POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, SEPTEMBER 20, 1912. VOL. XXIX., No. 2998. 1. All communications for insertion in the POLICE GAZETTE, and all communica- tions relating to them, should he addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, If they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of Persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of 6s. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. shoidd be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, arid accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. UNDER the existing arrangements the finger impressions will be taken, and recorded at the Finger Print Department, Convict Supervision Office, New Scotland Yard, of all persons convicted as follows: — ( a) All persons coming within Sections 5, 7, or 8, of the Prevention of Crimes Act, 1871. ( b) All persons, at Assizes or Quarter Sessions, sentenced to not less than one months impris- onment, without option of a fine, for any of the offences shown below. ( c) All persons, at Petty Sessional, Police, or Stipendiary Magistrate's Court, sentenced to more than one months imprisonment, without option of a fine, for any of the following offences: — Aliens ( Sec. 3 Aliens Act of 1905). Arson. Assaults with intent to rob. Attempted burglary. Attempted larceny. Attempts to break into churches, houses, shops, warehouses, & c. Attempts to obtain goods and money by false pretences. Bankruptcy offences. Being found on enclosed premises. Breaking into churches, houses, shop6, warehouses, & c. Burglary. Cattle stealing. Coining. Conspiracies of all descriptions. Embezzlement. Entering with intent to commit a felony. Extortion by threats. Felonious wounding. Forgery. Fraud. Frequenting. Horse stealing. Housebreaking. Importuning male persons to commit un- natural offences ( Vagrancy Act, 1898, Sec. 1, par. b). Indecent assault on female. Larceny. Mental degenerates. Obtaining goods and money by false pre- tences. Possessing housebreaking tools. Procuration of women and girls. Prostitution, living on proceeds of ( Vagrancy Act, 1898, Sec 1, para. a). Receiving. Robbery. Sacrilege. Sheep stealing. Shopbreaking. Suspected person. Unlawful possession. Uttering counterfeit coin. Warehousebreaking. But all offenders of the first Division, and such of the second Division as have never been previously convicted, are exempted from this order. In order to avoid the retention of useless records in the Finger Print Department, the Registrar of Habitual Criminals would be glad if the Chief Constables of Counties, Cities, and Boroughs, will, in future, notify the death of any criminal who has been finger- printed. The notification should contain the full name and aliases, particulars of conviction, or convictions if possible, also the number published in the List of Habitual Criminals. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT l — Convict Supervision Office-— Licence revoked for failing to comply with the conditions of same.— WILLIAM GEORGE WAR- WICKER, Office No. S. 152774, age 18, complexion fresh, hair dark brown, eyes brown, 2 dots ( indis- tinct) left forearm. Sentenced Herts Assizes, 24tli June, 1911, to 12 months' detention in a Borstal Institute for shopbreaking. Licensed to the care of the Borstal Association, 17th June, 1912, but has failed to comply with the conditions of his licence. If arrested a telegram or telephonic com- munication should be sent to the Governor, Pen- tonville Prison, who will send an escort for him. Sentence expires on the 23rd December next, after which date he must not be arrested. 2.— A Division.— WILLIAM RUFUS BANGHAM, Office No. 618- 00, Case 75, 15th December, 1911. Not now wanted. 3.— A Division.— For obtaining money by forged and altered Post Office money- orders.