POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, NOVEMBER 21, 1913. VOL. XXX., No. 3120. 1. All communications for insertion in the POLICE GAZETTE, and all communica- tions relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of Persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of 6s. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaran- teed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen pro- perty to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be re- ceived not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard. by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. THE EDITOR, New Scotland Yard, London, S. W. SPECIAL NOTICE. Enquiries have been made as to where a special outfit for developing latent finger impressions can be obtained. An outfit made by Messrs. Perken & Son, 99, Hatton Garden, London, E. C., has been approved by the Finger Print Section at New Scotland Yard. All articles sent by post or rail for purposes of the examination of finger impressions left by criminals, should be addressed to the Finger Print Section of the Criminal Record Office, New Scot- land Yard, London, S. W. APPREHENSIONS SOUGHT. SPECIAL NOTICE. METROPOLITAN POLICE DISTRICT 1.— Criminal Record Office.— Attention is called to WALTER ROBERT POWELL, alias CROSSLEY, WALTER and ALBERT BROWN, Office No. 1832- 07, age 24, height 5 ft, 4 ins., complexion sallow, hair dark brown, eyes blue, cut under right eye. A ship's steward ; native of Croydon, whose arrest is sought at Cardiff and Watford, vide Cases 17 of 7th and 21 of the 14th insts., also in Metropolitan Police district, for larceny from lodgings. He takes furnished apartments and represents himself to be employed as agent either by the British Underwriting Company or Pathe Cinema, Ltd., also as a canvasser for the latest novels and books, and generally states his intention of re- maining in the district for several months. He commits offences as opportunity offers; at times he obtains permission, as soon as he has settled about the rooms, to go upstairs to wash his hands then ransacks the bedrooms. On other occasions ha remains a day or two before effecting his pur- pose. When leaving with the stolen property ( hitherto jewellery and money) he gives the im- pression that he is going to business. MENZER, Office No. 1540- 12, see Case No. 10, 24th ult., height 5 ft. 4i ins., complexion dark, hair dark brown ( wavy), eyes brown, may have slight dark moustache. An artist. He called on the proprietor of a fried fish shop and obtained an order by representing him- self to be connected with a firm that had a quan- tity of bankrupt stock to dispose of. May be ac- companied by his wife ( not wanted), and 3 chil- dren ( 2 girls, ages 7 and 11 and a boy age 6). Warrant issued. Information to the Chief Constable, Bedford. Farnworth, County Hall, Birkenhead. 10— Dukinfield ( County).— JAMES HILL described in Case No. 11, 14tli inst., has been identified as JOHN REYNOLDS, alias HILL, MOSS and DAVIS, Office No. 3478- 98 ( see also Case No. 28, 16th May, 1913), age 52, height 5 ft. 4A ins., complexion fresh, hair dark brown ( bald on top), eyes blue; female tattooed inside right forearm, male and female, table between, inside left forearm. A fitter; native of Horton Green. He obtained lodgings and represented that he was commencing work as a mechanic at a local factory; he remained in the house for 3 days without leav- ing and then during the temporary absence of landlady, etc., he stole the articles described. Richardson, Dukinfield. 11.— Stock port ( Borough).— For forging a request for payment of money.— FRANCIS HARRY TAYLOR, age IS, height 5 ft. 10£ ins., complexion rather pale, hair dark brown, left middle finger deformed; dress, new grey blanket cloth overcoat with waist strap, light grey suit, bluish- grey slouch hat, brown kid gloves. A soli- citor's clerk; native of Reading. Has expressed his intention of going to Canada. Information to the Chief Constable, Stockport. DUMFRIESSHIRE. 