PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, APRIL 11, 1913. VOL. XXX., No. 3056. 1. All communications for insertion in the POLICE GAZETTE, and all communica- tions relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of Persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of 6s. per photograph or sketch unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. 8. Every announcement, if for the apprehension of a person, must be guaran teed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen pro- perty to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be re- ceived not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should b$ prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. UNDER the existing arrangements the finger impressions will be taken, and recorded at the Finger Print Department, Convict Supervision Office, New Scotland Yard, of all persons convicted as follows: — ( a) All persons coming within Sections 5, 7, or 8, of the Prevention of Crimes Act, 1871. ( b) All persons, at Assizes or Quarter Sessions, sentenced to not less than one month's impris- onment, without option of a fine, for any of the offences shown below. ( c) All persons, at Petty Sessional, Police, or Stipendiary Magistrate's Court, sentenced to more than one month's imprisonment, without option of a fine, for any of the following offences:— Aliens ( Sec. 3 Aliens Act of 1905). Arson. Assaults with intent to rob. Attempted burglary. Attempted larceny. Attempts to break into churches, houses, shops, warehouses, & c. Attempts to obtain goods and money by false pretences. Bankruptcy offences. Being found on enclosed premises. Breaking into churches, houses, shops, warehouses, < fec. Burglary. Cattle stealing. Coining. Conspiracies of all descriptions. Embezzlement. Entering with intent to commit a felony. Extortion by threats. Felonious wounding. Forgery. Fraud. Frequenting. Horse stealing. Housebreaking. Importuning male persons to commit un- natural offences (" Vagrancy Act, 1898, Sec. 1, par. b). Indecent assault on female. Larceny. Mental degenerates. Obtaining goods and money by false pre- tences. Possessing housebreaking tools. Procuration of women and girls. Prostitution, living on proceeds of ( Vagrancy Act, 1898, Sec 1, para. a). Receiving. Robbery. Sacrilege. Sheep stealing. Shopbreaking. Suspected person. Unlawful possession. Uttering counterfeit coin. Warehousebreaking. But all offenders of the first Divifion, and such of the second Division as have never been previously convicted, are exempted from this order. In order to avoid the retention of useless records in the Finger Print Department, the Registrar of Habitual Criminals would be glad if the Chief Constables of Counties, Cities, and Boroughs, will, in future, notify the death of any criminal who has been finger- printed. The notification should contain the full name and aliases, particulars of conviction, or convictions if possible, also the number published in the List of Habitual Criminals. APPREHENSIONS SOUGHT. L. and part bracelet left forearm. A labourer; native of Wood Green. Sentenced at the Central Criminal Court, 16th October, 1905, to 7 years' penal servitude for burglary. Libe- rated on 2nd licence 2nd October, 1912, which expires 20th September, 1913. f. 516. 2.— Convict Supervision Office.— For failing to comply with the conditions of his licence which has been revoked.— HENRY WAR- REN, alias HENRY WILLIAM WARREN, Office No. S/ 133431, age 22, height 5 ft. 6 ins., complexion fresh, hair and eyes brown, scar on right cheek, indistinct tattoq marks left forearm. Sentenced at Middlesex Sessions, 8th April, 1911, to 3 years' detention in a Borstal Institution for shop and housebreaking. Licensed to the care of the Borstal Association 12th March last and was found a berth on a boat at Cardiff on the 26th ult., dut disappeared two days later. If arrested a telegram or telephonic communication should be sent to the Governor, Pentonville Prison, who will send an escort for him. BEDFORDSHIRE. 9.— Bed ford ( Borough).— For obtaining food and lodgings by false pretences.