GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, JANUARY 12, 1912 VOL. XXIX., No. 2926. 1. All communications for insertion in the POLICE QAZETTE, and all communica- tions relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, it they are sufficient to enable action to be talcen upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of Persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of ( is. per photograph or sketch, unless the article is large or unusually intricate when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. 0. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the " case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on II'< dnesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of t e paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by I'ost Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. THE EDITOR. UNDER the existing arrangements the finger impressions will be taken, and recorded at the Finger Print Department, Convict Supervision Office, New Scotland Yard, of all persons convicted as follows: — ( a) All persons coming within Sections 5, 7, or 8, of the Prevention of Crimes Act, 1871. ( b) All persons, at Assizes or Quarter Sessions, sentenced to not less than one months imprison- ment, without option of a fine, for any of the offences shown below. ( c) All persons, at Petty Sessional, Police, or Stipendiary Magistrate's Court, sentenced to more than one months imprisonment, without option of a fine, for any of the following offences: — Aliens ( Sec. 3 Aliens Act of 1905). Arson. Assaults with intent to rob. Attempted burglary. Attempted larceny. Attempts to break into churches, houses, shops, warehouses, & c. Attempts to obtain goods and money by false pretences. Bankruptcy offences. Being found on enclosed premises. Breaking into churches, houses, shops, warehouses, & c. Burglary. Cattle stealing. Coining. Conspiracies of all descriptions. Embezzlement. Entering with intent to commit a felony. Extortion by threats. Felonious wounding. Forgery. Fraud. Frequenting. Horse stealing. Housebreaking. Importuning male persons to commit un- natural offences ( Vagrancy Act, 1898, Sec. 1, par. b). Indecent assault on female. Larceny. Mental degenerates. Obtaining goods and money by false pre- tences. Possessing housebreaking tools. Procuration of women and girls. Prostitution, living on proceeds of ( Vagrancy Act 1898, Sec. 1, para. a). Receiving. Robbery. Sacrilege. Sheep stealing. Shopbreaking. Suspected person. Unlawful possession. Uttering counterfeit coin Warehousebreaking. But all offenders of the first Division, and such of the second Division as have never been previously convicted, are exempted from this order. In order to avoid the retention of useless records in the Finger Print Department, the Registrar of Habitual Criminals would be glad if the Chief Constables of Counties, Cities, and Boroughs, will, in future, notify the death of any criminal who has been finger- printed. The notification should contain the full name and aliases, particulars of conviction, or convictions if possible, also the No. published in the List of Habitual Criminals. APPREHENSIONS SOUGHT. BEDFORDSHIRE. 5.— Bedford ( Borough).— Yor obtaining £ 8 by false pretences, 6th ult.— ARTHUR GREG- ORY ( supposed false), age 30 to 40, height 5 ft. 10 or 11 ins., hair and moustache dark; dress, navy blue suit( dark overcoat. He stayed at a private hotel and induced the proprietors to advance him £ 3 on a cheque for £ 5 drawn on the Aberdeen branch of the Royal Bank of Scotland by J. Mac- kenzie & Son, in favour of Arthur Gregory; the cheque was returned marked " no account." Warrant issued. Information to the Chief Constable, Bedford. WILLIAMSON, age 37, height 5 ft. 7 ins., complexion dark, clean shaven, American accent; dress, dark coat and vest, dark striped trousers, dark overcoat, black soft felt cleri- cal hat, wears Masonic Badge in buttonhole of coat, and pince- nez. Represents that he has just re- turned from " Edmonton, Canada,'' where he has a farm, stays at hotels, and coffee houses, and in- duces the proprietor or people staying there to advance him money, as he cannot obtain his draft from his Canadian bank, and gives an I. O. U. in the name of " J. Williamson, The Hollies, New- port Road, Cowes, Isle of Wight." Makes himself friendly with barmaids and waitresses, to whom he offers marriage. Warrant issued. . Information to the Chief Constable, Reading. 7.— Windsor ( Borough).— For fraudulent conversion of £ 43— ARCHIBALD CLAUDE CANNON, age 35, height 5 ft. 5 ins., stout build, round face, hair ( curly) and small moustache brown, bad teeth. GLOUCESTERSHIRE. 14.— Stroud ( County).— For obtaining food and lodgings by false pretences, at Cranham, Nr. Painswick, 27th ult.