12.— Dumfries ( County).— For stealing, 8th inst., at Kirkconnel, a blue jacket suit with broad black stripe.— EDWARD CHARLETON RICH, age about 24, height 5 ft. 4 or 5 ins., complexion pale, liair light and very long, clean shaven, long thin face, walks sharply; dress, blue jacket suit, soft gery hat, lace boots. ESSEX. 13.— Romford ( County).— For obtaining by false pretences, 5th inst., a bicycle, 26- in. frame, painted French grey, lined out blue, 28- in. wheels, new Palmer tyres, flat plated handle bars, B. S. A. fittings, Brooks saddle, 2 Bowden brakes, block chain, rubber pedals, Lucas bell, tool- bag attached. — A MAN, age about 23, height 5 ft. 4 ins., slight build, complexion sallow, hair dark, clean shaven, piece of plaster left side of face; wearing a dark grey lounge suit and cap, boots. Hailstone, Romford. 14 — Saffron Walden ( County)— For stealing £ 7 10s., 16th inst.— PERCY AMOS, age 27, height about 5 ft. 6 or 7 ins., complexion fresh, liair light brown, clean shaven, eyes full, 2nd joints of 3rd and 4th left fingers deficient; wearing brown suit, light grey cap, violet tie, brown boots. A mechanic; late of Chelmsford. Likely to be found at motor works. Warrant issued. Information to Supt. Boyce, Saffron Walden. 15.— Southend ( County).— For stealing from his lodeings ( 3 cases).— JOHN CHARLFfS BAKER7 Office No. 482- 13, age 37, height 5 ft. 4| ins., complexion dark, hair dark brown ( turn- ing grey), eyes brown; anchor back left forearm, crown, flags, cross swords, A. S. J. B., heart and clasped hands back left forearm. An electrician; native of Warrington. Has been convicted at Middlesbrough, Liverpool, Birkenhead, Manches- ter, Southampton and Portsmouth. Stated that he had come to work in the neighbourhood and obtained lodgings. Absconded the first opportu- nity with jewellery and clothing which he imme- diately disposed of at pawnshops and second- hand dealers. Warrant issued. Information to Supt. Jones, Southend- on- Sea. 16.— Colohester ( Borough).— For stealing, 12th inst., a motor cycle ( recovered).— TWO MEN: lst, age about 30, height 5 ft. 8 or 9 ins., clean shaven; wearing long dark overcoat, black bowler hat; 2nd, age about 30, height 5 ft. 4 ins., very slight build, clean shaven ; wearing dark oil- skin jacket, black bowler hat. FORFARSHIRE. 17.— Dundee ( City).— For stealing £ 50, in- cluding four £ 5 Bank of England notes, 15th inst. — A MAN, age 30 to 40, height 5 ft. 7 ins., good build, complexion ruddy, hair light, going bald in " front, clean shaven, of smart appearance; dress, blue or dark suit, greyish cap. He intercepted an office boy who had just cashed a cheque for £ 50, stated there had been some mistake, handed the boy a blue envelope marked " Private, Imme- diate," at the same time obtaining the money; the envelope was found to contain a sheet of note- paper, watermark " Air- dried Imperial vellum, J. D. '& Co." Information to the Chief Constable, Dundee. GLAMORGANSHIRE. 18.— Neath ( County).— For stealing £ 86 17s- 3id., at Port Talbot.— BERTIE HUGHES, age 17, height 5 ft., slight build, complexion pale, hair light, eyes blue, scar under right eye ; dress, speckled tweed jacket and vest, navy blue trou- sers, brown tweed cap, green tie with black spots and a front with black stripes. Has been em- ployed in a colliery. May endeavour to leave the country or go to sea. Warrant issued. Information to Supt. Evans, County Police, Neath. 19.— Ton Pentre ( County).— For embezzling and stealing £ 10 Is., at Tonypandy, 27th ult.— JOHN W. PEARCE, age about 30, height 5 ft. 7 or 8 ins., good build, complexion fresh, full face, dark frizzy hair, clean shaven; dress, light grey suit, grey cap, lace boots. Reuben, Alton. 22.— Fareham ( County).— For stealing, 4th inst., a pony ( recovered).— A MAN, age about 30, height about 5 ft. 8 ins., complexion fresh, clean shaven; dress, light brown suit with dark stripes, drab colour mackintosh, green soft hat, believed brown boots, gold or gold colour chain. Information to Supt. Carman, Fareham. 