NOTICE.— For instructions as to the manner in which reports are required to be furnished for the com- pilation of the Police Gazette see Gazette No. 1 of this year. The arrest of offenders described in the Police Gazette, or respecting whom crime reports have been forwarded for insertion in the Gazette, should be promptly notified by the member of the Force effecting the arrest. When notifying the arrest of persons charged with theft or suspected of theft, it should be stated whether the pro- perty stolen, or any portion of it, has been recovered. A description of property supposed to be stolen, found in the possession of offenders, for which owners cannot be found, shall be furnished for insertion in the Gazette. All communications concerning this Gazette should be addressed to the Commissioner of Police, Wellington, and the envelope marked " For Gazette." Members of the Force in charge of out- stations will forward them direct PERSONS WANTED. — « AUCKLAND.— 15th instant, that he may be compelled to pay arrears (£ 68 8s.) due to the Education Department for the maintenance of his child, Isaac Carn, age fifty- seven, height 5 ft. 7J in., labourer and gum- digger, native of England, medium build, fresh complexion, black hair, brown eyes, large nose, some upper teeth missing, two right fingers crippled. Inquiry is at the instance of the Education De- partment. AUCKLAND. — Thomas Reuben Martin, wanted on warrant for wife- desertion : It has been ascertained that offender is in the Isle of Man. ( See Police Gazette, 1911, pages 449 and 515.) AUCKLAND.— 11th September last, on warrant for theft of cutlery, electro- plated ware, and household linen, value £ 20. the property of Louis Reichel, 83 Wright Street, Wellington, Ernest Couzens and Mrs. Couzens, alias Condo. Description: First, age twenty- eight, height 5 ft. 7 in., butcher and carpenter's labourer, native of New Zealand, medium build, dark complexion and hair, clean- shaved, shuffling gait; dressed in dark suit. Second, age twentv five, height 5 ft. 4in., housewife, native of New Zea- land, strong build, between fair and dark complexion, good looking; neatly dressed in dark clothing. They were last heard of in Auckland, and may be accompanied by a five- year old girl with noticeably long hair. Portion of the stolen property has been recovered at Auckland. QUEEN STREET WHARF ( AUCKLAND). — 4th instant, on warrant for deserting the s. s. " Whakatane," Isaac Main Ellen, age twenty- four, height 5 ft. 5 in., seaman, native of Maine, medium build, fresh complexion, dark- brown hair, grey eyes, clasped hands on left forearm, scar on upper lip. QUEEN STREET WHARF ( AUCKLAND).— 4th instant, on warrant for deserting the s. g. " Whakatane," Herbert Allen Crouch, age twenty- five, height 5 ft. 8 in., seaman, native of England, stout build, dark complexion, dark brown hair, grey eyes, crossed flags, ship, and bird on right fore- arm, dragon on left forearm, bird on each foot. QUEEN STREET WHARF ( AUCKLAND).— 11th instant, on warrant for deserting the s. s " Clan Ross," Robert S. Rule age thirty- five, height 5 ft. 11^ in., fireman, native of Glasgow, medium build, dark complexion, grey hair, blue eyes, scar on right cheek. HAMILTON. — 14' h ultimo, on warrant for deserting his wife, Frank Sigley, age forty- one, height 5ft. 8 in., blacksmith, native of New Zealand, medium build, sallow complexion, light- brown hair, ginger moustache; dresped in navy- blue suit, fawn- ooloured overcoat, and cap. He is supposed to have gone to Australia. Complainant, Sarah Ann Sigley. NAPIER.— Pearson C. Brown, wanted on warrant for forgery and uttering : It has been ascertained that offender is in Launceston, Tasmania, where he was recently convicted for theft. Si2 HASTINGS.— 14th August last, that he may be compelled to contribute towards the maintenance of his four children, inmates of an industrial school, Herbert Ernest Ryan, age thirty- four, height 5 ft. 9J in., labourer aud rubber- worker, native of Australia, fresh complexion, brown hair, hazel eyes, medium nose ; a good cricketer. ( See Police Gazette, 1911, page 281.) He was last heard of at Napier. WANGANUI. — 5th August last, on warrant for theft of £ 47 13s. 10d., the property of the Postmaster- General, Adolph Rudolph Frank Hillmer, age twenty- six, height 5ft. 11 in., postal clerk and telegraphist, native of New Zealand, slim build, pale fair complexion, hollow cheeks, high cheek- bones, aquiline nose, fair curly hair ; dressed in dark suit and black hard hat. ( See Police Gazette, 1911, page 507.) Offender received £ 47 13s. 10d., interest due to the Advances to Settlers Department, and failed to account for the same. He was last heard of at Wellington, and is supposed to have gone to Sydney. BLENHEIM.