POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, DECEMBER 5, 1913 VOL. XXX., No. 3124. 1. All communications lor insertion in the POLICE GAZETTE, and all communica- tions relating to them, should be addressed to TUB EDITOR OK IUE POLICE GAZETTE. NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of Persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings o] stoh n property at a cost of 6s. per photograph or sketch, unless the article is large ur unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaran- teed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property btar a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen pro- perty to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all casi s the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should he forwarded so as to be re- ceived not later than noon on W ednesday, anil for the Tuesday edition not later than Saturday morning. They must be clearly written on one sid* of the pape r only; they must be in the usual form, and accompanied by o covering letter. 12. All payments must be in cuivance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such ins'rtion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should b » prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. An iron planer; native of Hebden Bridge. Information to the Chief Constable, Stockport. DEVONSHIRE. 13.— Torquay { County).— For obtaining £ 3 10s. Id., by false pretences, 29th ult.— C. LEWIS, age about 36, height 5 ft. 9 or 10 ins., slight build, complexion pale, rather thin face, hair light brown, clean shaven, speaks quietly; dres:;, dark grey suit, fawn- colour overcoat, bowler hat. He called at a wine and spirit merchant, stated he had taken a house close by, ordered goods to the value of 9s. lid., in payment tendered a cheque for £ 4, drawn in favour of self on the Capital < fe Counties Bank, Kensington Branch, and received the balance; he also called on a jeweller, purchased a 9- ct. gold ex- panding bracelet with a lady's 15- ct. gold half- hunter watch, No. 143187 attached, and tendered a cheque drawn on London k South Western Bank, Addiscombe Branch. ESSEX. 14.— Colchester { County).— For stealing a dark grey suit, 1 pair braces, 1 cap, 1 metal watch and chain, from his lodgings at Parkeston, 17th ult,— PATRICK TRAINER, age 18, height 5 ft. 6J ins., complexion fresh, hair dark brown, eyes dark blue, R. T. and heart indistinct on left fore- arm ; dress, dark grey suit, blue neckerchief, grey cap. Is a private of the 1st Battalion Rifle Bri- gade ; he left his uniform behind. Warrant issued. 20.— Aldershot ( County).— For obtaining 2 suits of clothes bv false pretences, 24th ult.— FREDERICK COLLINS, alias FREDERICK GEORGE CROSSMAN, age 24, height 5 ft. 8 ins., complexion fresh, hair brown, eyes blue, tattooed clasped hands and Florrie left arm, scar left temple; dressed in one of the above suits, viz., dark green suit, with brown stripe, dark cap, boots ( nearly new), fancy toe- caps. The other suit is a dark grey; both bear the name Hepworth on tab. A native of Somerset. Has served in the 11th Hussars. Warrant issued. Information to Supt. Davis, Aldershot. BAKER, described in Case No. 25, 29th September, 1913 ( see also Cases Nos. 10, current issue, and 15, 21st ult.), has been identified as JOHN CHARLES BAKER, Office No. 482- 13, age 41, height 5 ft. 4' f ins., complexion dark, hair dark brown ( turn- ing grey), eyes brown; anchor tattooed back right forearm, crown, flags, cross swords, A. S. J. B., heart and clasped hands back left forearm. An elec- trician ; native of Warrington. He obtained lodg- ings, stated that he was employed at motor works at Basingstoke, stayed three days and decamped with the property. Warrant issued. KENT. 22.— Sitting bourne ( County).— For em bezzling £ 60.— ARTHUR CUNDIFF, age 29, height about 5 ft. 9 ins., complexion fresh, hair dark brown, bad teeth ( 4 front upper missing), occasionally wears artificial ones; dress, greenish- grey overcoat, faded blue dungaree overalls, soft felt hat, lace boots. A bleacher; native of Salt Lake City, U. S. A. Sen- tenced, Salop Assizes, Shrewsbury, 6th November, 1909, to 5 years' penal servitude for wounding with intent, etc. Sentence expires 21st November, 1914 ( 16 days' appellant). Information to Supt. Whittaker, Chorley. 