All communications for insertion in the POLICE GAZETTE, ami all communica- tions relating to them, should be. addressed to TUE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of Persons whose apprehension is sought for serious offcnces will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of ( is. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. .4 remittance of 6s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous tliireto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Xew Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion ill the next or any subsequrnt issue cannot be guaranteed. The charge for such insertion ( if acccpted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. THE EDITOR. New Scotland Yard. Warrant issued. 10.— Holyhead ( County). — For stealing a gold ring ( recovered).— THOMAS EDWARDS, age 20, height 5ft. 4 or 5 in., complexion ruddy, hair dark, moustache brown, large prominent eyes, clasped hands one arm, anchor back of one hand; dress, navy blue jacket and vest, grey trousers, blue muffler with white stripes, grey cap, lace shoes. BERKSHIRE. 11. — Reading ( Borough). — For stealing a black silk skirt; one white jap shirt; 12 silver tea spoons ( shell pattern bowls), plain handles; one pair of silver tongs ( scissor pattern), 13th inst.— MATTINSON, age 33, height 5 ft. 6 in. slight build, complexion pale; dress, blue serge coat, with braided silk collar, silk skirt, white silk tie, princess petticoat, no corsets, button boots, grey pink lined motor bonnet, grey veil attached, green mixture raincoat, wearing motor goggles. She obtained the property on approval, by representing herself to be the daughter of a clergyman in the neighbourhood. Is no doubt identical with woman ( Case 23, 24tli February, 1911). She also obtained other articles which she has since returned per G. W. R. from Churchdown, togflther with a letter signed " B. R. Howard." Warrant issued. DERBYSHIRE. 15.— Chesterfield ( Borough).— For obtain- ing by false pretences, 15tli inst., a gold brass and bronze image of a boy standing with a spade be- side him, about 6 or 7 in. high, antique; a lady's tortoise- shell card case, inlaid with silver and mother- o'- pearl, initials " L. E."; 2 serviette rings enamelled dark blue on copper, flowered, green inside, very old; gent's dark green leather dressing case containing several nickel plated articles; a silver pencil and pen holder; a pair of scissors, silver handles; a white silk muffler and a travelling rug — GEORGE THOMPSON, alias RICE, Office No. 1326- 98, ( Illustrated Circular 95, figure 15), age about 60, height 5 ft. 11 in., complexion sallow, hair and moustache grey, eyes brown ; scar back of neck, slightly flat- footed ; dress, blue jacket suit, black cap, turned down collar, smart appear- ance. He proposed marriage to the owner of the above property, stating that he was of independent means and owned a good class house in Notting- ham, and obtained possession of the articles with the supposed object of conveying them to his Nottingham residence in anticipation of the marriage. BRECONSHIRE. 12-— Brecon ( Borough).— For obtaining food and lodgings by false pretences GRIFFITHS, age 20, height 5 ft. 8 or 9 in., complexion pale, hair black, good teeth, clean shaved; dress, dark tweed suit with small stripe, dark overcoat, soft collar, fastened with safety pin, dark woollen scarf with 2 green stripes across each end, light plaid cap, brown lace boots. BOUND ( supposed false), age 22, height about 5 ft. 4 in., complexion dark, hair dark brown, eyes small, clean- shaved ; dress, dark suit, green cap, wire band inside, lace boots. Appear- ance of a collier. MEADOWS, age 22 or 23, height about 5 ft. 3 in.. complexion sallow, hair dark brown, eyes ( full) dark, clean shaved, nose has appearance of having been broken; dress, dark suit and overcoat, flaps of pocket button, dark cap with stripe, lace boots, appearance of a collier. They obtain lodgings by representing that they are employed on the telephones. Left 18th ult. Warrants issued. 