-— JOHN Mc- DONALD, a Scotchman, age 35 to 40, height about 5 ft. 6 ins., complexion sallow, hair ( going bald in front) dark, clean shaven, woman right forearm ; dress, dark striped suit, light tweed cap, lace boots. Has served in the Army. Stated he was a cooper and had obtained employment at a local brewery. Warrant issued. 10.— Bedford ( Borough).— For obtaining a quantity of builder's materials by false pretences, between 12th and 31st ult.— J. LOWINGS, age 55, height 5 ft. 7 or 8 ins., good build, complexion fresh, hair brown, clean shaven, very talkative; dress, dark brown suit, bowler hat. He negotiated with the owner of two plots of ground, obtained a contract signed by the owner, then induced a firm of timber merchants to supply him with a quantity of wood, slates, etc., which he had re- moved the following day to a neighbouring town and disposed of same, stating he was a builder's agent. Warrant issued. Information to the Chief Constable, Bedford. BERKSHIRE. 11.— Windsor ( Borough).— For obtaining a plated fluted tea set by false pretences, 17th ult. — STEVENS, age about 40, height 5 ft. 8 or 9 ins., rather stout build, hair and moustache dark, quiet impressive manner; wearing dark coat and soft felt hat. Believed identical with MAN, Case No. 33, 14th February last. Warrant issued. Information to the Chief Constable, Windsor. BUG KING HA MS HIRE. 12.— Newport Pagnell ( County).— For obtaining £ 188 by false pretences at Bradwell, about 28th February, 1912, and other dates.— LILIAN NORAH BROWN, age 26, height 5 ft. 1 or 2 ins., stout build, hair dark brown, eyes hazel, smart appearance, small cut scar on upper lip, small mole on right cheek and over left eye, 2 gold teeth left side lower jaw, 1 left side of upper jaw, small hands; wearing a blue serge costume, large black picture hat, trimmed with wreath of red roses, black shoes, high heels, size 3, large gold earrings. Represented to an old- age pen- sioner that the Government was enquiring as to her means and her house was going to be searched, and obtained the amount as stated. Is fond of theatres and music- halls. Absconded 21st ult. Warrant issued. 13.— Newport Pagnell ( County).— For stealing, 8th inst., at Stoke Goldington, a New Hudson cycle, drop frame, black enamelled, gold lines, plated rims, raised handle bars, 26- in. wheels, No. 31148 on frame near saddle, " Fred Botterill " on tool- bag.— JOHN CHAPMAN, age 31, stout build, dark hair and heavy light moustache, very full face, tattooed on both arms and ring on one little finger, has served in the Northamptonshire Regiment; dress, dark grey suit, muffler. May seek employment as a labourer. Absconded 8th inst. Apprehended. See Case No. 88. Warrant issued. 14.— Newport Pagnell ( County).— For using threats at Stoke Goldington, 7th inst.— JOSEPH CHAPMAN, age 28, height 5 ft. 7 ins., slight build, hair ( curled on forehead) and mous- tache dark; has served in the Northamptonshire Regiment; dress, old dark jacket and vest, cotd trousers, heavy nailed shoes. ESSEX. 15.— Grays ( County).— For obtaining food and 3s. 6d. by false pretences at Chadwell St. Mary, 5th, 6th, and 7th inst.— GWENDOLINE DAWES, age 34, height about 5 ft? 2 ins., com- plexion fresh, hair rather dark auburn, several upper front teeth missing; dress, long navy blue coat, blue facings, black skirt, faint black and white blouse, trimmed Paisley delaine, black vel- vet bow, navy blue trimming in hat, lace boots. Had with her a child, age 1 year and 9 months; wearing electric blue coat, bonnet to match, brown socks and shoes. Warrant issued. Information to Supt. Laver, Grays. 16.— Roohford ( County).— For obtaining food and lodgings by false pretences at Rayleigh, lst inst. — ROBERTS, age about 40, height 5 ft. 3 or 4 ins., red face blotchy, hair ( turning grey) brown, slight moustache ginger; dress, grey tweed overcoat, grey and green mixture suit, green tie, green soft hat, lace boots. Represented him- self as a Government Inspector of Sewerage, took lodgings 29th ult., and absconded lst inst. Warrant issued. Information to Supt. Scott, Rochford. 17.— 5 OU t h en d ( County).— For obtaining timber to the value of £ 11 9s. 6d., by false pre- tences, 21st and 24th February last.— J. LOWING, age 50 to 55, height 5 ft. 4 ins., stout build, com- plexion fresh, round face, hair grey, clean shaven, eyes ( believed) blue; wearing grey rainproof over- coat, black hard felt hat. A builder ; late of Selby Road, Leytonstone. Warrant issued. 