoes. Information to Supt. Richardson, County Police, Derby. DEVONSHIRE. £ 100 REWARD. 12.— Torquay ( County).— For stealing, 15th inst., a large star sapphire brooch, surrounded with large diamonds; 1 diamond crescent brooch, composed of 2 rows of large diamonds; 1 large rosette of diamonds; 1 fleur- de- lys composed of diamonds ( all may be worn as a brooch or pen- dant).— MARGARET GRAHAM, age 45 to 50, height about 5 ft. 9 ins., good build, straight nose, hair light, of smart appearance, is said to speak two or three languages; dress, long black loose- fitting coat, black skirt, black velvet hat with black satin band, lace shoes. She obtained a situation as lady's maid at a hotel here on 15th and absconded the same day. Warrant issued. Information to Supt. Roberts, Torquay, by whom the above reward will be paid to any person giving such information as will lead to the appre- hension of the thief and the recovery of the property, or in proportion to such property re- covered. ESSEX. 13.— Romford ( County).- For being concerned with JAMES WHEELER, alias FULLER ( in custody), in stealing a ham, 10th insft.— WIL- LIAM GREENWAY, alias LINCY and GREENAWAY, Office No. 3779- 96, age 52, height 5 ft. ins., complexion dark, hair dark brown ( going bald), eyes brown ; face pock- marked, scar upper lip, left of forehead, 3 scars centre of forehead, scar bridge of nose, tattooed R. H. front left forearm. A painter; native of London. Warrant issued. Information to Supt. Hailstone, Romford.. 14.— Southend ( County).— For stealing a quantity of bed linen and a lady's silver wristlet watch, from their lodgings, 14th October last.— CHARLES HOLLAND, age about 26, height about 5 ft. 4 ins., complexion fresh, high cheek bones, hair and slight moustache light, walks quickly; wearing old clothes, white wrapper, cap. A labourer; believed a native of Norfolk. Has served in the Army and stated he had been injured in the side.— HENRIETTA HOLLAND ( wife of above), age about 22, height 5 ft. 5 or 6 ins., slight build, complexion fresh, hair and eyes brown, advanced in pregnancy; dress, brown skirt, black corded silk coat, grey hat trimmed white lace and red rose, lace shoes, nearly new. Be- lieved a native of Norfolk. Warrant issued. Information to Supt. Jones, Southend. GLAMORGANSHIRE. 15.— Neath ( County).— For carnally knowing a girl under 16 years of age, at Aberavon.— THO- MAS WILLIAMS, age 55, height 5 ft. 7 ins., hair and moustache grey, scar right side of head, " T " faintly tattooed left forearm or wrist, slightly lame left leg; dress, greenish suit, grey mixture over- coat, light muffler, heel of right boot slightly higher than left. A native of Cardiff. Has spent a good deal of his time at sea. Warrant issued. Information to Supt. Evans, County Police, Neath. 16.— Cardiff ( City).— For failing to join their ships after negotiating their advance notes.— J. VALENTINE, age about 35, height 5 ft. 10 ins., complexion fresh, hair dark, clean shaven ; dress, grey suit, cap and muffler. A native of Swansea. — C. HORLAN, age about 30, height 5 ft. 9£ ins., slight build, complexion sallow, hair dark brown, clean shaven; dress, blue suit, dark cap, black muffler.— GEORGE CLARK, age about 30, height 5 ft. 2 or 3 ins., slight build, small features, hair ( curly) and moustache light, eyes blue; shabby appearance. HER TFORDSHIRE. 17.— H i t C h i n ( County). — WILLIAM CHRISTIAN, described in Case No. 22, 12th inst., has been identified as WILLIAM CHRIS- TIAN, Office No. 1394- 09, age 41, height 5 ft. 8f ins., complexion sallow, hair grey ( thin on top), eyes hazel; scar back of head, top of head and right elbow. Has been convicted in London, Weymouth, Southampton, and Dorset. He was employed by a saddler and was paid 37s. 6d., an account which was owing to his employer, but he failed to pay in the amount. Warrant issued. Information to Supt. Reed, Hitchin. 18.— St. Albans ( County).— For housebreak- ing ( concerned with James Henry Streeter, in cus- tody).— GEORGE HORACE SELLING, alias CLIFTON, age 24, height 5 ft. 5 ins., complexion fair, clean shaven; dress, grey jacket with 2 large red patches ( 1 on back and 1 on left sleeve), white cord trousers, grey muffler. A native of Tun- bridge Wells. Warrant issued. Information to Supt. Sullivan, County Police, St. Albans. 