All communications for insertion in the POLICE GAZETTE, and all communica- tions relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of Persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of 6s. per photograph or sketch unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaran- teed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen pro- perty to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. 7ji all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be re- ceived not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. UNDER the existing arrangements the finger impressions will be taken, and recorded at the Finger Print Department, Convict Supervision Office, New Scotland Yard, of all persons convicted as follows: — ( a) All persons coming within Sections 5, 7, or 8, of the Prevention of Crimes Act, 1871. ( b) All persons, at Assizes or Quarter Sessions, sentenced to not less than one month's impris- onment, without option of a fine, for any of the offences shown below. ( c) All persons, at Petty Sessional, Police, or Stipendiary Magistrate's Court, sentenced to more than one month's imprisonment, without option of a fine, for any of the following offences: — Aliens ( Sec. 3 Aliens Act of 1905). Arson. Assaults with intent to rob. Attempted burglary. Attempted larceny. Attempts to break into churches, houses, shops, warehouses, < fec. Attempts to obtain goods and money by false pretences. Bankruptcy offences. Being found on enclosed premises. Breaking into churches, houses, shops, warehouses, & c. Burglary. Cattle stealing. Coining. Conspiracies of all descriptions. Embezzlement. Entering with intent to commit a felony. Extortion by threats. Felonious wounding. Forgery. Fraud. Frequenting. Horse stealing. Housebreaking. Shopbreaking. Suspected person. Unlawful possession. Uttering counterfeit coin. Warehousebreaking. But all offenders of the first Division, and such of the second Division as have never been previously convicted, are exempted from this order. In order to avoid the retention of useless records in the Finger Print Department, the Registrar of Habitual Criminals would be glad if the Chief Constables of Counties, Cities, and Boroughs, will, in future, notify the death of any criminal who has been finger- printed. The notification should contain the full name and aliases, particulars of conviction, or convictions if possible, also the number published in the List of Habitual Criminals. APPREHENSIONS SOUGHT. BERKSHIRE. 3.— Windsor ( Borough).— For stealing a costermonger's barrow, 16th December, 1912.— BENJAMIN REED, alias JOHN SMITH, age about 40, height 5 ft. 5 ins., thin face, hollow cheeks, clean shaven, cast in one eye. A rag and bone gatherer. He hires a barrow, travels the country, then disposes of the barrow and returns to the Metropolitan Police district. Warrant issued. BRECONSHIRE. 4.— Brecon ( County .— For failing to notify change of residence.— MICHAEL HAYES, alias PRICE, Office No. 204- 09, age 39, height 5 ft. ins., complexion fresh, hair brown ( thin on top), eyes blue; scar top of forehead, front right wrist, back right hand, tip of right little finger. Native of Limerick. Sentenced Surrey Assizes, 28th November, 1910, to 3 years' penal servitude for stackfiring. Licensed 3rd inst. k. 574. Information to Supt. Jones, Brecon. BUCKINGHAMSHIRE. 5.— S lough ( County).— RICHARD L. GOODLIFFE, Case No. 10, 6th May, 1910. Not now wanted. Warrant withdrawn. 6.— High Wycombe ( Borough).— For ob- taining £ 4 and groceries by a worthless cheque, No. G. 13686, Princes Risborough Branch, Capital & Counties Bank, Ltd., High Wycombe, on 7th inst.— LIONEL WEBSTER, age about 40, height about 5 ft. 9 ins., rather stout build, complexion sallow, full face, hair and heavy moustache dark; wearing black or dark overcoat, black bowler hat, scarf pin, horse shoe shape, set blue stones. Web- ster ( with a confederate) took a furnished cottage at Lacey Green, opened an account at Princes Risborough Bank with £ 25 on 25th ult., called upon tradesmen, ordered goods, in payment ten- dered cheques for more than the amounts of purchase and received the balance; the cheques have been returned marked " refer to drawer," the Bank deposit having been withdrawn. Is in possession of a small cheque book on the Capital & Counties Bank. Apparently identical with MAN, Case No. 33,14th ult. Warrant issued. Information to the Head Constable, High Wy- combe. DERBYSHIRE. 