All communications for inst rtion in tin POLICE GAZETTE, and all communica- tions relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all eases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of Persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of 6s. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. 6. flvery announcement, if for the apprehension of a person, must be guaran- teed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property btar a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen pro- perty to be inserted in the POLICE GAZETTE, must, on. their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be re- ceived not later than noon on Wednesday, and for the Tuesday edition noi later than Saturday morning. They must be cleafly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. Carman, Fareham. 22 — Portsmouth ( Borough).— For stealing a lady's 9- ct. open face watch, blue enamelled floral design on back of case; 1 lady's 9- ct. ( believed) gold buckle keeper ring.— A man who gave the name of ARTHUR LEADER, age 25 or 26, height 5 ft. 7 ins., slight build, complexion fresh, clean shaven, eyes grey, large quantity of black hair and long eye lashes; wearing grey tweed cap, brown boots, blue tie. Had in his possession a nearly new Royal Enfield bicycle. Stated he was an electrician, took lodgings and left on the 16th inst. Warrant issued. 23.— Portsmouth ( Borough).— For stealing 4s. 6d.— CYRIL HORACE G1RDLESTONE, age 25 ( looks older), height 6 ft. 1 in., red face, hair dark, clean shaven, front teeth missing, scar left cheek ; dress, blue dungaree overall suit, grey cap. Stated he had obtained work as an engine fitter, attended Salvation Army meetings whereby he was- provided with food and lodgings, committed larceny and decamped. G. B. thereon.— J. BAKER, age about 40, height 5 ft. 6 or 7 ins., stout build, complexion dark, hair dark ( turning grey), clean shaven ; wearing navy blue suit, straw hat with black band, lace boots. Carried umbrella. KENT. 26.— Canterbury ( County).— For house- breaking at Whitstable- cum- Seasalter, between 16th and 18th inst., and stealing a metal tobacco jar, lined copper, brass lid, stands on 3 or 4 claws; 1 pair of old dark tweed trousers, stone colour paint marks thereon; 1 striped flannel shirt; 1 bluish- grey stand- up collar; 2 handkerchiefs, Thomas Thurston thereon; 1 white table- cloth; 1 pair braces; 1 pair of youth's lamb's- wool pants; 1 white tennis shirt.— A MAN, age 55 to 60, height 5 ft. 6 or 7 ins., clean shaven, long nose, speaks sharply; wearing dark clothes, or may be wearing the stolen clothing. F.; and 18s. 6d.— ARTHUR — , age 49, height about 5 ft. 4 ins., complexion fresh, hair brown, turning grey, sore eyes, several teeth de- ficient ; dress, old greyish- brown tweed clothes, brown boots ( half tips on heels), right split near toe, grey cap, blue and yellow striped muffler. LANCASHIRE. 28.— Manchester < City).— For embezzle- ment.— ERNEST HAYWARD, age 22 to 25, height 5 ft. 9 or 10 ins., slight build, blotchy face, hair ( long) brown, very bad teeth, stoops slightly, of good address; dress, blue serge suit or grey coat and trousers. A commercial traveller; carries two leather sample cases. It is stated that he is still collecting accounts from stationers in Lancashire and the West Riding ( customers of iiis late em- ployers), and converting same to his own use. Warrant issued. Information to the Chief Constable, Manchester. 29.— Blackpool ( Borough).— For obtaining a 9- ct. gold bracelet, basket pattern, padlock marked " 36. P." attached, and £ 7 15s. lid. by a stolen cheque, 6th inst— A MAN, age 32, height 5 ft. ins., hair light, erect bearing; appeared to be suffering from asthma. A commercial traveller. Warrant issued. 30.— Blackpool ( Borough).— For stealing, between December, 1912, and June last, a quantity of bed linen ( recovered in pledge).— SARAH ANN SCOTT, alias BANNISTER, age about 47, height 4 ft. lOi ins., complexion fresh, hair light brown, eyes blue. A charwoman; native of Crewe. Fre quents low public houses. Previously convicted at Blackpool and Lytham. 31— Blackpool ( Borough).— For stealing, 21st or 22nd inst., a Bank saving's money box containing about £ 4.- ALFRED GROVES, age about 26, height 5 ft. 7 or 8 ins., complexion fresli, hair brown, clean shaven, eyes ( large) dark, mole left cheek bone, walks over on right foot; dress, blue serge jacket and vest, brown trousers, patent leather boots. Stated he was employed by a trad- ing company in West Africa and was on 6 months' holiday. Had with him a pale green canvas suk case. Warrant issued. SHROPSHIRE. 31— Wellington ( County).— For obtaining 3s. 8d. by false pretences at Dawley, 6th or 7th June last.— JOHN BARRATT, age about 60, height 5 ft. 8 ins., complexion fresh, hair ( turning grey) dark brown, rather heavy moustache and side whiskers grey; dress, black suit, hard hat.
