GAZETTE PUBLISHED BY AUTHORITY. NEW SEKIES. FRIDAY, JULY 18, 1913 VOL. XXX., NO. 3084 1. All communications for insertion in the POLICE GAZETTE, and all communica- tions relating to them, should be addressed to THE EDITOR OP THE POLICB GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. 5. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. I. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6 Portraits of Persons whose apprehension is sought for serious offences will be inserted at a cost of 85. per portrait, and engravings of stolen property at a cost of 6s. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaran- teed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. T. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 9. 10. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arrangtd by counties. The force which causes particulars concerning delinquents or stolen pro- perty to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be re- ceived not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. The space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. He was treasurer to the National Amalgamated Society of Operative House and Ship Painters and Decorators. A native of Cambridge. Absconded 28th ult. Warrant issued. CHESHIRE. 8.— Chester ( County).- For stealing ( servant), 28th ult., 1 lady's l- 8ct. gold dress ring, set with 1 pearl and 5 sapphires; 1 do., set with 1 diamond and turquoise; 1 do., set with a cluster of small diamonds; 1 do. ring, set with 3 rubies; 1 lady's small gold Swiss watch, green enamelled back, set with 4 small diamonds, Cupid in centre, white dial, fancy gold fingers, black numerals, " Pell, Rue de Monte Blanc," inside case; 1 lady's gold necklet, 9- ct., fancy link pattern, a Swiss 20- franc piece attached; 10 lady's fine linen handkerchiefs, M. P. on some in black marking ink ; 1 lady's um- brella, straight handle with fancy gold mounts; 1 cream- coloured net lace blouse; 1 lady's coat, bright yellow colour, heavy, with large collar.— . TANE BELLINGHAM, alias BILLINGS and WALTON, Office No. 1949- 08, aee 25, height 5 ft. 4 ins., complexion pale, hair and eyes brown ; mole right elbow, right of neck and left cheek, scar back of left hand; dress, when last seen large slate- coloured hat, trimmed pink roses, blue serge skirt; was wearing the stolen blouse and coat, and carried the stolen umbrella together with a dressing- case, etc. A native of Stoke- on- Trent. Arrest also sought at Stoke- on- Trent for a similar offence; she obtains situations through registry offices. Warrant issued. Information to the Chief Constable, County Police, Chester. 9.— Runcorn ( County).-- For ' obtaining by false pretences, 12th inst., a double rolled- gold albert; 1 gold- filled locket; 1 silver match- box; 1 do. albert; 1 brooch; 2 small swallows, set about 12 imitation pearls. JACKSON, age about 35, height 5 ft. 6 or 7 ins., complexion very sallowr hair and eyes ( small pupils) dark, very talkative,' speaks through one side of mouth only; dress, dark tweed suit mingled with bright red," knitted blue silk tie, cap, brown boots with broad soles. Ap- pearance of a farmer. He obtained employment at a farm, afterwards called upon a jeweller and1 represented that he was a relative of the farmer, asked the shopkeeper to call at the farm to repair a clock, then selected the above articles stating he would pay for same the following day. A good tenor horn player; native of South Shields. Was employed as a public house manager. Absconded 30th ult. Previously employed in public bars shipyards, clubs, and as a ship's fireman. He answered an advertisement, agreed to purchase the animal and sent the worthless cheque in payment. Warrant issued. Information to Supt. An electrical engineer; native of Bristol. Speaks of having been to Canada; often visits Cardiff and Newport and has several times been to sea. Warrant issued. HERTFORDSHIRE. 29.— St. Albans ( City).- For obtaining money by false pretences.