THE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, DECEMBER 27, 1912. VOL. XXIX., No. 3026. 1. All communications for insertion in the POLICE GAZETTE, and all communica- tions relating to them, should be addressed to TUE EDITOR OF TUB POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 3. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. S. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In ail cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of Persons whose apprehension is sought for serious offences will be inserted at a cost of 8 « . per portrait, and engravings of stolen property at a cost of 6s. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. .4 remittance of 6s. thould be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all eases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on, Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on on<• side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office. New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. UNDER the existing arrangements the finger impressions will be taken, and recorded at the Finger Print Department, Convict Supervision Office, New Scotland Yard, of all persons convicted as follows: — ( à) All persons coming within Sections 5, 7, or 8, of the Prevention of Crimes Act, 1871. ( á) All persons, at Assizes or Quarter Sessions, sentenced to not less than one month's impris- onment, without option of a fine, for any of the offences shown below. ( c) All persons, at Petty Sessional, Police, or Stipendiary Magistrate's Court, sentenced to more than one month's imprisonment, without option of a fine, for any of the following offences: — Aliens ( Sec. 3 Aliens Act of 1905). Arson. Assaults with intent to rob. Attempted burglary. Attempted larceny. Attempts to break into churches, houses, shops, warehouses, & c. Attempts to obtain goods and money by false pretences. Bankruptcy offences. Being found on enclosed premises. Breaking into churches, houses, shops, warehouses, < fcc. Burglary. Cattle stealing. Coining. Conspiracies of all descriptions. Embezzlement. Entering with intent to commit a felony. Extortion by threats. Felonious wounding. Forgery. Fraud. ^ Frequenting. Horse stealing. Housebreaking. Possessing housebreaking toolr Procuration of women and girls. Prostitution, living on proceeds of ( Vagrancy Act, 1898, S » c 1, para. a). Receiving. Robbery. Sacrilege. Sheep stealing. Shopbreaking. Suspected person. Unlawful possession. Uttering counterfeit coin. Warehousebreaking. But all offenders of the first Division, and such of the second Division as have never been previously convicted, are exempted from this order. In order to avoid the retention of useless records in the Finger Print Department, the Registrar of Habitual Criminals would be glad if the Chief Constables of Counties, Cities, and Boroughs, will, in future, notify the death of any criminal who has been finger- printed. The notification should contain the full name and aliases, particulars of conviction, or convictions if possible, also the number published in the List of Habitual Criminals. APPREHENSIONS SOUGHT. BEDFORDSHIRE. 1 •— A mpthlll ( County).— For being concerned with HARRY MANN ( in custody) in stealing a bicycle ( recovered).— JOE GARF1TT, age about 20, height 5 ft. 2 ins., complexion pale, hair ( long and curly) black, eyes brown, bow legged, walks lame, Yorkshire dialect; dress, dark jacket suit, drab- colour cap, white muffler. Has been employed with a travelling show and will probably be found in London. Warrant issued. Information to Supt. Matthews, Ampthill. BERKSHIRE. 2.— Newbury ( County).— For obtaining £ 50 by false pretences, 9th inst.— MAJOR ARTHUR OLIPHANT LUTTRELL, alias PHILIP ANTRO- BUS and ARTHUR OILPHANT, age 40 to 45, height 6 ft., complexion pale, sliehtly pock- marked, hair brown, heavy moustache waxed at ends, well educated; dress, blue flannel suit with stripes, grey and white overcoat, white wollen muffler, brown soft hat, fawn- colour spats. Had with him a brown suit case, L. R. M. in black outside, contain- ing handkerchiefs, " L. R. Majendie" thereon. He called upon a clergyman, represented that he was at college with him, related several incidents which occurred there; also stated that he was employed in the Service on the North West Fron- tier of India. Before leaving he wrote out several cheques on note paper on Stuckey's Bank, Bide- ford Branch, obtained the above amount and ab- sconded 10th inst. Warrant issued. Information to Supt. Gamble, Newbury. 