— HENRY EDWARD CLARKE- KING, alias DENNISON, WILLIAMS, etc.. Office No. 2781- 01 ( see Illustrated Circular 77, Fig. 12), Cases 47, 23rd ult., and 32, 14th June last. Amended de- scription : two scars right side of neck, four moles right cheek, scar end of right forefinger, mole front of neck. Warrant issued. 4.— D Divisionm— For stealing ( servant) an 18- ct. gold watch, plain back, chiselled edge; 1 do. chain, olive shape; 1 lady's do. keyless watch, blue enamel back, diamond in centre, chiselled edge; 1 long neckchain, blue and white enamel; 1 18- ct. gold toothpick; 1 do. chain purse, twisted clasp; 1 do. bar brooch, set calibre rubies; 1 leather purse containing £ 10.— JEANNE PIVOT, age 21, height 5 ft. 3 ins., slight build, complexion sallow, large lump centre of forehead, hair very dark, eyes blue, cannot speak English; dress, black blouse, skirt and hat. A native of Paris. Not to be arrested out of the United Kingdom. 5.— F Division.— For stealing and forging cheques on the London, County & Westminster Bank, Westbourne Grove Branch, and obtaining a motor cycle, 3£ H. P. Bradbury, plate No. B. U. 89, by a worthless cheque.— FRED WATTS, alias W. J. BOTSMAN and E. R. SHOTTOCK, age 28 to 30, height 5 ft. 9 or 10 ins., complexion fair, hair light, stooping gait, teeth discoloured; dress, dark grey jacket suit with black silk corded edge. Supposed a native of London. Is in pos- session of stolen cheques on the above bank, Nos. 423451 to 423500. He answers advertisements in the Exchange and Mart and other papers; en- deavours to obtain goods on approval and forwards one of the above cheques, post dated. Q.— G Division.— GEORGE S. BEDFORDSHIRE. 8.— Luton ( Borough).— For stealing, 6th inst., a lady's 9- ct. gold keeper, chased with hearts; 1 do. keyless watch, Geneva make, No. 467405; 1 gold pendant, set two pearls and turquoise.— TOM WILDING, age about 26, height 5 ft. 8 ins.,, stout build, complexion fresh, broad face, clean shaved, eyes brown; dress, light grey suit and cap, fawn- colour rainproof overcoat. Has in his possession a number of bills and postcards, relat- ing to Bostock's Menagerie, took lodgings represent- ing that he was an advance agent. Has been convicted at Godstone, Doncaster, Guild- ford, Lewes and Maidstone. Rixon ( who is on licence until the 10th Decem- ber, 1913) left the Farnham police district without notifying the police. Warrant issued. Information to the Chief Constable, Reading. 10.— WindSOr ( Borough).— For obtaining 10s. 3£ d. by false pretences, 2nd inst.— HENRY TANNER, age 39, height 5 ft. 6 ins., complexion fresh hair and eyes brown, scar near left eye and on left leg; dress, grey suit. A labourer. Has served in the 6th Middlesex Regiment. Had in hia possession several testimonials. Stays at com- mon lodging houses. Seeks employment as a job- bing gardener. Warrant issued. CHESHIRE. 11.— Crewe ( County).— For stealing 50s. from lodgings, 7th inst.— SIDNEY SMITH, age about 40, height 5 ft. 8 or 9 ins., complexion fresh, hair and moustache light; London accent; stoops slightly; addicted to drink, fond of singing in public- houses; dress, dark ( morning coat) suit, hard felt hat, rather shabby. Recently been em- ployed fixing glass advertisements on shop win- dows. Warrant issued. Information to Supt. Pearson, Crewe. 12.— Stockport ( Borough).— For stealing £ 10 14s. 3d., between 10th and 14th inst.— GEORGE H. BRISCOE, age 28, height about 5 ft. 6 ins., stoops slightly, complexion fair, hair light brown, clean shaven; dress, dark suit, brown overcoat, patent leather boots with grey cloth tops. Was employed as manager of a mantle shop. Believed a native of Wednesbury. Warrant issued. Information to the Chief Constable, Stockport. CUMBERLAND, 13.— Brampton ( County).— For obtaining 5s. 9d. by fraud.— WILLIAM HINDLE, age 26, height 5 ft. 6 ins., slight build, hair brown, small moustache; a native of Blackburn. Represents himself as traveller for the British Metal Engrav- ing Co., Kingston- on- Thames; seeks orders for post- cards, bill- heads, rubber stamps, etc., and obtains money on account. Previously convicted at Glasgow. Warrant issued. Information to Supt. Whiteside, Brampton. DORSETSHIRE. 