THE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, APRIL 7, 1911. VOL. XXVIII., No. 2846. 1. All communications for insertion in the POLICE GAZETTE, and all communica- tions relating to them, should be addressed to TUB EDITOR OK THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. • 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. it. Portraits of Persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of Gs. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Xcw Scotland Yard, hi Postal Order, or by Post Office Order, payable at Parliament Street I'ost Office. 13. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsrqwnt issue cannot be guaranteed. The charge for such insertion ( if accipled) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should he prepaid at the ordinary rate for printed matter sent by post within liie United Kingdom. THE EDITOR. UNDER the existing arrangements the finger impressions will be taken, and recorded at the Finger Print Department, Convict Supervision Office, New Scotland Yard, of all persons convicted AS follows: — ( a) All persons coming within Sections 5, 7, or 8, of the Prevention of Crimes Act, 1871. (( J) All persons, at Assizes or Quarter Sessions, sentenced to not less than one months imprison- ment, without option of a fine, for any of the offences shown below. ( c) All persons, at Petty Sessional, Police, or Stipendiary Magistrate's Court, sentenced to more than one months imprisonment, without option of a fine, for any of the following offences : — Aliens ( Sec. 3 Aliens Act of 1905). Arson. Assaults with intent to rob. Attempted burglary. Attempted larceny. Attempts to break into churches, houses, shops, warehouses, & c. Attempts to obtain goods and money by false pretences. Bankruptcy offences. Being found on enclosed premises. Breaking into churches, houses, shops, warehouses, & c. Burglary. - Cattle stealing. Coining. Conspiracies of all descriptions. Embezzlement. Entering with intent to commit a felony. Extortion by threats. Felonious wounding. Forgery. Fraud. Frequenting. Horse stealing. Housebreaking. Importuning male persons to commit un- natural offences ( Vagrancy Act, 1898, Sec. 1, par. b). Indecent assault on female. Mental degenerates. Obtaining goods and money by false pre- tences. Possessing housebreaking tools. Procuration of women and girls. Prostitution, living on proceeds of ( Vagrancy Act 1898, Sec. 1, para. a). Receiving. Robbery. Sacrilege. Sheep stealing. Shopbreaking. Suspected person. Unlawful possession. Uttering counterfeit coin. Warehousebreaking. But all offenders of the first Division, and such of the second Division as have never been previously convicted, are exempted from this order. In order to avoid the retention of useless records in the Finger Print Department, the Registrar of Habitual Criminals would be glad if the Chief Constables of Counties, Cities, and Boroughs, will, in future, notify the death of any criminal who has been finger- printed. The notification should contain the full name and aliases, particulars of conviction, or convictions if possible, also the No. published in the List of Habitual Criminals. APPREHENSIONS SOUGHT. A native of Poland. Warrant issued. 2.— G Division*— For stealing £ 6 from a till 15th ult.- JAMES WHARTON, age 25, height 5 ft. 5 or 6 ins., complexion fresh, hair light, eyes grey, of smart appearance, dress, brown striped suit, dark tie, black hard felt hat, lace boots. A barman, supposed a native of Yarmouth. 3.— IV Division.— For obtaining £ 25 by fraud— HERBERT J. LEWIS, alias HARRIS, age about 30, height 5 ft. 6 in., complexioi swarthy, hair black, cleaned shaved, eyes dark, slight- ly hunchback, carries his head forward, » f Jewish appearance; dress light fawn colour over- coat, blue serge suit, black hard felt hat. H « represents himself as a money- lender, advertise* for a collector, and obtains money as security. Warrant issued. Information to be forwarded to the Metropol- itan Police Office, New Scotland Yard, S. W. BERKSHIRE. I.