18.— Southend ( County).— For stealing from a dwelling « house, 25th ult., a gold neckchain, locket and cross ( recovered) ; 1 gold curb bracelet; 1 gold brooch; and 7s. 6d.— EDWARD YOUNG, alias WALTER WILSON, age 50 height 5 ft. 10 or 11 ins., stout build, complexion florid, round face, hair and moustache dark brown, turning grey, limps, addicted to drink; wearing fawn- colour Raglan overcoat, tweed or Alpine hat. Warrant issued. 19.— Southend ( County).— For stealing 8s- from his lodgings, lst inst.— GEORGE ARNOLD, age 24, height 5 ft. 4 or 5 ins., slight build, com- plexion pale, long face, hair dark brown, eyes be- lieved brown, large cut scar left side of head at back, nearly all upper teeth missing; dress, dark jacket, blue striped trousers ( tight- fitting), light brown cap, flat in front, red silk wrapper. GLAMORGANSHIRE. 20.— Treharris ( County).— For being con- cerned, 25th ult., with Albert George West ( in custody), in breaking and entering railway booking office at Brithdir and stealing therefrom a safe containing £ 27 13s. lHd., 24 penny stamps, and 24 half- penny do.— JOHN MORTIMER, alias THOMAS SMITH, age 22, height 5 ft. 8 or 9 ins., complexion very fresh, clean shaven, military ap- pearance, swings his arms when walking; dress, new suit, cap and brown boots. A native of London. Has served in the Army. Is well- known amongst boxing promoters. Warrant issued. 21.— Treharris ( County).— For stealing £ 9 9s. from his lodgings, 2nd inst.— EDWARD WHITWORTH, alias GWILYM HAYDEN GRIFFITHS, GWILYM EDWARDS, GWILYM JONES, " FARROW- BACH," THOMAS BUR- TON EDWARDS, " SCOTCH TOMMY," and THOMAS HINTON BEITH, Office No. 1908- 99 and Case 20, 15th November, 1912, age 65, height 5 ft. 2 ins., complexion fresh, hair brown ( bald on top), eyes brown, coal scar back of left hand and on face, 2 very protruding teeth in upper jaw; of good address; dress, dark green coat and vest, blue trousers, light cap, white muffler and light lace boots; also wears spectacles and a ring. A collier; native of Pengam. Has been convicted at Monmouth, Caerphilly, Pontypool, Merthyr, Dur- ham, Swansea, Usk, Pontardawe, Carmarthen and Cardiff. Warrant issued. Information to Supt. Warrant issued. 25.— Cardiff ( City).— For embezzlement.— ALBERT HOLMES, alios ARTHUR HOMES, and FRED BLAKE, age 20, height 5 ft. ins., strong build, complexion fresh, round face, hair ( curly) brown, clean shaven, eyes hazel, butterfly right forearm, Lady Godiva left forearm; dress, old grey coat, blue trousers with raised seam, white muffler, " S. S." in corner, tweed cap, brown boots. A seaman or labourer; native of West Kensington. I9 a deserter from the 2nd Middlesex Regiment, at Warley. GLOUCESTERSHIRE. 26 — Bristol ( City).— For embezzling £ 2 10s., 25th ult.— ALBERT SPARKES, age about 25, height 5 ft. 8 or 9 ins., complexion fresh, hair brown, rather full face, clean shaven, small eyes, London accent; dress, dark coat with small white spots, black vest, dark cord breeches, black leg- gings, brown cap, grey tie, lace boots. A butcher. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Bristol. HEREFORDSHIRE. 27.— Weohley ( County).— For obtaining food, lodgings, and 7s. by false pretences at Staunton, 31st ult.— CHARLES BEAUCHAMP ( supposed false), age about 60, height 5 ft. 5 or 6 ins., complexion sallow, hair and moustache ( cropped short) grey, eyes brown, twitches his mouth when speaking; dress, dark pilot coat, old blue slop, brown cord trousers, dark cap, boots with plain fronts, size 6; appearance of an engine driver. See Case No. 81, 4th inst. Warrant issued. Information to Supt. Weaver, Weobley. HER TFORDSHIRE. 28.— Hemel Hempstead ( County).— For obtaining £ 1 by false pretences.— J. HARRIS, age 28 to 30, height 5 ft. 6 or 7 ins., good build, com- plexion fair, clean shaven; wearing grey cycling suit, cap and mackintosh. He called upon the secretary of C. E. M. S., stated he was a member and obtained the above amount. See Case 62, 3rd January last. Warrant issued. Information to Supt. Hassell, Hemel Hempstead. ISLE OF ELY. 29.— Wisbech ( Borough).— For stealing £ 2 10s.