3.— Reading ( Borough).— For obtaining £ 2 19s. by a worthless cheque, 8th inst.— C. S. ORRIN, age 38 to 40, height 5 ft. 9 ins., com- plexion fresh, hair and moustache dark brown, eyes blue; wearing greenish grey rainproof coat, appearance of having served in the Army. He called at a shop, selected a side of bacon which he ordered to be delivered at a false address, tendered in payment a cheque, No. D. 86663, on the National Provincial Bank, Savoy Court, Strand, W. C., for £ 4 5s., drawn by J. B. Stoneham, in favour of C. S. Orrin, and received £ 2 19s. change, cheque since returned marked " No account," and is one of a book which was lost or stolen in July last in London, Nos. from D. 86653/ 97. Is identical with F. JOHNSON, wanted at Maidstone. Warrant issued. Information to the Chief Constable, Reading. BUCKINGHA MS HIRE. 4.— Newport Pagnell ( County).— For rape, at Sherington.— ALBERT WILLIAM HOLTON, age about 45, height 5 ft. 11 ins., com- plexion fresh, long face and small features, hair and moustache iron grey, eyes brown, erect bear- ing; dress, brown jacket and vest, dark grey breeches, old brown leather leggings with buttons, heavy boots with tips and nails. A native of Little Horwood. Has served in the 16th Lancers. Has been employed as groom, farm labourer, and navvy. Absconded 15th inst. Warrant issued. Information to Supt. Pearce, Newport Pagnell. DERBYSHIRE. 5.— Chesterfield ( County).— For stealing at Wingerworth, 13th inst., a " Fleet" bicycle, 26- in. frame, black enamelled, " Liberty" tyres, dropped handle bars, extension and mud splasher on front mudguard, rat trap pedals, double- chime bell fitted on top bar, brown mackintosh cape fast- ened with strap on back.— A MAN, age about 30, height 5 ft. 3 or 4 ins., complexion and small mous- tache dark, hair dark brown; dress, brown jacket and vest, dark trousers, grey cap, check necker- chief, red paint spots on jacket. Has served in the Army. He took lodgings, 11th ult., stating he came from Dovercourt. Warrant issued. Information to Supt. Lennon, County Police, Colchester. GL a USES TER SHIRE. fx— Cheltenham I ( County).— For deserting his wife and children, leaving them chargeable to the Tewkesbury Union. — ARCHIBALD BARTLEMAN, age 45, height 5 ft. 6 ins., com- plexion florid, hair ( turning grey) and moustache brown, addicted to drink. A carpenter and joiner. Warrant issued. Information to Supt. Hopkins, Cheltenham. 9.— Bristol ( City).— For converting 7s. to his own use during August and September last.— HENRY ARTHUR SMITH, age 53, height 5 ft. 5 or 6 ins., complexion pale, hair and moustache dark; dress, dark blue suit, black bowler hat, carried an umbrella. He was employed as agent by the General Accident, Fire & Life Assurance Corporation, Ltd., induced small shopkeepers to insure their stock, etc., and converted the money to his own use. May be found staying at refresh- ment houses. Absconded about 6th inst. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Bristol. HAMPSHIRE. 10.— ASdershot ( County).— For stealing £ 20, 19th inst.— SYDNEY ARTHUR OSBORN, age 27, height 5 ft. 7 or 8 ins., complexion fresh, hair and eyes brown; dress, brown lounge suit, light cap. He belongs to the 5th Dragoon Guards and was employed as an officer's servant. Information to Supt. Davis, Aldershot. 1! p ortsmouth ( Borough).— JAMES GILLINGHAM, Case No. 13, 30th August last. Particulars cancelled. 12.— Portsmouth ( Borough).— For obtaining credit by fraud.— JAMES LEWIS FUTCHER, age about 35, height 5 ft. 7 or 8 ins., complexion sallow, slight moustache dark, holds his head on one side; dress, blue suit, light cap or soft green hat. He writes to firms, chiefly in Scotland, re- questing them to forward goods to him with ac- count, and after receipt of the articles he fails to answer letters. Absconded 5th inst. Warrant issued. Information to the Chief Constable, Portsmouth. HEREFORDSHIRE. 