All communications for insertion in the POLICE GAZETTE, and all communica- tions relating to them, should be addressed to THK EDITOB OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Par ticulars concerning persons whose apprehension is sought will be inserted in one issue of the POLIOS GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. i. In all cases where a reward ii offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of Persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of Gs. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance, for cost of engraving sketches. G. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or ' nit immediate deputy, of the county, city, or borough, as the case may bo, 1, Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. B. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of tlie announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded to as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the officc, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The . Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. THE EDITOR. New Scotland Yard, London, S. W. SPECIAL NOTICE. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the dis- covery of property or the detection of crime. The Editor inserts it in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regulations in force in the Metropolis: — 1.— Printed liand- bills, or otlier advertisements, offering a reward for the discovery of prop - rty or the detection of crime, whet her printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points •.— ( f) The amount of the reward. (£ » ) The conditions oil which it is payable. ( c) The name and address of the person by whom it will be paid. (( i) The name and address of the printer must appear thereon. 2.— No expression must bo used in such an advertisement in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularly directed to the con- ditions ( a) to ( d), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( c). Such notices are not distributed. NOTE.— There are 191 Stations of the Metropoli- tan Police Force at which Notices can be posted. Stated he was carrying on an International Introductory Agency, Gray's Inn Road, London, and obtained the above amount by promising to introduce a patient who was about to undergo an operation, gave a receipt with printed headiug as above. WILLIAM- SON, described in Case 6, 12th ult., has been identified as John Armitage, Office No. 2370- 02, age 34, height 5 ft. 9 ins., complexion fresh, hair dark brown, eyes blue. Warrant issued. Is an absentee from the lst West Surrey Regi- ment Warley. Left his uniform clothing behind. Warrant issued. Information to Supt. Jone6, Romford. FLINTSHIRE. 10.— Rhyl ( County).— For deserting his wife and" children, leaving them chargeable to the Holy- well Poor Law Union— HERBERT EDWARD ABBOTT ( see Case No. 16, 30th December, 1910), age about 40, height 5 ft. 9 or 10 ins., complexion fair, hair ( wears a wig) and eyes dark; a shoemaker, at one time he was second mate on the S. S. Vera, sailing from Birkenhead. A reward of £ 5 will be paid by the Guardians, Holywell Union, for the arrest of Abbott. Warrant issued. Information to the Deputy Chief Constable, Rhyl. GLAMORGANSHIRE. 11 — Treharris ( County). — For stealing furniture ( recovered)— MORGAN EVANS, age 24 to 26, height about 5 ft. 6 ins., complexion fair, hair light, clean shaven, eyes grey, scar on one eyebrow 6mall piece of lower eyelid missing, centre of nose flat, end inclined to turn upwards; dress, dark coat and vest, bluish trousers with bell bottoms. A colliery labourer, also a pugilist. Supposed accompanied by a woman ( not wanted), age 45, height about 5 ft. 2 ins., hair dark, eyes blue, front upper teth missing; dre6s, brown mackintosh coat, black skirt, green blouse, black velvet hat; had with her a boy and two girls, ages 7, 6, and 4 years respectively. Warrant issued. 12.— Treharris ( County).— For stealing an English lever watch, No. 135999 " Kingsley Tony- pandy " on dial; 1 silver chain, rather long links, curb pattern; and £ 1— GEORGE COHEN, age about 20, height about 5 ft. 6 ins., stout build, clean shaven; dress, dark brown suit, grey cap, white muffler, wearing the stolen watch and chain. A native of London. May visit Paddington or Willesden, London. Warrant issued. Information to Supt. Gill, Treharris. 13.— Cardiff ( City).— For embezzling £ 1 2s. — SAMUEL G. CROSS, age 38, height 5 ft. 8 or 9 ins., complexion fresh, full face, hair brown, « lean shaven, eyes grey, walks badly, rather splay feet; dress, dark overcoat, navy blue serge suit, bowler hat. GLOUCESTERSHIRE. 14.— Stroud ( County).— For obtaining £ 5 by a forged cheque dated 23rd January, 1912, drawn on Messrs. Coutts & Co., Bankers, London, 25th ult.