28.— Portsmouth ( Borough).- J. COLE, Case No. 20, 31st ult. ( since identified as THOMAS WILICINS, Office No. 844- 08). Not now wanted. 24.— Portsmouth ( Borough).— For failing to surrender to his bail at the Hants. Assizes held at Winchester on the 5th inst., to answer a charge of larceny as agent.— JOHN STEWART MOR- RIS, age 24, height 5 ft. 9 ins., good build, hair brown, clean shaven; is generally well dressed. Is fond of billiards and may be found in the com- pany of loose women. An inveterate smoker of cigarettes. He was a house and estate agent, and appropriated to his own use the rents he received on behalf of the owners. Warrant issued. 25.— Portsmouth ( Borough).— For leaving his wife and four children chargeable to the parish. — ARTHUR WILLIAM SHAND, age 41, height 5 ft. 8 or 9 ins., stout build, complexion fresh, hair dark, slight scar on each side of cheek near mouth, clean shaven ; wearing blue reefer suit, dark cap, wears spectacles. Has a portable harmonium, which he plays in the streets. Is supposed to be accompanied by a woman, and may be working with two other musicians, who play a guitar and banjo respectively. Warrant issued. Information to the Chief Constable, Portsmouth. 26.— Portsmouth ( Borough).— For stealing £ 2 5s.— WILLIAM THOMAS BREWER, Office No. 987- 02, age 47, height 5 ft. 6 ins., complexion fresh, hair brown, eyes grey; scar centre of fore- head, " Emma Perier," flowers, and " Sarah " right arm, cross, " L. E. J. C." front left forearm, " I. W." web left thumb ; dress, dark suit, grey cap. Prob- ably accompanied by a woman, and a boy age 9 ( arrest not, sought). Brewer obtained employment with a clergyman to do tailoring, took the money from two alms boxes and absconded. Warrant issued. Information to the Chief Constable, Portsmouth. FITHS, alias HARRY GRIFFITHS and'JACK EDWARDS, age 30 to 35, height 5 ft. 6 to 8 ins., fairly broad shoulders, rather short neck, com- plexion dark to sallow, thin face, rather keen features, hair and slight moustache ( turned up at ends) dark, North Country or Welsh accent; dress, old dark grey or brown jacket and vest, lighter colour trousers. Had been working on farms and with threshing machines. Stated he was born in Australia. Is very talkative and performs tricks in public houses with matches, coins, pieces of cork, etc., and uses the expression " Every time''; also plays a mouth organ and sings. ( See Case No. 19, 17th ult.). Warrant issued. Information to Supt. Thomas, County Police, Hereford. HEREFORDSHIRE. 27.— Hereford ( County).— For rape at Eaton Bishop, 28th September last.— JACK GRIF- ISLE OF WIGHT. 28.— Newport ( County).— For embezzling £ 7 6s. 6d., at Yentnor, 4th ult.— PERCY EDWARD SHEPARD, age 30, height 5 ft. 6 or 7 ins., slight build, complexion, hair and moustache ( waxed at ends) dark, prominent teeth; usually wears dark or grey lounge suit. An ironmonger's manager. Absconded 6th ult. Warrant issued. Information to the Deputy Chief Constable, Newport, I. of W. KENT. 29 — Canterbury ( City).— For obtaining goods, etc., by worthless cheques, drawn on the London City & Midland Bank, Ltd., Covent Gar- den Branch, 10th inst.— A man who gave the name of VERNON B. KNOX, age 25 to 30, height 5 ft. 6 or 7 ins., complexion fresh, hair and eyes dark, thin face; wearing brown jacket suit, black hard felt hat, patent boots, with slate- coloured cloth tops, dark brown overcoat or a greenish- grey Burberry coat, and may be in possession of a pair of Ziess prismatic field glasses, in brown leather case with long strap attached. He represented that he was the son or nephew of the Governor of H. M. Prison, Canterbury. Warrant issued. Information to the Chief Constable, Canterbury. 30.— Dover ( Borough).— For absconding with workhouse clothing, lst ult.