THE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, FEBRUARY 10, 1911. VOL. XXVIII., No. 2830. 1. All communications for insertion in the POLICE GAZETTE, and all communica- tions relating to them, should be addressed to TIIE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of Persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of 6j. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all eases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on IVt dnesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted} will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should bt prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. UNDER the existing arrangements the finger impressions will be taken, and recorded at the Finger Print Department, Convict Supervision Office, New Scotland Yard, of all persons convicted as follows: — ( rt) All persons coming within Sections 5, 7, or 8, of the Prevention of Crimes Act, 1871. ( b) All persons, at Assizes or Quarter Sessions, sentenced to not less than one months imprison- ment, without option of a fine, for any of the offences shown below. ( c) All persons, at Petty Sessional, Police, or Stipendiary Magistrate's Court, sentenced to more than one months imprisonment, without option of a fine, for any of the following offences: — Aliens ( Sec. 3 Aliens Act of 1905). Arson. Assaults with intent to rob. Attempted burglary. Attempted larceny. Attempts to break into churches, houses, shops, warehouses, & c. Attempts to obtain goods and money by false pretences. Importuning male persons to commit un- natural offences ( Vagrancy Act, 1898, Sec. 1, par. b). Indecent assault on female. Larceny, Mental degenerates. Obtaining goods and money by false pre- tences. Possessing housebreaking tools. Procuration of women and girls. Prostitution, living on proceeds of ( Vagrancy Act 1898, Sec. 1, para. a). Receiving. Robbery. Sacrilege. Sheep stealing. Shopbreaking. Suspected person. Unlawful possession. Uttering counterfeit coin. Warehousebreaking. But all offenders of the first Division, and such of the second Division as have never been previously convicted, are exempted from this order. In order to avoid the retention of useless records in the Finger Print Department, the Registrar of Habitual Criminals would be glad if the Chief Constables of Counties, Cities, and Boroughs, will, in future, notify the death of any criminal who has been finger- printed. The notification should contain the full name and aliases, particulars of conviction, or convictions if possible, also the No. published in the List of Habitual Criminals. Warrant issued. 4— 7 Division m— For stealing ( servant) £ 47 Is. 5d., HAROLD TIDY, age 30 to 34, height 6 ft., complexion sallow, hair very light brown, heavy moustache ( waxed at ends) ginger, may now be clean shaved, eyes grey, prominent ears; dress navy blue serge jacket suit, grey cap, green tie; brown lace boots. Warrant issued. 5.— Y Division*— For embezzling 13s. 4d. — RONALD MITCHELL, age 26, height 5 ft, 7 ins., complexion fair, hair ginger, near sighted, wears spectacles with gold rims, inclined to be pigeon toed; dress light grey lounge suit, brown leggings. METROPOLITAN POLICE DISTRICT 1— C Division.— For obtaining £ 34 by false pretences ( promise of marriage) HERBERT STANLEY NEWMAN, age 25, height 5 ft. 8 ins., complexion fresh, hair and slight moustache light, eyes blue; dress dark jacket suit, black hard felt hat. A native of London. Is a reservist of the 2nd Middlesex Regiment. Warrant issued. 2. — p Division. — For embezzling £ 160 between 1st July, 1908, and 31st December, 1909 ( monies of the Ancient Order of Druids)— WIL- LIAM JAMES MURRAY, age 45, height 5 ft. 7 in., stout build, complexion fresh, hair light, eyes grey; dress, blue serge jacket, suit, blue CHESHIRE. 6.— Broxton ( County).— For housebreak- ing and larceny, ALFRED BRETT, Office No. 1464- 09, age 44, height 5 ft. 2 in., complexion fresh, hair and eyes grey; burn scar under chin, 2 dots between right thumb and forefinger, dot and cross between left thumb and forefinger; dress black long tail coat, moleskin trousers, dark cap, and muffler, old lace boots. Warrant issued. Information to Superintendent Hicks, Broxton. 7.— Macclesfield ( Borough).