All communications for insertion in the POLICI GAZETTE, and all communica- tions relating to them, should be addressed to THB EDITOR OF IHI POLICI GAZETTE, NEW SCOTI. AND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTB, if they are sufficient to enable action to be taken upon them by another force. tt. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of Persons whose apprehension is sought for serious offences will be inserted at a cost of 8a. per portrait, and engravings of stolen property at a cost of ( is. per photograph or sketch, unless the article is large or unusually intricate, when the. charge will be higher. A remittance of 6s. should be. made in the first instance for cost of engraving sketches. 8. Bvery announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of s- uch person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen vroperty bear • number, and as far as practicable they are alphabetically arranged by counties. 0. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to th » number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on onr side of the paper only; they must be in the usual form, and accompanied by a covering letter. IS. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Missing Persons" are only accepted, on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should b* prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. FUGITIVE OFFENDERS. A case has come under the notice of the Editor in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the despatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated ; in the Colonies. APPREHENSIONS SOUGHT. R. 732 of 1910), age 41, height 5 ft. 8 ins., complexion bluish ( weather beaten), hair dark brown, eyes blue with yellow spots, clean shaved. DURHAM. 12.— J arrow { County).— For embezzling £ 25 between 6th and 13th inst,— JAMES SINCLAIR LEWIS, age 36, height about 6 ft., complexion fresh, hair light brown, eyes blue, cut scar on fore bead; dress, grey ( square cut) jacket and vest, dark striped trousers, dark grey overcoat, blue tie em- ' broidered with Scotch heather, strong lace boots, wearing a silver lever watch and leather albert. A bacon washer or barman; native of Sunderland. Was employed as a public house manager. Warrant issued. Inpormation to Supt. Yeandle, Jarrow- on- Tyne. ESSEX. 13.— Southend { County).— For stealing from his lodgings, 10th inst., a silver keyless English lever watch, No. 377698, nearly new, open face, Brevington," London, on inside of inner case, and a linen bag containing 7s.— WILLIAM STAPLE- TON, age 24, height 5 ft. 4 or 5 ins., stiff build, complexion fresh, hair light brown, Nellie tattooed back left forearm; dress, grey striped trousers, green tweed jacket and vest, grey cap, white wool- len sweater, lace boots. A builders' labourer; native of Tottenham. Is very fond of football. Absconded 11th inst. Warrant issued. 14.— Southend { County).— For stealing, 16th inst., a - rarpert ( recovered).— ERNEST EVANS, age 21, height about 5 ft. 7 ins., complexion fresh, hair brown, large scar ( believed) right cheek, nose flat in centre, tattooed on arms and chest ( woman one arm); dress, dark striped overcoat, brown jacket and vest, . darker trousers, grey cap with band, lace boots, sometimes wears a grey sweater. A kitchen porter. Absconded 20th inst.; stated he was going to Chatham. Believed to be a naval deserter. Warrant issued. Information to Supt. Marden, Southend. GLAMORGANSHIRE. 15.— Cardiff { City).— For obtaining money by false pretences.— WILLIAM BAILEY, for des- cription see Case No. 22, 9th June last. He took premises in March last and advertised extensively as an Auctioneer, Valuer and Estate Agent. Also money from canvassers as securities, and a large sum from a prospective partner. The money ob tained amounts to over £ 1,000; may start a similar business elsewhere. Warrant issued. 16.— Cardiff { City).— For stealing a bicycle ( recovered). — ALBERT ROBERTS, alias AL- BERT NEVILLE ROBERTS, age about 23, height 5 ft 6 or 7 ins., hair brown, long face, clean shaved.; tattooed, heart, Alice, cross, In Memory of my dear mother, left arm, busts of two females right forearm. He obtains lodgings, stating he is an engineer or mechanic, and is engaged in repairing machinery at a local mill or factory. He leaves his lodgings ostensibly to go to a railway station for his box, stealing any article he can. Is also wanted at Newport, Mon. Warrant issued. Information to the Head Constable, Cardiff. GLOUCESTERSHIRE. n- Staple Hill { County).— For obtaining £ 2 by false pretences.— REGINALD LOUIS WIL- SON ( supposed false), age about 30, height 5 ft. 5 or 6 ins., complexion and eyes dark, hair and moustache ( waxed) dark brown ; well spoken ; dress, dark brown suit, brown cap ( no lining), blue tie, button boots, rubber heels; wearing a gold ring supposed set 3 diamonds, second right finger. He represented he was a mining engineer, and had been engaged to open mines in the neighbourhood. Obtained the money to get his luggage from the Railway station. Supposed a native of Wales. HAMPSHIRE. 