19.— St. Albans ( City).— For stealing, 10th inst., a table- cloth, 3 collars and a white shirt ( re- covered).— A MAN, age about 60, height 5 ft. 4 or 5 ins., hair and beard grey; wearing dark grey overcoat, light cap; was carrying a sack. A tramping labourer or rag and bone gatherer; stays at common lodging houses. 20.— St. Albans ( City).— For stealing, 10th inst., £ 10 8s. 4d.— FRANK SHARGOOL, age 55 to 60, height about 5 ft. 5 ins., stout build, bloated appearance, hair and moustache grey, takes short steps; addicted to drink; dress, light grey jacket suit, dark overcoat, lace boots, cap, carries an umbrella. Warrant issued. Information to the Chief Constable, City Police, St. Albans. LANCASHIRE. 21.— Bury ( County).— For stealing from his lodgings, 22nd October, 1913, a navy blue serge jacket, black bone buttons, blue and black stripe lining; a pair of lace boots, size 6, right boot has patch on toe.— JAMES McCARTHY, alias SMITH, Office No. 1201- 06 ( see Tabular Form, 18th July, 1913), age 34, height 5 ft. 6£ ins., complexion fresh, hair dark brown, turn- ing grey, eyes grey; scar outside right eyebrow, nail of right ring finger deformed. A collier; native of St. Helens. Has been convicted at St. Helens, Liverpool, Bootle, Bolton, York and Sal- ford. He obtained lodgings by representing that he was employed at a local mill in one case, and in the second instance he said he was a railway porter transferred to the local station, and ab- sconded with the property the following morning. Information to Supt. Pickering, Bury. 22.— Barrow- in- Furness ( Borough).— For larceny.— HARRY TROMANS, age 26, height 5 ft. 7 ins., complexion fresh, hair brown, moustache sandy, eyes grey, cut mark over left eye; dress, dark suit, blue muffler, grey cap, lace boots. A plater's labourer or helper; native of Barrow- in- Furness. Information to the Chief Constable, Barrow- in- Furness. 23. Blackpool ( Borough).— For stealing two overcoats ( recovered) and a silk muffler.— H. EM- MERSON, alias JAMES AKERS and J. HAIN- CRY, age 38, height 5 ft. 9 ins., complexion fresh, hair ( turning grey) da^- k, clean shaven, eyes grey, shifty; addicted to drink ; Scotch accent; wearing dark brown jacket and vest, heavy dark brown overcoat, dark cap and tie, rubber collar. A traveller; supposed for a provision merchant, Liverpool, and may be found visiting shopkeepers for the sale of " Vigoral," etc., a speciality of Armour and Co.' s products. Information to the Chief Constable, Blackpool. LEICES TERSHIRE. 24.— Market Harborough ( County).— For stealing from his lodgings a silver keyless watch, white dial, seconds hand, horseshoe inside of outer case, metal chain with silver match- box, initials G. D. on end; 1 blue serge suit; 1 dark green mixture overcoat, band on cuffs and at back; and £ 2 5s.— JOHN BROWNE, age about 40, height 5 ft. 7 ins., complexion fresh, hair ( turn- ing grey) light brown, clean shaven, suffering from a disease of the nose, female left forearm, E. R. web of left thumb; dress, dark grey suit, soft dark hat and the stolen overcoat. A painter; believed a native of Wolverhampton. Warrant issued. 25.— Market Harborough ( County).— For stealing £ 3 and obtaining food and lodgings by false pretences, at Little Bowden.— A man who gave the names of BOND and BARHAM, age about 30, height 5 ft. 6 or 7 ins., complexion fair, hair light brown; dress, light grey suit, dark grey overcoat, light boots; believed wearing a cap. Stated he had obtained employment as a railway clerk. Supposed identical with MAN, Case No. 34, 21st ult. Warrant issued. Information to Supt. Robertson, Market Har- borough. SURREY. 26.— Guildford ( Borough).— For obtaining jewellery by false pretences.