— 20th ultimo, on warrant of commitment to Picton Pnlice- gaol for seven days in default of pay- ing £ 2 10s. fine and costs for a breach of the peace, Andro Emar Christensen, age thirty four, height 5 ft. 10 in., sailor, native of Denmark, very stout heavy bnild, fresh com- plexion, dark- brown hair, blue eyes; dressed in light- grey tweed sac suit and black hard hat. He is supposed to be employed on the scow " Ngaru." HOKITIKA.— lot instant, on warrant for wife- desertion, Abraham Edwards, age twenty- eight, height 5 ft. 9 in. or 10 in., labourer and sawmill hnnd, native of New Zealand, stout build, ruddy complexion, fair hair, blue eyes, full f* ce ; fond of drink ; dressed in green- striped suit aud black bard hat. He may be fou- d at Christchurch or Wellington. Complainant, Margaret Edwards, Hampden Street. CHRISTCHURCH.— 14th instant, on warrant for failing to complv with a maintenance order for the support of his illegitimate child, William Downing, age thirty- five, height 5 ft. 7 in. or 8 in., drover and farm labourer, native of New Zealand, strong bnild, fresh complexion, brown hair and moustache. He is supposed to have gone to Balclutha. Arrears to 7th instant, £ 3 5s. CHRISTCHURCH.— 16th instant, on warrant for failing to comply with a maintenance order for the support of his mother, Patrick Murray, age fifty, height 5 ft. 10 in., bushman and sawmill hand, native of Dublin, Ireland, medium build, fresh complexion, dark hair turning grey, supposed grey eyes, clean- shaved. He is supposed to be em- ployed in the Greymouth district. CHRISTCHURCH.— 17th ultimo, on warrant of commit- ment to Lvttelton Prison for twenty- four hours in default of paving 8s. fine and costs for drunkenness, Arthur Hathaway, age thirty, height 6 ft., groom, shearer, and cab- driver, native of New Zealand, medium build, ruddy complexion, brown hair, blue- grey eyes; smart appearance; generally dressed in dark suit and hard hat. CHRISTCHURCH.— 11th instant, on warrant for false pretences, Thomas McNamara, age about thirty, height about 5 ft. 9 in., labourer and shearer, medium build, fair oomplexion and hair, clean- shaved ; wears a fawn coat. Offender, by falselv representing that he was emploved on the tramway- construction works at Christchurch, obtained goods, value £ 4 19s. lid., from Everybody's ( Limited), drapers. CHRISTCHURCH — 11th instant, on warrant for false pre- tences, James Young, age about thirty, height about 6 ft. 2 in., labourer and shearer, stout build, fair complexion and hair, round face, clean- shaved ; dressed in dark suit, soft- felt hat. Offender, by falsely representing that he was employed on the tramway- construction works at Cashmere, obtained goods, value £ 5, from Everybody's ( Limited), drapers. ADDINGTON.— 16th instant, that he may be compelled to pay £ 91 4s. 6d., arrears of maintenance of his three children, inmates of Cbristehurch Receiving Home, George Good- man, age thirtv- six, height 5ft. 8in. or 9in., butcher, native of New Zealand, thin build, dark complexion, very dark hair, heavy dark moustache ; generally dressed in dark suit and black hard hat. He may be found at some of the freezing- works in the North Island. Inquiry is at the instance of the Education Department. ASHBURTON.— 17 th instant, that he may be served with two summonses for breaches of the Licensing Act, Stephen Ryan, age twenty- five, height 5ft. 8in., contractor, native of New Zealand, fairly stout build, brown hair, small light- brown moustache, round face; fond of drink; dressed in dark suit and green soft bat. DUNEDIN.— Between 14th August and 14th September last, on warrant for false pretences, Duncan Fraser, age fifty- fivo, height 5 ft. 9£ in., shepherd, native of Scotland, fresh complexion, brown hair and eyes. Offender, by falsely representing that he was employed by the Dunedin City Corporation, obtained goods and money, value £ 3 3s., from James Whyte Wat- kins, storekeeper, Eden Street. DUNEDIN.