POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, NOVEMBER 28, 1913. VOL. XXX., No. 3122. 1. All communications for insertion in the POLICE GAZETTE, and all communica- tions relating to them, should be addressed to TH « EDITOR OP THE POLICE GAZETTE. NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all eases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of Persons whose apprehension is sought for serious off ences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of 6s. per photograph or sketch unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaran- teed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank thcui Inspector, or analogous thereto. 8. 9. 10. Announcements of all persons to be apprehended or of stolen property biar a number, and as far as practicable they are alphabetically arranged by counties. The force which causes particulars concerning delinquents or stole » pro- perty to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be re- ceived not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should b « prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. BUCKING HA MS HI RE. 8.— High Wycrmbe ( County).— On com- mitment warrant for non- payment of £ 1 fine and costs, imposed for malicious damage.— WILLIAM TIBBLES, alios PESTELL, age about 40, height 5 ft. 8 ins., complexion fresh, hair brown, usually clean shaven, eyes blue; dress, cord waistcoat with sleeves, cord trousers, old cap. Supposed a native of Hemel Hempstead. Travels with a hand truck, hawks hearthstone, gathers old iron, rags, bones, etc. Previously convicted at St. Albans, Watford, and Hemel Hempstead. May be accompanied by his wife and children. Absconded in April last. Information to Supt. Trevener, County Police, High Wycombe. 9 Newport Pagnell ( County).— For obtaining £ 300 by false pretences at Emberton, Olney, since 24th October, 1912.— CHRISTO- PHER JONES ( supposed false), age 40, height 5 ft. 9 ins., stout build, complexion ruddy, hair light brown, clean shaven, eyes brown, square jaws; dress, brown worsted jacket suit, faint red stripes, dark grey rain coat, black bowler hat. Represented that he had a relative in Jersey who was dying and he would receive £ 25,000. Fond of theatres and music halls, and the company of prostitutes. Supposed a native of London. Photo- graph can be seen on application. Absconded about 30th October, 1913, and may be living with a woman. Arrested, see Case No. 97. Warrant issued. Not to be arrested out of the United Kingdom. C, FELL- WARREN, age 20, height 5 ft. 8 ins., slight build, complexion fresh, hair brown, clean shaven, thin features, right wrist Weak, wears a strap; dress, dark grey overcoat, light grey suit, reddish brown boots. A clerk; supposed a native of Nottingham. May seek employment with motor firms. Is in possession of a cheque book oil the Union of London & Smith's Bank, Notting- ham ; account overdrawn. Warrant issued. Information to Supt. Sutherland, Altrincham. 11 — Crewe ( County).— For stealing ( lodger), 24th inst., an overcoat, greenish tweed, double breasted, belt at back, straps on cuffs, maker's name ( Northampton firm) on tab. BIRCH, age 30 to 35, height 5 ft. 4 or 5 ins., complexion sallow, hair and moustache light, large nose, thin features; wearing blue serge suit, dark green cap, blue tie, lace boots; wearing silver chain. Had with him an old bicycle. Warrant issued. Information to Supt. Thompson, Crewe. DERBYSHIRE. 12.— Alfreton ( County).— For stealing at Clay Cross, 5th inst., a bicycle ( recovered).— ARTHUR PEARCE, age about 28, height 5 ft. 8 or 9 ins., complexion and hair dark, walks erect; dress, blue or black jacket and vest, cord trousers, dark cap and muffler. A labourer; native of Bilston, Staffs. Warrant issued. Information to Supt. Fennell, Alfreton. ESSEX. 13 — Saffron Wald* n ( Comity).— For stealing £ 7 10s., 16th inst.