25.- Manchester ( City).— For obtaining £ 20 by false pretences, 24th ult.— JOHN LOWE, age 40 to 45. height 5 ft. 6 ins., stout build, full round face, blotchy, hair ( turning grey at sides) dark brown, clean shaven; dress, blue, brown or wrey lounge suit, grey overcoat, bowler hat. A second- hand clothes dealer. He advertises in a local paper as follows: " Wanted at once, young man with £ 20, in advertiser's established business, ^ ood weekly profits— Address, saying when can come for interview— 8. 18. E. N." A person ans- wered the advertisement and an appointment was made. Lowe represented that the business was to purchase pawnbrokers' unredeemed pledges and afterwards sold at market places, obtained the above and disappeared. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Manchester. 26.— Barrow- in- Furness ( Borough).— For stealing ( lodgings) £ 1 12s. 6d., a silver Eng- lish lever watch, No. 4172, makers, Wakefield 4 Sons, Gateshead, and a woollen shirt.— JOHN ALFRED OLDHAM, age 30 to 35, height 5 ft. 7 or 8 ins., good build, complexion swarthy, hair and moustache dark, slouching gait; wearing black jacket and vest, blue striped trousers, dark cap, light boots, slovenly appearance. A fireman; native of Glossop. Information to the Chief Constable, Barrow- in- Furness. LEICES TERSHIRE. 27.— Melton Mowbray ( County).— For stealing ( servant), 22nd ult., a navy blue jacket, rather long, open back, Wingad, Lincoln, on tab, trousers to match; 1 pair of tweed breeches; 1 drab covert coat ( all nearly new) ; 1 pair black leather leggings, button in front.— HENRY BRACE, alias PUNCH, age 23, height 5 ft. 3 ins., com- plexion pale, hair dark brown, eyes grey, Roman nose, scar over eye; wearing stolen clothing. A groom; supposed a native of London. Stated he had been a jockey in France. Warrant issued. Information to Supt. Hinman, Melton Mow- bray. NORFOLK. 2S.— Norwich ( City).— For stealing ( bailee^ in August last, a ring ( recovered).— PERCY SCOTT LEGGATT, age 30 to 32, height about 5 ft. 10 ins., slight build, complexion pale, thin faoe, hair dark brown, clean shaven, well educated, can speak several languages; dress, dark lounge suit, grey spats, green or grey soft hat. Is be- lieved to be a mining engineer and well known to members of the Stock Exchange. Warrant issued. Information to the Chief Constable, Guildhall, Norwich. An engineer's fitter; native of Shifnal, Salop. Warrant issued. 30.— Stoke- on- Trent ( Borough).— For de- serting his wife and child, leaving them charge- able to the Union— HARRY SLATER, age 25, height 5 ft. 9 or 10 ins., hair dark brown, peculiar left eye; dress, blue jacket, light trousers, check muffler, grey cap, heavy lace boots. SUSSEX ( West). 81.— Steyning ( County).— For stealing, 26th ult., a bicycle ( recovered at Horsham).— A MAN, age about 22, height about 5 ft. 7 ins., complexion dark, clean shaven; dress, blue serge suit, bowler hat; appearance of a clerk. He left behind a motor bicycle which had been stolen at Hove. Information to Supt. Avis, Steyning. YORKSHIRE ( North Riding). 32 — Thornaby- on - Tees ( County)— For arson, 8th ult.— MRS. CROW, age 40 to 45, height 5 ft. 1 or 2 ins., stout build, complexion fresh, hair dark brown, red cheeks and nose, broad fea- tures. Has lately been living at Newcastle where I she took an active part in Women Suffrage move- I ment. Warrant issued. Information to Supt. Cook, Thornaby- on- Tees. YORKSHIRE ( West Riding). 33.— Sheffield ( City).— For stealing a brooch ( recovered), 27th October last.— PHILIP SYD- NEY, age 23, height 5 ft. 4 ins., complexion dark, clean shaven, well spoken; dress, dark thick pilot overcoat, blue serge suit, bowler hat. Warrant issued. 34.— Sheffield ( City).— For unlawful wound- ing.— GEORGE MOONEY, age 24, height 5 ft. 8 ins., complexion fresh, hair brown, eyes grey, 2 dots outside left forearm, girl and banjo right. A waiter; native of Sheffield. Has been convicted on several occasions of larceny and assault. Is fond of practising the confidence trick and fre- quents public houses. Warrant issued. 35.— Sheffield ( City). — For embezzling £ 11 15s. 6d., between 4tli and Nth October last.