— Newbury ( County). — For uttering a forged bankers cheque and obtaining £ 14 6s. by false pretences— JESSE GREEN COX, age 38, height 5 ft. 10 inv stout build, complexion fresh, hair ( turning grey on temples), black, small mous- tache dark, may be clean shaven, eyes dark; dog's headi heart and arrow & c. tattooed on one arm. A traveller, native of Nottingham, recently employ- ed by a firm of confectioners. Photograph can be seen on application. Warrant issued. Information to Supt. Gamble, Newbury. 5.— Windsor ( Borough).— For stealing 28th ult., a piano organ, 48 hammer, maker " Pasquale," green cloth cover, barrow painted light blue, lined yellow. Pacitto Garden Court written on music frame inside, also on outside of right shaft. Boer war picture and 2 flowered mirrors on front, 10 tunes among them being " Little Wooden Hut". " Irish Molly", and •< Jenny Mine"— HARRY WILSON, age 34 to 36, height o ft. 7 in., red face, rather long features, hair and moustache light, very short- sighted; dress dark jacket and vest, cfd gree « cord trousers, boots with patches across fronts, dark cap, yellow neckerchief, with white spots. He arrived here on 21st February, 1911, and stated he had walked from Birmingham, and while on the road he was sentenced to 21 days' imprisonment at Oxford for begging. Also that he knew Cardiff and South Wales well. Warrant issued. Information to the Chief Constable, Windsor. CAMBRIDGESHIRE 6. — Cambridge ( Borough). — For house- breaking 29th ult.— A MAN, age 30 to 35, height 5 ft. 5 or 6 ins. square shoulders, complexion pale, slight moustache light, walks erect, takes short, quick steps; wearing light speckled tweed over- coat, velvet collar, mauve tie, black bowler hat. He was arrested 29th ult., but escaped from cus- tody. Information to the Chief Constable, Borough Police, Cambridge. 2 THE POLICE GAZETTE. CHESHIRE. 7. — Chester ( City). — For forging and uttering a Post Office money order, 15th ult.— THOMAS COX, age 35 to 40, height 5 ft. 5 or 6ins., complexion fresh, hair and moustache light brown, wore pince- nez or rimless glasses; dress, blue suit, fawn colour waterproof with Prussian collar, " Belfast Shirt and Collar Co., and Defiar " • n label inside. He purchased the waterproof, and in payment tendered a crossed Post Office Money Order for £ 8 15s. 6d. ( bogus),, and obtain- ed £ 2. Believed identical with HENRY C. WILLIS, case No. 29, 24th ult. Information to the Chief Constable, City Police, Chester. 8— Macclesfield ( Borough).— Fov stealing 2nd ult., a copper tray ( recovered), — MARTIN PATON, age 39„ height 5 ft. 7 ins., red face, moustache sandy; dress, dark jacket and vest, cord trousers, dark cap, all old A farm labourer, may be found at common lodging houses. Has been convicted at Uttoxeter, Alsager, and Congle- ton. Warrant issued. Information to the Chief Constable, Town Hall, Macclesfield. CUMBERLAND. 9— Whitehaven ( County).— For stealing pencil iron ore ( recovered)— JOHN HOWLETT, age about 24, height 5 ft. 6 ins., complexion fresh, round face, hair ( curly) and slight moustache dark, eyes blue, teeth missing; dress, grey jacket and vest, old black trousers., blue muffler, dark cap, and clogs. A miner, native of Cleator Moor. Warrant issued. information to Supt. Hogg, Whitehaven. ESSEX. 10 - Brentwood ( County).- For^ bsconding with workhouse clothing - FREDERICK BAKE, age 47, height 5 ft. 9 in., complexion and hair dark, a jobbing gardener; dress tweed jacket and cap, cord vest, trousers, nailed boots stamped P. B. W.,' shirt, braces, socks, woollen scarf, all branded " Poplar Branch Workhouse, Dunton." Warrant issued. Information to Supt. Cowell, Brentwood. 11. — Saffron Waiden ( County\ — For stealing 30th ult., at Stansted, a set of single black leather harness, brass mounted, square buckles, square blinkers, brass hames and chain, black leather collar, 2 new traces, hip strap, one side partly worn, pair of plain leather reins, bil- lets recently renewed, crest " stork" in brass on pad and blinkers; lClimax cycle tyre, 28 in., studded; 1 pair carriage lamps, brass sockets, plated inside, glass nearly all round, spring in- side, maker, Windover, London," on socket; 1 blue cloth knee apron, check lining, white bone button to fasten strap, patch inside near bottom : 1 paid white woollen gloves; 1 pair old brown driving do.