13. — Devynock ( County). — For stealing a quantity of wool— LEWIS LEWIS alias CRINK. age 44, height 5 ft. 7 in., slight build, complexion and hair dark, oval face, eyes brown, right thumb missing, dot between left thumb and forefinger, of gipsy appearance. CHESHIRE. 14.— Macclesfield ( County).— For obtain- ing £ 100 by false pretences ( matrimonial fraud)— EWALD RODERIG, a German, age 32, height 5 ft. 7 or 8 in., complexion fresh, hair and mous- tache light brown, eyes blue; dress, navy blue DURHAM. 16.— Sunderland ( Borough).— For stealing from his lodgings 8th inst.— A lady's gold Geneva watch, key winding, white dial, black chapters, plain case with " S. D." on back of outer case, " R. A." regulator ; lady's gold Albert, composed of small blocks of gold joined together; lady's long silver albert, oval link pattern; gold brooch, curb pattern, gold chain and safety chain attached; Cameo brooch, set round the edge with gold studs about the size of a pin's head, lady's face embossed in centre; lady's gold Gipsy ring, pink coral in centre, ( also an overcoat, ladyts gold watch, and a gold guard ; these were recovered in Manchester').— MATTHEW PICKETT, alias DENNIS O'BRIEN, HARRY MATTHEWS, and ARTHUR HERBERT, age 24, height 5ft. 9in., slight build, complexion fresh, thiu pale face, hair dark brown, clean shaven, eyes blue, cut scar right forefinger and elbow. Dressed in Midshipman's uniform,— a double breasted blue serge jacket, brass buttons, Prince of Wales' feathers on buttons, navy blue cap, gold braid, gold badge with Prince of Wales' feathers on badge, white tie with black spots, some- times wears white cover on cap, and white silk muffler. A ship's steward, native of Wallsend. Has been convicted at Wallsend, Sheffield City, Ponte- fract, Derby, South Shields, Jarrow. North Shields, Seaham Harbour, and ia also wanted at Man- chester. Information to Chief Constable Carter, Sun- derland. ture cap, long light check tweed overcoat. Had with him a lady's New Hudson bicycle, which he abandoned at Connahs Quay. Information to the Deputy Chief Constable, Holywell. GLAMORGANSHIRE. 19.— Cardiff ( City).— For obtaining £ 30 by a forged cheque— J. W. COOK, age 38 to 40, height 5 ft. 8 to 10 in., good build, complexion sallow, hair and small moustache ( cut close) dark, speaks English well but with German accent; wearing dark overcoat, soft white or light grey hat, Ameri- can style. Represented himself as a partner in the " Bauer Line to New York." Believed a native of Hamburg. On 9th inst., he called upon a gentle- man at the Cardiff Exchange with whom he was acquainted about 20 years ago, and induced him to give him a cheque for £ 30 in lieu of a crossed one for the same amount, drawn on Lloyd's Bank, London. He afterwards cashed the cheque, re- oeiving £ 5 gold and 5 £ 5 Bank of England notes' ( 2 dated 10th Feb., 1910, Nos. D/ 24,57149- 50; 3 dated 2nd March, 1910, Nos. D/ 28, 60001- 2 and 3). May endeavour to leave the country. Warrant issued. 20.— Cardiff ( City).— For obtaining money by false pretences— EDWARD TAYLOR, age 47, height 5 ft. 9 in., complexion, hair and moustache dark; wearing black coat, dungaree jacket, dark cap. A seaman; native of Birkenhead, was dis- charged from the S. S. Indian Monarch, at Ham- burg about 3 weeks ago and sent here by the Board of Trade. Warrant issued. 21.— Cardiff ( City).— For larceny ( lodgings)— WILLIAM THOMAS, alias WILLIAM JAMES GRIFFITHS, age about 20, height 5 ft. 2 or 3 in., stout build, complexion fair, hair light, thick lips, Welsh accent; dress, brown suit, green, blue and yellow silk muffler, light striped cap, lace boots, Stated he was a fireman or cleaner on theG. W. Railway, and recently transferred to Cardiff; also that he was a native of Carmarthen. Warrant issued. Information to the Head Constable, Law Courts, Cardiff. GL DUCES TERSHIRE. 