All communications for insertion in the POLICE GAZETTE, and all communicw- ( tions relating to them, should be addresstd to TIIE EDITOR OF TUB POLICE ' GAZETTE, NEW SCOTLAND YAKD, LONDON, S. W. | 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by atiother force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. i. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of Persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of 6s. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6i. thould be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear i number, and as far as practicable they art alphabetically arranged i.; counties. 9. The force which causes particulars concerning delinquents or stolen praptrty to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, rtferring to the number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on \ V< dnesday, and for the Tuesday idition not later than Saturday morning. They must be clearly written on one side » f the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliamtnt Street Post Office. 13. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should ba prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. METROPOLITAN POLICE DISTRICT 1.— Convict Supervision Office.— For being at large after his licence has been re- voked by the Prisons Commissioners.— LOUISI SCHAFFER, Office No. S. 125914, age 20, height 5 ft. 4| ins., complexion fair, hair and eyes brown; scar top of head. Sentenced Central Criminal Court, 6th December, 1910, to 2 years' detention in a Borstal Institution for larceny. Was re- leased on licence 1st July, 1912, to the care of the Borstal Association and was given employment, but in due course he absconded and has not been heard of since. If arrested a telegram or tele- phonic communication should be sent to the Governor, Pentonville Prison, who will send an escort for him. Not to be arrested after the 5th June, 1913, on which date his licence expires. 2.— c Division.— For stealing, 16th and 17th December, a single pearl pin, L5975; 1 single- stone diamond do., L6756; 1 sapphire and dia- mond cluster do., L6751; 1 cluster pearl and dia- mond do., L6757; 1 diamond and ruby do., K5323; 1 diamond cluster do.; 1 bracelet, pearl and flower centre, gold basket pattern band, flexible, 3163; 1 do., diamond and enamel square centre, ruby and diamond cluster, platinum bar, flexible, C58236; 1 do., ruby and diamond, 3 fancy link centre, platinum links, 3325; 1 do., diamond scroll and collet centre, with gold basket- pattern band, 3202; 1 do., turquoise and diamond flower and collet alternate centre, with gold curb- pattern band, 3207.— GLADYS WOOD, age 24, height 5 ft. 5 ins.; wearing bright yellow jacket, black hat, fur necklet.— C. H. WILLOUGIIBY, alias WELLS, age 40, height 5 ft. 8 ins., slight build, hair ( turning grey at sides) brown, clean shaven, high cheekbones, small feet, pleasant manner; wearing a brown check overcoat. Had with them a brown wire- haired dog. They engage apart- ments in the provinces, order goods on approval against cheques, which are met, and abscond on receipt of goods for a larger amount. 3.— N Division.— For larceny. — JEAN LEHAZIF, a Frenchman, age 21, height 5 ft. 6 or 7 ins., slight build, complexion pale, hair black, slight moustache dark, eyes dark brown; dress, blue serge suit, grey rainproof overcoat, grey tweed cap. 4.— N Division.— For unlawfully withhold- ing £ 17 13s. 6d.— WALTER E. FROST, age 32, height 5 ft. 10 ins., stout build, complexion fresh, hair and eyes dark; dress, dark overcoat and jacket suit, bowler hat. A printer's canvasser; supposed a native of London. Is fond of billiards, rifle ranges and political clubs. Warrant issued. 5.— T Division.— Oil Bench warrant for obtaining credit by fraud.— GEORGE O'CON- NOR RICHARDS, alias GENERAL COUNT DE BRUNNE, CAPTAIN RICARDO and Mc- KENZIE, age 49, height 5 ft. 10J ins., stout build, complexion fresh, hair and moustache brown, turn- ing grey, eyes grey; dress, dark grey lounge suit, black Cardigan jacket, red tie, bowler hat, lace boots. A native of America. May be found act- ing as agent for a third- rate theatrical company in the provinces. Information to be forwarded to the Metropoli- tan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 6.— For stealing ( servant) £ 16, 7th December.— WILLIAM WATLING, age about 33, height 5 ft. 9 ins., complexion, hair and eyes dark, anchor and other marks supposed left arm, fleshy growth over left thumb- nail; dress, blue serge suit, pepper and salt colour overcoat, strap at back, red and green mixture tie, bowler hat, lace boots. A BERDEENSHIRE. 7.— Aberdeen ( City).