— David John McAuley, wanted on war- rant for disobeying an order of the Court : It has been as- certained by Constable Young, Port Chalmers police, that offender is in Adelaide. " Pakeha," Benjamin Beddall, age twenty- nine, height 5 ft. 8| in., fireman, native of London, England, strong build, fair complexion and hair, blue eyes, woman's head on left arm. NEW PLYMOUTH.— Edward Skipper, being on licensed premises after clcsing- hours, has been found dead. ( See Police Gazette, 1911, page 515.) WANGANUI.— Isabella Johnson, default of mainten- ance, has been located by Constable Maloney, Hastings police. ( See Police Gazette, 1911, page 164.) WOODVILLE.— William Hogg, default of costs for medi- cal treatment, lias been arrested by Detective Mitchell, Gisborne police. ( See Police Gazette, 1910, page 300.) PETONE.— Arthur Gilbert ( known as Butcher), de- fault of fine and costs: The amount has been paid to Detective Mitchell, Gisborne police. ( See Police Gazette, 1911, page 88.) DENNISTON.— William Ryan, default of fine and costs : The amount has been paid to Constable Hickey, Colling- wood police. Offender had assumed the name William Walker. ( See Police Gazette, 1911, page 538 ) CHRISTCHUUCH — Stanley William Clayden, failing to provide for the future maintenance of his unborn illegiti- mate child : Warrant cancelled. ( See Police Gazette, 1910, page 472.) WAITATI.— Patrick Coakley, escaping from Seacliff Mental Hospital, has been found dead. ( See Police Gazette, 1911, page 493.) SYDNEY.— Frank Crofski Stockton, wilfully making a false statement respecting his marriage, has been arrester? by Detective- Sergeant Boddam, New Plymouth police. AUCKLAND.— Between July and September last, in transit per s. s. " Rimutaka " from London to Auckland, the pro- perty of SMITH AND CAUGHEY, drapers, fourteen ladies' light- tweed costumes of various patterns and sizes, two white- cotton robe dresses, one white- muslin dress, eight white- embroidery skirts of various sizes, and five cotton Princess skirts of various patterns and sizes; total value, £ 79 10s. Identification doubtful. MERCER. — About the 29th ultimo, the property of LEONARD GRIFFITHS, fruit- farmer, Te Kauwbata, a fawn- coloured Sirdar bull- bitch pup, with a little white about head, neck, and lips; and a fawn- coloured Sirdar bulldog pup, with a little white about head, neck, and lips: total value, £ 12 12s. Identifiable. ROTORUA.— About 8th instant, from the stable of Griffiths Bros., the property of THOMAS CECIL HAWKINS, out- fitter, Arawa Street, a bay mare, seven years old, 14 hands high, noticeable white ring round neck, long mane and tail; value, £ 10. Identifiable. WAIPIKO BAY.— Between lst July last and 8th instant, the cottage of JAMES BOWIE CUMMING, surveyor, Te Araroa, was broken into, and the following articles stolen therefrom : A pair of black prism binoculars, marked " Ross X 10 " ; a pair of gold diamond- and- bar- pattern sleeve- links, with " J. B. C." engraved thereon ; a silver match- box, with " J. B. C." engravtd thereon; a silver match- box; twelve tennis- shirts, and a white counterpane : total value, £ 14 15s. Identifiable except clothing. WELLINGTON.— HENRY HAMPTON RAYWARD'S stolen watch is No. 7680224, not 7689224 as previously given. ( See Police Gazette, 1911, page 539.) PICTON.— Between 25th and 27th ultimo, in transit from Wellington to Blenheim, the property of WILLIAM BATTEN, traveller for Archibald Clark and Son, Welling- ton, a ladies' full- size white embroidered muslin robe, with insertion round skirt; and a ladies' full- size striped- zephyr robe : total value, £ 2 16s. 6d. Identifiable. BLENHEIM.— 1st instant, the dwelling of ARTHUR E. NICOLL, builder, Charles Street, was broken into, and the following articles stolen therefrom : A gentlemen's nearly new dark- brown tweed suit, with " D. G. Anderson, maker, Blenheim," on tag ; a white- silk handkerchief; two sover- eigns ; a half- sovereign; a £ 1 note ; and 4s. 6d. in silver coin : total value, £ 8 19s. 6d. Clothing only identifiable. Suspicion is attached to a Man ( name unknown), age about forty, height 5 ft. 7 in. or 8 in., medium build; dressed in dark suit and cap. ST. ALBANS ( CHRISTCHURCH). — lst ultimo, from the stable of CHARLES BROWN, dairyman, 398 James Road, a heavy brown hack mare, about sixteen years old, about 15J hands high, one white hind fetlock ; value, £ 10. Identifiable. RAKAIA.