All communications for insertion in the POLICE GAZETTE, and all communica- tions relating to them, should be addressed to THE EDITOU OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they ure sufficient to enable action to be talcen upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of Persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of bs. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of sueh person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for, the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. He poses as a non- commissioned officer of the Cav- alry or Royal Field Artillery; calls upon clergy- men and Justices of the Peace, represents that he has lost his kit or that it has been stolen and ob- tains money for the purpose of paying his fare to Ireland to rejoin his regiment. VAUGHAN, age 35 to 40, height 5 ft. 8£ ins., stout build, weight 19 stones, complexion fresh, hair brown,; dress, blue serge suit, black hard felt hat, wears gold watch chain with masonic emblem ( representation of the world) as pendant. Frequents music halls ana picture palaces. Late manager of the Palace Theatre, New Brighton. Supposed a native of London. Warrant issued. 6.— N Divisionm— For obtaining money by false pretences.— WALTER STEPHENS, alias BELL, PEARSON, TWIGG ( correct name WAL- TER STEPHEN JAMES TWIGG), Office No. 651- 12, age 33, height 5 ft. \ in., complexion fresh, hair brown, eyes blue, scar bridge of nose_, right cheek, back right forearm, base of third right finger, and front of left thumb; dress, navy blue suit, soft collar, bow tie, dark cap, lace boots. A traveller; native of London. Represented that he was canvassing for advertisements to be placed on the curtain of a music- hall. Warrant issued. 7.— X Division,— For obtaining by false pretences 3 horses: lst, bay gelding, 4 years, 15 hands, scar from cut inside top of near foreleg; 2nd, brown cart mare, 7 years, 16 hands, forelegs clipped to knees and coronets blistered, inside of near front hoof growing after quitter; 8id, bay cart mare, 7 years, 16 hands, white face, one hind leg white, hind hocks enlarged.— F. CAMBRIDGESHIRE. 10.— Cambridge ( Borough).— For failing to appear to his bail, 11th inst, on a charge of larceny. — CHRISTOPHER STANLEY LONG, age 22, height 5 ft. 9 ins., complexion fresh, hair brown, clean shaven, of smart appearance; dress, black morning coat and vest, grey striped trousers, silk hat, lace boots, carried a stick and brown leather handbag. He was a member of the University until 17th June last. May endeavour to obtain employ- ment as a lay reader. Warrant issued. 11 — Cambridge ( Borough).— For Btealing, lltli inst., a Triumph motor cycle, 1911 Clutch model, 3£ h. p., no generator, Powell & Hanmerlamp attached, black enamelled, registered No. C. E. 1683, in good condition— CECIL THOMPSON, age about 30, height 5 ft. 9 or 10 ins., thin face, clean shaven ; wearing dark overcoat, dark grey cap and muffler. CHESHIRE. 12.— Hazel Grove ( County).— For stealing, 12th inst., a woollen travelling rug, red, blue and green plaid mixture, 5 ft. 8 ins. square.— A MAN, age 40 to 45, height 5 ft. 7 or 8 ins., complexion dark, hair and moustache black, of smart appearance, Birmingham accent; dress, black coat and vest, dark cord trousers, dark cap, light blue tie with white spots, light boots. Information to Supt. Dutton, Hazel Grove. DEVONSHIRE. 13.— Ex. eter ( City).— For conspiracy to defraud. — FRANK E. WILLIS, age 21, height 5 ft. 9 or 10 ins., slight build, hollow chest, complexion sallow, pimples on face, high cheek bones, hair and eyes brown, clean shaven; dress, grey lounge suit, bowler or straw hat. Supposed a native of Bristol. Absconded 9th ult. accompanied by a woman ( not wanted) age about 20, slight build, complexion fair, hair brown. JO& N S. LOWE ( supposed false), age about 44, height 5 ft. 6 or 7 ins., slight build, complexion sallow, thin face, hair ( thin on - top) brown, turning grey, small moustache turning grey, eyes blue; dress, navy blue suit or old green tweed lounge suit, green felt or straw hat. Absconded 17th ult. Cowell, Brentwood. 15.— Southend ( County).— For leaving his wife and children chargeable to the Rochford Union, 15th August last.— ALFRED BERTRAM NEW- BURY, age 32, height about 5 ft. 7 ins., complexion fresh, full face, hair ( inclined to curly) dark brown, eyes blue, rather projecting ears, teeth small and decayed ; dress, dark tweed coat, dark green tweed trousers, striped green cap. A bar- maid or hotel housekeeper. Absconded llth inst. May endeavour to leave the country. GLOUCESTERSHIRE. 17.— Staple Hill ( County).— For stealing, 14th inst., at Stoke Gifford, a Quadrant bicycle, 24- in. frame, Michelin tyres ( front torn), front lever brake, Bowden back brake, rubber pedals, black enamelled, mudguards, carrier on back, card- board box, containing grocer's price- list, attached. — A MAN, age 30, height 5 ft. 7 ins., hair brown, slight moustache light; dress, blue serge suit, white straw hat, light laCe boots. Stated he wanted to go to Wales. 18.— Staple Hill ( County).— For escaping from Kingswood Reformatory. — VICTOR BRAIN, age 17, height 5 ft. 5 ins., complexion fresh, hair and eyes dark brown; wearing brown cord school uniform. A native of Kingswood, near Bristol. Information to Supt. Cooke, Staple Hill. 19— Bristol ( City).