— HENRY CHARLES DRI- VER, alias ANDREWS, REEVE, TRINDER and J. STANLEY VINCENT, late of the Dilly Farm, Bisley, Nr. Stroud, age 28, height 5 ft. llins., com- plexion sallow, hair, eyes, and moustache brown, middle and ring fingers right hand contracted, downcast look, stoops slightly; dress, grey mixture suit, dark or green mixture overcoat, with strap at back, slouch hat, brown boots. He calls upon hot « l keepers or private boarding houses and states that he has just come from Australia on a month's visit, engages rooms stating that he has a quantity of luggage at the railway station, and after staying a few days he writes a note ostensibly for the purpose of his luggage being fetched from the railway sta- tion, and in the meantime decamps. Is well known at Cheltenham, Worcester, Gloucester and Windsor, at which places he has been convicted. Warrant issued. Information to Supt. Biggs, Stroud. HAMPSHIRE. 15.— Alton ( Cownty).— For stealing £ 1 at Oakhanger, 6th inst— A MAN, age about 23, height about 5 ft. 9 ins., slight build, complexion sallow, hair brown, front teeth decayed; dress, greenish suit, dark grey tweed overcoat, dark grey cap, muffler, rather heavy boots, plain fronts. Suf- fers from asthma, and may endeavour to seek ad- mission to an infirmary. A baker. Information to Supt. Reuben, Alton. HER TFORDSHIRE. 16.— Watford ( County).— For stealing from his lodgings 4s.; 1 pair lace boots and some under- clothing— RILEY HUGHES, Office No. S. 141028 age 23 ( looks older), height 5 ft. ins., stout build, complexion fresh, hair brown, eyes blue ( large), clean shaved; dress, blue jacket and trou- sers, fancy vest, white shirt and tie. Native of Kingston- on- Thames. Has served in the Royal Navy, and is known as " Sailor." He was last seen at Wembley 28th ult., and stated his inten tion of going to Notting Hill. Warrant issued. Information to the Deputy Chief Constable. Watford. LANCASHIRE. 17.— Bootle ( Borough).— For obtaining £ 3 by false pretences, 27th ult.— HAROLD HUR RELL, alias JONES, age about 30, height 5 ft, 9 or 10 ins., complexion sallow, full face, hair and moustache dark brown, American accent; dress light overcoat and suit, black bowler hat, lace boots. Carried a brown leather brief bag. A pianoforte tuner. He engaged a young lady to take charge of a pianoforte saleroom, which he stated he had openeff, thereby obtaining the above amount as security. May be accompanied by a woman, age about 30, fashionably dressed, and 3 girls, ages from 10 to 14 years. - Warrant issued. Information to the Chief Constable, Bootle. LINCOLNSHIRE. 18.— Grantham ( County).— For housebieak- ing 23rd ult.— G. ANSCOMBE, alias GEORGE SUMMERS, and ARTHUR MARTIN, age 40, height about 6 ft., large round face, dimple each cheek, hair ( turning grey) dark, clean shaven, of good address, well educated, very talkative; dress, navy blue suit, light lace boots; may be wearing a navy blue overcoat. A painter and decorator; believed a native of London. Stated he had served in the Army and the South African Police, and was in receipt of a pension. Warrant issued. Information to Supt. Peach, Grantham. NORFOLK. 19.— Norwich ( City).— For stealing ( servant) a quantity of printer's metal ( recovered)— FRANK SMITH, age 35, height 5 ft. 4f ins., complexion pale, hair and moustache light brown, eyes bluish grey, growth on right forefinger. A native of Ipswich. He was employed at a printing works here until 21st December last. Previously em- ployed as a scale- maker's fitter, and is well known at all stations on the Great Eastern Railway, hav- ing been engaged repairing weighing machines. Warrant issued. Information to the Chief Constable, Guildhall, Norwich. NORTHAMPTONSHIRE. 20.— Northampton ( Borough).— For obtain- ing 4s. by false pretences 2nd inst.— F. W. MOF- FATT, alias FREDERICK WILLIAM DA VIES and F. LITTLE WOOD, age 41, height 5 ft. ins. complexion fresh, hair brown, eyes blue, wears glasses, scar centre of forehead, small scar right cheek; dress, brown overcoat, dark trousers and vest, hard felt hat. A clerk, native of Boston; — HANCOCK, alias THOMAS EDMUND YVHITTAKER and THOMAS RACE, age 33, height 5 ft. 5 ins., complexion fresh, hair brown, eyes blue, scar right side of head, nose, and fore- arm; dress, dark grey overcoat, dark trousers and vest, green soft felt hat. They took a shop 1st inst., stated they represented the Nottingham Lace Curtain Warehouse, Halifax, opening a new branch shop on 8th inst., advertised for canvassers, to whom they entrusted the sale of shilling checks, which were printed locally, accompanied the can- vassers on their rounds, and took the proceeds. The holders of the first hundred checks were each to receive a pair of curtains, value 3/ 11 without further charge. Warrant issued. Information to the Chief Constable, Town Hall, Northampton. A labourer; native of Cefn, nr. Ruabon. Warrant issued. Information to Supt. Hamlet, Oswestry. 22.— Wellington ( County).— For stealing from his lodgings at Hadley, 22nd ult., a suit of clothes ( recovered); 1 white shirt; and 1 silver watch chain, silver medal with gold centre at- tached.