— TWO MEN, lst age 35 to 40, height about 5 ft. 8 in., 2nd age 35 to 40, shorter than lst man, one wearing soft black felt hat, other a cap, brown overcoats, one lighter than other; appearance of low horse dealers. They were driving a small brown pony in cart painted dark with lattice work body. Information to Supt. Hailstone, Saffron Wal- den. 12.— Southend ( County) — For stealing from his lodgings a silver watch, gold hands, " Samuels" on dial, and £ 1 Is. lid.— WILLIAM ARTHUR ISAAC SKILTON, age 19, height 5 ft. 9 ins , com- plexion fair, hair brown, girl, memorial stone, In memory of my mother, snake, butterfly. Man- o'- war, angel < fcc., on arms; dress, dark grey blanket cloth overcoat, old blue jacket, spotted vest, odd fancy buttons, ( another vest under), black trousers, blue scarf, bowler hat, lace boots. A seaman, native of London. May have a seaman's discharge book in his possession. Warrant issued. Information to Supt. Marden, Southend- on- Sea. GLAMORGANSHIRE. 13.— Cardiff ( City).— For obtaining goods by a forged cheque— JOSEPH CHARLES PETER- SON, alias PETE, age about 30, height 5 ft. 3 or 4 in., complexion fresh, hair ( long) and eyes ( full) light, clean shaved; dress Norfolk jacket, knickers, stockings and cap. A dentist's assistant. O l 21st inst. he ordered goods value £ 1 19s. 6d., and in payment tendered a cheque No. 73/ 234268, made in his favour, signed " D. Morgan," drawn on Lloyds' Bank, Aberdare Branch. Has several other cheques in his posession. Warrant issued. 14.— Cardiff ( City).— For shopbreaking and larceny— FRANK ROWLINSON, Office No. 330- 11, age 22, height 5 ft. 5f in., complexion fresh, hair brown, eyes grey, clean shaved; scar right eyebrow, mole outside left forearm; dress blue serge suit, new cap, muffler. Native of Brentwood, Essex. Also TWO MEN, first age 25 to 30, height 5 ft. 3 in., stout build, com- plexion fresh, eyes blue; dress blue serge suit, cap; 2nd age about 24, height 5 ft. 9 in., dress blue serge jacket, brown trousers, and cap. These men were traced to Pontypool 27th ult., but left same day, supposed on tramp. 15.— Cardiff ( City),— For failing to report change of residence, Licence holder JOHN BURNS, Office No. 549- 11, age 27, height 5 ft 7J ins., com- plexion fresh, hair and moustache light brown, eyes hazel, scar left eyebrow, top of head, left calf, crossed hands, heart, true love, Kate, shamrock and thistle back of left forearm ; dress, light grey suit and cap, Sentenced at Swansea Assizes 3rd December, 1908. to 8 years penal servitude for robbery with violence. Warrant issued. 10.— Cardiff ( City).— For obtaining a horse by a forged cheque for £ 21, drawn on the London County and Westminster Bank, Ltd., High Holborn Branch, and signed " Cooke, Frean and Co."— J. SWIFT ( supposed false), age about 36p height 5 ft. 8 ins., good build, complexion fresh, hair dark brown, and heavy moustache dark, in- clined to wavy, heavy eyebrows, small eyes, ner- vous disposition; dress. navy blue suit, greenish overcoat, sac back, green and red striped silk muffler, glossy bowler hat. gold chain. Repre- sented that he was district agent for Messrs. Cooke, Frean, and Co., London, and produced a card to that effect, and that he was staying at Newport. He ascertained that the presecutor had a horse for sale,, called upon him, and purchased the animal. Warrant issued. Information to the Head Constable, Cardiff. GL OUCES TERSHIRE. 17.— Gloucester ( Count?/).