— For obtain- ing 10s. by false pretences 28th ult,, H. DICKEN- SON, age 28 to 30, height 5 ft. 6 or 7 ins., com- plexion ruddy, hair dark, cleaned shaved, front teeth discoloured, peculiar gait; dress black overcoat, fawn colour vest, pearl buttons, black and white striped tie, gold curb double albert. He called upon the Secretary of the C. E. M. S., stated he was 1 APPREHENSIONS SOUGHT ( continued)—- a member of the Hinckley Branch, and required the money to pay his railway fare, which he promised to return. Warrant issued. DURHAM. 8. — J arrow ( County). — For obtaining a quantity of turnips and potatoes by false pretences about 6th December, 1910. at Boldon, JOSEPH JACKSON, age 48, height 5 ft. 7J in., complexion fresh, hair dark brown, eyes blue, cut scar right side of neck and 2nd left finger, very plausible, of smart appearance, usually wears a morning coat. A butcher, native of Jarrow. Previously convicted of fraud at Newcastle- on- Tyne. Warrant issued. Information to Superintendent Yeandle, Jarrow. ESSEX. 9. — Romford ( County). — For stealing, 25th ult., a bicycle ( recovered), WILLIAM RICHARD ALDRED, age 35, height 5 ft. 5 ins., complexion fresh, hair brown, moustache ginger, eyes hazel, tattooed arms and chest, addicted to drink; dress tweed jacket and cap, cord trousers, white neckerchief, a bricklayer, native of Brent- wood. Twice previously convicted of stealing bicycles. Warrant issued. Information to Supt. Jones, Romford. 10. — Southend ( County). — For deserting his wife and children leaving them chargeable to the Rochford Union, 31st December, 1910, ARTHUR WILLIAM PRIGG, age 28, height about 5 ft. 5 in., complexion fresh, round face, hair light brown, eyes grey; dress grey overcoat, suit and cap, may be wearing a white sweater, and green tie. A tram- car driver; native of Long Melford, Suffolk. Gives exhibitions in wrestling. Warrant issued. Information to Supt. Pryke, Sothend- on- Sea. GLAMORGANSHIRE. 11.— Cardiff ( City). - For failing to notify change of residence— Licence- holder PETER KELLY, alias PRICE, RYAN, DONOVAN, & c., Office No. 669- 02, age 33, height 5 ft. 6$ in., complexion fresh, hair dark brown, eyes blue, scar inside right thumb, " Lilley" tattooed on left wrist, " F. H." back of left hand, 2 stars between thumb and first finger left hand, rings on second and third fingers left hand. A shoemaker; native of Liver- pool. Has been convicted at Colchester, Hales- worth, Southampton, Winchester, Gloucester, Carmarthen, Pembroke, Bristol and Leicester ( County). Warrant issued. HAMPSHIRE. 12— Southampton ( Borough)— For stealing a lady's gold watch, No. 70212, and £ 1 6s.— BERTIE GEORGE SMOKER, Office No. 2352- 09, age 30, height 5 ft. 8 in., complexion fresh, hair dark, eyes brown. KENT. 13.— Canterbury ( City).— For housebreak- ing 11th ult., and stealing a pepper and salt col- our mixture suit, E. N. pencilled on inside lining of vest; 1 gold pin, round, " One Dollar" engraved on back; 1 brown handle razor, 1 safety razor in red case; 1 accordion, " Douglas, maker, London," stamped thereon, 2 white silk handkerchiefs, " H" embroidered in one corner of each ; 9 white cam- bric handkerchiefs, some marked " H. G. G." others " A. G."; 1 oval moonstone brooch; 1 gold horse- shoe and whip pin, in case; 1 silver brooch " Ger- trude" thereon; 1 blue pilot overcoat, flap pockets velvet collar, moth eaten in front. JAMES ALFRED SPRATT, age 21 to 23, height 5 ft. 6 or 7 ins., round shoulders, complexion fresh, hair brown, eyes grey, two scars right leg, sup- posed wearing the stolen clothing. Frequents Cattle Markets and common lodging houses. Pre- viously convicted. Well known in East Kent and Sussex. Warrant issued. Information to the Chief Constable, Canter- bury. T H E P O L I C E GAZETTE. 14.- Sittingbourne ( County).— For receiv- ing playing cards, pipes, tobacco pouches, & c.— ALFRED STANLEY, alias JAMES STANLEY and ROGERS, Office No. 28- 04, age 29, height 5 ft. 9 in., complexion fresh, hair dark, eyes hazel, tatooed star, bracelet, " I. L. C. L.," rose, orange blossom, woman and anchor left arm. Warrant issued. Information to Supt. Crowhurst, Sittingbourne. LANCASHIRE. 15.— Preston ( Borough).— For stealing at a Temperance Hotel, 14th ult., box ( recovered), and £ 105 including a £ 5 note, A MAN ( see case No. 20, 27th ult., amended particulars), age about 30, height 5 ft. 6 ins., complexion sallow, hair, moustache, and eyes dark blown, of smart appearance, dress, fawn coloured mackintosh, dark jacket suit, black hard felt hat. He calls at Hotels, states he is a commercial traveller, and requires a room for the night, after being shown to his room, stays 15 to 20 minutes, then leaves stating he will return in an hour or so. He left at a public house a bag which he stole at Liverpool, and the cash box which con- tained the money he stole here. Information to the Chief Constable, Preston- NORTHUMBERLAND. 