— For embezzling £ 61 14s. 6d., between 1st November, 1910, and 5th December, 1912, while acting as treasurer to the Great North of Scotland Railway Workmen's Society— WILLIAM MILNE, age 36, height 5 ft. 5 ins., slightly bow- legged, complexion fresh, hair dark, brownish grey moustache; dress, dark tweed suit, heavy dark overcoat; carried a large brown leather handbag ( new). He left Aberdeen 6th ult., for Perth. Warrant issued. Not to be arrested out of the United Kingdom. 8.— Aberdeen ( City).— For failing to report since 21st November, 1912.— Licence- holder DAVID CAMPBELL, No. 546- 12 Scottish Criminal Register, age 30, height 5 ft. 3J ins., complexion sallow, hair dark brown, slight mous- tache brown, eyes ( cast in right) hazel. A marine fireman; native of Aberdeen. He was liberated from Peterhead Convict Prison, 13th July, 1912, and up to the 21st November he was engaged on vessels fishing from Aberdeen, Peterhead, Yar- mouth and Lowestoft. Warrant issued. 22.— Cardiff ( City).— For obtaining by false pretences, a blue serge suit, slit in back of jacket ' gauntlet cuffs, jacket cut low and fastens with two buttons, corners rounded, trousers full at knees, permanently turned up at bottoms; and a light brown suit with two- inch stripe, slit back of jacket, gauntlet cuffs, jacket cut low and fastens with two buttons, corners rounded, American sleeves, trousers full at knees, permanently turned up at bottoms. GLOUCES TER SHIRE. 23.— Cheltenham ( County).— For stealing ( servant) £ 1 12s. 2d., 2 cheques for £ 4 2s. 4d. and £ 4 17s., respectively, endorsed " E. Turner."— HERBERT BERRY, age 15, short; dress, grey suit, dark grey cap, had with him a cycling cape; an errand boy. Has been bound over for cycle stealing. Absconded 3rd inst., accompanied by two youths, ages 15 and 17 respectively. Warrant issued. 24.— Cheltenham ( County).— For failing to appear ( whilst on bail) at the Gloucester Quarter Sessions, 1st inst., on a charge of larceny.— JOSEPH PEARE, alias PEAR, Office No. 822- 07 ( see Case 34, 17th April, 1908), age 61, height 5 ft. 6^ ins., complexion fresh, hair grey ( thin), eyes blue; scar right eyebrow, brown mole outside corner right eyebrow, scar bridge of nose, left cheek close to mouth. HAMPSHIRE. 25.— Aldershot ( County).— For stealing 10s. from his lodgings at Fleet, 31st December.— A MAN, age about 36, height 5 ft. 9 or 10 ins., complexion fair, full face, hair inclined to ginger, long, scar left cheek; dress, long dark overcoat, dark trousers and cap, blue muffler. A labourer. He took lodgings, stated he was employed repair- ing railway signals, left for the purpose of fetching his box and absconded. Information to Supt. Davis, Aldershot. 26.— Fareham ( County). - For stealing jewel- lery described in Case 54, 27th ult.— JOHN FRANCIS USHER, alias HOOPER, MAY and USSHER, Office No. 477- 01, age 35, height 5 ft. 10| ins., complexion fresh, hair brown, eyes grey; tattooed coat of arms and Turkish woman upper left arm, Britannia, lizard, pot and flowers out- side, snake entwined round pot inside left forearm ; dress, black jacket, blue diagonal vest, light striped trousers, fawn- coloured rainproof coat. Had in his possession a passbook and some cheques on Lloyd's Bank, Westbourne and Poole Branches, also seaman's papers in name of W. Peterson or Peterman. May endeavour to leave the country. Carman, Fareham. 27.— Woolston ( County).— For stealing £ 15 lis., cash- box, and 7 keys at Eastleigh, 26th December.— SAMUEL CROSS, alias BARBER, age about 39, height about 6 ft., clean shaven; dress, blue suit, grey mixture overcoat, green soft hat, lace boots, size 11. Has been employed as traveller by a firm of stationers and also as agent for the Workmen's Legal Friendly Society. Left Eastleigh 27th December. Supposed nativ, e of Bristol. Warrant issued. LANCASHIRE. 28.— Manchester ( City).— For stealing a piano ( recovered)— HERBERT OWEN, age 18 ( looks older), height 5 ft. 6 ins., hair light brown, bushy eyebrows, eyes grey, complexion fair, long face, round chin, smartly dressed. He will prob- ably seek employment as pianist at picture palaces, public- houses, etc. Warrant issued. It.— Manchester ( City). — For embezzle ment, and stealing a brown brief bag; 9 pairs of forceps, 1 syringe and 6 small impression trays. — WILLIAM JARVIS, age 38, height 5 ft. 8 ins., complexion sallow, hair brown, clean shaven, eyes blue; dress, fawn- colour overcoat, light tweed suit, soft black hat. A native of Dublin. He was em- ployed as a dentist's assistant. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Manchester. 30.— Blackburn ( Borough).