14.— Dorchester ( County).— For stealing ( bailee) a bicycle ( recovered).— WILLIAM PRINCE, age 26, height 5 ft. 11 ins., complexion, hair and eyes dark, large features, clean shaven, tattooed both arms; dress, navy blue serge suit and cap, green flannel collar, knitted heliotrope tie, lace boots. Has served in the Royal Navy, also worked on steam- rollers and as a stoker at gas works. Warrant issued. Information to Supt. Dennett, Dorchester. 15.— INareham ( County).— For larceny.— JOSEPH CHARLES DARE, age about 25, height 5 ft. 5 or 6 ins., complexion fresh, round face, hair brown, moustache light brown, eyes blue, small mole or wart left cheek, tattooed both arms; dress, blue suit, brown cap, lace boots. A labourer; native of Dorchester. Had with him a bicycle. Absconded 9th inst. Warrant issued. ' Information to Supt. Toop, Wareham. DURHAM. IS— Gateshead ( Borough).— For stealing, £ 1 by trick, 29th ult.— JAMES WATSON, alias ROBERTSON, CRAIG and GREEN, Office No. 1277- 04, age 53 ( looks younger), height 5 ft. 6 ins., complexion fresh, hair and moustache grey, eyes blue, tattooed " Annie Love" right forearm; speaks with slight Scotch accent; dress, blue suit and cap. He enters provision shops, wearing an apron and without a hat and orders provisions to be sent to a local public- house; later he returns and asks if a sovereign can be changed for the landlord, and having obtained same absconds. Watson was released on licence 23rd ult., and his sentence ex- pires 30th prox. Warrant issued. Information to the Chief Constable, Gateshead. ESSEX. 17 — Braintree ( County).— For embezzling £ 8 16s. Id., lst June last— LOUIS JOHN HOL- LINGS, age 36, height 5 ft. 4 or 5 ins., complexion fresh, full face, hair dark brown; wearing dark clothes and cap, sometimes wears knickers and khaki putties. An insurance superintendent. Photograph can be seen on application. Warrant issued. Information to Supt. Cowell, Braintree. 1 b.— Chelmsford ( County).— For leaving his wife and six children chargeable to the Common Fund of the Poor Law Union.— ERNEST JOHN WARRICKER, age 37, height 5 ft. 5 ins., stout build, complexion fresh, full round face, hair brown, eyes grey. May be found working as a labourer on a building or public works. Recently seen at Coventry; a native of Chelmsford. Warrant issued. Information to the Deputy Chief Constable, Chelmsford. 19.— Grays ( County).— For demanding money by menaces, 6th inst. NUNN, age 50 to 55, height 5 ft. 8 or 9 ins., slight build, complexion pale, thin face, hair ( turning grey) dark; dress, black frock coat, dark trousers, silk hat, carried an umbrella with crook handle. Represents him- self as a doctor. Is accompanied by a woman ( not wanted), age 30 to 35, complexion pale; dress, navy blue costume, fawn- colour mackintosh, large dark blue hat, trimmed white ribbon. Warrant issued. 20.— Grays ( County).— For absconding with workhouse clothing, 5th inst.— JESSE STRACEY, age 39, height 5 ft. 6 or 7 ins., complexion and hair dark, of smart appearance; dress, dark tweed suit, " Orsett Union " thereon, white flannel under- shirt, white shirt, grey stockings, " Orsett Infirm- ary " thereon, blucher boots. Laver, Grays. 21.— Southend ( County).— For stealing from her lodgings, 14th inst., a suit of clothes.— A WOMAN, age 35 to 40, height 5 ft. 6 ins., com- plexion pale, hair ( turning grey) light, eyes be lieved blue, eczema both arms; dress, light cash- mere coat, black dress, black and white hat, black veil. Frequents theatres, music- halls, and picture palaces. 22.— Southend ( County).— For obtaining £ 140 by false pretences, 5th inst.