9.— A! fretort ( County).— For stealing a pair of light blue trousers, at Clay Cross, 8th inst.— ARTHUR BRYNE, age 38, height 5 ft. 4£ ins., complexion fresh, hair brown, heavy bushy mous- tache dark, eyes grey, clasped hands and rose right forearm; dress, long dark brown overcoat, cord vest, dark cap, muffler, old light boots and the stolen trousers. An ironworks labourer; native of Birmingham. Warrant issued. Information to Supt. Fennell, Alfreton. 10.— Chesterfield ( Borough).— For stealing, 12th inst., 2 bed sheets ( recovered).— ELIZA RICHARDSON, COOPER or CUTTS, age 47, height 5 ft. 2\ ins., complexion fresh, hair light brown, eyes brown. Stays at common lodging houses. Native of Great Bridge, Staffordshire. Information to the Chief Constable, Borough Police, Chesterfield. DURHAM. 11.— Gateshead ( Ccunty).— For obtaining £ 98 17s. 2d. by false pretences at Washington, lst inst.— ROBERT SIMPSON, age 35 to 40, height 5 ft. 11 ins. or 6 ft., complexion fresh, hair and eyes brown, of smart appearance; wearing black, dark grey, or brown overcoat, bowler or soft velvet hat; wears diamond pin and ring. He was employed as managing director of the Elite Theatre, Ltd., Stanley & Alexandra Theatre, Washington, and made out a worthless cheque for £ 100, payable to the resident manager at Wash- ington, on Lloyd's Bank, obtained the amount and stated he would have the money made up in separate packages for each artiste; the same even- ing he collected the amount taken at the first performance and absconded in motor car B. K. 196 on plate. May be accompanied by a woman ( not wanted), age about 35, stout build, hair golden; had with her three portmanteaux and two pack- ages. They both left Preston for London on 3rd inst. Warrant issued. Information to the Chief Constable, County Police, Durham. 12 — South Shields ( Borough).— For em- bezzling and stealing £ 16 10s. 7d.— ALFRED ROBINSON, age about 26^ height 5 ft. 5 or 6 ins., slight build, prominent nose and features, hair inclined to ginger, clean shaven ; dress, dark grey jacket suit, brown check cap, black tie with flowers thereon, lace boots. A painter and paperhanger, native of Wallsend, but recently employed as a barman. Is fond of billiards. Stated his inten- tion of proceeding to Australia. Photograph can be seen on application. Warrant issued. Information to the Chief Constable, South Shields^ ESSEX. 13.— Southend ( County).— For stealing, 8th inet., from his lodgings, £ 1.— PERCY CHARTER, age about 21, height 5 ft. 11 ins., slight build, complexion fresh, hair brown, eyes sunken, clean ahaven ; dress, blue serge suit, light check cap, green tie. A barman; native of Sandy, Beds. He was sentenced to 6 weeks' imprisonment at Biggleswade Petty Sessions about 3 years ago for stealing bicycle lamp. Absconded 8th inst., with a Swift bicycle which he hired and has not returned. Warrant issued. Information to Supt. Jones, Southend. GLAMORGANSHIRE. 14.— A herdare ( County).— For embezzling £ 3 6s., 6th inst.— HAROLD STEVENSON, age about 50, height 5 ft. 6 ins., stout build, com- plexion fresh, hair brown, turning grey, bald on top, clean shaven; usually wears light overcoat, soft hat and brown boots. Native of Glasgow. Has been a traveller for a confectionery firm. Absconded 6th inst. Warrant issued. Information to Supt. Rees, County Police, Aberdare. 15.— Neath ( County).— For stealing £ 18 from his lodgings at Aberavon, 8th inst.— WILLIAM BURY ADAMS, age 29, height 6 ft. A complexion sallow, hair black, parted in centre, clean shaven, high cheek bones; of military appearance; London accent; dress, old brown suit, trousers patched at seat, cap, lace boots. A drummer; served in Scots' Guards. Supposed to have returned to London 9th. inst. Warrant issued. 16.— Neath ( County).— For stealing, 11th inst., from his lodgings at Cwmgwrach, a silver watch, Swiss make, " S. Morgan, Cifngelly," inscribed on outside of inner case.— ERNEST BELMORE, age about 20, height 5 ft. 9 or 10 ins. light hair, parted in centre, complexion fresh, slight impedi- ment in speech ; dress, green suit with dark stripes, bluish tie, white muffler, brown overcoat, light brown boots; wearing a double golcT albert; had in his possession a lady's gold watch. He stated he had obtained work as an electrical engineer at Aberpergwm Colliery. He is also wanted at Aber- kenfig. Warrant issued. Information to Supt. Evans, Neath. 