— PERCY AMOS, age 27, height about 5 ft. 6 or 7 ins., complexion fresh, hair light brown, clean shaven, eyes full, 2nd joints of 3rd and 4th left fingers deficient; wearing brown suit, light grey cap, violet tie, brown boots. A mechanic; late of Chelmsford. Likely to be found at motor works. Warrant issued. Information to Supt. S. J. B., heart and clasped hands back left forearm. An electrician; native of Warrington. Has been convicted at Middlesbrough, Liverpool, Birkenhead, Manches- ter, Southampton and Portsmouth. Stated that he had come to work in the neighbourhood and obtained lodgings. Absconded the first opportu- nity with jewellery and clothing which he imme- diately disposed of at pawnshops and second- hand dealers. Warrant issued. Information to Supt. Jones, Southend- on- Sea. 15.— Colchester ( Borough).— For stealing, 12th inst., a motor cycle ( recovered).— TWO MEN : lst, age about 30, height 5 ft. 8 or 9 ins., clean shaven; wearing long dark overcoat, black bowler hat; 2nd, age about 30, height 5 ft. 4 ins., very slight build, clean shaven ; wearing dark oil- skin jacket, black bowler hat. FORFARSHIRE. 16.— Dundee { City)— For stealing £ 50, in- cluding four £ 5 Bank of England notes, 15th inst. — JOHN GREIG, alias WHITTON and WIN- TON, age 30 to 40, height 5 ft. 7 ins., good build, complexion ruddy, hair light, going bald in front, clean shaven, of smart appearance; dress, blue or dark suit, greyish cap. He intercepted an office boy who had just cashed a cheque for £ 50, stated there had been some mistake, handed the boy a blue envelope marked " Private, Imme- diate," at the same time obtaining the money; the envelope was found to contain a sheet of note- paper, watermark " Air- dried Imperial vellum, J. D. & Co." An ex- sergeant of the 20th Hussars, purchased his discharge in South Africa; also said to have served in the South African Mounted Police. Is accompanied by a woman, age 26, rather tall, slight build, complexion pale; wearing dark clothing, black velvet hat, cinnamon- coloured coat, black furs. Stated he was a traveller for a Swiss firm of petrol engineers. Warrant issued. Information to the Chief Constable, Dundee. GLAMORGANSHIRE. 17.— Neath ( County).— For stealing £ 36 17s. 3id., at Port Talbot.— BERTIE HUGHES, age 17, height 5 ft., slight build, complexion pale, hair light, eyes blue, scar under right eye; dress, speckled tweed jacket and vest, navy blue trou- sers, brown tweed cap, green tie with black spots and a front with black stripes. Has been em- ployed in a collier}'. May endeavour to leave the country or go to sea. Warrant issued. Information to Supt. Evans, County Police, Neath. GLOUCESTERSHIRE. 18.— Gloucester ( County).— For obtaining £ 5 by false pretences.— WILLIAM ALFRED FRANKLIN, age about 28, height 5 ft. 8 or 9 ins., complexion fresh, hair black ( curly), eyes very dark brown, S. A. outside left forearm, long scar front little finger; dress, navy blue serge suit, dark grey overcoat, white cricket shirt, dark tie, brown cap. He represented that he was an Ameri- can and obtained above amount by stating that he would receive £ 90, 24th inst., from his interests in a ranch in South America. Frequents low public houses. Is accompanied by a woman ( not wanted), age about 24, height 5 ft. 4 ins., slight build, complexion pale, hair light or auburn, red birthmark on forehead. Warrant issued. Information to the Deputy Chief Constable, Gloucester. HAMPSHIRE. 19.— Alton ( County). — For stealing at Headley, 5th inst., a horse ( recovered).— JOHN JONES, alias PROUDLEY, age about 20, height 5 ft. 4 or 5 ins., good build, hair and slight moustache light; dress, keeper's brown mixture jacket and vest, dark cord trousers, light cap. A gipsy. Warrant issued. Information to Supt. Reuben, Alton. 20.— Portsmouth ( Borough).— For failing to surrender to his bail at the Hants. Assizes held at Winchester on the 5th inst., to answer a charge of larceny as agent.— JOHN STEWART MOR- RIS, age 24, height 5 ft. 9 ins., good build, hair brown, clean shaven; is generally well dressed. Is fond of billiards and may be found in the com- pany of loose women. An inveterate smoker of cigarettes. He was a house and estate agent, and appropriated to his own use the rents he received on behalf of the owners. Warrant issued. 21.— Portsmouth ( Borough).— For stealing £ 14 19s. 6d.— JAMES NEWLAND, alias Mc FARLANE, Office No. S. 135838, age 20, height 5 ft. 6 ins., clean shaven, complexion fresh, hair dark brown, eyes brown; wearing dark trousers with blue serge patch in seat, dark tweed coat and vest, black boots, patent toecaps, old light brown overcoat, bowler hat. He is on licence from a Borstal Institution until 4th April, 1915. Ab- sconded 15th inst. Warrant issued. 