— JAMES ARTHUR BULLEN, alias COOPER, age 24, height 5 ft. 7| ins., slight build, complexion pale, hair light brown, eyes blue, long thin face, clean shaven, scar inside left forearm near elbow, malformed nail 2nd finger right hand; dress, dark clothing, green tie and pin, light Doots ( pointed toes). A baker; native of Colchester. May be found at common lodging houses. Has been convicted at Norwich, Holt and Lowestoft. Photograph can be seen on application. Warrant issued. Information to Supt. KENT. 30.— Faversham ( County).— For stealing a coat and vest ( recovered), 2 pairs of sheets, 2 pil- low slips, a lady's umbrella and basket.— BERTfiA THOMAS, alias ANN ROYAL BERTHA HAR- RIS, EVANS and ROYLE, Office No. 1280- 08, age 38, height 5 ft. 2 ins., complexion dark, hair grey, eyes ( weak) brown, ears pierced, slightly round shoulders; dress, black skirt and three- quarter black jacket, small black bonnet, grey fur round neck, shoes; wears a very heavy wed- ding ring. A cook ; native of Dublin. Warrant issued. Information to Supt. Gaunt, Faversham. U — Folkestone ( Borough).— For obtaining £ 2 6s. by a worthless cheque, 31st ult.— G. WEBB, age 30 to 35, height 5 ft. 10 or 11 ins., slight build, complexion pale, hair and moustache brown; wearing dark fawn- colour overcoat, black bowler hat, carried an umbrella. He called upon a tradesman, selected a pair of boots and in pay- ment tendered a cheque drawn on the London & South Western Bank, Wimbledon Common branch, payable to self, signed G. Webb, for more than the amount of purchase and received the balance. See Cases Nos. 9, 20th December, 1912; 23 3rd, and 31, 17th January; 32 and 33, 14th February, 1913. Warrant issued. LINCOLNSHIRE. 32.— Boston ( County).— For stealing, 28th ult., £ 1.— WALTER MOULE, age about 40, height 5 ft. 7 or 8 ins., complexion fresh, hair brown, clean shaven; dress, small check jacket, cord vest, dark check trousers, dark cap, cream- colour knitted tie, light- coloured cloth leggings, old boots. A tramping labourer; native of Whittlesford, Cam- bridgeshire. May be accompanied by a woman, age 25 to 30, rather stout. Both fond of drink,, and frequently stay at common lodging houses. Jones, Southend- on- Sea. 85.— Colchester ( Borough).— For stealing, 8th ult., a pair of field glasses and a revolver.— L. RIDGE ( supposed false), age 28 to 30, height 5 ft. 8 or 9 ins., hair and moustache dark, North Country accent; wearing dark clothing and cap. He advertised in various papers, offering to ex- change a camera, etc., for other articles, obtained the above goods but failed to send the camera. Absconded about 14th ult. Was accompanied by his wife ( not wanted), and was also visited by a woman ( not wanted), age 18 to 20, medium height, good build, round face, hair light. They are be- lieved to be identical with persons against whom complaints have been received by police in con- nection with advertising frauds. Warrant issued. 86.— Colchester ( Borough).— For stealing- from his lodgings, a suit ( recovered).— GEORGE WILSON, age about 40, height 5 ft. 7 ins., good build, hair and moustache light, eyes deeply sunk, overhanging eyebrows; dress ( supposed), short blue overcoat, dark serge jacket, light tweed trou- sers, flannel collar, blucher boots, light cap, " List, St. Botolph Street," inside. A rag anfl bone gatherer; may have in his possession a box on two wheels, handles painted green. Warrant issued. Information to the Chief Constable, Town Hall, Colchester. LANCASHIRE. 87.— Wigan ( Borough,).— For obtaining 13s., a gun- case and a dress length by fraud.— FREDE- RICK GEORGE BISSELL, Office No. 477/ 13, age 32, height 5 ft. 10 ins., slight build, complexion fresh, hair light brown, eyes grey, lost right thumb and first right finger ( which he endeavours to con- ceal), tombstone and snake right forearm. A native of Wednesbury. He represented himself as a pensioned warder, called upon the wife of a, man undergoing imprisonment, and, under pre- tence of getting up a petition for her husband's release, induced her to part with the above- men- tioned money and articles. Previously convicted at Wednesbury, Tipton, Walsall, West Brom- wich, Bury, Warrington, and Liverpool. Was discharged from Liverpool Prison 25th ult. Warrant issued.