— WILLIAM LAWTON, age 34, height 5 ft. 5 or 6 ins., stout build, complexion pale, hair dark brown, clean shaven, round face, eyes brown, short neck; north country accent; dress, dark blue serge suit, dark brown mackintosh, white straw hat, heavy brown boots. He advertised for a manager for a grocery and provision stores, security of £ 150 to be deposit- ed ; opened a shop which he stocked with goods on credit, obtained the £ 140 and absconded. Was accompanied by a woman. Warrant issued. 23.— Southend ( County).- VoT being concerned with WALTER McCRE, H. C. R. S. 668 ( in cus- tody), charged with stealing, 13th inst., a cash- box, containing a cheque book on Messrs. Barclay & Co.' s Bank, Southend Branch; 46 cheques, Nos. W- 60/ 02534 to 02580; several balance sheets, con- tract notes and 2 insurance policies in name of John James Seary, trading as Southend Direct Coal Supply Company; and £ 2 4s. 6d.— A MAN, age 45, height 5 ft. 6 ins., slight moustache; dress, light grey suit, black bowler hat. Believed native of London. See Case No. 111. 24.- 5 O U t h e n d ( County). — For obtaining 30s. by false pretences, 26th July last. — ARTHUR JONATHAN GARDINER, age 23, height 6 ft., slight build, complexion fresh, hair dark brown, eyes brown; dress, dark suit, cap. Left Southend about two weeks ago with a bicycle, which he hired, and may attempt to dispose of. Has served in 2nd Grenadier Guards. Warrant issued. Information to Supt. Marden, Southend. GLAMORGA NSHIRE. 25.— Cardiff ( City).— For stealing a lady's gold Geneva watch, gold dial with flowers thereon, rather old, and a long gold curb- pattern guard.— KATE HAMBLIN, age 20, height 5 ft. 3 or 4 ins., inclined to be stout, complexion fair, hair light, eyes blue, prominent nose; wearing dark fawn- colour rainproof coat, black hat, trimmed small white roses. Warrant issued. Information to the Chief Constable, Cardiff. dark suit and cap, lace boots. A carpet weaver, native of Minchinhampton; may be working as a labourer. Stated his intention of going to Wales. Absconded 3rd inst., in company with the girl Sarah Edith Dean, age 16| ( looks 19), height about 5 ft. 6 ins., complexion fresh, hair light brown, eyes blue; dress, white blouse, black skirt and jacket, black hat trimmed with velvet, lace boots; may be wearing a wedding ring; red birth- mark from palm of right hand to neck, where it is very noticeable. Warrant issued. Information to Supt. Biggs, Stroud. HAMPSHIRE. 27.— Portsmouth ( Borough).— For obtaining a banker's cheque for £ 152 10s. by false pretences, 6th May last.— E. LANDAU, alias WINEBAUM, age 40, height 5 ft. 9 or 10 ins., complexion fair, hair ( short) and moustache light, of good address, believed a Pole, speaks German and French and fairly good English; usually wears morning coat, two rings, large pearl pin, gold watch chain with masonic emblem attached, and gold pince- nez. Poses as manager of a London City branoh of the German Asiatic Banking Co., Ltd. Accompanied by his wife ( not wanted), age about 50, height 5 ft. 8 ins., stout build, large growth on neck; two boys, ages 9 years and 18 months respectively; and a German nurse. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Portsmouth. 28.— Southampton ( Borough).— For being soncerned with a man in custody, charged with burglary.— HARRIETT BOWDERY, alias ANNIE BOWDERRY, age 36, height 5 ft., com- plexion sallow, hair brown, eyes grey. A flower seller; is known at Croydon and Mitcham. Warrant issued. 29.— Southampton ( Borough).— For being concerned with a woman in custody, charged with housebreaking.— A CHUNN, alias CHUBB, age 35 to 40, height 5 ft. 7 or 8 ins., hair and slight moustache light; dress, brown coat and vest, dark trousers with blue stripes, cap, and A MAN, age 30, height 5 ft. 6 ins., complexion and slight moustache dark; dress, brownish coat, whitewash stains thereon, black bowler hat. GLOUCESTERSHIRE. 26.— Stroud ( County).