22.— Portsmouth ( Borough).- For leaving her two children chargeable to the parish of Ports- mouth.— MARY SMITH, age 35 to 40, height 5 ft. 6 ins., stout build, complexion fair, rather large eyes, hair dark; wearing light brown coat, dark check skirt, black blouse, large black hat. Warrant issued. 28.— Portsmouth ( Borough).— For stealing a pair of brown boots from his lodgings, 20th inst. — A MAN, age 30, height 5 ft. 9 or 10 ins., complexion fresh, clean shaven; wearing a pair of brown riding breeches, brown putties, short dark brown coat, slouch hat, large white necker- chief and the stolen boots. He has a coil of rope in his possession which he uses for the purpose of performing in the streets. Is stated to be well known at. Southampton, Coventry, Brighton and Devon. Warrant issued. Information to the Chief Constable, Portsmouth. HEREFORDSHIRE. Zl.—.- Hereford ( County).— For rape at Eaton Bishop, 28th September last.— JACK GRIF- FITHS, alias HARRY GRIFFITHS and JACK EDWARDS, age 30 to 35, height 5 ft. 6 to 8 ins., fairly broad shoulders, rather short neck, com- plexion dark to sallow, thin face, rather keen features, hair and slight moustache ( turned up at ends) dark, North Country or Welsh accent; dress, old dark grey or brown jacket and vest, lighter colour trousers. Had been working on farms and with threshing machines. Stated he was born in Australia. Is very talkative and performs tricks in public houses with matches, coins, pieces of cork, etc., and uses the expression " Every time"; also plays a mouth organ and sings. ( See Case No. 19, 17th ult.). Warrant issued. Information to Supt. Thomas, County Police, Hereford. KENT. 25.— Chatham ( County).— For stealing, llth inst., a set of harness ( recovered) at Gillingham.— JOHN HARVEY, alias ADAMS and DOWN- ING, Office No. 1689- 03, age 42, height 5 ft. ins., complexion fresh, hair brown ( partly bald), eyes brown, Cawnpore Well tattooed back right and coat of arms front right forearm, figure of female back left and horse and soldier front left forearm, scar side right ring finger; dress, black suit, black soft or hard felt hat, brown knee boots. A native of Essex. Has been convicted in Tor- quay, Exeter, Lyme Regis Dorchester, Taunton and London. Warrant issued. Information to Supt. Rhodes, Chatham. 26.- 5 a n d W i C h ( County).— For stealing ( servant), 19th inst., at St. Nicholas- at- Wade, a gold diamond and ruby ring; 1 gold pendant, set yellow topaz; 1 antique locket; 1 gold bar brooch; 1 cap; 1 green woollen knitted waistcoat; and 10s.— WALTER GORDON HOLLOWAY, age 28, height about 6 ft. 2 ins., complexion fresh, hair dark brown, slight cast in one eye; wearing dark brownish suit, brown boots and supposed stolen waistcoat and cap. Warrant issued. Information to Supt. Stone, Sandwich. LANCA SHIRE. 27.— Barrow- in- Furness ( Borough).— For embezzlement.— JOHN KELLY, age 29, height 5 ft. 6 or 7 ins., slight build, complexion dark, hair dark, clean shaven; wearing dark grey suit and cap. He was local secretary and treasurer of the Insurance Department of the National Union of Paper Mill Workers. Warrant issued. 28.— Bar row- in- Furness ( Borough).— For stealing ( lodgings) £ 1 12s. 6d., a silver Eng- lish lever watch, No. 4172, makers, Wakefield & Sons, Gateshead, and a woollen shirt.— JOHN ALFRED OLDHAM, age 30 to 35, height 5 ft. 10 ins., hair black, short moustache dark; wear- ing black jacket and vest, blue striped trousers, dark cap, light boots. A fireman; native of Glossop. Information to the Chief Constable, Barrow- in- Furness. 29.— Blackpool ( Borough).— For obtaining food and lodgings by false pretences, 3rd inst.— WILLIAM FOX, age 23, height 5 ft. 8 or 9 ins., complexion sallow, oval face, hair dark, clean shaven, eyes blue; dress, navy blue serge suit, light grey cap, lace boots. A clerk. Stated he was a motor driver, that the car had broken down near Preston and he had come on to Blackpool to arrange for the repairs. Arrested, see Case No. 98. Warrant issued. 30.— Blackpool ( Borough).— For stealing from his lodgings, 12th inst., a satchel, birth certi- ficate and £ 5.