19 Ne wo as tie - on- Tyn e ( City).— For obtaining 10 turkeys by false pretences 20th Decem- ber 1910. CHARLES DEACON alias HAWKINS age about G5, height 5 ft 11 in. very slight build, round shoulders, complexion fair, sharp thin features, hair light, moustache, feminine voice, South Country accent, usually wears a fur lined overcoat soft felt hat turned up at front. About the beginning of October last he rented an office and represented that he was a cartage contractor but is a dealer in worthless horses. Had a smart cob and trap, absconded 26th December last. Is an associate of G. H. WE BSTER case No. 42 3rd inst May be accompanied by a woman age 21, height 5 ft. 2 or 3 ins. Warrant issued. Information to the Chief Constable, Newcastle on Tyne. An advertisement appeared in the Nottingham Evening Post 17th November 1910, as follows " £ 25 wanted on Security value £ 85, will return private lender £ 50, December 5th punctually, absolutely safe security. Write V 22 Evening Post Office." VERNON called upon two persons who answered the advertise- ment, and induced them to part with £ 30, and £ 25, respectively, giving each as security certificates for 50 £ 1, shares fully paid, in the East Rand Amalgamated Gold Estates, Ltd., since proved to be worthless. Warrant issued. 21. — Nottingham ( City). — For obtaining £ 20 by false pretences, 31st December last.— JESSIE RENWICK, alias HALFORD DICKSON, MARGARET EVANS URQUHART, DR. ALICE JEAVES and LESLIE HALL, « tc. Office N<>. S100075 I Case 32 of ILLUSTRATED CIRCULAR, No. 99), see case 42, 27th January, 1911, age 26, height 4ft. 11 Jin., complexion pale, hair brown, eyes blue. May be found associating with Suffragettes, especially at their meetings, as she is a good public speaker. Is addicted to drink. Warrant issued. Information to the Chief Constable, Nottingham. 25 — Arundel ( County).— JESSE HAWES, case 27, 3rd inst., is identical with JESSE HAWES, Oifice No. 772- 07. Scar on bridge of nose. Warrant issued. Information to Superintendent White, Arundel. 26. — Arundel ( County). — For stealing a Russian leather purse and £ 1 10s.; also obtaining food and lodgings by false pretences— GEORGE GUNN, alias WHITE, BLACKMAN, WIL- LIAM HENRY MARTIN, WILLIAM SMITH, and CHARLIE SMITH, Office No. 3432- 01, age 41, height 5 ft. 4A in., complexion fresh, hair brown ( turning grey), eyes hazel, blue mark left side of face, tattooed back of right hand; dress, double- breasted blue suit, dark wrapper, cheese cutter cap with strap in front. A stoker. Takes apartments, stating that he belongs to the Navy. Has been convicted at Brighton, Portsmouth, Lewes, Horsham Quarter Sessions, Christchurch, Whitechurch, New Romsey, Canterbury, Sand- wich, London, and East Sussex. Released on licence into the Brighton Police District, 13th ult. Warrant issued. Information to Supt. White, Arundel. 16.— Sal ford ( Borough).— For failing to report — ARTHUR SHAW, Office No. 450- 05, age 35, height^) ft. 8$ in., complexion sallow, hair brown, eyes grey, scar forehead above right eye, right cheek bone, third joint right fore- finger and third joint left middle finger; a ship's cook. Native of Lincoln. Sentenced to penal servitude for life at the Leeds Assizes, March 9th, 1893, for wilful murder and released on licence 16th March, 1905. T 236. Warrant issued. E. B."; 1 heavy dark tweed Chesterfield over- coat, 1 blue and white striped cotton shirt; 1 pair gold- rimmed pince- nez. REGINALD RUDOLPH SIMS or SYMONDS, age about 35, height 5 ft. 4 or 5 ins., complexion fair, full face, hair light brown, clean shaved, eyes blue, long nose, bottom teeth irregular, left upper teeth missing, right side prominent, wearing the stolen clothing. Was employed by the proprietor of a marionette show. May seek employment as a billiard marker or waiter. Information to the Chief Constable, St. Helens. NOR THA MPTONSHIRE. 18. — Northampton ( Borough). — For ob taining £ 15 15s. by false pretences, lst December 1910— J. MORGAN, alias HOPE and SPARROW^ age 40 to 45, height 5ft. 5in., good build, complexion swarthy, hair and moustache dark, turning grey, of foreign appearance, an agricultural engineer. Accom- panied by his wife, ( not wanted) age 28 to 30, stout build, complexion fair, hair brown, dress mauve costume, sable furs and muff, black fur hat, long coral earrings, and two children, l a girl age 2 years and a baby 3 months old V Took a house in the beginning of November, 1910, and obtained the above amount by disposing of furniture which was on the hire- purchase system, absconded lst December, 1910. SHROPSHIRE. 