17. — C a r d i ff ( City).— For conspiracy to defraud.— CECIL P. MARSDEN, age about 30, height 5 ft. 5 or 6 ins., good build, complexion fresh, hair ( bald on top) dark, eyes brown, clean shaven.— THOMAS ARMSTRONG, age 28 to 30, height 5 ft. 9 or 10 ins., slight build, com- plexion pale, hair light, eyes grey, clean shaven ; appears to be in ill- health. Both speak with North Country accent. Believed natives of Manchester. These men, with a man named Joseph Dixon ( in custody), took a shop in the centre of this city in September last, in the name of C. P. Marsden, obtained large quantities of goods and failed to pay for same. Marsden absconded 3rd and Arm- strong on 5th inst. Believed to have carried on similar frauds elsewhere. Warrant issued. Information to the Head Constable, Cardiff. GL OUCES TERSHIRE. 18.— Bristol ( City).— For stealing, 8th inst., about 400 American and Canadian dollars in gold, silver and notes; about 2,000 Austrian krones, com- prising 400 or 500 gold, 150 silver, the remainder mostly Crown bills; 70 Russian roubles in 5- rouble bills; 125 Norwegian kroners, gold, silver, and paper; some Finnish money; 20 to 30 obsolete American cent notes ( 2, 3, 4, 5, 10, 15, 20 and 25); about 12 American Confederate cent notes ( 5, 10, and 20); 60 lady's cheap gold dress rings; 24 metal watches.— ALBERT CLAES- SONS ( proper name believed LOUIS PAULUS JOSEPH VAN RAAIJ or RAAY), age about 30, height 5 ft. 5 or 6 ins., complexion dark, hair and moustache dark brown, eyes brown; dress, green- ish tweed mixture overcoat, believed navy blue suit, bowler hat.— MARIE CLAESSONS, age 40 to 45, height 5 ft. 5 or 6 ins., complexion ruddy, hair light, eyes blue. Natives of Antwerp. The former speaks English, French, German, Spanish, Italian and Belgian fluently; the latter English, Norwe- gian, Flemish and French. They were employed as managers of the Continental Hotel, Avonmouth, a boarding house for foreign emigrants and passen- gers en route to Canada, America, etc. Absconded 8th inst. Warrant issued. HA DOING TONS HI RE. 19.— Haddington ( County).— For deserting his wife and family.— ROBERT MILLAR THOM- SON, age 26, height 5 ft. 10 or 11 ins., complexion fresh, longish full face, hair and moustache light brown, eyes blue, swinging and slovenly gait; sometimes wears small earrings. A fisherman; native of North Berwick; generally employed on trawlers. Warrant issued. A reward of £ 1 will be paid by Mr. Thomas Lees, Inspector of Poor, North Berwick, for the arrest of Thomson. Information to the Deputy Chief Constable, Haddington. HAMPSHIRE. 20.— Portsmouth ( Borough).— For ware- housebreaking, and stealing a plain blue suit, 38- in. breast; 1 dark pattern suit, 37- in. breast; 1 plain grey double- breasted overcoat, belted and tabbed; 1 dark pattern overcoat, double- breasted, belted and tabbed; 1 pair of second- hand boots; 2 white sweaters; 3 heavy flannellette shirts; 4 pairs of natural wool pants; 2 natural wool vests; and several pairs of cheap dark socks.— FREDE- RICK SMITH, age 23, height 5 ft. 5 ins., com- plexion fresh, hair brown, eyes hazel.— FRANK GREEN, age 24, height 5 ft. 6 ins., complexion fresh, hair dark brown, eyes blue. Both are wearing the stolen clothing. Arrested, see Case No. 106. 21.— Portsmouth ( Borough).— For embezzle- ment.— ALBERT WILLIAM CROOMBES, age 38, height 5 ft. 5 ins., complexion fair ( inclined to sandy), slight moustache sandy, eyes blue, rather large thin face, winks when talking; wearing fawn- colour overcoat, grey soft hat, lace boots. A traveller. Warrant issued. 22.— Portsmouth ( Borough). - For obtaining money by false pretences.— ALFRED MIDDLE- TON, alias DALTON, age 40 to 45, height 6 ft. 1 in., powerful build, complexion pale, heavy moustache; London accent. States he has been a prison warder. Warrant issued. Information to the Chief Constable, Portsmouth. HERTFORDSHIRE. 23.— Hitchin ( County).— For embezzling £ 1 16s. 9d.