POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, DECEMBER 8, 1911. VOL. XXVIII., No. 2916. if 1. All communications for insertion in the POLICE GAZETTE, and all communica- tions relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficit nt to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of Persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of ( is. per photograph or sketch, unless the article is large or unusually intricate when the charge will be higher. .4 remittance of 6s. should be made in the first instance for cost of < ngraving sketches. 0. Every announcement, if for the apprehi nsion of a person, must hi guaranteed by the signature of an officer of not li ss rank than Superintend) nt; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be, 7, Announcements concerning stolen property must be guaranteed by an ofpeer of not less rank than Inspector, or analogous thereto, 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all eases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be eharly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Xi ir Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copics of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. THE EDITOR. UNDER the existing arrangements the finger impressions will be taken, and recorded at the Finger Print Department, Convict Supervision Office, New Scotland Yard, of all persons convicted as follows: — ( à) All persons coming within Sections 5, 7, or 8, of the Prevention of Crimes Act, 1871. ( á) All persons, at Assizes or Quarter Sessions, sentenced to not less than one months imprtson- ment, without option of a fine, for any of the offences shown below. ( c) All persons, at Petty Sessional, Police, or Stipendiary Magistrate's Court, sentenced to more than one months imprisonment, without option of a fine, for any of the following offences . — Aliens ( Sec. 3 Aliens Act of 1905). Possessing housebreaking tools. Procuration of women and girls. Prostitution, living on proceeds of ( Vagrancy Act 1898, Sec. 1, para. a). Receiving. Robherv. Sacrilege. Sheep stealing. Shopbreaking. Suspected person. Unlawful possession. Uttering counterfeit coin. Warehousebreaking. But all offenders of the first Division, and such of the second Division as have never been previously convicted, are exempted from this order. In order to avoid the retention of useless records in the Finger Print Department, the Registrar of Habitual Criminals would be glad if the Chief Constables of Counties, Cities, and Boroughs, will, in future, notify the death of any criminal who has been finger- printed. Takes offices, usually posing as an investment or Colonial broker, and under the pretence of giving employ- ment, obtains sums of money. May be engaged in similar frauds in the provinces. For obtaining money by false pretences ( bogus cheque)— GEORGE AL- FRED RUSSELL, age about 40, height 5 ft. 7 or 8 ins., rather stout build, complexion fresh, round face, hair and moustache light brown, eyes grey. BERKSHIRE. 13.— Reading ( County).— For obtaining by a worthless cheque, 28th ult., at Sulham, a black van horse, 15 hands, 5 years, white face and feet, white spot on side of belly, long mane and tail.— A MAN, age about 26, height 5 ft. 7 ins., slight build, small features, hair dark; dress, long dark overcoat with black collar. The cheque tendered was from a book on Simond's Bank, Basingstoke, Nos. 43201 to 43230. He booked the horse to West Ealing station 29th ult. Warrant issued. Information to the Deputy Chief Constable, County Police, Reading. CHESHIRE. 14.— Birkenhead ( County).