22.— Wem ( County).— For fraudulently ob- taining food and lodgings, between 5th and 25th ult., at Baschurch— MARY SHAWT, age about 60 ( stated she was over 70), height about 5ft. 4in., oomplexion sal- low, hands and face withered, wears a brown wig, fringe in front; dress, dark grey three- quarter length jacket, light brown dress, black feather boa, collar with steel beads, black round straw hat, trimmed black feathers, black veil; fairly active, very talk- ative ; of good address. Stated she had property in Australia, also shares in gold mines. Obtains lodgings, feigns sickness as an excuse to stay, and when asked for payment, leaves on the pretence of getting money, and absconds. Warrant issued. Information to Supt. Francis, Wem. SOMERSE TSHIRE. 23 — B a t h ( City).— For embezzlement— FREDERICK STOODLEY, Office No. 273001 ( case 22, 3rd inst.) amended information; dress, brown check suit, red silk mixture muffler, dark cap, brown shoes, wears earrings, and a cord of small blue and white beads around neck, known as " Pincher." Warrant issued. Information to the Chief Constable, Bath. STAFFORDSHIRE. 24. - Leek ( County). For obtaining £ 1 8s. 2d. by false pretences, 31st December, 1910, at Norton— ISAAC WAKEL1N, age 44, height 5ft. 5 or 6 in., complexion sallow, hair dark brown ; dress, dark mixture jacket and vest, dark grey trousers, grey muffler, dark cap, lace boots ; all old. CITY OF LONDON. £ 500 REWARD. 27.— For the murder of Police Officers 011 lGth December, 1910— A MAN, known as PETER PIATKOW, alias SCHTERN, alias " PETER THE PAINTER," age 28 to 30, height 5 ft. 9 or 10 in., complexion sallow, clear skin, hair and medium moustache black, otherwise clean shaved, eyes dark, medium build, reserved manner; dress, brown carriage; dress, black overcoat, dark tweed cap, foreign appearance, speaks fairly good English; and A WOMAN, age 26 to 30, height 5 ft. 6 or 7 in., fairly full breasts, sallow complexion, face somewhat drawn, eyes blue, hair brown; dress, dark three- quarter jacket and skirt, white blouse, large black hat ( trimmed black silk), light- coloured shoes, foreign appearance. PORTRAIT OF PETER PIATKOW. tweed suit ( broad dark stripes), black overcoat ( velvet collar rather old), black hard felt hat, black lace boots, rather shabby. A native of Russia; an anarchist. A MAN, who gave the name of JOE LEVI ( probably false), age 27 to 29, height 5 ft. 6 or 7 in., hair dark, supposed clean shaved, complexion somewhat pale, full round face, thickish lips, medium build, erect The above reward of £ 500 will be paid by the Commissioner of Police for the City of London to any person who shall give such information as shall lead to the arrest of these three persons, or in proportion to the number of such persons who are arrested. DENBIGHSHIRE. 28.— Denbigh ( County).— For larceny ( person) at Ruthin, 6th December, 1910, and for failing to surrender to his bail ( see Cases Nos. 13, 16th De- cember, and 14, 23rd December, 1910)— WIL- LIAM LEE, alias WHILEY, WHILES, WILD, dark grey Irish frieze overcoat, dark grey trousers, grey round soft hat. A native of Birmingham. Is an expert pickpocket, and has been operating at fairs, sales, etc., in North Wales in conjunction with another man. Previously convicted of lar- WOOD, WILKINS and HENRY SMITH, age 35, height 5 ft. 3 in., complexion pale, hair dark brown, slight moustache brown ( may now be clean shaved), eyes grey, mole right upper arm, back of left upper arm, over left buttock, chest and back of right hip; dress, navy blue jacket and vest, ceny, frequenting, etc., at Birmingham, Lanark, Stafford, Leicester, Brighton, Lincoln and North London. A native of Fakenham, Norfolk. Warrant issued. 30.— Y Division. — For wilful murder by abortion, 18th December, 1910— DR. JOHN FOUNTAIN BLISS, alias BLOTT, age 56, height 5 ft. 9 or 10 in., corpulent, complexion fresh, hair, moustache and beard ( American pattern) grey, of smart appearance; wearing dark overcoat, silk or soft felt hat. Supposed a native of Buckingham- shire. Has practised in America. May endeavour to leave the country. Warrant issued. By this means he obtained money advances and absconded on the 18th December last.