13.— Hereford ( City).— For stealing 12s., 12th inst.— A man who gave the name of G. W. LEWIS, age 28 to 30, height 5 ft. 8 ins., com- plexion sallow or pale, hair dark, clean shaven, eyes blue, front teeth decayed; dress, light navy blue suit, rather shabby. He stated he had a horse coming by rail from Ludlow and required the money to pay the fare as he had left his purse at home. Warrant issued. Information to the Chief Constable, Hereford. KENT. 11 — Folkestone ( Borough).— For stealing 17th inst., from his lodgings, a lady's half- hoop ring, set 3 turquoise and 2 pearls; 1 do., set 3 and 5 small diamonds; 1 lady's gold dress ring, set 3 brilliants; 1 gold snake- pattern ring; 1 gold and brilliant pendant, containing ivory miniature of baby, fine gold chain attached; 1 rolled- gold pen- dant, containing photographs of 2 gentlemen, gold snake- pattern chain attached; 1 long gold neck- chain, small link pattern; 1 small silver spoon, imitation opal attached; 1 silver English lever watch, cases worn, gold chain, long and short links alternately, attached; 1 gold oval pendant.— RICHARD WILSON, alias MARTIN, Office No. 315- 10 ( see Illustrated Circular 106, Fig. 34, and Case 83, POLICE GAZETTE, 18th October, 1912), age 31, height 5 ft. 8J ins., complexion fresh, hair light brown, eyes grey; wearing thick dark over- coat, bowler hat, white muffler. Information to the Chief Constable, Folkestone. 15 .— Ramsgate ( Borough).— For obtaining coal by false pretences, 16th ult.— HILL, age about 45, tall, thin face; dress, peacock blue costume, white lace trimmings on front of skirt, believed blue straw hat, white motor veil, white wrapper with tassels at end, carried a Dorothy bag, and umbrella. She took lodgings, stated she was forming a girls' club for the purpose of dressing dolls for a sale of work in connection with the Dumb Friends' League, obtained entrance fees from girls, and goods from tradesmen on similar representations. LANCASHIRE. 16.— Liverpool ( City).— For stealing ( servant) £ 50, 17th inst.— THOMAS ROCHE, age about 33, height 5 ft. 8 or 9 ins., slight build, complexion pale, rather long face, high forehead, long nose, hair brown, thin lips, protruding ears; shabbily dressed. A book- keeper and cashier. May be found at race meetings or endeavour to leave the country. Information to the Head Constable, Liverpool. 17.— Blackpool i( Borough).— For embezzle- ment.— JAMES SANDERSON, age about 30, height 5 ft. 5 ins., stout build, complexion fresh, hair light brown, moustache sandy, eyes blue, slouching gait; dress, dark suit, black overcoat. A carter or laundry vanman. Warrant issued. 18.— Blackpool ( Borough).— For making a false declaration to procure a marriage, 11th ult. — CHARLES WILLIAMS, alias KARL PETER- SON, age 42, height 5 ft., good build, complexion fresh, round face, hair light, inclined to ginger, clean shaven, slightly bow legged; dress, shabby light suit, cap and overcoat. A mariner or bar- man; native of Denmark. Warrant issued. Information to the Chief Constable, Central Police Office, Blackpool. 19 - Salford ( Borough).— JAMES ALBERT RILEY, Office No. 1875- 11, Case 14, 5th January, 1912, not now wanted. His arrest is, however, sought for failing to report; to be dealt with where found; see Tabular Form, current issue. to.— St* Helens ( Borough.).— For stealing £ 3 15s. from his lodgings, 4th inst.— ERNEST JONES, age about 28, height 5 ft. 5 ins., good build, complexion fair, hair brown, clean shaven; dress, dark grey jacket and vest, brown trousers and cap, light lace boots. A labourer; native of St. Helens. Is a member of the 5th Battalion South Lancashire Regiment. Absconded 7th inst. Photograph can be seen on application. Warrant issued. 21.— St. Helens ( Borough).— For stealing 3s. from his lodgings, 17th inst., and obtaining food, lodgings, and Is. by false pretences, 16th and 17th inst.— H. WILSON, age about 30, height 5 ft. 5 ins., complexion sallow, prominent cheek bones, heavy moustache light, eyes blue; dress, blue pilot overcoat, " L. N. W." on collar, dark vest, brown trousers, gun- metal watch, white metal chain. Stated he was an engineer on the L. & N. Wl Railway, and belonged to Swindon. 22.— St. Helens ( Borough).