— .1AMES McNALLY, age 30, height 5 ft. 4 or 5 ins., complexion sallow, hair very dark brown, eyes dark, usually wears a dark suit and cap. Late of Barnsley. Has been employed as a travel- ler by a firm of wholesale drapers. May endeavour to emigrate. Warrant issued. Not to be arrested out of the United Kingdom. 36 — Sheffield ( City).— For stealing 7s. 6d. from his lodgings, 6th ult.— JACK ALLEN, age 30 to 35, height 5 ft. 6 or 7 ins., complexion dark, moustache dark brown; wearing navy blue jacket suit, light grey cap, lace boots. He obtained lodg- ings, stated he was a chauffeur and absconded during temporary absence of occupier. Warrant issued. 37.— Sheffield \ City).— For stealing ( lodger), 19th and 20th ult., a coat ( recovered); 1 under- vest, John Walsh thereon; 1 pair suede gloves, lined, maker, Dent; 1 gunmetal watch; 1 latch key; 1 fawn Raglan mackintosh, Prussian collar, Binns Moorhead, Sheffield, inside back; 1 black leather purse, 5 compartments, containing 5s. OJd., 1 large pearl button and a ticket in respect of 2 rings deposited at Merrill's, South Street Moor, Sheffield; 1 trunk, 18 ins. by 12 ins., containing suit of clothes; 1 rainproof overcoat, C. W. S. on tab; 1 pair black lace boots, Derby pattern; 2 oval hair brushes ( 1 dark brown back, 1 light brown1); 1 brown- backed clothes brush, 1 briar pipe and tobacco pouch.— EDWARD GEORGE STANHOPE, alias EDWIN GEORGE POCHIN, age 21, height 5 ft. 3i ins., complexion fresh ( freckled), hair and eyes brown, oval face, mole above right elbow, boil scar left; dress, supposed grey suit, very faint yellow, blue and red stripes, fawn mackintosh, sometimes wears brown leggings and boots, double gold albert with £ 2 piece as appendage. Stated he was a chauffeur employed at a local garage. A gardener; native of Leicester. Has been convicted of housebreak- ing, larceny from lodgings and false pretences at Leicester, Derby Borough and County and Bur- ton Sessions. Warrant issued. Information to the Chief Constable, Sheffield. PERSONS IN CUSTODY. SPECIAL NOTICE. METROPOLITAN POLIOE DISTRICT 38.— Criminal Record Office.— Attention is called to JOHN COMYN, age 28, height 5 ft. 8 ins., complexion fresh, hair dark brown, eves grey, scar under left jaw; ALEX- ANDER COMYN, age 36, height 5 ft. 5 ins., complexion fresh, hair dark brown, eyes grey, clasped hands and heart and A. S. right forearm, indistinct figure of sailor base of left thumb; and ROBERT ERNEST LLOYD, age 33, height 5 ft. 3^ ins., complexion fresh, hair dark brown ( turn- ing grey), eyes blue, who are remanded at St. Helens Borough Police Court until the 5th inst. The Comyns ( brothers) are charged with obtaining money by false pretences and with an offence under the Merchandise Marks Act, and Lloyd with aid- ing and abetting in the commission of these offences. They have traded under the names of Messrs. Wil- liams & Co., Messrs. Howard & Co., and Messrs. H. Bennett & Co., London, Leeds and Manchester. Their method is to circularize a district and an hour or so later call for the circular and exhibit the very best samples of calico, flannel, Oxford shirting, bath towels and flannelette at ridiculously low prices. After receiving an order ( which they invariably fail to fulfil) they offer for sale dress or suit lengths of shoddy cloth at exorbitant prices and falsely represent that they have made arrangements with a local tailor to make up the suit or costume at a low price to include trimmings. In this manner they induce their victims to buy the shoddy cloth which is worthless. Information to the Chief Constable, St. Helens, or to the above Office. GLOUCESTERSHIRE. 39 .— Bristol ( City).— Remand ed until 9th inst., charged with obtaining 6s. by false pretences. — ERNEST NATHAN STRINGER, Office No. 1127- 13 ( see Case No. 39, 26th September, 1913), age 29, height 5 ft. 9J ins., complexion and hair dark ( clean shaven), eyes brown, full face; a fluent speaker. Has travelled the country representing himself to be a debt collector, and, having ob- tained the names and addresses of debtors, col- lected the debts and absconded; he has also repre- sented himself to be an agent for the British Trading Stamp Co., of Birmingham, and on one occasion he said he was a traveller for Lipton's. Believed to be wanted in many provincial towns. Information to the Chief Constable, Bristol.
