POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, MAY 3, 1912. VOL. XXIX., No. 2958. 1. All communications for insertion in the POLICE GAZETTE, and all communica- tions relating to them, should be addressed to TUB EDITOR OF TDE 1' OLICB GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of Persons whose apprehension is sought for serious offences will be inserted at a cost of 8i. per portrait, and engravings of stolen property at a cost of 6s. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. 6, Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the namo of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or hit immediate deputy, of the county, city, or borough, as the case may be, 7, Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be • wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wi ilnesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, cither at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should bt prepaid at the ordinary rate for printed matter sent by post within th » United Kingdom. UNDER the existing arrangements the finger impressions will be taken, and recorded at the Finger Print Department, Convict Supervision Office, New Scotland Yard, of all persons convicted AS follows: — ( à) All persons coming within Sections 5, 7, or 8, of the Prevention of Crimes Act, 1871. ( á) All persons, at Assizes or Quarter Sessions, sentenced to not less than one month » imprison- ment, without option of a fine, for any of the offences shown below. ( c) All persons, at Petty Sessional, Police, or Stipendiary Magistrate's Court, sentenced to more than one months imprisonment, without option of a fine, for any of the following offences: — Aliens ( Sec. 3 Aliens Act of 1905). Arson. Assaults with intent to rob. Attempted burglary. Attempted larceny. Attempts to break into churches, houses, shops, warehouses, & c. Attempts to obtain goods and money by false pretences. But all offenders of the first Division, and such of the second Division as have never been previously convicted, are exempted from this order. In order to avoid the retention of useless records in the Finger Print Department, the Registrar of Habitual Criminals would be glad if the Chief Constables of Counties, Cities, and Boroughs, will, in future, notify the death of any criminal who has been finger- printed. She calls upon widows and female inmates of alms- houses and pretends that she was formerly a neigh- bour of theirs and that her son has sent her money from Malta, which is lying at the War Office, but that she cannot obtain it without a birth certifi- cate and asks for money to pay the fee. BEDFORDSHIRE. 4.— Bedford ( Borough)— For stealing ( as agent) .£ 75, 8th February last.— FRANK SPOONER, age about 45, height 5 ft. 7 or 8 ins., slight build, complexion pale, oval face, hair ( turn- ing grey) and moustache black, may be growing a beard, wears gold- rimmed glasses; dress, black or blue serge jacket suit, bowler hat. He has been engaged for many years as Director of Education to the Bedford County Council. Is a free church and temperance worker. Absconded 26th ult. May endeavour to leave the country. CHESHIRE. 5.— Hazel Grove ( County)— For failing to observe the conditions of recognizance under the Probation of Offenders Act, 1907.— SAMUEL BARDSLEY, age 19, height 5 ft. 4| ins., com- plexion fresh, hair brown, eyes grey. S.— Nantwich ( County)— For obtaining a situation as butler and valet by a false character at Acton, 9th December, 1911.— FREDERICK DUNCAN, alias JOHN HUMPHREYS, SMITH, GRAHAM and HARRISON, age 34 to 40, height 5 ft. 9 ins., complexion pale, hair dark, clean shaven, of good address; dress, dark navy blue suit, bowler hat. SHUTTLE, age about 48, medium height, rather stout build, complexion fresh, hair grey; dress, black skirt trimmed black braid, black sateen blouse, long black jacket, round black toque trimmed black beads, black veil, white woollen gloves, shoes, may be wearing a black or white silk scarf, sometimes wears light spats. Usually stays in private lodgings and endeavours to obtain a situation as housekeeper. Warrant issued. Information to Supt. Brown, Poole. DUBLIN METROPOLITAN POLICE. 8.