GAZETTE PUBLISHED BY AUTHORITY. NEW SEEIES. FRIDAY, FEBRUARY 7, 1913. VOL. XXX., No. 3038. 1. All communications for insertion in the POLICE GAZETTE, and all communica- tions relating to them, should be addressed to THE EDITOR OP THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 8. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. i. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. Portraits of Persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of 6s. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. ihould be made in the first instance for cost of engraving sketches. tvery announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result front such publication. 11. Announcements for the Friday issue should be forwarded so as to be receirnl not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of thr. paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Missing Persons" are, only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should bt prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. THE EDITOR, New Scotland Yard, London, S. W. NOTICE. The following is a copy of the order which governs the circulation,, by the Metropolitan Police, of advertisements, or reward bills, for the dis- covery of property or the detection of crime. The Editor inserts it in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regulations in force in the Metropolis : — 1.— Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, oil the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points:— ( à) The amount of the reward. ( á) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. ( id) The name and address of the printer must appear thereon. 2.— No expression must be used in such an advertisement in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularly drawn to the con- ditions ( a) to ( d), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been compiled with, especially those marked ( a) and ( c). Such notices are not distributed. NOTE.— There are 196 Stations of the Metropoli- tan Police Force at which Notices can be - posted. A gardener; native of Barnsley. Has a revolver in his posses- sion. DUMFRIESSHIRE. 9.— Dumfries ( County).— For stealing, 13tli ult.. 1 £ 1 note.— GEORGE CRAIG, age 21, height 5 ft. 3 ins., complexion fresh, hair dark brown, scar on left forearm; farm servant; dress, grey jacket suit, cap, strong lace boots. Supposed native of Glasgow. May endeavour to enlist. Warrant issued. Not to be arrested out of the United Kingdom. Information to County Chief Constable, Dum- fries. ESSEX. 10.— Romford ( County).— For stealing from an unfinished building, a scaffold hammer, 2 spirit levels ( recovered), 1 pair snips, 1 pair pliers, 1 1- in. chisel, 1 spirit level.— A MAN, age 40 to 45, height 5 ft. 5 or 6 ins., stout build, complexion fre- h, full face, hair brown, eyes grey; dress, dark coat and vest, cord trousers. Hailstone, Romford. 11.— Saffron Walden ( County).— For non- payment of £ 2 and costs, maintenance arrears. — ALBERT HAMMOND, age 25, height 5 ft. 6 ins., complexion fresh, hair brown, eyes grey. A labourer; native of Manuden, Essex. Warrant issued. Information to Supt. Boyce, Saffron Walden. 12.— Southend ( County).— For stealing, 28th ult., 2 black vicuna suits, 1 boy's black serge suit, 1 boy's vicuna suit. EDGAR, age about 50, height 5 ft. 1 or 2 ins., complexion sallow, hair dark, eyes grey, bruise under right eye and on left cheek; wears steel- rimmed glasses ; dress, long black coat, green skirt, black fur, black hat trim- med black crepe, black cotton gloves. She ob- tained the suits on approval and absconded. Warrant issued. 13.— Southend ( County).— For stealing, ISth ult., an umbrella ( recovered). . JOHN COLE, age 30 to 35, short, complexion dark, hair black, clean shaven, prominent nose; of Jewish appearance. Ho called at a house and offered pens for sale which he had in a box, and took the umbrella from the hall stand. Warrant issued. Information to Supt. Jones, Southend. GLAMORGANSHIRE. £ 10 REWARD. 14.— Treharris ( County).