— JAMES ENNIS, age 18, height 5 ft. 6 ins., hair ( cut short) dark; dress, brown jacket suit, striped cotton muffler, grey cap, lace shoes, patent leather toe- caps. A labourer or donkey driver; supposed a native of Burnley. Information to the Chief Constable, Blackpool. LINCOLNSHIRE. 31.— Epworth ( County).— For stealing at Althorpe, 16th ult., a bicycle ( recovered).— JAMES CLARKE, age about 30, height about 5 ft. 9 ins., complexion and eyes dark, hair black, clean shaven, woman right forearm; dress, black jacket, dark green vest with stripes, blue serge trousers, dark cap, white neckerchief, heavy nailed boots. A labourer; native of Scunthorpe. Pre- viously convicted of fraud and larceny. Warrant issued. Information to Supt. Hill, Epworth. 32.— Sleaford ( County).— For an offence under the Bankruptcy Act.— WALTER MUNRO, age about 40, height 5 ft. 6 or 7 ins., stout build, weight about 15 stones, complexion fresh, hair light brown, clean shaven. Had in his possession 2 harness horses ( 1 a chestnut, 1 bay); 2 gover- ness traps ( 1 yellow, 1 dark brown); a bay cart mare and a 4- wheeled dray, " Walter Munro, Timberland," painted thereon. He attended mar- kets and purchased cattle, spoke of America and may endeavour to leave the country. May be ac- companied by a woman. Warrant issued. Information to Supt. Reed, Sleaford. NORFOLK. 33.— Norwich ( City).- For stealing, 22nd inst., a butcher's basket and contents ( recovered).— ARTHUR WILLIAM SAMPSON, alias THO- MAS SIMPSON, age 36, height 5 ft. 6£ ins., com- plexion fresh, hair brown, eyes brown- grey, scar left eyebrow, anchor, rope and indistinct figure of a man left forearm; dress, fawn- colour overcoat, dark jacket, cord trousers, muffler, heavy lace bcots. A rag and bone gatherer; travels the country with a hand cart. Has been previously convicted. Stays at common lodging and low beer houses. Information to the Chief Constable, Guildhall, Norwich. NOR THA MP TONS HI RE. 34. - Peterborough ( City).— For stealing from his lodgings, Rth inst., £ 1 15s. 6d., and a pair of thick brown woollen socks ( new).— FRED HARDING, age 30 to 35, height 5 ft. 8 or 9 ins., stout build, complexion ruddy, hair ( thin on top) brown, clean shaven, very deep forehead, teeth very irregular and discoloured, speaks quickly with North Country accent; dress, grey suit, dark cap, too small for him, soft blue striped collar, blue tie with black spots, bar- pattern brooch pinned across front of collar, Army shirt, lace boots, wears gold- coloured, thin watch chain with medal or pendant attached; appearance of a far- mer. Stated he was a clerk in the employ of the Great Eastern Railway, and had been transferred from Birmingham to Peterborough. Warrant issued. Information to the Chief Constable, City Police, Peterborough. OXFORDSHIRE. 35.— Oxford ( City).— For forgery of bankers cheques to the amounts £ 21 10s. and £ 12 10s. — ARTHUR FRANK KERRY, age 53, height 5 ft. 9 ins., hair light, turning grey, bald on top, moustache light, drooping and turning grey; usually wears dark clothes, bowler hat. He is an M. A. of Oxford University, and late Head- master of Oxford City Technical School. Is a very clever musician, and is fond of motoring. Has for some years driven his own car. May have in his possession driver's licence No. 143, issued at the City of Oxford on the lst March, 1913, signed by Oswald Cole, Chief Constable. Warrant issued. Information to the Chief Constable, Oxford. STAFFORDSHIRE. 36.— Stoke - on - Trent ( Borough).— For stealing £ 10.— WILLIAM HARMSWORTH, age about 44, height 5 ft. 8 ins., complexion dark, hair black ( turning grey), eyes grey, cut mark on face ( supposed left side); wearing greyish brown suit, soft hat, brown overcoat, tie. Criminal Record Office.— Attention is drawn to a gipsy woman, who, accom- panied by a man and a girl, age about 12, ob- tained 15 loaves of bread from a baker's shop in the Borough of Maidstone; also 15s. 6d., change for a sovereign, which she had tendered and after- wards secured, from a fishmonger's shop. They drove away in a green- painted caravan, containing rugs, which they purported to sell. Description of the woman : age 30 to 40, short, very dark hair, thin pale face; dress, dark clothing; the man is about 25, height 5 ft. 5 ins., slight moustache, wearing a cap. Not to be arrested Tor the above offences.