— ALBERT HAWKINS ( supposed false), age about 28, height 5 ft. 8 or 9 ins., complexion fair, hair ( bushy) dark brown, eyes believed brown, one right toe deformed, limps; dress, brown jacket suit, fawn- colour vest with red spots, light cap. May have a bicycle with him. Has been employed as a photographer's canvasser. Supposed a native of Warrington, Lanes. Photograph can be seen on application. Warrant issued. Information to Supt. KENT. 24.— Maidstone ( County).— For stealing, 7th inst., at Hollingbourne, a bicycle, 26- in. frame, 28- in. wheels, Villers 2- speed hub, raised handle bars, roller brakes, plated carrier back and front, Granby tyre front wheel, Clincher Vacuum back, " W. H. Cordingley, Cycle Agent, Hollingbourne," on head and back mudguard, bright mud- flap front, Imperial saddle, No. 22.— A MAN, age about 30, height 5 ft. 8 or 9 ins.; wearing dark navy blue suit and cap. Fowle, Wren's Cross, Maidstone. 25.— Gravesend '.( Borough).— For house- breaking.— THOMAS MINHINNICK, alias WATSON, Office No. 3080- 97 ( see Illustrated Cir- cular 74, Fig. 5), age 35 ( looks older), height 5 ft. 4£ ins., complexion dark, hair dark brown, eyes ( cast in right) brown, anchor back of left forearm. A plasterer; native of Islington. Information to the Chief Constable, Gravesend. 26.— Ramsgate ( Borough).— For stealing ( bailee) between 27th December, 1912, and 3rd January, 1913, furniture ( recovered).— ALFRED JOHNSON, age about 45, height about 5 ft. 10 ins., stout build, complexion fresh, hair and mous- tache brown, points toes out when walking; usually wears dark clothes and hard felt hat. A jobbing bricklayer or general labourer; native of Rams- gate. He hired the articles 27th December, 1912, and disposed of same 2nd January, 1913, and after- wards left for London. May be found working on buildings or public works. Spoke of sailing for Canada on 25th inst. Was accompanied by his wife and daughter ( not wanted); wife, age about 40 years, height about 5 ft. 2 ins., slight build, complexion pale, very excitable and eccentric; daughter, age about 20, tall, stout build, com- plexion pale, full face. Warrant issued. Information to the Chief Constable, Borough Police, Ramsgate. LANCASHIRE. 27.— Old 1 rafford ( County).— For carnally knowing a girl under the age of 16.— PERCY GRANVILLE BANTOM, age 45, height 5 ft. 3 ins., slight build, thin features, hair and mous- tache light brown, turning grey. Is accompanied by a woman, age 20 and a child. During his residence at Prestwich, he built a motor garage, and described himself as a company promoter. Last heard of at Bristol. Warrant issued. 28.— Old Trafford ( County).- For stealing ( trick), 5th inst., a black leather handbag, contain- ing 3 lady's black leather purses; 2 Post Office Savings Bank Books; and £ 23.— TWO MEN: lst, age 30, height 5 ft. 6 or 7 ins., complexion fresh ( blotchy), hair and eyes brown; dress, brown Norfolk suit, cap, tie; 2nd, age 25, height 5 ft. 4 or 5 ins., complexion sallow, hair and slight moustache dark, eyes brown ; dress, dark suit, over- coat, black bowler hat, tie. 29.— Old Trafford ( County).— For stealing, 13th inst., at Heaton Mersey, a lady's large gold ring, snake pattern, set with turquoise to repre- sent head and 2 carbuncle stones as eyes; 1 gold diamond ring; both very old and worn.— A MAN, age about 35, height 5 ft. 5 or 6 ins., complexion fresh, hair light brown, eyes grey, clean shaven; dress, light tweed jacket suit, grey cap, brown boots', chamois leather gloves, wristlet and watch left wrist. ( issued at Swansea); 1 gold- filled expanding bangle; 1 string of amber beads; 1 lady's slate- coloured costume; 1 lady's greenish rainproof coat with straps at wrists; l'brown fitch muff; 1 lady's blue felt hat; 1 green leather waistbelt; and 1 white scarf.— ROSE MARGARET GRIFFITH, alias FRANCES HENDERSON, and THOM- SON, age 16 ( looks 18 to 20), height 5 ft. 1 ins., complexion sallow, hair dark brown, eyes large, brown; scar on forehead and scar on second joint left thumb; believed to be dressed in the stolen clothing. M.— Knaresborough ( County).— For fail- ing to surrender to his bail at Leeds Quarter Sessions lst January, 1912, charged with larceny ( hotel).— FRANCIS SHEED ANDERSON, age 38, height 5 ft. 6£ ins., complexion fresh, hair brown, eyes blue. A clerk or traveller; native of Aberdeen. A few weeks ago he was seen in the district of Ipswich. See Case No. 73, 12th Janu- ary, 1912.