— HAROLD L. COLQUHOUN, alias SAM- UEL ARNOLD FRITH, age 25, height 5 ft. 7£ ins., complexion ruddy, hair dark brown, eyes brown, clean shaven, tattooed woman's bust right forearm, heart and crossed hands left forearm; dress, navy blue serge suit ( tight fitting), light green cap, stolen shirt, light lace boots. Was carrying a military black bag containing military canvas jacket, military gloves, socks and boots, No. 383, 2nd Bn. A. & S. Highlanders stamped thereon, also a pair of dark grey trousers and black coat ( working clothes). A fitter, native of Lawton, Cheshire; has been in the Army. Previously con- victed of larceny at Tunstall, Staffordshire. Warrant issued. Information to Supt. Fulcher, Wellington. SOMERSETSHIRE. 23.— Weston- Super- Mare ( County), — For embezzling £ 136 7s. 8d., monies of the Som- erset County Council— JAMES POTT, age about 50 height about 5 ft. 8 ins., slightly round shoulders, complexion fresh, full round face, hair ( bald on top), iron grey, heavy moustache brown, may now be clean shaven, long eyelashes, addicted to drink, has a habit of rubbing his hands together when in conversation; dress, fawn colour rainproof over- coat, light grey suit, black bowler hat, brown boots, wore a plain gold ring. A solicitor; native of Manchester. Previously employed as Assistant Justice's Clerk at Wakefield. Warrant issued. Information to Supt. Richardson, Weston- super- Mare. 24.— Bath ( City).— For stealing, 22nd ult.. a violin ( recovered)— FREDERICK POOLE, age 30 to 35, height 5 ft. 10 or llins., hair and moustache brown, 2 teeth missing from right side, slight im- pediment in speech, both arms tattooed, bullet wound near right knee; dress, dark tweed suit, dark short coat, double breasted, silver tie- ring, old dark cap. Stated he was a checker on the Great West- ern Railway, and had been transferred from Bristol. Warrant issued. Information to the Chief Constable; Bath. STAFFORDSHIRE. 25.— Newcastle ( County).— For failing to surrender to his bail at Burslem 2nd inst., charged with wounding at Kidsgrove, 17th ult.— OTTO KOHN, age 52, height 5 ft. 5 ins., stout build, complexion fresh, hair and moustache brown, turn- ing grey, eyes grey, mole right shoulder; dress, dark brown suit, light cap, lace boots, had with him a blue serge suit. A native of Berlin. Warrant issued. Information to Supt. Biddulph, County Police, Newcastle, Staffs. 26 .— Uttoxeter ( County).— For stealing a cheque book at Denstone, 13th ult., also for steal- ing a white rubber weatherproof coat, in good con- dition— FRANK MERCHANT, alias FRANK R. BEECROFT, and A. H. PETERS, age about 20, height 5 ft. 4 or 5 ins., complexion fresh, hair dark, clean shaven, small mole under right eye, of good address and appearance; dress, blue serge suit, roll collar to coat, light tweed cap, black tie, celluloid collar, lace boots, nearly new. A native of Derby; he poses as a gentleman farmer or auc- tioneer. Warrant issued. Information to Supt. Hodkinson, Uttoxeter. SUSSEX ( East.) 27.— BOX hill ( County).— For stealing silver spoons, forks, vases and cruets, since found pledged — ALFRED CARTER, age 52, height 5 ft. 6 ins., complexion, hair and eyes dark, clean shaven. A stable hand: may be found at motor garages, cab yards, etc. Warrant issued. Information to Supt. Bristow, Bexhill on Sea. 28.— Eastbourne [. Borough).— For house- breaking, 5th inst.— J. WILSON, age 50 to 55, height about 5 ft 6 ins., complexion ruddy, hair supposed light, small ragged moustache, carries his head slightly forward, wears spectacles with thick glasses, supposed wearing brownish overcoat, green- ish cap. C. FARMAN, age about 30, height 5 ft. 3 or 4 ins., round shoulders, complexion fair, hair light, clean shaven ; dress, loo* e dark overcoat, gre) suit, bowler hat, carried a stick.— L. C. CLIFTON, age about 30, height 5 ft. 4 or 5 ins., complexion fair, hair light; dress, loose dark overcoat, dark suit, bowler hat, carried an umbrella. They left behind a brown leather suit case containing 2 green baize bags, a jemmy, 15 ins. long, brace and 4 bits, makers, Preston & Son; 1 chisel, 1 thin wide steel knife " Butterfield, London Road," on blade; 3 small saws and a bundle of spare blades, all new; 1 old grey suit, striped flannelette pyjamas, " Caul- field, Phitu Shirt, 278 Seven Sisters Road " there- on, brushes, booktrees, and 3 pairs of slippers. J SUSSEX ( West). 82.— Horsham Comity). —^ For obtaining £ 36 by false pretences, 12th June, 1911, and divers other dates since— CHARLES OSBORNE, age 29 height 5 ft. 9 ins., complexion, hair and slight mous tache ( wide parting) dark, eyes blue grey, very long, thin features, one little finger deformed Yorkshire accent; dress, dark grey suit with light stripes, cap, long green grey overcoat with belt at back. A draper's traveller, is a good entertainer at piano, juggling and other tricks; fond of bil- liards and betting.