— J. W. BENNETT, age 54 ( looks younger), see Case No. 27, 12th inst., addicted to drink and stays at first- class hotels, boarding houses, etc. The following property traced to his possession has been seized : 2 long cabin trunks, 1 green, 1 brown; 2 brown leather suit cases; 1 green canvas case; 1 large brown leather trunk; 1 square leather hat- case for two hats; a number of suits, underclothing: boots; lady's costumes; underlinen; boots and dressing- cases ; 6 cheque- books of different banks; a copper key with white metal label, " Royal Victoria Hotel; Pleace leave at Bureau " on one side, " No. 61, First Floor" on reverse. He came to Bram- ley in September last and left 4th inst., after at- tempting to pass a banker's draft for £ 1,700 through the London County & Westminster Bank, Guildford Branch. Is identical with MAN, de- scribed in Cases 39, 20th October, and 46, 3rd November, 1911; 70, 5th April, 1912, and 38, 26th September, 1913. Ten pawntickets relating to jewellery, etc., pledged by the woman, between January and Novmber, 1913, were also found. Warrant issued. Information to the Chief Constable, Guildford. SUSSEX ( East). 27— Eastbourne ( Borough.).— For stealing from his lodgings, 5th ult., a watch, chain and 2 rings ( recovered) ; 1 lady's gold ring, set 5 stones, rubies and pearls; 1 do. silver watch, chased back, glass cracked; 1 silver brooch made from a two- shilling piece, head of Queen Victoria and the word Victoria cut out, affixed in mount with scroll around; 1 photograph pendant, about the size of a florin, gilt mount, containing photographs cf a man and boy, top of mount set with red and FRIDAY, DECEMBER 19, 1913. THE POLICE GAZETTE. 5 white stones ; 1 gold locket, Mizpah thereon; 1 silver boot pendant and a gun- metal keyless watch.— GEORGE EDWARDS ( supposed false), age 35 to 40, height about 5 ft. 6 ins., slight build, com plexion fresh, hair ( turning grey) and eyes dark, clean shaven, of good address; dress, dark suit, light brown or fawn colour overcoat, hard felt hat, carried a stick. Stated he was a photographer's canvasser and had with him a number of children's photographs on post- cards, and birthday cards. Warrant issued. Information to the Chief Constable, Town Hall, Eastbourne. PORTRAITS OF PERSONS WANTED. APPREHENSIONS SOUGHT, ( continued)— METROPOLITAN POLICE DISTRICT 31 — C Division.- For bigamy.— EUGENE CHARLES SCHROTTKY, alias BARON SCHROTTKY de SCHROTTKYZYNSKI, age small birthmark front left upper arm. A clerk; to be let, and in looking over the same he steals native of London. Has been convicted in London jewellery, etc. and Reading. Arrest sought at Bexhill, Hove Information to be forwarded to the Metropoh- and Horsham, vide Case No. 53, 17th October, tan Police Office, New Scotland Yard, S. W. _ BERKSHIRE. 29.— Winds OS' ( Borough).— For larceny.— PHILIPPA RUSSELL, Office No. 503- 00 ( for description, etc., see Case No. 38, 6th December, 1912, and Illustrated Circular 84, Fig. 32). The method adopted in this case was to take lodgings at a restaurant and send out circulars to ladies in blouses, etc., from various firms by false pretences. She informed her employer that her late husband was a surgeon- major attached to the St. George s Rifles, and that he died in an asylum ; she also spoke of visits to Paris and mentioned that she spoke French and had French experience of dress- 67, height 5 ft. 5 ins., complexion dark, hair dark brown ( turning grey), short, eyes grey; dress, supposed dark jacket suit and soft felt hat. A native of Breslau, Germany. Warrant issued. Information to be forwarded to the Metropoli- tan Police Office, New Scotland Yard, S. W. the district announcing that she was opening a first- class dressmaker's business, and solicit work at ladies' residences; she obtained employment, and durin gthe temporary absence of her employers stole jewellery, etc. After absconding it was ascer- tained that she had obtained costumes, skirts, making. After committing an offence it has been her practice to remain quiet for a few months and it is thought that she may be again about to com- mence operations. Warrant issued. Information to the Chief Constable, Windsor. SUSSEX ( West). 32.— Worthing ( County).— For carnally knowing a girl under 16 years of age.— GEORGE COWELL, age 30, height 5 ft. 7 or 8 ins., slight build, complexion dark, hair dark brown, clean shaven, eyes hazel. A commission salesman; native of Worthing. Warrant issued. Information to Supt. Fowler, Worthing. YORKSHIRE ( North Riding). ( 3.
