All communications for insertion in the POLICE GAZETTE, and all communica- tions relating to them, should be addressed to THE EDITOR OF THE POLICB GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of Persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of 6s. pe. r photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaran- teed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen pro- perty to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be re- ceived not later than noon on Wednesday, and for the Tuesday edition nui later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should h. prepaid at the ordinary rate for printed matter sent by post within tk* United Kingdom. A costermonger; native of London. Sentenced, County of London Sessions, 24th October, 1911, to 2 years' deten- tion in a Borstal Institution, for stealing a bicycle, etc. Released on 2nd licence 9th May, 1913, to the care of the Borstal Association, who sent him to Cardiff, but he disappeared, taking with him the property ^ of other boys. If arrested a tele- gram or telephonic communication should be sent to the Governor of Pentonville Prison, who will send an escort for him. A bricklayer; native of Birmingham. Sentenced at Chester Assizes, 3rd November, 1906, to 8 years' penal servitude and remanet of former sentence for housebreaking. Licensed 2nd April, 1913. Sentence expires 11th June, 1915. O. A painter; native of Colchester. Sentenced, County of London Sessions, 30th November, 1909, to 3 years' penal servitude for burglary. Released on 2nd licence 27th October, 1913, which expires 17th January, 1914. V. Z. h. j. 38. Has been con- victed in London and Liverpool. The licensee failed to report on three previous occasions and each time he was found committing crime, he has several convictions of larceny from the person, one for uttering counterfeit coin and three of burg- lary. CITY OF LONDON. 6.— For conspiracy and obtaining Jaoods by false pretences. — HERMANN SEELENFREUND, alias SCHMIDT, age 45 to 50, height 5 ft. 4 or 5 ins., complexion sallow, moustache and small pointed beard ( latter may be shaven off) dark, of smart appearance. A jew; speaks with German accent.— EMANUEL BISGYER, alias BISGIE, an Austrian, age 29, height 5 ft. 5 ins., complexion sallow, hair and eyes brown, near sighted, wears pinoe- nez; dress, blue suit with dark stripes, black hard felt hat. BUCKING HA MS HI RE. 7.— Newport Pagnell ( County).— For converting £ 60 12s. 6d. to his own use at Woburn Sands, 10th May last, also £ 20 on 28th May last. — JOHN PIKESLEY, age 32, height 5 ft. 6 ins., complexion pale, thin faoe, hair, moustache and eyes brown, addicted to drink and gambling; dress, blue serge suit, bowler hat, lace boots. S., and Y scratched on bottom, sugar basin, no handle, cream jug, 6 spoons and 1 pair sugar tongs, all to match, Burmese design, round, elon- gated bottoms, 9 chased panels round centre re presenting heathen mythology, rings of engraving above and below, John Hall & Sons, Manchester, stamped on bottoms, with Glasgow Hall- mark ; also blank shield en each, for engraving; 1 small silver cream jug, fluted, oval; 1 pair silver salt cellars, oval, 2 spoons, very light; 1 silver card case, 4 by 3 ins., engine- turned stripes, B. L. on lid; 3 black sheepskin door- mats, 36 by 18 ins.; 1 green fibre suit case, 24 x 15 ins., brown leather corners, and brass lock, F. E. DURHAM. 14.— Castle Ed& n ( County).— For embezzl- ing £ 31 15s. 2d., at Wingate, between 20th and 27th ult.— JOHN ALBERT TUPMAN, age 28, height 5 ft. 8 or 9 ins., complexion dark, hair black, eyes dark, clean shaven. A picture hall manager or cinematograph operator; wearing a dark blue serge jacket suit ( recently cleaned), black felt hat, light lace boots and white silk muffler. Tupman may join his wife who is a singer and dancer and appears on the stage under the name of " Molly Bee." Is well known amongst picture- hall man- agers and theatricals. Warrant issued. ESSEX. 15.— Southend ( County).— For larceny ( lodg- ings), lst inst.— A MAN, age 35 to - 10, height 5 ft. 4 or 5 ins., complexion fresh, hair ( turning grey) dark; dress, brown serge suit, grey cap, overcoat and gloves. Carried a small brown leather dress- ing case, wore a small gold ring, set ruby, on 3rd left finger. Information to Supt. Jones, Southend. GLA MORGA MS HIRE. 16— Cardiff ( City).— HENKY CARRING- TON, Office No. 1551- OB, Tabular Form, 31st ult., not now wanted, he has reported. 17.