— BERTIE WILSON, age 33 to 35, height 5 ft. 11 ins., complexion and eyes dark, hair dark brown, London accent, of good address and smart appearance; dress, brown tweed suit, grey cap, fancy boots with brown tops. On 25th ult., he oalled at the residence of a J. P., represented that he was intimate with his son; after leaving it was ascertained that two blank cheques had been abstracted from the J. P.' s cheque book, one No. H- 31/ 05255 was filled in January 23rd, 1912, pay t* Bertie Wilson, Esq., or order the sum of twenty pounds sterling, £ 20 0s. 0d., signed Erskine Pollock, wrossed & Co., and endorsed Bertie Wilson, by which he obtained the above amount, the cheque was returned marked " forged signature." Wil- son booked to London on 26th ulb. Warrant issued. Information to Supt. Biggs, Stroud. 15.— Bristol ( City).— For stealing £ 4 4s., 12th ult.— A. R. BURNEY, age about 30, height 5 ft. 6 ins., complexion pale, h^ ir fair, moustache inclined to be sandy, waxed at ends: dress, dark three- quarter overcoat, believed velvet collar, dark » uit, greenish brown felt hat, round pattern; of good address. Carried a brown leather letter case. Represents he is of A. R. Burnoy's International Introductory Agency, 87, Gray's Inn Road, Hol- born, W. C., and purports to introduce patients to private nursing homes. Is identical with MAN, C* 80 No. 29, 26th ult. Warrant issued. Not to be at rested out of the United Kingdom. 16.— Bristol ( City).— For robbery with violence — J. BROWNE, age 40 to 45, height 5 ft. 8 or 9 ins., complexion fresh, hair and heavy mous- tache dark, twisted ends; dress, dark suit and cap; appearance of a South American seaman. He entered a moneylender's office 24th ult., demanded the loan of £ 25, produced a heavy revolver with long barrel and threatened the moneylender and his assistants if the amount was not immediately handed to him; £ 15 was given him, he then de- manded a receipt form, signed same and left the premises. The following morning a letter posted at Bristol was received from Browne stating he would refund the money when he arrived home in Florida, U. S. A. Warrant issued. Not to be arrested out of the United Kingdom. 17.— Bristol ( City).— For embezzling £ 3, 24th ult.— DENNIS PUGH, age 22, height 5 ft. 6 ins., rather slight build, complexion pale, hair dark brown, may have a slight black moustache, slightly bow legged; dress, dark suit, light oaD; may be wearing light breeches and leggings. A butcher. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Bristol. HEREFORDSHIRE. 18.— Bromyard ( County).— For embezzle- ment— THOMAS WHITEHURST, age 28 to 30, height 5 ft. 5| ins., complexion pale, hair brown, moustache light brown; dress, brown mixture suit, with small red stripes, grey cap, strong boots. A carter or farm labourer, supposed a native of Alderly Edge, Cheshire. Warrant issued. Information to Supt. Groves, Bromyard. KENT. 19.— Ramsgate ( Borough).— For stealing £ 12, 30th ult.— EDGAR O'DONNELL, alias PERCY FARRINGDON, age about 28, height about 5 ft. 9 ins., hair dark, clean shaven, of smart theatrical appearance; dress, dark blue serge or brown suit, dark tweed overcoat, bowler hat or dark cap. An Army Reservist. He was employed as manager of a fried fish business, which he was authorized to dispose of, received the above amount for same and absconded. Formerly employed as a baker at Herne Bay, which situation he obtained through the Registration Offices at Pentonville, London. Warrant issued. Information to the Chief Constable, Ramsgate. LANCASHIRE. 20.— Old Trafford ( County).— For stealing £ 10, 3rd inst.— ARTHUR CALVERT, age 26, ( looks older), height 5 ft. 10 or llins., complexion fresh, hair ( inclined to curly) dark brown, clean shaven, eyes brown; dress, dark grey overcoat, belt at back, dark suit, check cap, lace boots. A reservist of the Scots Guards. Native of Dublin. Warrant issued. Information to Supt. Crossley, Old Trafford. Zl- Barrow- in- Furness ( Borough).- For indeoent assault.— GEORGE BROWN, age 28, height about 5 ft. 5 ins., complexion fresh, hair brown, clean shaven; dress, dark overcoat, brown suit, tweed cap. An iron turner; native of Barrow- im- Furness. Warrant issued. Information to the Chief Constable, Barrow- in- Furness. 22.— St. Helens ( Borough).— For embezzling £ 4 Is. 0d., 27th November, 1911— JAMES VIN- CENT MAWDSLEY, age 43, height 5 ft 7 or 8 ins., stout build, complexion fresh, reddish cheeks, round face, hair and moustache dark brown, two front upper teeth missing, well educated, of smart appearance; dress, blue serge suit, bowler hat, strong lace boots, wore a gold albert with masonic pendant attached. A native of Whiston, near Prescot. Has been employed as a colliery clerk, agent for the Wigan Coal and Iron Company, and prior to 5 years ago he was the licensee of a public house. Is said to have gone abroad, may seek similar employment to above or as a barman. Warrant issued. 28.— St. Helens ( Borough).— For obtaining 6s., by false pretences, 13th ult.