— For stealing 30th or 31st ult., an 18- ct. gold keyless centre seconds stop watch, " Russell " on dial, plain cases, dented, gold hands; 1 lady's long gold neck- chain, twisted rope pattern, with two sover eigns mounted, dated 1897, also a short length of gold chain, cable- pattern with a George sover eign and half- sovereign mounted as pendants; 1 do. 18- ct. gold dress ring, set 5 large and 10 smaller diamonds, claw setting; 1 do., old, set 3 diamonds gipsy setting; 1 do. gold and onyx mourning ring set 6 diamonds, small space at back for lock of hair; 1 do. gold dress ring, set 5 garnets, and seve- ral small diamonds, one of which is missing ( nearly new); 1 do. 18- ct. gold dress ring, set 2 diamonds and 3 sapphires; 1 do., set 5 garnets, one chipped; 1 do. bar brooch, set 3 opal studs, chain attached; 1 pair of black onyx earrings ( bar, with ball in centre); 1 lady's dark morocco purse ( leather), containing 3 £ 5 Bank of England notes.— RICHARD WILSON, alias WALTERS, GOR- DON, and MARTIN, Office No. 315- 10 ( see Case 22, 3rd inst., and Illustrated Circular 106, Fig. 34), age 31, height 5 ft. 8J ins., complexion fresh, hair light brown, eyes grey; dress, dark suit, grey- ish brown overcoat with belt at back, black hard felt hat. He engaged a bedroom at the " White Bull " hotel and left the premises two hours later and did not return; the articles were stolen from a bedroom on the same landing. He left behind a brown leather portmanteau ( marked " 5025 L" with chalk, on edge), containing a lady's purple new three- quarter length coat, a woollen singlet, blue striped woollen shirt, " Hope Bros." thereon; 2 pairs stockings, " B. C." S. K. S." thereon, a pair of braces, keys, etc., and a quantity of potatoes. Information to the Chief Constable, Blackburn. 31.— Blackpool ( Borough).— For stealing a black and blue striped velvet dress.— MINNIE HILL, age 23, height 5 ft. 5 ins., slight build, complexion pale, thin face, hair light, eyes grey; dress, blue print dress, apron, round green hat, short grey fur, button boots with violet colour tops, may be wearing the stolen dress. A nursemaid. Warrant issued. Information to the Chief Constable, Blackpool. 82.— St. Helens ( Borough).— For failing to report.— Supervisee JOHN LALLY, alias KELLY, Office No. 235- 12, age 60, height 5 ft. ins., complexion fresh, hair brown ( turning grey), eyes grey; lost one bottom tooth, mole back of neck, ring tattooed left middle finger, cross left wrist. Sentenced at Galway Quarter Sessions, 9th October, 1901, to 10 years' penal servitude and 5 years' police supervision. Supervision ex- pires 17th September, 1916. D 336. 33.— St » Helens ( Borough).— For stealing, 2nd inst., a bicycle, 28- in. frame, black enamelled, North Road handle bars, blacked, Michelin tyres, back- pedalling brake, Eadie front rim brake, Bloomhead mudguards, Lucas oil lamp, Dunlop or Bloomhead black celluloid pump attached, several order and account books, " Aspinall & Leedham, grocers, St. Helens," on each, tied on handle bars. — A MAN, age 30 to 40, height 5 ft. 9 or 10 ins., face and nose very red and blotchy, high cheek bones, moustache brown; dress, black jacket, cord trousers, black and white scarf, dark cap. Information to the Chief Constable, St. Helens. MONMOUTHSHIRE. 31.— Tredegar ( County).— For stealing £ 70. — RAYMOND BERTIE ROBSON, age 30, height 5 ft. 7 ins., complexion fair, hair dark brown, clean shaven; dress, brown suit, dark brown overcoat with green stripes, light cap. A native of Chel- tenham. Was employed as manager of a co- opera- tive stores. Warrant issued. Information to Supt. Saunders, Tredegar. NORFOLK. 35.— Norwich ( City).— For obtaining a waterproof coat and £ 3 18s. by a worthless cheque, No. D. 86665, dated 17th December, 1912, on the National Provincial Bank of England, Savoy Court, 96 and 97, Strand, W. C.— J. WATTS, age 35 to 40, height 5 ft. 7 ins. or 8 ins., complexion, hair and moustache dark, round, plump face; of smart appearance; wearing greenish overcoat, black hard felt hat. The cheque is one from a book lost or stolen in London in July, 1912. He ap- pears identical with C. S. Orrin, Case No. 9, 20th December. Warrant issued. Information to the Chief Constable, Guildhall, Norwich. NO TTINGHA MS HI RE. • 56.— Nottingham ( City).— For obtaining by false pretences, 21st ult., a brown tweed overcoat, rather broad dark brown stripes, with narrow green and yellow stripes each side, double breasted, roll collar, belt with 2 buttons at back, broad strap with 1 button on cuffs, brown bone buttons, dark brown Italian lining, brown and white striped sleeve lining, long vest at back, chain hanger; 1 grey tweed jacket suit, black and green stripes, bone buttons to match, roll collar, grey lining, striped sleeve lining, vest at back; and £ 2.— JOHN IIOWELLS, alias GEORGE GRANVILLE and JOHN COLE, a Welshman, age 30 to 35, height 5 ft. 9 or 10 ins., oomplexion sallow, full face, hair light brown, abscess scar right side of chin. He obtained a situation as agent for a firm of clothiers, purchased the above articles, and in part payment tendered a bogus cheque for £ 3 10s., issued by Lloyd's Bank, Halesowen Branch, re- ceived £ 2 and absconded.