— Detective Department. — For obtaining £ 5 by fraud, 16th March.— CAPTAIN LEE RUSSELL, age about 60, height 5 ft. 4 ins., slight build, complexion sallow, clean shaven, deep wrinkles in face, scar left side of neck, American accent; dress, blue suit, black bowler hat. He ar- rived in Liverpool from New York on 7th January last, and here on 8th March, represented himself as advance agent for Barnum and Bailey's Exhibi- tion Co., Ltd., and arranged for Buffalo Bill's Wild West Show to visit Dublin on 12th April, secured extensive grounds for same, negotiated contracts for supplies, and invariably obtained loans. Ab- sconded 29th March, and is said to have visited London, Manchester, Plymouth, and elsewhere. Is believed to have been convicted of fraud in America. Warrant issued. Information to Supt. Lowe, Detective Departs ment, Dublin. DURHAM. 9.— West Hartlepool ( County).— For • obtaining .£ 16, by false pretences, 24th February last.— GEORGE PYMAN ENGLISH, age 43, height 5 ft. 7 or 8 ins., complexion fresh, hair ( turning grey) dark brown, moustache brown, may be clean shaven, eyes grey, cut scar left cheek; dress, navy blue suit, fawn colour mackintosh, dark tie with white spots, light tweed cap, lace boots. Late a ship owner, native of West Hartlepool. Is accompanied by a woman, age 34, height 5 ft. 4 or 5 ins., hair auburn, eyes hazel, advanced in pregnancy; dress, black costume, black fur hat, lace boots. Warrant issued. Information to Supt. ESSEX. 10.— Romford ( County).— For obtaining 3s by false pretences, 22nd ult.— A MAN, age 30 to 35, height 5 ft. 7 ins., complexion fresh, hair light, clean shaven, eyes blue; dress, blue serge suit, dark cap. He calls upon the wives of railway servants, states their husbands had asked him to call with respect to rugs he had to sell, induces them to pay for the rugs, but fails to deliver same. IB.— Southend- on- Sea ( County)— For stealing ( bailee) a bicycle ( recovered).— HORACE NORMAND SHAW, age about 23, height 5 ft. 7 ins., complexion fresh, hair light, eyes blue; dress, grey suit, bowler hat. An agent, recently employed by the English Record Company, Southend. Native of London. Warrant issued. Information to Supt. Marden, Southend- on- Sea. CLA MORGANSHIRE. IB.— Neath ( County)— For stealing property described in Case No. 45, 19th ult.— ROBERT MILCHARD, an Austrian, age 22, height 5 ft. 6 ins., slight build, complexion sallow, end of nose flat, hair ( long) and eyes dark, hollow cheeks, slouching gait, speaks French, German and Spanish fluently, but poor English; dress, blue ribbed serge suit, green cap, brown knitted muffler, light lace boots, stud in button hole of coat with two letters thereon. A seaman. Warrant issued. Information to Supt. Evans, County Police, Neath. 14.— TreharriS ( County)— For stealing a pair of trousere and a shirt.— AUBREY W. CUR- TIS, age 22, height 6 ft., stout build, complexion and hair dark, full face, clean shaven, tattooed both arms; dress, dark suit and cap, black muffler, hoewn boots recently blacked. A seaman. Is well- known at shipping offices at Barry Dock, New- port and Cardiff. Warrant issued. Information to Supt. PARSONS, Case No. 18, 23rd February last. Not now wanted. 17.— Cheltenham ( County)— ALFRED B. PARSONS, Office No. 655- 08, described in Case 33, 3rd March, 1912. Not now wanted. 18.— Cheltenham ( County).— For obtaining money by worthless cheques.— CYRIL IVERSON, age 50 to 55, height 5 ft. 8 ins., very stout build, round flabby face, hair grey, clean shaven, some- times wears pince- nez with gold colour rims; dress, dark grey suit, fawn colour Raglan overcoat cap or grey soft felt hat.— CYRIL IVERSON, age 30 to 35, height 5 ft. 11 ins., slight build, complexion, hair, and eyes dark, consumptive appearance, husky voice, weak chest, stoops, well educated; dress, navy blue suit, green knitted vest, rough grey tweed overcoat, green or slate colour soft hat. In payment of goods ordered they tendered cheques on the London County and Westminster Bank, Islington Branch, and the National Provin- cial Bank of England, Teignmouth Branch, for more than the amounts, and received the balance. Represented themselves as uncle and nephew. The first described is identical with T. Canning Duck- worth, alias B. West, Case No. 17, 22nd ult. They were visited by A MAN, age about 40, height 5 ft. 8 or 9 ins., good build, moustache dark, rather scowling look, who is now wanted at Weston- Super- Mare for cheque frauds in name of E. Cotton. Warrants issued. Information to Supt. Hopkins, Cheltenham. 