All communications for ins< rtion in tin POLICE GAZETTE, and all communica- tions reluting to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the articlc in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of Persons whose apprehension is sought for serious offences will be inserted at a cost of 8i. per portrait, and engravings of stolen property at a cost of Cs. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaran- teed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or / its immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 9. 10. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. The force which causes particulars concerning delinquents or stoler. pro- perty to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be re- ceived not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one sidt of the paper only; they must be in the usual form, and accompanied by s covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accented) will be given on application. All copies of the POLICE GAZETTE re- transmitted by Police Forces should b « prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. An artist; native of Portsmouth; dresses usually in a greyish mixture Norfolk jacket ( sometimes wears knickers and stockings), mole- coloured overcoat ( heavy ma- terial), soft hat, dark mauve tie. He called upon a tradesman, stated he had a large quantity of potatoes for sale, secured an order also cash on account and absconded. Has been convicted at Portsmouth, Gosport, Lincoln ( City), Long Ash- ton, and Northampton ( County). May be found canvassing with circulars as the sole agent for " Lightning Cleanser," also for photographic en- largements ; seeks the company of theatrical artistes and represents that he is connected with a cinematograph agency. Was accompanied by his wife ( not wanted), age about 40, height 5 ft. 2 or 3 ins.; dress, grey costume, large black hat; and 3 children ( 2 girls, ages 11 and 7, and a bov, age 6). Has been em- ployed as a painter since 15th August; stated he had been employed by a veterinary surgeon and left behind a card, H. Goss, Canine Specialist, thereon. Stays at common lodging houses. LATIMER, age 49, height 5 ft. ins., very stout build, com- plexion sallow, hair ( turning grey) dark brown, bald on top, eyes blue, moustache dark, may now be clean shaven; dress, blue serge suit, light brown soft hat, wears plenty of jewellery. Sutherland, Altrincham. 14.— Hazel Grove ( County).— For stealing at Northen Etchells, 20th inst., a blue jacket, vertical pockets, black bone buttons, and a blue ve6t; 1 pair trousers, bluish- grey with narrow7 black stripes; 1 pair light lace boots, size about 8, have been soled and heeled; 1 blue cotton shirt, white stripe.— ARNOLD TILLER, alias CHARLES H. TILLER, age 24, height 5 ft. 5 ins., complexion fresh, hair light brown, eyes grey, scars 2nd left finger, back right hand, cut marks back of neck and right shoulder, moles left breast, left arm and shoulder blade, 3rd left fin- ger deformed, large head, simple manner; dress, dark brown dust coat, blue trousers, dark cap, old boots; may be wearing the stolen clothing. DENBIGHSHIRE. 15.— Wrexham ( County).— For embezzling £ 86 3s. 4d., between 30th June last and 30th ult. — THOMAS CART WRIGHT, age about 54, height 5 ft. 11 ins., slight build, complexion sallow, delicate appearance, hair and slight moustache grey; dress, dark morning coat suit, bowler hat. May endeavour to leave the country. Warrant issued. 16.— Wrexham { County).— For obtaining food and lodgings by false pretences, 6th inst.— HARRY MATTHEWS ( supposed false), age 30, height 5 ft. 4 or 5 ins., complexion fresh, hair dark brown, moustache light brown, deep- set eyes; dress, navy blue railway jacket, blue overalls, dark grey striped trousers, lace boots, wore a lady's 18- ct. gold dress ring, set diamond and 2 rubies. Stated he was an electrical engineer from Swin- don and was employed at the local railway station. Had in his possession an electric instrument with tube attached, W. H. Matthews engraved thereon. Warrant issued. 21.— Chelmsford ( Comity).— For stealing, 9th inst., a silver cornet, makers Hawkes & Son, Denman Street, Piccadilly Circus, No. 28785, and black leather case containing mouth- pieces.—- JOHN WILLIAM McINTOSH, age 26, height 5 ft. 9 ins., good build, complexion fresh, hair dark brown, eyes brown, clean shaven; wearing dark grey striped suit, black bowler hat. A musi- cian ; native of Stockton- on- Tees. Has been a bandsman in the 2nd Battn. Durham Light In- fantry. Warrant issued. He is well known at Ipswich and district and will probably visit Norwich, Colches- ter and Halesworth. Stays at common lodging houses and may be found in the company of gipsies. Warrant issued. Griffin, Coleford. 2G.— Bristol ( City).— For obtaining, 4th inst., by false pretences, a pair of dark grey riding breeches; 1 dark grey lounge jacket and vest; 1 pair black leather leggings, strap fastenings; 1 grey felt hat and a tie.— GEORGE PARSONS, age 30 to 35, height 6 ft., slight build, complexion fair, hair light brown, rather thin on top, slight moustache light, of military appearance; has been employed as a groom; wearing the above clothes, and a pair of thin brown boots, " Health Brand stamped on inside. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Bristol. and cap, collar and tie, lace boots. Native of Brinsted, Hants. Information to the Chief Constable, Winchester. 29.— Portsmouth ( Borough).— For attempt- ing to murder his wife and another person by stab- bing with a knife, 20th inst.— ALBERT ER- NEST EDWARDS, alias ALFRED EDWARDS, Office No. 749- 03, age 46, height 3- ft. 6 or 7 ins., complexion sallow, hair brown ( turning grey), eyes blue, thick set, walks erect, ring tattooed left middle finger, several dots back left hand, mole left ring finger, scar forehead, back right forefinger and outside base right thumb. Is an Army pen- sioner; dress, grey tweed suit, turned- down col- lar, supposed heliotrope tie, greenish cap, worn well down over the eyes. Information to the Chief Constable, Portsmouth. KENT. 30.— Sevenoaks ( County).— For obtaining a banker's cheque for £ 10 10s. by false pretences, 16th inst.— WILLIAM E. FOSTER, age about 40, height about 5 ft., complexion fresh, hair grey, round face; dress, grey suit, black overcoat, grey cap, lace boots, supposed black tie. A coachman; native of Westfield, Sussex. Warrant issued. Information to Supt. Fowle, Sevenoaks. 31.— Ramsgate ( Borough).— For obtaining 2 lady's silver watches by false pretences, between 27th ult., and 6th inst. W. WILLSON, age about 30, height about 5 ft. 10 ins., slight build, com- plexion fresh, light hair, believed clean shaven, thin features, bad teeth, stoops slightly; dress, brown suit or grey mixture jacket and trousers, fancy vest, tan boots, soft hat, light silky rain- coat. Is accompanied by a woman ( not wanted), age about 30, height 5 ft. 4 or 5 ins., complexion sallow, light brown hair, eyes brown, oval face; dress, white straw hat with black velvet band, light slate- coloured three- quarter length coat, or full- length heliotrope coat, black skirt, navy blue or green blouse, shoes. Carried a black crocodile leather vanity bag. Had with them a large Jap- anese basket. He advertised various articles for sale or exchange in the Bazaar, Exchange and Mart, 27th ult., from Middlesbrough, and after preliminary correspondence the prosecutor for- warded him two watches in exchange for a grama- phone, which he failed to send. Both may endeavour to enlist. 38 — Blackpool ( Borough).— For obtaining food and lodgings by false pretences, 19th July last.— ALICE POWER, alias BECKETT, age 25 ( looks older), height 5 ft., slight build, complexion pale, hair dark, bad front teeth, 3 right upper missing; dress, navy blue skirt or imitation Harris tweed skirt, cream satin blouse, long fawn colour coat, trimmed black satin, brown chip hat with large grey feather plume, lace shoes. A domestic servant; supposed a native of Oldham. Warrant issued.