- HARRY WIL- LIAM BURT, age 46, height 5 ft. 7 or 8 ins., complexion fresh, hail-, moustache and eyes dark, well spoken; dress, dark blue hospital suit stamped " Dover Union," round soft felt hat stamped " M. I., Dover Union," white calico shirt with red stripes, cotton pants with red stripes, grey wool- len stockings marked " N. M. I., 1 pair of blucher boots, " Dover Union" stamped outside. A native of Dover. Warrant issued. 31 . — Dover ( Borough).— For unlawfully and knowingly inducing Rose Oliver, age 9, wearing a green jersey blue kilt, black hat, all stamped " 79, Dover Union," to leave Dover Union without the consent of the Guardians, 3rd ult.— ESTHER OLIVER, age 52, height 5 ft., complexion fresh, hair light brown, eyes grey, " Alfred " right fore- arm. May be accompanied by her husband ( not wanted). Warrant issued. Information to the Chief Constable, Dover. LANCASHIRE. 32.— Blackpool ( Borough).— For obtaining food and lodgings by false pretences, 3rd inst.— WILLIAM FOX, age 23, height 5 ft, 8 or 9 ins., complexion sallow^ oval face, hair dark, clean shaven, eyes blue; dress, navy blue serge suit, light grey cap, lace boots. A clerk. Stated he was a motor driver, that the car had broken down near Preston and he hacl come on to Blackpool to arrange for the repairs. Warrant issued. 33.— Blackpool ( Borough).— For stealing from his lodgings, 12th inst., a satchel, birth certi- ficate and £ 5.- JAMES ENNIS, age 18, height 5 ft, 6 ins., hair ( cut short) dark; dress, brown jacket suit, striped cotton muffler, grey cap, lace shoes, patent leather toe- caps. A labourer or donkey driver; supposed a native of Burnley. Information to the Chief Constable, Blackpool. NORTHAMPTONSHIRE. 34.— Peterborough ( City).— For stealing from his lodgings, T4th inst., £ 1 15s. 6d., and a pair of thick brown woollen socks ( new).— FRED HARDING, age 30 to 35, height 5 ft. 8 or 9 ins., stout build, complexion ruddy, hair ( thin on top) brown, clean shaven, very deep forehead, teeth very irregular and discoloured, speaks quickly with North Country accent; dress, grey suit, dark cap, too small for him, soft blue striped collar, blue tie with black spots, bar- pattern broach pinned across front of collar, Army shirt, lace boots, wears gold- coloured, thin watch chain with medal or pendant attached; appearance of a far TUESDAY, NOVEMBER 18, 1913. GL OUCES TERSHIRE. f ' Bristol ( City).— For stealing 17s id., 17th inst.— HENRY ' BINDING, alias JACK FISHER, age 24, height 5 ft, 4 or 5 ins., good build, complexion pale, hair ( cut American style) to the value of 2s. 8d., asked the shopman to ride with him in a taxi- cab to his lodgings, stating he had not sufficient money; on arrival at the sup- posed lodgings he went through the garden to the had come to Rome to enter the Redemptorist Order of the Roman Catholic Church, but on account of conscientious difficulties desired to sever his connection with the Church of Rome and adopt the Protestant faith. He was sent to Edinburgh to enter the New College of the United Free Church of Scotland as a student for the Mission field, where he was well received by a leading layman of the United Free Church, but on discovering that enquiries were on foot as to the truth of his statements he left the New College, and ap- proached the Dignatories of the Roman Catholic Church. He was sent through a Monastery in Scotland to the Roman Catholic Scots' College at Rome, and it was discovered that he was an im- poster and he was turned out. He then proceeded to Paris and thence to Algiers where he introduced himself under the name of J. W. L. Cornforth to the Missionary of the United Free Church of Scotland there, returned to England where he re- presented himself as being Dr. Samuel Angus, nephew of Sir Alexander Simpson, of Edinburgh, and under this pretence is believed to have imposed upon several clergymen and others in various parts of the country. Last heard of on 9th inst., when he called at the Left Luggage Office of a railway station at Birmingham for two suit cases which he had deposited earlier in the dav.