— Between 6th and 17th instant, the dwelling of ADAM BEGG, Presbyterian Minister, was broken into, and the following articles stolen therefrom : A gentlemen's silver double- case Stewart Dawson watch, with broken ring ; a silver curb- pattern chain ; a ladies' gold albert chain, with tassel ; a gold- mounted greenstone pendant, indistinctly inscribed "( Num. 6, 24, 25, 26)"; two 6ilver- backed hair- brushes ; a silver- backed clothes- brush ; a white- handle hollow - ground Attache razor; a tooth- brush in nickel case ; and about 8s. in money : total value, £ 8. Identifiable except money. TIMARU.— 7th instant, from the vard at the Herald Office, the property of JOHN CRAYCROFT DAVEY, printer, a gentlemen's old black- enameiled Zealandia bicycle, one grip missing, fixed wheel, rat- trap pedals, and bell ; value, £ 4. Identifiable. TIJIAKU.— 3rd instant, from a bedroom in the Royal Hotel, the property of H. R. SMITH, insurance agent, a gentlemen's fawn three- quarter rainproof overcoat, sloping outside pockets, ticket- pocket, with fox head- pattern buttons, tartan lining, and sleeve- clips ; value, £ 4. ANDREW'S.— 2nd instant, from the dwelling of HELEN SHEPHERD COPLAND, teacher, Kohika, a ladies' 18 ct. gold bracelet, with small bar set with diamonds, two rubies, and two opals ; value, £ 7 10s. Si2 INQUIRIES, ETC., FROM OUTSIDE NEW ZEALAND. • REDFERN ( NEW SOUTH WALES).— A warrant has been issued by the Redfern Bench for the arrest of William George Hawkins, charged with disobeying a Magis- terial order for the suppoit of his wife. Description: Age thirty- three, height 5 ft. 8 in. or 9 in., plumber and gas- fitter, thin build, fail' complexion, light- brown hair, brown eyes, impediment in speech ; dressed in brown suit and black hard hat. He is supposed to have come to this Do- minion. Complainant, Sarah Hawkins, 8 Croydon Road, C'oydon. ( See New South Wales Police Gazette, 1911, page 169.) ( P. 11/ 2151.) NARROGIN, E. ( WESTERN AUSTRALIA). — Inquiry is re- quested to Bsoertain the vvnereabouts of Thomas Green, naiive of Lancashire, England, insurance agent, who is su| posed to have come to this Dominion in 1910. His photograph is filed in the Commissioner's Office, Welling- ton. Inquiry is at the instance of his wife, Harriet Green, Colne Farm, Lake Toolibin. ( P. 11/ 2140.) HONG KONG.— 30th September last, on warrant for embezzling $ 6,000, the property of the South China Morning Post, Hong Kong, E. Berkeley Ayris, age thirty- seven, height about 5 ft. 7 in. or 8 in., medium build, light- brown hair turning grey at sides and usually parted in centre, grey eyes, clean- shaved, both wrists have been broken and are deformed, smart military appearance ; dressed in blue suit and straw hat; generally wears a plain gold ring on right ring- finger, and a gold tie- brooch and tie- clip with " J. V. A. T." thereon. His photograph is filed in the Com- missioner's Office, Wellingtou. Arrest deshed. ( P. 11/ 2371.) BERLIN ( GERMANY).— On warrant for cheating by card- sharo ng and forgerv, Rudolf Stallman, alias Baron Rudolf von Konig, age thirty- seven, tali, slenaer build, bioe eyes, some vliat outstanding ears, thin lips, pointed chin; dresses well; wears pince- nez or monocle; stays at the best hotels and tries to make friends in the best society ; generally gives his address as " Care of Messrs. Thomas Cook and Sons." In April last offender was arrested at Calcutta and brought before the Court for extradition, but, owing to an irregularity in the Magisterial procedure, he was released by order of the High Court. After regaining his liberty he disappeared from Calcutta on 1st September last. If located in this Dominion, au immediate communication is to be sent to the Commissioner's Office, Wellington. ISLINGTON, Governor. IN pursuance and exercise of the powers and authorities vested in me by the Animals Protection Act, 1908, I, John Poynder Dickson- Poynder, Baron Islington, the Governor of the Dominion of New Zealand, do hereby declare that, from and after the date hereof, opossums of every variety shall come within the provisions of the said Act relating to imported game as fully and effectually as if they had been included in the Second Schedule thereto. MY LORD,— With reference to my despatch No. 310, of the 5th of September, I have the honour to transmit to you, for the information of your Ministers, copies of an Order of His Majesty in Council giving effect to the Convention which was concluded on the 3rd of March, 1911, between the United Kingdom and Belgium, amend- ing Article 6 of the Extradition Treaty with Belgium of 29th October, 1901. At the Court at Buckingham Palace, the 8th day of August, 