-— A WOMAN, age 35 to 40, height 5 ft. 1 or 2 ins., stout build, com- plexion pale, full face, hair dark; wearing greenish grey ulster coat, fur collar and cuffs, black veil, hat with low crownrdark woollen gloves. She called upon shopkeepers, represented that she was authorized to appoint agents for a firm of sewing machine repairers, Manchester, and that the persons appointed would receive commission on all orders. Warrant issued. 24.— St. Helens ( Borough).— For stealing from his lodgings, 30th ult., a dark overcoat with grey stripes, velvet collar, and a pair of brown kid gloves— JAMES HAMNETT, alias BICKER- STAFFE, age 23, height 5 ft. 7£ ins., complexion and eyes dark, hair and moustache dark brown, large burn scar right side of chest; dress, dark grey coat, blue serge trousers, dark muffler with green stripes, grey cap, new clogs. A collier, native of Fairgreen, Hanley, Staffs. Photograph can be seen on application. Warrant issued. Information to the Chief Constable, St. Helens. LINCOLNSHIRE. 25.— Louth ( Borough).— For neglecting to maintain his children— JOHN M1NKLEY, age 48, height 5 ft. 8 ins., complexion fresh, hair and eyes brown. A scissors grinder, native of Louth, travels the country with a barrow; has in his possession a pedlar's certificate granted at Louth, April, 1911. May be found at a common lodging or low beer house. Is accompanied by a woman. Warrant issued. Information to the Chief Constable, Louth. MONMOUTHSHIRE. 26.— Abergavenny ( County).— For leaving his family chargeable to the Abergavenny Union — FREDERICK PICK, age about 35, height 5 ft. 6 or 7 ins., complexion, hair and eyes dark; dress, brown plaid morning coat, dark trousers, dark cap, old light boots. A tailor, native of Pontypool. Warrant issued. Information to Supt. Davies, Abergavenny. NORTH A MPTONSHIRE. 27.— Wellingborough ( County).— For obtaining £ 5 4s. 6d. by false pretences, 27th ult. — BOB SMITH ( supposed false), age 35 to 40, height 5 ft. 10 or 11 ins., complexion and hair dark, short moustache, waxed ends; dress, dark brown suit, brown overcoat, green soft hat, old- fashioned turned down collar with front attached. Believed a native of London. He took apart- ments at a good class house, represented himself as a horse dealer, hired stables at a small hotel, which he never used, pur- chased corn, for which he tendered a cheque drawn by John Barker, in favour of Smith, on the London and Provincial Bank, Ltd., South Tottenham Branch, and received the above amount as change. The cheque was returned marked " no account." Smith and Barker are believed to be one and the same person. Accompanied by an Irishwoman, age about 35, height 5 ft. 4 ins., strong build, very noticeable cataract on right eye; dress, prune coloured motor cap, navy blue skirt, black blouse, long grey coat, brown boots. Warrant issued. Information to Supt. Macleod, Wellingborough. NOTTINGHAMSHIRE. 28 — Nottingham ( City).— For stealing £ 40, 31st ult.— OSCAR L'HOLLIER, age 27, height 5 ft. 3 or 4 ins., slight build, square shoulders, complexion pale, rather blotchy, hair dark brown, moustache ( slight) light, eyes grey, large abscess scar inside one wrist, addicted to drink, and habitually smokes cigarettes and pipe; speaks French fluently, and has slight foreign accent; wearing dark grey jacket suit, dark cap. He was employed as manager at a Wicker Works, and was entrusted with cheques on the National and Provincial Bank to draw amounts for business purposes; cashed a cheque for the above amount, receiving three £ 10 Bank of England notes, issued in London, Nos. 21438, 41453. and 66271, dated 15th February, 1910, and £ 10. It is believed that he will endeavour to leave the country. Warr'ant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Nottingham. SHROPSHIRE. 29.— Oswestry ( County).— For obtaining 9s. 4id. by false pretences, 16th ult.— JOSEPH EDGE, age 30, height 5 ft. 7 or 8 ins., complexion fresh, hair brown, clean shaven, eyes blue, nose broken, slight scar upper lip; dress, dark brown striped overcoat, with strap on cuffs and at back, blue serge suit, black tie, green shirt, wears a gold masonic ring. A contractor's foreman ( tar macadam paving); native of Walkden, nr. Bolton. Absconded 16th ult., accompanied by a woman, age about 24, height 5 ft. 2 or 3 ins., complexion fair, hair light; dress, heliotrope costume, black hat, trimmed red roses, and a child, age 2 or 3 years. He engaged rooms in the suburbs, took a shop and warehouse, and had a quantity of letter paper headed " John Megson & Co., Importers of New and Rare Seeds and Bulbs, 26, Campbell Street, City Road, Bristol," making use of the 26th ult., and Illustrated Circular 72, figure 14), age 58, height 5 ft. 64 ins., complexion fresh, hair grey, eyes blue, of good address, scar end of right middle finger, on 1st and 2nd fingers of right hand and back of left forefinger.