— For stealing at Abertridwr, 26th ult., 2 cheques ( 1 for £ 12, No. 73/ 417272, drawn by Mrs. Owen on the Aberdare Branch of Lloyd's Bank, made payable to herself; 1 for £ 3 2s. 9d.); and £ 130 15s.— THOMAS S1MMONDS, alias THOMAS JOHN, age 33, height 5 ft. 6 ins., hair dark, clean shaven, eczema scar on forehead and on side of face; dress, blue serge suit, brown cap, carried an umbrella. A cellarman; supposed a native of Rhydfelin. Has also been a seaman, and may endeavour to leave the country. Warrant issued. Information to Supt. HAMPSHIRE. 18. - Lyndhurst ( County).— For stealing £ 1 at Brockenhurst, 25th ult.— HARRY GEORGE COLE, age 21, height 5 ft. 7 or 8 ins., complexion fair, hair ( long) light, clean shaven, eyes blue; dress, new navy blue suit, jacket cut low, gaunt- let sleeves, light tie, shoes, carried a fawn- colour rainproof coat. A hairdresser. Warrant issued. Information to Supt. Wakeford, Lyndhurst. 19.— Portsmouth ( Borough). For stealing, 20th ult., a 1910 pattern " Triumph " motor cycle, 3^- H. P., black enamelled, belt in two pieces, top of tank recently silver painted, Palmer cord front tyre, rubber studded, nearly new, Kempshall non- skid back tyre, Bluemel mudguards, fitting to carry pump nearly filed off, registered No. B. K. 425.— J. OAKES, age 24, height 5 ft. 6 or 7 ins., slight build, complexion pale, hair light, clean shaven; dress, blue serge suit, fawn- colour mackintosh, cap. He recently served on the S. S. " Dongola," as a second- engineer, previously came from Liverpool. Warrant issued. 20.— Portsmouth { Borough).— For forging and uttering an order for the payment of £ 7, 18th ult. - HARVEY CHARLES RAYMOND, alias SOUTHERN, Office No. 1988- 10, age 30, height 5 ft. 6 ins., slight build, complexion pale, hair very dark, eyes grey, teeth discoloured ( one front be- lieved missing), lisps slightly; of smart appear- ance ; dress, blue lounge suit, fawn- colour rainproof coat, bowler hat with flat brim. Is accompanied by a woman ( not wanted), age about 30, height 4 ft. 10 ins., complexion very dark and swarthy. A native of Jersey. Warrant issued. Information to the Chief Constable, Portsmouth. KENT. 21. — Canterbury ( County).— For stealing the property described in Case 29, 24th ult.-— JOHN ORAM, alias WATSON and HOLMAN, LANCASHIRE. 2 A— Old Trafford ( County).— For embez- zling £ 49 7s., between 19th December, 1912 and 6th ult.— THOMAS KING, age 46, height 5 ft. 10 ins., complexion fresh, hair dark brown, eyes brown; wears glasses when reading, etc.; dress, dark overcoat, blue serge suit, hard felt hat. He was a referee for the Northern Rugby Football Union; also Secretary of the Swinton Rugby Foot- ball Club. Warrant issued. Information to Supt. Keys, Old Trafford. 24.— Liverpool ( City).— For obtaining £ 10 by false pretences, 18th ult,— JOHN WILSON, age about 50, height about 5 ft. 7 ins., good build, complexion fresh, oval face, blotchy, high fore- head, prominent nose, thick lips, large chin, walks erect, takes quick steps, hair ( turning grey) dark, eyes ( small) blue; dress, dark jacket suit, dark blue overcoat, velvet collar, black hard or soft brown hat. On 13th December, 1912, he took apartments, advertised in local papers for a part- ner in a profitable business, thereby obtaining the above amount. Absconded 22nd ult., accompanied by his supposed wife ( not wanted). Warrant issued. Information to the Head Constable, Liverpool. Vo.— Ashlon- under- Lyne ( Borough).— For shopbreaking, 17th or 18th ult., and stealing 20 watches, mostly silver; 78 rolled- gold guards, alberts and bracelets; 15 silk mufflers; 6 suits of clothes; 4 pairs of boots; 1 portmanteau, etc.; a portion of the jewellery, 2 pairs of boots and portmanteau ( recovered).— GEORGE BROOKS, alias SCHOFIELD, age 27, height 5 ft. 7 ins., complexion fresh, hair dark, eyes hazel, C. I. right forearm, scar inside right wrist, G. B. R. and an- chor left forearm, wart back of neck; dress, black suit, red silk muffler, cap, lace boots.— WILLIAM BROOKS, alias SCHOFIELD, age 22, height 5 ft. 6x ins., complexion fresh, hair dark, eyes brown, T- shape scar centre of forehead, scar left eyebrow; dress, blue serge suit, blue silk muffler, grey cap.