— For obtaining 14s. by false pretences, 18th ult,— C. KENWOR- THY, alias SAMUEL SMITH, age about 30, height 5 ft. 6 or 7 ins., complexion fresh, hair light, broad prominent nose, large protruding eyes; may have slight light moustache; dress, light fawn- colour overcoat, dark suit and light cap, sometimes wears a dark ovcrcoat and bowler hat. Usually carries a brown traveller's bag. He calls upon shop- keepers, states he is a representative of the Daily Mirror and that he is giving lectures to school children on the \ use of " Phototint" in connection with a competition supposed arranged by the Daily Mirror; induces them to purchase large quantities of a worthless article, and gives receipts usually signed " C. K." p. p. Kenworthv Brothers. Warrant issued. KING, alias ANDERSON, age about 39, height 5 ft, 10 or 11 ins., broad shoulders, slight build, complexion fresh, hair dark brown, eyes blue, moustache dark brown, waxed at ends, scar right side of neck; dress, dark grey bouble- breasted overcoat, brown soft hat, light grey suit, buttoned boots. Accompanied by a woman and child ( not wanted), age about 29, height 5 ft. 5 or 6 ins., complexion pale, cut scar left side of forehead, abscess mark left side of neck, one tooth missing in front ( upper jaw). He calls upon landlords of empty houses, states he is about to take a house, obtains the keys, lights the gas over the front door, then calls upon shopkeepers and asks for articles to be sent to this address. Upon delivery he informs the errand boy to call later, and then decamps, taking the whole of the articles with him. Warrant issued. Information to the Deputy Chief Constable, Gloucester. HAMPSHIRE. 20— Aldershot ( County).— For stealing" 24th ult., at Farnborough, an Elmsdale cycle, No. 14870, on head, No. 300 on seat lug, 26- in. frame, black enamelled, red and silver lined, inverted lever brakes, flat curved handle bars, rubber pedals, mud guards; 1 do. road racer, No. 601 on seat pill ar, dropped frame, black enamelled, red and silver lined, 26- in. wheels, North Road upturned handle bars, roller lever brakes.— FRANK GRAINGER, age 20, height 5 ft. 74 ins., com- plexion fresh, hair brown, eyes grey" scar both knees. A native of Westlev.— EDWARD WIG- NALL, age 20, height 5 ft. 7i ins., complexion fresh, hair light brown, eyes brown, oblique scar centre of upper lip, scar ball of left thumb. SEARLE, age about 25, height about 5 ft. 9 ins., complexion fresh, of smart appearance, of good address ; dress, brown mixture jacket with belt at back, light trousers, tweed cap, lace boots, usually carries a light colour mackintosh, small brown handbag and stick. Abel, Gosport. 22.— Portsmouth ' Borouoh).— For stealing, 13th ult., two suits of clothes ( one recovered).— THOMAS GODDARD alias FRANK GODDARD, age 30, height about 5 ft. 5 ins., slight moustache dark, may be clean sliavef?, left shoulder slightly deformed ; dress, dark suit, may be wearing the stolen suit, which is of dark tweed. Has served in the Hants Regiment, and lately employed at a picture palace. Information to the Chief Constable, Portsmouth. HEREFORDSHIRE. 23. RoSS ( County). For obtaining £ 1/ 1 by false pretences, 5th October last.— F. ANDERSON ( supposed false), age about 30, height 5 ft. 9 or 10 ins., slight build, thin features, hair dark brown or black, slight moustache; well spoken; appear- ance of a clerk; wearing dark overcoat, bowler hat, supposed wearing a gold watch and chain. He represented to be a collector for the Sir Charles Dilke Memorial Hospital Fund, called upon resi- dents for subscriptions, afterwards obtained their names which he entered upon a piece of paper and a sum supposed to have been given by the last person he had called upon, to encourage others on whom he subsequently called, to give a subscription. It is believed the name Anderson was written on the papers he produced, and may use the name of Bland. Warrant issued. Information to Supt, Broad, Ross. HER TFORDSHIRE. 24.- Hitchin ( County).— For stealing ( servant) at Letchworth, about 1st ult., 2 silver table spoons; 2 do. forks; 2 do. dessert foks; 3 silver spoons and a bell metal mortar.— MINNIE WINNALL, age 30 to 40, height 5 ft. 8 or 9 ins., stout build, complexion fresh, hair ( turning grey) brown, eyes hazel ; dress, three- quarter length black fur jacket, black dress and black straw hat. A domestic ser- vant, may be found at a home for destitute women. Warrant issued. Information to the Superintendent of Police, Hitchin. 25.— St. Albans ( City).— For stealing from his lodgings, 4th inst., a gold watch chain, snake pattern, about 12 ; ns. long, Venetian make, slight dent one end, and £ 3 15s.