— For stealing from his lodgings,, 17th inst., a pair of lace boots, Derby pattern, size 8.— THOMAS OR HENRY WEBB, age 35, height 5 ft. 6 ins., good build, complexion pale, hair and moustache dark; dress, dark serge suit, hard felt hat. A native of Wol- verhampton. Has in his possession a pedlar's certificate, issude in London and expires June, 1913. Visits small shops and public- houses, selling small packets of Lion cement. Information to the Chief Constable, St. Helens. 23.— Warrington ( Borough).— For stealing, 9th inst., a grey mare pony, thick set, 14 or 15 hands, three- quarter tail, one heel cracked, a set of plain black harness, leather traces, silver- plated mounts, " E. Connor " stamped on bit and billot of reins; and a high- standing dog- cart, painted dark blue, red lines, blue cushions, pair of D's on ends of shafts for tandem.— S. FORSTER ( probably false), age 40 to 45, height 5 ft. 5 or 6 ins., complexion fresh, rather long face, hair and moustache grey; wearing dark overcoat, bowler hat. Was accompanied by a man ( not wanted), age 33 to 35, height 5 ft. 3 ins., full round face, hair dark brown, clean shaven; wearing fawn- colour overcoat, bowler hat. Appearance of a groom. LEICES TERSHIRE. 24.— Loughborough ( County).— For utter- ing counterfeit coin, 14th ult.— A MAN, age about 35, height 5 ft. 9 or 10 ins., good build, complexion fresh, hair very dark, moustache dark, of smart appearance; wearing dark overcoat. Agar, Loughborough. , iO fTINGHA MS HIRE. 25.— Nottingham ( City).— For stealing, 3rd inst., a lady's 18- ct. gold ring, set cluster of 7 dia- monds, claw setting, No. 320 scratched inside.— HERBERT JACKSON, alias JOHNSON, Office No. 1303- 05, age 27, height 5 ft. 6| ins., com plexion fresh, hair and eyes brown, clean shaven, H tattooed back left forearm, brown mole front right forearm. He called at a jeweller's shop, represented himself to be a doctor at a local hospi- tal, and asked the shop assistant to allow him to look at a ring which was in the window, the request was complied with and he immediately put the ring on his finger and decamped. OXFORDSHIRE. 26.— Witney ( County).— For stealing £ 7 anil a bicycle, black enamelled, Brooks saddle, clips on front forks for fixing carrier, tool- bag tied on with string.— SARTORI LUIGI, alias FRED JAMES, age 26, height 5 ft. 6 or 7 ins., complexion very fresh, clean shaven, hair black ( thin in front), eyes dark brown; dress, greenish grey suit, hard felt hat. Has travelled with a boxing- booth. A native of Italy; speaks English. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. Smith, Witney. SHROPSHIRE. 27.— Whitchurch ( County).— For stealing ( bailee) at Market Drayton, a watch ( recovered). — JOHN ROBERTSON, alias SCOTT, age 35 to 40, height about 5 ft. 4 ins., hunch back, hair and moustache light brown; dress, brown suit, hard felt hat, lace boots. A travelling watch and clock repairer. Stays at common lodging houses. Warrant issued. Information to Supt. Lucas, Whitchurch. SOMERSETSHIRE. 28.— Glastonbury ( County) — For an offence under the Children Act, 1903.— ELIZA JANE IIOBBS, age about 33, height about 5 ft. 3 ins., complexion dark, high cheek bones, thin features, tyair ( turning grey in front) dark brown, upper tieeth artificial ( one broken), walks erect; dress, cjark blue costume, white straw hat with narrow black band, slate- colour fur, lace boots, sometimes \ years a black satin blouse and grey felt hat trim- iped two wings to match. Had in her possession an oak- colour tin trunk, rather large and a grey Qr straw- colour dress- basket, containing a dark red costume and other clothing. Was accompanied by two children ( adopted): lst, a boy, age 4, round features, complexion fresh, hair light brown; \ yearing brown coat, light blue hat; 2nd, a girl, age 10 months, hair red; wearing cream- colour clothing. Absconded 16th inst. Supposed a native of Weston- super- Mare. Warrant issued. Information to Supt. Sparkes, Glastonbury. 5 TAFFORDSHIRE. 29.— Smethwick ( County).— For stealing money, etc., from lodgings at Smethwick, 23rd November last.