22. — Staple Hill ( County). — For stealing pony; Case No. 58, 24th ult. ( recovered)— THOMAS SPITTLES, age about 32, height 5 ft. 10 or 11 in., complexion fresh, thin face, hair light brown, moustache sandy; dress, blue coat and vest, blue ( police pattern) overcoat, light trousers and cap. ESSEX. 17. — Southend ( County).— For stealing, 16th inst. a 15 carat gold open curb pattern bracelet, padlock attached, Ilk.' X/ Z/- scratched on pad- lock; 1 ditto close curb pattern bracelet, padlock with 11. M. X/ WB/ Y scratched thereon, attached; 1 ditto bar and link pattern, set amethysts, 13 H> X/ WS/- scratched on tongue; 1 9 carat expanding bracelet, 13K 1/ WZ/ Y thereon.— Dr. MacKEN- ZIE, alias HARKY tHAKLhS DKRRY, age 38, height 5 ft. 9f in., rather stout build, complexion fresh, round facet, hair and eyes brown, 3 cut scars right side of neck, large scar on stomach, woman with hand pointed at a bird right forearm, cut scar palm of right and back of one hand, 4 blue dots left forearm;, dress fawn colour Norfolk suit, light grey cap, lace boots. Previously con- victed at Blythe, Bolton, West London, and Here- ford. He took lodgings 14th inst., called upon a jeweller, and asked that the bracelets be sent on approval, which was done on 16th inst.;, he ob- tained possession of them, and absconded. Warrant issued. MOORE,, age about 40, height 5 ft. 7 or 8 in., hair ( inclined to curly) black, moustache dark; dress blue suit, brass but- tons on vest, blue overcoat, black tie, black soft felt hat, boots with plain fronts, appearance of a seaman. He took lodgings 7th inst., stated he was 2nd. mate on the S. S. Windsor, at Cardiff, obtained the articles, and in payment tendered the advance notle, which was made payable to W. HAMPSHIRE. 24. — Bournemouth ( County). — For ob- taining £ 25 by false pretences— VICTOR LOIRE, believed a Frenchman, age about 40 ( looks older), height 5 ft. 7 or 8 in., stout build, complexion sallow, full face, hair ( curly on forehead), dark brown, moustache ( turned up at ends) dark; be- lieved growing a beard, foreign accent; usually wears glasses; dress, green and black striped over- coat, grey tweed jacket and knickers, fancy vest and stockings, green alpine hat, sometimes wears a frock coat and silk hat. LANCASHIRE. 26.— Manchester ( City).— For stealing from his lodgings, 12th inst.,, an old English lever watch, No. 31457, " Agur Bury" on dial; 1 lady's 9 ct, gold neckchain, fine link pattern, far worn, rolled Sold pendant containing photographs of a lady and child, attached; 1 heavy 9 ct. gold albert, jubilee £ 2 as pendant; 1 light mackintosh, nearly new; 1 gold hunter watch, No. 81074, and a brown crocodile leather purse containing £ 3— IIARRY MERTON, alias MATTHEW7 PICKETT, D. O'BRIEN, A. HERBERT, and KELMORE, age 26, hieight, 5 ft. 6 or 7 in., slight build, complexion fresh, hair light brown, clean shaved, pointed chin, ears project slightly; wearing midshipman's uni- form, blue serge jacket, double- breasted, square cut brass buttons, P'rince of Wales' feathers there- on, navy blue cap, gold braid, gold badge, Prince of Wales' feathers thereon, white tie with black spots, sometimes a white silk muffler. May dark striped jacket and vest, dark trousers, rubber collar; believed red spotted tie, light cap, water- proof overcoat, several spots of tar thereon, light lace boots. WILLIS, age about 40, height about 5 ft. 6 or 7 in., complexion fresh, hair light brown, moustache ( slightly waxed at ends) brown; wore either pince- nez or rimless spectacles, of good address; dress, greenish water- proof coat, blue serge suit, greenish Alpine hat. Had in his possession a lady's platinum and gold bracelet, padlock attached, 18 ct. gold double albert chain, and a £ 5 Bank of England note, No. D/ 26.54043. He calls upon jewellers, etc, purch- ases an article, and in payment tenders a crossed Post Office Money Order ( bogus); in this instance he presented a money order drawn at Aston Street Post Office, and two drawn at Constitution Hill Post Office, Birmingham, all three made payable at Bournemouth.