— For abduction of a girl under the age of 18 years— WALTER WORKMAN, age 24 to 28, height 5 ft. 6 ins., slight build, complexion and eyes dark, hair dark brown, clean shaven, thin features, downcast look, carries his head forward when walking; dress, HEREFORDSHIRE. 80.— Hereford ( City).— For obtaining two natural woven shirts, 2 day flannelette shirts, 2 pairs of pants, a suit of pyjamas, 2 pairs of navy blue socks, and £ 4 10s. 8d. by false pretences, 23rd ult.— G. DAVIES, age about 40, height 5 ft. 7 ins., complexion tawny, flat nose, decayed tooth in front, hair dark, moustache brown; dress, blue suit, believed black cap; appearance of a seaman. He selected the goods, tendered a seaman's ad- vance note for the Port of Cardiff, representing that he was the chief mate on the S. S. " Dalebank," and that the ship would leave Cardiff on 24th ult. Warrant issued. 31.— Hereford ( City).— For obtaining food and lodgings by false pretences, 13th ult.— FRAN- CIS C. PINEO, a ship's steward, age 40 to 45, height 5 ft. 7 or 8 ins., complexion and hair dark, clean shaven; dress, light suit and cap. He frequen- ted the Y. M. C. A. rooms for a few days, represented he was a steward employed by a Liverpool firm, borrowed £ 1 from the secretary, who also obtained food and lodgings for him at a boarding house. Absconded 13th ult., leaving behind a strong solid leather portmanteau of foreign manufacture, 2 ft. 4 ins. long by 14 ins., maker " Suela, Garantida" on top near handle, A. W. painted in red on each end, flat brass lock under leather flap on top, parts of several old shipping labels on side, and two side straps, lined with grey canvas, in good condition, containing a ship's account of wages slip, showing Pineo to have been discharged from the " Vandyck" at Liverpool in August last, Official No. 131378; 10 linen collars, R. W. Cassels written inside some, sizes 14 and 14 J ins., makers A. W. Hutton k Co., Buenos Ayres; 1 blue soft felt hat, small; 1 blue and white striped night shirt; 1 pair of blue and white striped cuffs, T. Hearne written on one; 1 dark grey vest; 1 linen shirt, very small blue stripes, R. W. Cassels inside collar; 1 pair pink pants; 1 old blue shirt, R. W. C. inside collar; 1 light shirt, F. Garrett written inside collar; 1 pillow slip; 1 pair of green cycling stockings; 1 pocket handkerchief; 2 hair brushes, shaving soap and brush; 1 Kropp razor and a. Bible, which has no doubt been stolen. Several letters and telegrams have been received by the Secretary of the Y. M. C. A. here, which were dispatched from Bristol, the last on the 31st August, 1912. Is identical with MAN, Case 17, 24th May, 1912. Warrant issued. Information to the Chief Constable. Hereford. 377 PORTRAITS OF PERSONS WANTED. APPREHENSIONS SOUGHT ( contimud)- KENT. 34.— Maidstone { Borough).— For stealing bicycle, Case No. 69, 23rd ult. ( recovered).— G. ALLEN, age 35, height 5 ft. 7 ins., extensively tattooed both arms, including palm tree, snake, etc.; dress, dark coat, brown cord trousers, nearly new, old boots. Will no doubt seek employment as a navvy on public works. Warrant issued. Information to the Chief Constable, Maidstone. 35— Tunbridge Wells { Borough).— For obtaining by false pretences, 27th ult., a Speedy Road- Racing Premier bicycle, 24- in. sloping top tube frame, black, lined bronze colour, mudguard with forward extension to match, North Road raised handle bars, inverted lever brakes, 26 by 1 § wired wheels, rusty, Cambridge tyres, Lucas pattern Challis alarm bell, No. 332508 on saddle lug of frame.— JOE COHEN, age 21, height 5 ft. 8 or 9 ins., complexion dark, clean shaven, of Jewish appearance: dress, navy blue suit, light cap. A hawker. Is fond of boxing, and may assume the name of HARRY SMITH Warrant issued. Information to the Chief Constable, Tunbridge Wells. PORTRAIT OF A PERSON IN CUSTODY. and moustache dark, eyes brown, scar left fore- arm, left of neck, left jaw and left thumb; when excited has a slight impediment in his speech; an engine driver.
