T H E GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, JUNE 2, 1911. VOL. XXVIII., No. 2862. 1. All communications for insertion in the POLICE GAZETTE, and all communica- tions relating to them, should be address/ d to THE EDITOR OP THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. ' 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of Persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of 6s. per photograph, or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit te the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result front such publication. 11. Announcements for the Friday issue should be forwarded so as to be recrirrd not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the ; paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent hy post within the United Kingdom. S.— For conspiracy to defraud ( long firm frauds), HAROLD JENKINS, age about 55, height 5 ft. 9 ins., stoops " lightly, complexion sallow, hair grey, , eyes ( rather prominent) dark brown, clean shaven, wears gold- rimmed pince- nez, bad teeth, speaks softly and quickly with American accent; dress, grey cashmere jacket suit, white vest siip, pocket inside of vest with flap and button. Sup- posed a Canadian. FREDERICK WILLIAM MALLENSON, age about 45, height 5 ft. 8 ins., complexion fresh, pock marked, hair, moustache and short beard sandy; dress, blue serge jacket suit, white vest slip, permanent turnup trousers, wore a heavy gold ring set diamond, and a large gold coin on watch chain. An auctioneer, native of Knaresborough Yorkshire. See case No. 2, 9th December, 1910. Warrant issued. Not to be arrested out of the United Kingdom. 7.— For stealing £ 45 entrusted to him to take to a Bank— WILLIAM MANNING, age 32, height 5 ft 5 ins., hair and heavy moustache ( turned up at ends) dark brown, cast in right eye, sup- posed wearing new clothing. A potman. Warant issued. Not to be arrested out of the United Kingdom. 8.— For stealing 105 dozen pairs of braces and other articles— CHARLES H. Stated he was a Stockbroker with business addresses in Durban, South Africa and Feuchurch Street, London, that he had lost £ 300 at a race meeting and was on way to Edinburgh to meet his father. DERBYSHIRE. 12.— Chesterfield ( Borough).-- For obtaining food by false pretences, 27th ult.— SMiTH, age about 55, height 5 ft. 10 or 11 ins., stout build, large red face, clean shaven, shuffling gait. Jlo took lodgings, stated that he was a wheel tapper on the Great Central Railway and had come from Leeds, the following morning he obtained 10/- for the purpose of getting his luggage. Od.— JOHN NISBETT, age 28 to 30, height 5 ft. 2 or 3 ins., complexion fresh, hair brown, rather bad sight, sometimes wears glasses, rather bow legged; dress, blue serge suit, light cap, brown boots. He was employed as boots at a college. Is fond of stating that he belongs to the Army Reserve. Warrant issued. Information to Supt. Lennon, Witham. Davies, Bridgend. 18.— Cardiff ( City).— For obtaining money by false pretences— WILLIAM BAILEY, age 40, height 5 ft. 7 ins., complexion fair, rather full face, hair light, right eye slightly sunken, left eye pro- Erifdes, wears glasses, left pebble much thicker than right, artificial teeth, usually wears frock coat, fancy vest, silk hat. Is said to have resided at Islington and traded as a cigar manufacturer. Supposed to have in his possession a large sum of money, a cheque- book on the National Provincial Bank of England, Ltd. Cardiff Branch, a r. ew leather hat case, 3 large and 1 small leather port- manteaux, a parcel containing cigars and 14 diamond rings ( some lady's). A11 auctioneer. Complaints have' been received of his having duped persons to the extent of £ 778. Absconded 27th ult., may endeavour to leave the country. Warrant issued. Information to the Head Constable, Cardiff. COLLEDGE, age 31, height about 5 ft. 10 ins., hair ftgTit brown, moustache a few weeks growth, may now be clean shaven, erect bearing, cast in one eye, slight impediment in speech, very plaus- ible, quiet manner; dress, dark blue flannel jacket, suit with small stripes, green soft felt hat, patent leather boots with suede tops. Has been tea^ plant- ing in India wiiTi'iiis father. He made out a draft 011 the Hong Kong and Shanghai Bank, Lombard Street, London, stating he had left his cheque- book at fiome, obtained the confidence of a trades- man to cash same. Warrant issued. LANCASHIRE. 