— GEORGE HUGHES, age 30, height 5 ft. 8 or 9 ins., complexion fresh, hair dark, slight moustache, eyes blue; two prominent front teeth; dress, dark grey suit, black hard hat, lace boots. A native of Droitwich. Warrant issued. Information to Supt. Grove, Smethwick. 30.— Tettenhall ( County).— For stealing £ 2 2s. 6d. at Essington, 19th ult.— JOHN PLANT, age 37, height 6 ft., complexion fresh, hair dark brown, heavy, moustache reddish brown, eyes dark brown, turns his feet outwards; dress, grey jacket and vest, blue trousers, dark grey cap, blue over- coat, heavy nailed lace boots. A farm labourer; native of Wheaton Aston, near Stafford. Warrant issued. Information to Supt. Robotham, Tettenhall. SUFFOLK ( East). % 81.— Beccles ( County).— For deserting his wife and children, 16th September last, leaving them chargeable to the Wangford Union.— ALBERT LING, age 24, height 5 ft. 7 or 8 : ns., complexion sallow, hair dark, eyes blue, right leg deformed, walks lame; usually wears dark cloth- ing. A shoemaker; native of Beccles. Was member of the Salvation Army band. Warrant issued. A reward of £ 2 2s. will be paid by tho Guar- dians, Wangford Union, for the arrest of Ling. Information to Supt. Newson, Beccles. 3 PORTRAITS OF PERSONS WANTED. METROPOLITAN POLICE DISTRICT. — Con viol Supervision Office.— FREDERICK FAULDRUFF, Office No. A. 173, being a person against whom an Expulsion Order has been made, is believed to be again in this country and committing crime. On the 21st November last an advertisement appeared in the Daily Telegraph for a German correspondent to start as a " volunteer," i. e., work- ing in return for being taught a business. An modation address, in response to a telegram asking for the money to provide bail, and that a woman had called for and been handed the reply telegram. The writing in the case has been identified as that of Fauldruff, and the cases similar to this, which have occurred in London and provincial towns, are undoubtedly the work of this man. The letters and telegrams in these cases have been received at accommodation addresses ( mostly small applicant in response to the advertisement gave full particulars of himself, his family, and their residence in Germany. Nothing further was heard from the advertiser, but applicant's parents in due course notified him that they had, as requested, sent 500 marks to Kew, Surrey. Enquiry showed that the money had been telegraphed to an acco- shops where letters may be addressed on the pay- ment of a small fee), and a female has called for them. If found, he should be arrested and charged under the Aliens Act and information communi- cated to the Metropolitan Police Office, New Scot- land Yard, S. W. CA MBRIDGESHIRE. ISLE OF ELY. 38.— Wisbech ( County).— For stealing a travelling rug and £ 3 10s.— ELIZA ANN POR- TER, dlias DOROTHY HOWARD, Office No. 1451- 08, age 33, height 5 ft. 24 ins., complexion seek employment as housekeeper or servant with elderly persons, or take lodgings, commit larceny and decamp. Has been convicted of similar of- ferees at Coventrv. London and Cambridge. See S, - dark, hair dark brown, eyes grey; wearing long green coat with lighter green facings, large black hat. A native of Weston Colville, Cambs. May Case No. 99, 13th inst. Warrant issued. Information to Supt. Roythorne, Wisbech. CHESHIRE. 34.— A It r i n c h a m ( County).— J AMES SPENCER, described in Case 7, 6th inst., has been identified as WILLIAM FOWLER, alias plexion fresh, hair, moustache ( cropped short) and eyes brown; mole left cheek; dress, brown mixture tweed suit, peak cap. Native of Preston, Lanes. COULHURST and BROWN, Office No. S. 37427, age 30, height 5 ft. 8 ins., powerful build, corn- Warrant issued. Information to Supt. Sutherland, Altrincham. He called at the hotel, engaged a room for the night, asked to be shown same, then left, stating he would go to the station and bring his luggage, returned shortly afterwards with a new green dressing- case, which he left behind, and on being opened was found to contain potatoes; it has been ascertained that after committing the larceny, he returned to Hull, which place he left 17th inst., accompanied by a woman, age about 22, height 5 ft. 9 ins., slight build, complexion very pale; dress, grey tweed costume, black hat trimmed with silk violets and wearing a sable fur and veil.