— JAMES HYDE, Office No. 1902- 11, age 54, height 5 ft. 5 ins., stout build, complexion fresh, hair dark brown and cTose- cut beard ( turning grey), eyes blue, large head, walks erect; wearing dark grey jacket, light fancy vest with spots ( dirty), straw hat, rather narrow brim. A native of New Jersey, U. S. A. Represents himself to be a Freemason and a direc- tor and proprietor of a colliery, about to purchase a house, etc., in the neighbourhood and borrows money ( in this case it was from the station master), saying that he has made several purchases and in consequence is short of ready cash. Accompanied by a woman ( not wanted), age about 50, height 5 ft. 3 or 4 ins., rather stout build, complexion sallow, North Country accent; dress, bluish- grey coat and skirt, black hat. Stated he had been employed as a bioscope operator in North London, called at a boot shop, asked that the shoes be sent to his lodgings on approval. LANCASHIRE. 32 — Liverpool ( City).— For housebreaking ( concerned with NED COHEN, alius BECK and DAISY or DOROTHY WARD, in custody).— ALFRED DAVIES, age 26, height 5 ft. 6 ins., slight build, complexion dark, hair black, clean shaven; dress, blue or grey suit, hard or soft felt hat. Absconded 8th inst., and may endeavour to leave the country. Information to the Head Constable, Liverpool. 83.— St. Helens ( Borough)— For embezzling £ 4 14s., between 24th ult. and 1st inst.— HARRY GIBBONS, age about 40, height 5 ft. 9 ins., slight build, complexion fresh, hair and drooping mous- tache sandy, carries his head forward, of smart appearance; dress, light Norfolk suit with knickers, sometimes brown leggings, hard felt hat, light fawn- colour waterproof coat. A commercial travel- ler. May seek employment as a grocer's assistant or endeavour to go to America or Canada. Warrant issued. Not to be arrested out of the United Kingdom. 34.— St. Helens ( Borough).— For stealing ( bailee), 20th ult., a bicycle, 26- in. frame, up- turned handle- bars, brakes, flat Panther saddle, plated rims, 28- in. by li- in. wheels, new tyres and tubes, rat- trap pedals, black mudguards, half- inch pitch chain, Antifriction free wheel, black enamel- led.— ARTHUR HENRY JONES, age about 36 ( looks younger), height 5 ft. 9 ins., complexion dark, sunburnt, clean shaven, tattoo marks on wrist; dress, dark grey suit. Is said to be in re- ceipt of a naval pension. A native of Cardiff, where he is wanted for shopbreaking. May seek employment as a labourer. Warrant issued. Information to the Chief Constable, St. Helens. 35.— Warrington ( Borough).— For obtaining money by false pretences, 23rd ult. KEN- WORTHY, age about 30, height 5 ft. 5 or 6 ins., stout build, complexion fresh, full oval face, hair light brown, clean shaven, nose broken ; dress, light grey suit, straw hat. He calls upon small shop- keepers, represents that he travels for the Daily Mail selling a preparation called " Repro," the magic picture copier, that prizes will be given to children who reproduce the best pictures, induces the shopkeepers to purchase a quantity and gives a receipt signed Kenworthy Bros. Warrant issued. Information to the Chief Constable, Warring- ton. SHROPSHIRE. 36.— Wellington ( County).— For embezzling £ 6 15s. 2d., 30th ult.— ALFRED ROWLEY, age 22, height about 5 ft. 3 ins., oomplexion fresh, round features, hair light brown, clean shaven, eyes grey, very bad teeth; dress, greenish suit, brown peak cap, lace boots. A saddler; native of Wellington. Has been employed as a laundry vanman. Absconded 30th ult. Warrant issued. Information to Supt. Fulcher. METROPOLITAN POLICE DISTRICT 79.— Convict Supervision Office*— An expulsion order was made on the 14th July, 1910, by the Secretary of State against SAMUEL EUGENE JACKSON, Office No. A. 1777, a man of colour, age 27, height 5 ft. 8 ins., hair black, eyes brown, cut scar right and left wrists and left thumb. He was convicted on the 16th April last at the Newport Borough Petty Sessions of contra- vention of the expulsion order and was sentenced to 3 months' hard labour. He originally claimed to belong to America, but he now asserts that he is of British nationality, and that he will prevent his admission to the United States of America by so declaring. He has been informed, how- ever, by the direction of the Secretary of State, that he is considered to be, and will be treated as, an alien ; that he must make his own way out of the United Kingdom, and that he will, if recognised, be arrested and punished more severely if found again in the United Kingdom.