— For attempting to procure abortion, JONAH ASTON CRUMPTON, age 26 to 29, height 5 ft. 4 or 5 ins., complexion sallow, very full face, hair dark brown, clean shaved, short neck ; dress, grey coat and vest, breeches, tight- fitting blown leather leggings, cap with large peak, may be wearing a Melton overcoat or mackintosh, silver watch- chain, across top of vest. A native of Stoke Works, Bromsgiove. Attends race- meetings, " Aston Bromsgrove " wr itten on bag which he uses on the course. May endeavour to leave the country. Warrant issued. Information to the Deputy Chief Constable, Gloucester. HAMPSHIRE. 18.— Gosport ( County).— For leaving his wife chargeable to the Alverstoke Union, April, 1910 — SAMUEL PAGE, age 59,, height 5 ft. 10 in., complexion fresh, hair ( turning grey) light brown eyes blue, 2 moles left cheek, scars back of both hands. A carter, native of Lancing ( Sussex). Usually employed on farms or by haulage con- tractors. Is a pensioner of the Royal Garrison Artillery. Absconded April, 1910. See case No 24, 31st. ult. Warrant issued. A reward of £ 2 will be paid by F. B. Bulmer, Esq., Clerk to the Guardians, Alverstoke, for the arrest of Page. Information to Supt. Cottle, Gosport. 19.— Portsmouth ( Borough).— For stealing. 29th ult.,, a " Yost" typewriter ( recovered)— TWO MEN, lst age about 25, height 5 ft. 8 ins., com- plexion fair, hair light, clean shaved; dress light grey suit and cap; 2nd age about 24, height 5 ft. 6 in., rather stout build, complexion dark, clean shaved ; dress grey suit. Both speak German flu- ently, and stated they were music- hall artistes. May use the names of C. Bielstein and Fritz Lade. Believed to have gone to Southampton. 20 — Portsmouth ( Borough).— For stealing, 20th ult., a pair of gold solitaires, chased, rather large; 1 lady's gold ring, set topaz ( formerly a wedding ring); I do. single stone diamond ring, very small stone; 1 15 carat gold ring, set oval cornelian; 1 do. single albert, cable pattern; oval locket, blue enamel in front containing pho- tographs of a lady and gentleman; 1 silver key- less demi- hunter watch, blue enamel numerals,— GASTON PERLMAN alias GEORGE PULL- MAN. age 181, height 5 ft 1 or 2 ins., complexion dark, hair nearly black, clean shaven, eyes brown, front upper teeth rather irregular; dress, blue serge suit ( American make), grey cap with band and large peak, black and white silk tie, lace boots, toes turn upwards. Believed to have le- cently returned from Canada. Absconded 20th ult. Warrant issued. Information to the Chief Constable, Town Hall, Portsmouth. HEREFORDSHIRE. 21— Hereford ( City).— For obtaining money by false pretences, 18th ult.— WILLIAM STAN- LEY alias DUDLEY, age about 23, height about 6 feet,,. compLexion rather pale, hair ( rather long), brown, clean shaven, eyes blue; dress, dark green speckled overcoat and cap, fancy plaid vest, army grey Bedford cord breeches, brown leggings, celluloid collar, small bow tie, old boots, wears a leather watch- chain with horse bit in centre;— BERT THOMAS, age about 35, height 5 ' ft. 4 to 6 ins., hair light brown, clean shaven, rather full face red and blotchy; dress, light grey over- coat with large plaid squares, navy blue suit with fancy buttons on vest with figure of man thereon, celluloid collar, green tie, lizard brooch pin; natives of Cardiff. Stated they were agents for a firm at Cardiff, and were canvassing for the sale of mirrors with green leaves and swans painted thereon, each carrying a sample, called upon citizens, obtained an order for a mirror, and a deposit of 2s., gave a receipt for same, stating the order would be executed iai about two days. HER TFORDSHIRE. 22. — Watford ( County). — For stealing ( servant) £ 7 17s. 6d. and Postal orders to the value of £ 6 13>. 6d., 20tli ult.— JOHN WILLIAM FIN- LAY, age 35, height 5 ft. 5 ins., clean shaved, 2 upper teeth deficient; dress, dark grey suit, dark green rainproof coat, bowler hat. Warrant issued. Information to Supt. Wood, Watford. 23.— St. Albans ( City). — For leaving his wife chargeable to the St. Alban's Union,— HEN- RY RICHARD HARRISON, age 35. height 5 ft. 10£ in., complexion fresh, hair brown, eyes blue, of smart appearance. Recently resigned from this Police Force, formerly served in the Royal Garrison Ar- tillery, was at one time a conductor on one of the London Underground Railways. Warrant issued. A reward of £ 1 Is. will be paid by R. W. Brabant, Esq., Clerk to the Guardians, St. Albans for the arrest of Harrison. Information to the Head Constable, St. Albans KENT. 24.