26.— Wig an ( County^.—, For attempted mur- der and robbery— ROBERT McGOWAN, alias BRANNON, age 25 or 26, height 5 ft. 10 ins., complexion sallow, hair brown, eyes blue, clasped hands and heart left forearm; dress, dark clothing, cap, muffler and clogs. A native of Wigan. Has worked in several parts of Yorkshire, and may be found working ill a colliery. Is believed to be a reservist of the Lancashire Fusiliers. Information to Supt. A. silver medal clasped hands engraved one side, attached— THOMAS CARNEY, age 36, height 5 ft. 4ins., slight build, complexion rather pale, sharp features, hair dark brown, moustache brown, eyes dark. Follows race meetings and sells fancy designs cut out of paper. 28.— B& ri'OW- in- Fumess ( Borough).— For stealing overcoats ( recovered)— ALBERT ED- WARD I'ANSON, age 19, height 5 ft. 9 or 10 ins., complexion fresh, round face, hair light brown, eyes grey, blue mark base of right thumb, cut mark left eyebrow and back of head, speaks slowly and quietly; dress, dark jacket and vest, light grey trousers, dark muffler, brown cap. Has been in the Leeds reformatory school. May be found working as a farm labourer. Information to the Chief Constable, Barrow- in- Furness. IESCES TERSHIRE„ 29.— Lutterworth ( County\— For obtaining money and a bicycle by false pretences— ARTHUR CROSS, alias HOWARD STANTON and AR- THUR GEORGE SPREY, Office No. 623- 04 ( case 4, 28th April 1* 911), age 32, height 5 ft. 1 in., com- plexion fresh, hair light brown ( thin on top), eyes grey, 3 scars back of neck, 1 outer angle right eye, 2 centre of forehead, left eyebrow, back of head and back left thumb, several brown spots back left arm; dress, dark striped jacket, dark trousers, dark woollen vest ( red spots), green mixture cap Na- tive of New York. LINCOLNSHIRE. 30.— Ep WOS'th ( County).— For stealing. 23rd ult., 2 horse rugs; 2 blankets; 2 sheets; 3 pillow cases; 3 bolster do; 1 bed quilt; 1 cotton shirt; 1 safety razor and case; 1 small looking glass; 3 tablespoons; 1 salt do; 1 brown tin trunk— ETH- EL EXCREET, age 28 to 30, height about 4 ft. 11 ins., complexion fresh, hair light brown, wears fringe; dress, light blouse, brown skirt, brown feit hat, square buckle on one side, black jacket, button boots. She was employed as housekeeper. Is ac- companied by a boy age about 4}, years; dress, lightish knicker suit, dark sailor cap. Warrant issued. Information to Supt. Spofforth. Epworth. MIDLOTHIAN. 31.— Edinburgh ( County).— For obtaining by a worthless cheque, 23rd ult., a bright buy Irish bred gip horse, 7 years, 17 hands, white star on forehead, white about 9 ins. up near fore- leg and off hind leg, white mark 6 by 2 ins. 011 near side front of haunch.— THOMAS GILLES- PIE ( probably false), age 40 to 50, height about 6 ft., complexion l'resh, hair and moustache ( waxed at ends) dark and of military appearance; dress, dark tweed jacket suit, ® " aek hard felt hat. He advertised for horses and on 22nd. ult., by ar- rangement took a veterinary surgeon who examined the horse, and purchased it for a supposed firm at Greenock, the following day the horse was hand- ed over and paid for by a cheque No. 6994130 en the Clydesdale Bank, Ltd., Greenock, in name of James Redhead and Co., which was returned marked " No account." On 15th ult. £ 12 was de- posited at the Bank " and a cheque book issued, on 16th ult. £ 11 17s. was drawn by cheque. See cases Nos. 12 and 13, 3rd March, and 8 10th March last* Warrant issued.