— Cardiff ( City). — For stealing from his lodgings between the 16th and 24th ult., £ 1 ; a 9-<! t. gold bangle, curb pattern, padlock attached, initials P. M. thereon; 1 22- ct. gold wedding ring; 1 9- ct. gold signet ring: 1 small silver brooch.— WALTER BROWN, alias POWELL, Office No. 1832 07 ( see case No. 22, 17th January, 1913), age 23, height 5 ft. 3i ins., complexion fresh, hair brown, eyes blue, full round boyish face; believed to be a bookmaker; native of Manchester; dress, double- breasted brown overcoat, soft brown hat, brown tie, brown suit. Stated he was an agent for the Pathe Cinema, Ltd., at their Manchester Branch. Has been convicted at Greenwich, Tun- bridge Wells, Watford, Liverpool and Cardiff. Warrant issued. Information to the Head Constable, Cardiff. GLOUCES TERSHIRE. 18.— Bristol ( City).— For obtaining, 28th ult., by a worthless cheque, £ 2 2s. 6d.— C. THOMP- SON, age 35 to 37, height about 5 ft. 10 ins., slight build, complexion fair, moustache light brown ; dress, light grey lounge suit, black bowler hat. He took lodgings, 28th ult., purchased a pair of boots, for which he tendered cheque No. H. 64577, drawn on the Capital & Counties Bank, Kensington High Street Branch, London, for £ 4, receiving £ 3 3s. 3d. change. He also purchased a waterproof coat, tendered cheque No. H. 64578, drawn on the same Bank, for £ 4, receiving £ 2 2s. 6d. change. Both cheques were signed C. Thomp- son. The cheques were returned from the Bank marked " No account." Is identical with G. AST- ON, Case No. 24, 31st ult., and C. BAINES, Case No. 7, 27th September, 1912. Warrant issued. KENT. 21.— Canterbury ( County).- For stealing, 29th ult., at Heme Bay, a Premier bicycle, 28- in. frame and wheels, enamelled black, lined red, red lines round wheels, P transfer on head near lamp bracket, Warwick tyre ( nearly new) back, ordinary tyre front, usual parts plated, flat handle bars, black grips, black mudguards ( front one has been broken), carrier at back, rubber pedals, 2 rim brakes, ordinary bell, white metal pump, small tool bag with a blue rag and puncture outfit therein, acetylene lamp attached.— A MAN, age about 30, height 5 ft. 4 to 6 ins., complexion pale, wearing grey overcoat, brown mixture suit, dark cap. 22 — Canterbury ( County) — For stealing, 4th or 5th inst., at Iierne Bay, a lady's keyless watch, No. 12510, maker Benson, Ludgate Hill, chased back, glass broken, knob of winder broken off.— A MAN, age 27, height 5 ft. 8 ins., com- plexion and slight moustache dark, hair dark brown; dress, dark jacket and trousers, fancy vest, light cap, brown boots; of smart appearance. Stated he was employed at the International Stores. Information to Supt. Heard, County Police, Canterbury. 23.— Ramsgate ( Borough). — For obtaining cigars and cigarettes by false pretences, between 2nd and 4th ult.-— A MAN who gave the name of J. LUCAS AIRD, age about 55, height 5 ft. 6 or 7 ins., complexion florid, red nose, hair ( bald oil top) dark, turning grey, clean shaven, 1 ear disfigured; wearing light overcoat and hard felt hat. He wrote from a London address ( where he engaged a room for one night) to a tobacconist here asking that he might forward him a special brand of cigars, some of which he had purchased previously at his shop when motoring in the district, and said he would pay when next passing through Ramsgate. Warrant issued. 24 .— Ramsgate ( Borough).— For obtaining £ 1 by false pretences.— L. LEON, alias GEORGE SEXTON SEXTON, Office No. 541- 06 ( see Illus- trated Circular No. 82, Fig. 1), age 62, height 5 ft. 4 ins., complexion fair, hair sandy, eyes blue; first joint of right ring finger deformed; dresses respectably. He had cards printed and repre- sented himself as L. Leon, an Australian horse trainer who was obliged to give up his calling owing to lack of business. He called at a hotel and engaged with the mangeress to provide station- ery and portfolios to place in the rooms, and ob- taining a letter from her stating that she agreed to have them, afterwards called upon tradesmen and obtained money for advertisements to appear on the portfolios, but he failed to supply them. Is believed to be carrying on similar frauds in seaside towns and in the provinces. May call at. theatres, music- halls, etc., and represent that he is the owner of lions and wolves, and asks for engagements. Warrant issued. Information to the Chief Constable, Ramsgate. WILLIAMS, age 35 to 40, height about 5 ft. 9 ins., hair and mous- tache reddish; wearing dark clothes and bowler LANCASHIRE. 26.— Old Trafford ( County).