1911. Present : THE KING'S MOST EXCELLENT MAJESTY. Lord President. Lord Pentland. Lord Chamberlain. Mr. Charles Hobhouse. WHEREAS by the Extradition Acts, 1870 to 1906, it was amongst other things enacted that, where an arrangement has been made with any foreign State with respect to the surrender to such State of any fugitive criminals, His Majesty may, by Order in Council, direct that the said Acts shall apply in the case of such foreign State; and that His Majesty may, by the same or any subsequent Order, limit the operation of the Order, and restrict the same to fugitive criminals who are in or suspected of being in the part of His Majesty's dominions specified in the Order, and render the operation thereof subject to such conditions, exceptions, and qualifications as may be deemed expedient : And whereas a Treaty was concluded on the 29th day of October, 1901, between His late Majesty King Edward VII and His late Majesty the King of the Belgians, for the Extradition of Criminals, which Treaty was amended by a supplementary Convention concluded on the 5th day of March, 1907 : And whereas a further Convention was concluded on the 3rd day of March, 1911, between His Majesty and His Majesty the King of the Belgians, amending Article 6 of the aforesaid Treaty, which Convention is in the terms following :— His Majesty the King of the United Kingdom of Great Britain and Ireland and of the British Dominions beyond the Seas, Emperor of India, and His Majesty the King of the Belgians, being desirous of amending the provisions of Article 6 of the Treaty between Belgium and Great Britain of the 29th October, 1901, for the mutual extradition of fugitive criminals, have named as their respective Pleni- potentiaries, for this purpose, that is to say : His Majesty the King of the United Kingdom of Great Britain and Ireland, the Right Honourable Sir Edward Grey, a Baronet of the United Kingdom, a Member of Parliament, His Majesty's Principal Secretary of State for Foreign Affairs ; And His Majesty the King of the Belgians, Count de Lalaing, His Majesty's Envoy Extraordinary and Minister Plenipotentiary at the Court of His Britannic Majesty ; Who, having reciprocally communicated their full powers, found to be in good and due form, have agreed as follows :— ARTICLE 1. The following article is substituted for Article 6 of the Extradition Treaty of the 29th October, 1901 :— When a person shall have been extradited by one of the High Contracting Parties, that person, until he has re m 1911. NEW ZEALAND POLICE GAZETTE. 549 turned to the country from which he had been extradited, or until he has had opportunity of returning to it, shall not be detained or brought to justice in the State to which he has been handed over for any crime or on any other charge whatever prior to the extradition, except those in respect of which the extradition has been accorded. Neither shall that person, until he has had an oppor- tunity of returning to the country from which he has been extradited, be handed over to a third State. ARTICLE 2. The present Convention shall be ratified, and the ratifi- cations shall be exchanged at London, as soon as possible. It shall come into force ten days after its publication in the manner prescribed by law in the respective countries, and shall have the same force and duration as the Treaty to which it relates. In witness whereof the respective Plenipotentiaries have signed the present Convention, and have affixed thereto their seals. Done in duplicate, at London, the 3rd March, 1911. [ L. S.] [ L. S.] E. And whereas the ratifications of the above Convention were exchanged at London on the 10th day of May, 1911 : Now, therefore, His Majesty, by and with the advice of His Privy Council, and in virtue of the authority com- mitted to Him by the said recited Acts, dotli order, and it is hereby ordered, that from and after the 25th day of August, 1911, the said Acts shall apply in the case of Belgium under and in accordance with the said Treaty of the 29th October, 1901, and the supplementary Conven- tions of the 5th March, 1907, and 3rd March, 1911 : Provided always that the operation of the said Acts shall be and remain suspended within the Dominion of Canada so long as an Act of the Parliament of Canada, being Part I of chapter 155 of " The Revised Statutes of Canada, 1906," and entitled " An Act respecting the Extradition of Fugitive Criminals." shall continue in force there, and no longer.