— Sittingbourne ( County).— For obtain, ing £ 50 with intent to cheat and defraud, EDWARD MCCARTHY, age 50, height, 5 ft. 4 or 5 ins., hair ( turning grey) brown, an assistant school teacher. HAROLD MCCARTHY, alias STANHOPE and H. Y. JACKSON, age 22, height 5 ft. 8, ins., com- plexion pale, hair ( very long in front) dark, wearing a cycling suit. They advertise eggs for sale, receive payment but fail to supply them. The latter also advertises himself as an egg merchant and teacher in poultry farming. Warrant issued. Information to Supt. LANCASHIRE. 25.— Black burn ( Borough).— For conspiracy to defraud, ROBERT BULCOCK, alias RILEY, Office No. 963- 10 ; age 32 ; height 5 ft. 7 in. ; com* plexion sallow, hair ( rather long) dark brown ; eyes,, brown; scar, right temple ; dress, dark over- coat, dark jacket suit ; An agent, native of Blackburn. M— Newcastle- upon- Tyne ( City).— For failing to report.— MATTHEW WILSON, Office No. 443- 05, age 24, height 5 ft. 4ins., com- plexion fresh, hair dark brown, eyes blue; scar bridge of nose, " M. W.„" and ring left forearm; sentenced Newcastle- upon- Tyne Quarter Sessions, 6th April, 1906, to 3 years penal servitude fnr shopbreaking; Released on second licence 27th December, 1910. STAFFORDSHIRE. 27.- Stoke- on- Trent ( Borough).— For embezzling £ 34— JAMES BROMLEY, age about 26, height about 5 ft. 11 in., complexion pale, hair brown, usually clean shaven, suffers from rheumatism in legs, and invariably uses a stick, YORKSHIRE ( West Riding). 28.— Wakefield ( County).— For stealing at Castleford, 6th ult., a gold keyless Geneva lever watch, No. 833412, plain case, white dial, black numerals and hands, 1 double gold albert, fancy pattern, e/ Iz/- scratched on swivel; gold Ger- man coin and silver matchbox attached ; 1 pair green- striped trousers ; 1 pair light lace boots, size 7; 1 dark brown leather purse containing £ 1 13s. 9d.— PERCY WILLIAM GAUNT, alias PERCY LORD GAUNT, age 32, height 5ft. 6in., complexion fresh, hair dark brown, heavy mous- tache brown, eyes blue, initials tattooed on one arm, of smart appearance, well educated, dress dark check jacket and vest, black trousers ( wide legs), may of smart appearance. A native of Longton. Late be wearing the stolen pair, brown cap, black and white check muffller, and stolen boots. A good pianist and clarionet player. A drysalter or secretary of a Building Society. Supposed to have left for Hull, 6th ult., stating his intention of joining a ship there. Information to Supt. Aykroyd, Pontefract, or the Chief Constable, County Police, Wakefield. OXFORDSHIRE. 29.— Caversham ( County).— For obtaining a cheque for £ 1 Is. by false pretences at Goring, 24th ult.,— A MAN, age 35, height 5 ft 9 ins., complexion sallow, hair and moustache dark; dress, dark overcoat and suit, bowler hat, carried a small black bag. Represented that he was col- lecting money for a Railway Working Mens' Club. Warrant issued. Information to Inspector Page, Caversham. SHROPSHIRE. 30,— Ludlow ( County).— For obtaining money by false pretences, 18th ult., J. JONES, alias HINTON, age about 28 ; height, 5t. 9 or 10 ins. ; complexion, fresh ; rather full face, hair light, clean shaved ; dress, green and greyish plaid suit, light fawn colour mackintosh, right pocket sewn with white cotton, light green cap, lace boots. He repre- sents himself as a photographer, has with him a camera, small tripod and bag. Calls upon persons, pretends to take their photograph and promises to send them on, obtains money, gives receipts with " 81, Newmarket Street, Hereford," thereon. Talked of religion and stated he was an atheist. Warrant issued. Information to Supt. Perry, Ludlow, SOMERSETSHIRE. 81.— Bath ( City).— For embezzlement, CYRIL CLIFFORD CLEMENT, age about 30, height 5 ft. 4 or 5 ins , complexion sallow, hair and moustache dark.