— For stealing from a German seamen's home, 23rd or 24th ult., a dark frieze overcoat, double breasted buttons close up to neck; 1 dark grey jacket suit, new; 1 blue striped union shirt; 1 soft hat; 1 light grey cap, Krass, Elberfield, ; nside; 1 pair lace boots, size 7 ; 1 gun metal watch, fancy silver chain at- tacked; an advance note for £ 2, payable on the Manchester Liners in 3 days, signed Otto Hoyle; and £ 12 16s. 4£ d.— TWO MEN: Ist, age 20, height 5 ft. 11 ins., complexion fresh, clean shaven, hair light brown; dress, blue serge suit, grey cap, lace boots; 2nd, age 19, height 5 ft. 4 ins., com- plexion fresh, clean shaven; dress, dark grey jacket suit, new. German seamen. Information to Supt. Keys, Old Trafford, Man- chester. 27.— Liverpool ( City).— For conspiracy ( with Louis Markham, in custody).— WILLIAM LES- TER DUNN, age 33, height 5 ft. 6 ins., hair ( long and curly) dark, clean shaven, eyes blue. He travels the country and is a well- known duffer of jewellery. Warrant issued. Information to the Head Constable, Liverpool. LINCOLNSHIRE. 28.— 5 / e a f O r d ( County).— For stealing ( servant) 17s. 8d., at Ruskington, 2nd ult.— A woman who gave the name of ELIZABETH HAR- VEY, age about 60, height 5 ft. 4 or 5 ins., slight build, round shoulders, hair grey; no teeth at top and only a few stumps at bottom; dress, black cashmere dress, white cutis and collar, black straw hat with black trimming and three- quarter length very dark grey coat. Addicted to drink and may be found at common lodging house6. Warrant issued. Information to Supt. Reed, Sleaford. NOR THA MP TONS HIRE. 29.— Kettering ( County).— For , attempted murder of a girl age 9, 25th ult., at Corby.— A MAN, age between 30 and 40, height 5 ft. 8 or 9 ins., wearing navy blue or dark suit, dark cap. Had with him a mackintosh and bicycle. He in- duced the girl to accompany liim to a lonely lane where she was found shortly afterwards suffering from wounds in the head and a steel spike had been forced through her skull from the back. SO.— Witney ( County).— For leaving his wife and children chargeable to the Witney Union.— ROBERT CHARLES CARTER, age 47, height 5 ft. 6 ins., complexion freckled, hair brown, eyes blue, sandy moustache; wearing dark jacket ( velvet collar), corduroy vest and trousers, soft felt hat. A farm labourer; native of Filkins. Warrant issued. Information to Supt. Smith, Witney. STAFFORDSHIRE. 31.— Lichfield ( County).— For obtaining food and lodgings by fraud and stealing a navy blue Melton vest, light green flannelette shirt with dark stripes; 1 cotton undershirt, 1 white linen collar, size 14i.— JOSEPH WOODHEAD ( sup- posed false), age about 26, height 5 ft. 6 or 7 ins., slight build, complexion fresh, Roman nose, hair and moustache dark brown; dress, dark jacket and trousers, light cap. Had in his possession an old bicycle. Stated he was employed by a firm of engineers at Leeds. Warrant issued. Information to Supt. Oakden, Lichfield. SUFFOLK ( East). ^ 2.— Lowestoft ( County).— For - stealing £ 5 10s., 22nd September last.— HARRY PICK- FORD, age 17, height 5 ft. 5i ins., slight build, complexion fresh, hair and eyes brown; dress, brownish jacket suit with green stripes, green cap, Thos. E. Foort, Outfitter, Lowestoft, inside, light blue tie. He was employed as boots at a hotel. Warrant issued. Information to the Deputy Chief Constable, Lowestoft. SUSSEX ( West). SS.— Steyning ( County).— For stealing from a vessel at Kingston Wharf, Shoreham, 27th ult., a suit of yellow oilskins; 2 dark sou'- westers; 1 pair knee boots, size 10; 1 pair lace shoes, size 10; 1 dark navy blue serge double- breasted jacket with velvet collar, plain tab; 1 grey flannelette shirt with white stripes; 2 brown mixture blan- kets; 1 white canvas kit> bag; 1 youth's brown overcoat, red striped lining; 1 do. cream- colour woollen guernsey.— JAMES SMITH, age 35, height 5 ft. 4 ins., rather stout build, hair and moustache dark, tattooed both arms, Jim on right upper arm ; dress, grey jacket, dark trousers, blue cap, lace bocts. WILTSHIRE. a4-— Swindon ( County).— For obtaining 8s. by false pretences, 29th ult.— ANDREWS, age about 35, height 5 ft. 6 or 7 ins., complexion pale, full face, hair very dark, clean shaven ; dress, dark brown jacket and vest, light grey mixture trousers, dark tie, celluloid collar, light green soft hat, light boots with round protectors. Appear- ance of an actor. He called at a beer house, re- presented himself as one of the directors of the brewery, informed the landlord that he had done well since he had been the proprietor, and if he would give him 8s. he would receipt his account, which amounted to £ 6.