— For stealing, llth inst., 5 skirts and a blouse ( recovered), PHILIP TREVENA, age 31, height 5 ft. 6 ins., complexion fresh, moustache ( slight) light brown; dress, dark brown mixture suit, dark grey overcoat, flap pockets, fly front, red tie, black bowler hat or brown cap. Has a pedlar's certificate issued at Bath in May last. Travels with mirrors and other small articles, and occasionally sells music and nutmegs in the streets. A native of Devon. Is accompanied by a woman ( not wanted), age 28 to 30, medium height, com- plexion fair; dress, dark skirt, brown striped blouse, large dark red straw hat. Absconded llth inst. Warrant issued. HAMPSHIRE. 20.— Kingsclere ( County).— For stealing ( servant) £ 115s. 8d., 23rd ult., FRANK GUSCOTT, age 46, height 5 ft. 7 ins., very stout build, com- plexion fresh, hair light brown, turning grey ( bald on top), eyes grey ; dress, grey striped knicker suit, grey stockings, strong lace boots, dark grey cap, " Hannibel Hill, Newbury," inside collar, green tie with white stripe. Is an army pensioner, fond of company of women. Had a bicycle in his possession when he absconded llth inst. A brewer's traveller. Warrant issued. Information to Supt. Hall, Kingsclere. 1, 30th August last, and Illustrated Circular 64, Fig. 21), age 39, height 6 ft. 1 in., complexion fresh, hair grey, eyes blue, thin face, clean shaven, scar bridge of nose; when last seen was wearing a fawn Chesterfield overcoat, dark cloth jacket suit, green soft hat. He calls at nursing institu- tions, private schools, etc., and arranges for chil- dren to be boarded, etc., and obtains cash for worthless cheques. Warrant issued. Information to Supt. LANCASHIRE. 22.- PreSCOt ( County).— For stealing a youth's dark grey suit, 1 linen collar and front, 1 yellow knitted tie, and £ 4 3s. 3d.— A MAN, age 20, height 5 ft. 2 ins,, complexion fresh, hair and eyes brown. Has served a number of years in a Reformatory at Carlton, Sharnbrook; dress, dark grey suit, jacket and trousers have green stripes, lace boots, may be wearing leggings. Information to Supt. McLean, Prescot. 23.- Liverpool ( City).— CHARLES FARMERY, Office No. 702^ 03, Tabular Form, 30th August, 1912. Not now wanted. 24.— Manchester ( City).— For stealing and eceiving a bale of prints.— GEORGE OWEN, age 28, height 5 ft. 6 ins., complexion and hair dark, thin face, clean shaven ; dress, grey stripe suit, cap. Had with him a small light bay mare pony, the near hind fetlock has been " fired," and a greengrocer's light cart on springs, painted yellow, high tailboard. Had a number of fents on cart. Believed to be on way to Liverpool or Blackpool. A greengrocer, porter and fent dealer. RADNORSHIRE. 27.— Llandrindod Wells ( County).— For stealing ( bailee), 26th ult., a Triumph bicycle, No. 107,120, 23- iu. frame, black enamelled, white lines, slightly dropped handle- bars, rubber pedals, free wheel, new beaded clipper back tyre, Palmer front tyre, Triumph transfer on back mudguard, " Tom Norton, Llandrindod Wells," on crossbar, acetylene lamp, bell, pump, and tool bag attached.— HENRY DAVIES, age about 25, height about 5 ft. 5 ins., complexion fresh, hair dark brown, slight mous- tache brown, artificial teeth ( one in front broken); dress, blue serge suit, grey tweed cap. SOMERSETSHIRE. 28.— Bath ( City).— For stealing 6 £ 10 Bank of England notes and £ 2 10s.— SARAH ANN HEAD, age 17 ( looks older), height 5 ft. 6 ins., complexion fresh, rather large mouth, hair light, eyes dark grey, very dark eyebrows; dress, grey motor coat, blue and black straw hat, trimmed blue silk, grey washable dress with black facings, lace boots. A domestic servant. She expressed a desire to go to Canada. Five of the notes are numbered 40908- 9- 10- 11 and 12. Post Office stamp " Widcombe Parade, Bath, July 24th, ' 12" on front of each. S TA FFORDSHIRE. 29.— Brier ley Hill ( County).— For stealing ( bailee) 25th ult., a gelding ( recovered),— ARTHUK HIGGS, age about 36, height 5 ft. 9 or 10 ins., stout build, complexion florid, large round face, hair brown, clean shaven. A native of Bilston. Frequents horse sales, and may be found in company of low horse dealers. Warrant issued. Information to Supt. Johnson, Brierley Hill. WILTSHIRE. 30.— Swindon ( County).— MAN, described in case 70, 27th ult., has been identified as WILLIAM WOOLFORD, aZias WOOD WARD, Office No. 956- 00 ( for photograph, & o., see Illustrated Circular No. 76, figure 34), age 48, height 6 ft., complexion fresh, hair brown, eyes grey, dark cropped moustache ( probably now grown), scar right and left of neck, back right second, inner right third fingers, back and web of right thumb, back left wrist; a carpenter, native of Wilts. Has been convicted in London, Wiltshire and Hertfordshire. Warrant issued. Information to the Deputy Chief Constable, Swindon. YORKSHIRE ( West Riding). SI.— Sheffield ( City).— ROBERT TAYLOR, alias McTIGH, case No. 36, 16th December, 1910. Warrant withdrawn. 32.— York ( City).— For obtaining £ 5 by false pretences, 21st ult., BENJAMIN HICKS, age 45, height 5 ft. 7 ins., hair light brown ( turning grey), hooked nose, clean shaven, several scars back of neck; dress, navy blue jacket suit, soft grey hat. Stated he was the chief engineer on board a ship, and that he had a pension of 37s. per week. He stayed at a refreshment house, where after a few days, he produced a promissory note representing £ 130 in connection with a colliery cage patent and asked for the loan of £ 5 giving the note as a security. General dealers; natives of London, attend horse fairs and sales. Had in their possession a black mare, aged, 15 hands, near hind fetlock white, white'star on forehead. Information to Supt.