— WILSON, age 35 to 40, height 5 ft. 9 or 10 ins., good build, hair ( bald on top) and very heavy moustache dark; dress, dark overcoat, dark jacket and vest, grey striped trousers, bowler hat, heavy brown boots. Stated he was a compositor and had obtained em- ployment in the neighbourhood. Warrant issued. Information to the Head Constable, St. Albans. KENT. 26.— Chatham ( County).- For stealing £ 50 JSTDORE POLLOCK, age about 25, height 5 ft. 5 or 6 ins., complexion, hair ( curly) and eyes dark, clean shaved ; dress, light overcoat, dark suit, green Alpine bat.— JOSIAH POLLOCK, age 20 to 24, height 5 ft. 5 or 6 ins., complexion fair, hair light, clean shaven, eyes grey; dress, thick blanket over- coat, dark suit, hard or soft felt hat. Warrant issued. Information to Supt. Rhodes, Chatham. 27.— Cran brook ( CountyV— For stealing bicycle, described in Case No. 48, 1st inst. ( re- covered at Southwater, Sussex).— A MAN, age 21, height 5 ft 8 ins., complexion sallow, hair light brown, long, clean shaven, large nose; dress, brown jacket, pepper and salt colour vest and trousers ( very short), dark overcoat, dark cap, old boots tied with string or tape. Information to Supt. Fowl'e, Cranbrook. 28. Dover ( Borough).— For obtaining by false pretences, 7th ult., a Swift bicycle, 24- in. frame, 28i- in. wheels, flat handle bars, enamelled black, plated rims, mudguards, roller lever brakes to both wheels, lever clip broken, " Swift" transfer on head.— WILLIAM RICHARD WILKINS, age 16, height 5 ft., complexion dark, hair dark brown, eyes dark, scar side of one eye; dress, brown - nit, dungaree trousers, light grey cap, black wrapper, grey flannel shirt, hob- nailed boots. S. on both arms; dress, fawn colour overcoat, grey cap, dark check jacket and vest, dark trousers, lace boots, wears gilt albert with cross attached. A builder's clerk. Is well known at Margate and Maidstone. Absconded 27th ult. Warrant issued. 30.— Folkestone ( Borough).- For felon- iously receiving, 18tli October, 1911, from EDWIN GEORGE TRICE ( in custody) a single- stone dia- mond ring, well knowing it to have been stolen.— CHARLES BETTNER, a German, age 30 to 33, height about 5 ft 9 ins., hair brown, clean shaven stout build, of smart appearance, swinging gait, A waiter; speaks good English ; dress, fawn- colour mackintosh, blue serge suit. ESSEX. 81 .— Clacton - Off- Sea ( County).— For stealing £ 2 from his lodgings, lltb ult.— ARTHUR BUXTON, alias LINES and FERGUSON, Office No. 1679- 11 ( see Case 8, 17th ult., bicycle found at Romford), age 21, height 5 ft 5J ins., com- MONMOUTHSHIRE. 84.— Newport ( Borough).— For bigamy, 5th ult.— BERTRAND FREDERICK CLARKE, alias FREDERICK BISHOP, age 36 to 38, height 5 ft. 7 A ins., complexion bronzed, hair ( turning grey) dark brown, moustache and eyes grey; may now be clean shaven, small brown birth mark centre of breast, large do. top of one thigh. A native of Kimberley, Notts. He came to Newport about 3 years ago, represented that he was a general plexion fresh, hair brown, eyes hazel, scar inside right forearm, tattooed dot outside left forearm, 3 dots back left wrist; a waiter; native of Great Yarmouth. May have in his possession some of the jewellery described in Case 48, 6th October last. Warrant issued. Information to Supt. Mules, Clacton- on- Sea. dealer, also that he did a little horse dealing. In May last he was taken to Bethnal Green work- house suffering from loss of memory. Will no doubt endeavour to become associated with some relig- ious denomination. APPREHENSIONS SOUGHT ( continued).- LANARKSHIRE. 82.-— Glasgow ( City).— For stealing and obtaining by fraud various sums amounting to £ 785.— JAMES AYTOUN REID, age 40 to 15, height about 5 ft. 10 ins., spare build, com- plexion fair, hair light, clean shaven, defective sight, wears gold- rimmed glasses, flat feet, right ankle somewhat twisted inwards; well dressed, usually wears a gold tie ring. He was employed as cashier to the Acme Tea Chest Company. A native of Peterhead. May endeavour to go abroad, probably to Australia. Warrant issued. Information to the Chief Constable, Glasgow.