19.— Bristol ( City)— For stealing ( bailee), a large quantity of furniture.— WILLIAM M. R. FOLKART, a German, age about 45, height 5 ft. 6 ins., complexion fair, hair and moustache light, tuft on chin, inclined to be corpulent, flat feet, shot mark right side of face, appearance of being drawn; speaks fairly good English, of sociable dis- position; wearing a Norfolk jacket, sometimes wears a blue reefer coat. Has been in business as a pork- butcher. Absconded 11th ult. Warrant issued. Not to be arrested out of the United Kingdom. 20.— Bristol ( City)— For stealing ( servant), 20th ult., a quantity of bananas.— JACK BLAKE or BLAKELY, age 26, height 5 ft. 7 or 8 ins., complexion and hair dark, small bald patch top of head, clean shaven, sore eyes, bad front teeth, walks erect; dress, dark suit, two square patches on seat of trousers, black muffler, greenish cap. A street hawker; supposed a native of Croydon. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Bristol. HAMPSHIRE. 21.— Kingsclere ( County)— For embezzling £ 7 13s. 2d., at Overton, 15th ult.— ALBERT LAMBDEN, alias COLLINS, age 34, height 5 ft. 5£ ins., complexion pale, hair dark brown, eyes brown, mole right cheek and back of neck, scar knuckle of left forefinger; dress, greenish suit with dark stripes, fancy tie, green felt hat, brown boots. Was employed as a grocer's porter. Warrant issued. Information to Supt. Hall, Kingsclere. 22.— Southampton ( Borough).— For obtain- ing goods by false pretences.— IDA MORGAN, age 40 to 45, height 5 ft. 6 or 7 ins., complexion and hair dark, eyes brown; dress, heliotrope cos- tume, large black velvet hat, dark brown fur and muff. A milliner. Warrant issued. Information to the Chief Constable, South- ampton. LANCASHIRE. 2$.— Chorley ( County).— For stealing 22nd or 23rd ult., a quantity of brass, hammers, etc. ( recovered).— A MAN, age about 35, height 5 ft. 7 or 8 ins., complexion very fresh, clean shaven, clasped hands right forearm, bullet wound left forearm, walks erect, very talkative; dress, brown jacket and vest, brown cord trousers, large brown tweed cap, blue cotton muffler with white spots, clogs ( one cut in shape of a cross in front). A native of Preston. Has served in the Army. Recently employed by a broker at Stelly Road Mills, Preston. Information to Supt. Whittaker, Chorley. 24.— Reedley ( County).— For obtaining £ 2 by false pretences.— WILLIAM BERRY, alias GRIMSHAW, CHAD WICK, POLLARD, etc., Office No. 1462- 00, age 71, height 5 ft. 4 ins., complexion fresh, hair grey, eyes hazel; large mole right of forehead, 3 fleshy moles right cheek, stam- mers when speaking, leans forward when walking; dress, blue serge suit. Warrant issued. 25.— Reedley ( County).— For embezzlement — WILLIAM CLARE, age 47, height 5 ft. 7 or 8 ins., complexion sallow, hair ( turning grey) dark brown, eyes ( cast in left) brown, swinging gait; dre § S, blue suit, three- quarter length overcoat, hard hat. A clothier's canvasser, native of Cocker- mouth. While at Colne he was a member of the Salvation Army. Warrant issued. Information to Supt. Pinnock, Reedley, near Burnley. 26.— Warrington ( Borough).— For embez- zling £ 6 14s. 9d.— WILLIAM BRIGGS, age 38, height 5 ft. 1 or 2 ins., stout build, complexion fresh, hair and eyes ( large and prominent with ful- ness underneath) dark brown, long straggling moustache; dress, blue serge jacket and vest, blue uniform trousers, green cap. A collector, native of Warrington. Was employed to collect money from gas meters, previously employed as a door- keeper at a theatre. Absconded 19th ult. Warrant issued. Information to the Chief Constable, Warring- ton. LINCOLNSHIRE. 27.— Epworth ( Comity).— For obtaining by worthless cheques, Nos. 10147 and 10146, 12th ult., a chestnut hackney mare, 4 years, about 14 hands 3 ins., white star on forehead, white on fore feet and near hind fetlock, and a dark chestnut roan horse, about 15 hands 2 ins.