18.— Portsmouth { Borough).— For failing to surrender to his bail at Quarter Sessions, 5th inst., charged with stealing £ 4.— ALFRED HEARN, age 24, height 5 ft 9^ ins., complexion pale, clean shaven, very deaf; dress, dark suit, cap. Warrant issued. 19. - Portsmouth ( Borough).— For stealing a pair of spectacles, gold rims, and £ 3.— GEORGE WILSON, age 17, height 5 ft., complexion" fresh, full face, clean shaven, bridge of nose rather flat; dress, dark coat and vest, blue guernsey, blue dun- garee trousers, light cap, old brown shooting boots. On the 29th ult. he was given employment as a pot- boy at a public house, and absconded 9th inst. Is believed to have formerly worked in White- chapel. Warrant issued. HEREFORDSHIRE. 20.— Hereford { City').— For obtaining 8 sheep by false pretences, 30th August last.— SID- NEY COURTS, age 28 to 30, height 5 ft. 8 ins., complexion darK, clean shaved, a swaggering gait; dress, blue serge suit. A native of Worcester. As- sociates with bookmakers and attends race meet- ings, fairs, and markets. Warrant issued. Information to the Chief Constable, Hereford. KENT. 21.— Canterbury ( City).— For indecently assaulting two children.— CHARLES DOWSETT, age 38, height 5 ft 4A ins., complexion fresh, hair dark brown, slight moustache light, may now be clean shaven, eyes grey; dress, dark tweed jacket, fawn colour vest, dark striped tweed trousers, light grey cap, black wrapper, lace boots. A groom; native of Chelmsford. May seek employment on farms, etc. Previously convicted at Chelmsford, Hastings and Folkestone. Warrant issued. Information to the Chief Constable, Canterbury. KIRKCUDBRIGHTSHIRE. 22.- Kirkcudbright { County).— For obtaining, 9th inst., £ 25 and a bearer cheque book of the Commercial Bank of Scotland, Ltd., Kirkcudbright, No. 27529/ 27540, by presenting for payment at a bank a worthless cheque, No. 4752, drawn on Station Road, Northwich Branch of the Union Bank of Manchester, Ltd., for £ 500, and signed Frank Hope.— FRANK HOPE, age about 60, height 5 ft. 5 or 6 ins., complexion fresh, hair ( thin or slightly bald at crown) and mous- tache grey, English accent; dress, brown suit, tail coat, brown cap. Stated that he had come to re- side in the locality and intended opening an ac- count with the Bank. See Cases No. 31, 8th, No. 8, 15th, Nos. 20 & 44, 29th ult. Warrant issued. Information to the Chief Constable, Kirkcud- bright. LANCASHIRE. 28.— Ulverston ( Cown, ty).— For obtaining a cheque book, containing 12 blank cheques on the Ulverston Branch of the Bank of Liverpool, Nos. A25519 to 2"> 5<; 0, and a Bank Pass Book, HUGH WESTON DERJNG, Office No. 636- 11. For des- cription see Cnse 24 current issue and Illustrated Circular 101, figure 32. Is believed to have com- mitted many similar ofiences in surrounding districts. Warrant issued. Information to Supt. Wbittaker, Ulvenston. 24.— Barrow- in- Furness { Borough).-^ For obtaining a gold watch and chain, 4th instant, by worthless cheque, FKANK BUTLER, alia* HUGH WESTON DURING, Office No. 636- 11 ( in Illustrated Circular, No. 101, figure 32) age 50, height 5 ft. 9] in., complexion fresh, hair brown, eye* blue, nose broken and inclined to left, stout build; dress grey tweed suit, grey cap; Butler paid a cheque for £ 800 ( which was afterwards found to be worth- less) into the Dalton Branch of the Liverpool Bank, and obtained a cheque book containing forms No. A25549 to 25560. He subsequently presented one of the cheques for £ 10 2s., and obtained the gold watch and chain- from a jeweller in this Borough. Arrest also sought at Ulverston. Warrant issued. NORFOLK. 25.— Swaffham { County).— For stealing ( bailee) a bicycle ( recovered.— HERBERT SIL- COCK, age 27, height 5 ft. 9 ins., complexion fair, hair light brown, eyes grey, clean shaved, one up- per front tooth missing; dress, grey jacket suit, dark striped overcoat, bowler hat, brown lace boots, suede uppers. A native of Peterboro', represented he was an advance agent for Cohen, of London, who conduct sales of jewellers' bankrupt stocks. Warrant issued. Information to Supt. Flint, Swaffham. 26.— Norwich • City).— For failing to sur- render to his bail 18th inst., on a charge of forg- ing a bill of exchange for £ 300.— VERNER RUS- SEHL, age 36, height about 5 ft. 10 ins., rather broad shoulders, complexion very fresh, hair black, clean shaved, stoops slightly, a heavy drinker, hor- sey appearance, supposed an Irishman. He called at a house agent's, and asked for addresses of grocery businesses for sale. After discussing business, produced a cheque, drawn on the London Provincial Bank, Ltd., by Frank Duggan in favour of Joseph Edwards, and induced the agent to cash same; is identical with man, Case No. 20, loth ult, Warrant issued. He is an ex- bandsman, has served in the Royal Garrison Artillery, plays the flute, piccolo, oboe, and saxaphone. For the past 3 months has been employed as a casual postman.