— ADULPH VOM STEIN, a German, age 45 to 50, height about 5 ft. 10 ins., slight build, freckled face, hair dark, clean shaven, wearing dark clothes, black hard felt hat. Supposed to have in his possession a cheque book on the London Joint Stock Bank, Ltd., which is amalgamated with the York City and County Banking Company, Ltd., Hessle Road Branch, Hull. He also used a busi- ness card, " A. Stone," 69- 71, Regent Street, Hull. Warrant issued. Information to Supt. Hill. Epworth. NORTHAMPTONSHIRE. 28.— Peterborough ( City)— For wilful damage 13th ult.— ALBERT EDWARD FORD, age 24, height 5 ft. 6 ins., complexion dark, hair and eyes dark brown, clean shaven. A builder's labourer; native of Peterborough. Warrant issued. 29 — Peterborough ( City)— For obtaining £ 50 by false pretences, 27th January, 1912.— WILLIAM POTTER, age 35 to 40, height about 5 ft. 7 ins., complexion and hair dark, clean shaven, splay feet, walks badly; dress, greenish mixture tweed jacket and vest, tweed trousers, bowler hat, heavy brown boots, " A. D." on tongue of one; usually carries a hook asli stick. Had with him a portmanteau marked " W. P." and a white and fawn- colour old- English sheep dog. A horse- dealer. He took stables, advertised for a manager, representing that he was a carter and carrier and required a foreman to look after 14 horses, etc.; also that he wanted a deposit of £ 50 as security. NOTTINGHAMSHIRE. 30.— Nottingham ( County)— Escaped from custody, having been charged with stealing a bicycle ( recovered).— THOMAS ADLINGTON, age 42, height 5 ft. 8 or 9 ins., complexion sallow, oval face, hair, moustache ( heavy drooping) and eyes dark, abscess marks left side of face, prominent ears; dress, black ribbed jacket, dark grey vest, navy blue trousers, dark cap, old celluloid collar, lace boots. A basket maker, native of Notting- ham. Previously convicted of cycle stealing, etc. Information to the Deputy Chief Constable, County Police, Nottingham. OXFORDSHIRE. SI-— Woodstock ( County).— For stealing a child's money box, pillar box pattern, containing £ 1.— JAMES HARDISTY, age about 22, height 5 ft. 2 or 3 ins., complexion fresh, hair light, slight moustache sandy; dress, dark jacket and vest, brown striped trousers, celluloid collar, lace boots. A labourer. Warrant issued. Information to Inspector Snelgrove, Woodstock. PEMBROKESHIRE. 32-— Haver ford - west Castle ( County) — For stealing a silver watch, " Samuel, Manches- ter " on dial, small link silver curb chain with compass, attached; 1 black- handled razor in case; 1 semi- motor dark overcoat with tinge of blue, strap at back; 1 white cotton shirt and about £ 1 14s.— WILLIAM HOWARTH, age 21, height TUESDAY, MAY 21, 1912. He also abandoned a horse and van, which has since been found to have been stolen.— FREDERICK HARPER, alias PRO- BERT, Office No. S. 139207, age 31, height 5 ft. 6 ins., complexion fresh, hair brown, eyes blue, scar t hair light sandy, heavy moustache ginger, high cheek bones; dress, navy blue serge suit, dark tie, light greenish cap. A native of Auchterarder. Is a on forehead, back of head; tattooed cross and " P. K." front right forearm; dress, dark jacket suit, overcoat and cap, dark muffler, old lace boots. May be found at Ivy Hatch, near Sevenoaks, Kent. Information to be forwarded to the Metropoli- tan Police Office, New Scotland Yard, S. W. Warrant issued. Information to Supt. Hickes, County Police Doncaster. 3 YORKSHIRE ( West Riding). 3&.— Knaresbro' ( County)— For failing to answer to his bail at Leeds Quarter Sessions, on let January last, charged with larceny ( hotel). — FRANCIS SHEED ANDERSON, clerk or traveller, age 37, height 5 ft. ins., complexion fresh, hair brown, eyes blue. A fluent speaker; native of Aberdeen. May be found in company of women. Known at Manchester, Leicester, Not- tingham and Folkestone. Warrant issued. Information to Supt. Keel, Knaresbro'. 39. — Rot her ham ( Borough).— Escaped from custody, 20th ult., having been charged with lar- ceny.— FRED COOK, age 16, height ~ 5 ft., com- plexion pale, sullen expression, hair brown, eyes grey; dress, fawn- colour rough mixture suit, dark muffler with white spots, dark cap, old lace boots.
