No. I.] 1 NEW ZEALAND POLICE GAZETTE. PUBLISHED BY AUTHORITY. WELLINGTON, WEDNESDAY, JANUARY 11, 1911. 1. Police Gazette.— All communications concerning this Gazette shall be addressed to the Commissioner of Police, Wellington, and the envelope marked " For Gazette." Mem- bers of the Force in charge of out- stations will forward them direct. They must be of police interest, or no notice will be taken of them. The non- delivery of the Gazette at any station to be promptly reported, and pressing inquiry made to trace the same. 2. Crime Reports.— A copy of each crime report shall be immediately forwarded to the Commissioner's Office for Gazette purposes. The officers in charge of districts will be held responsible for the proper circulation of reports relating to crimes committed in their respective districts. Where there is reason to believe that the offender is proceeding to- wards any particular part of the Dominion, the police of the district in which the crime was committed should report the fact to the police of that place with the least possible delay. They should also communicate without delay with the police of any part of the Dominion from which it is thought pro- bable that important information regarding any offender can be obtained. 3. Names.— In all crime reports the names of persons and places should be spelt correctly and written legibly, the Christian name being given with the surname whenever pos- sible, and written in full to prevent mistakes. 4. Descriptions. — Offenders should be accurately de- scribed : their age, height, occupation, build, country, dress, and every particular likely to lead to their arrest and identifi- cation minutely given. 5. Warrants.— All reports of crime must state whether a warrant has been issued for the arrest of the offender, and by whom and where. Should a warrant not have been issued in the first instance, but one be subsequently obtained, a supplementary report announcing the issue must be immediately forwarded to all places where the original report has been sent. The supplementary report should give the date of the original crime report, or quote the year and page of the Police Gazette in which the previous notice has appeared. Persons reporting crimes shall be requested to obtain warrants whenever practicable. • Crime reports relative to commitment warrants should give the full amount due, including cost of warrant, the term of imprisonment in default, and the gaol to which the com- mittal is made. 6. Arrests.— The arrest of offenders described in the Police Gazette, or respecting whom crime reports have been forwarded for insertion in the Gazette, should be promptly notified by the member of the Force effecting the arrest, who will be held responsible for the notification. When notifying the arrest of persons charged with theft, or suspected of theft, it should be stated whether the property stolon, or any portion of it, has been recovered, and the Gazette reference given. 7. Property described — When describing watches and jewellery stolen, the trade description given on the illustra- tions published with the first issue of the Police Gazette should be followed, the number of the illustration being quoted in each instance. In describing watches the num- ber and maker's name should if possible be obtained, and it should be stated whether they are ladies' or gentlemen's, open- faced, hunting, double- cased, or half- hunting, the term " double- cased " being reserved for those watches whose outer case is removed in order to wind, " half- hunting " imply- ing a very small glass in the metal cover of the dial. In describing bicycles the numbers should if possible be obtained, and if they are ladies' or gentlemen's. All property should be described as minutely as possible. The age, height, breed, colour, particular marks, value, & c., of horses should be given, and the brands described as fully as possible, and their exact position stated. Cattle and sheep should be also carefully described, and ear marks given distinctly in writing. In forwarding the brands of horses and cattle per telegram it should be stated of what kinds of letters the brands consist, whether of Roman capitals or otherwise. 8. Property found.— A description of property, supposed to be stolen, found in the possession of offenders, for which owners cannot be found, should be furnished for insertion in the Gazette. 9. Finger- prints.— If finger- prints of supposed offenders are found they should be carefully protected until photo- graphed or the article with print on removed. 10. Stray Cattle, & c.— No advertisement of lost horses or cattle will be published in this Gazette unloss they be Go- vernment property ; but notices of horses or cattle believed to be stolen will be inserted. 11. Supplementary Reports.— In all reports respecting cases gazetted members of thj Force will quote the year and page of the Police Gazette in which the previous notice has appeared, and in reporting arrests to state by whom effected. Supplementary reports of cases already reported, but not gazetted, where arrests are made or stolen property recovered, should at once be forwarded to the Commissioner's Office, and should cofttain such information as will clearly identify the case. 12. Rewards.— No notice of rewards offered by any private person or persons will be inserted in the Police Gazette unless there be forwarded to the Commissioner's Office the guarantee of some responsible person that the reward shall be payable to the person who performs the service for which it is offered. If such notice be communicated by telegraph, the addition of the words " Guarantee received " will be sufficient; in such case, however, the guarantee must be forwarded to the Commissioner's Office without delay. • 2 N E W Z E A L A N D P O L I C E G A Z E T T E. AUCKLAND.— 19th ultimo, that she may be compelled to contribute towards the support of her three children, inmates of the Auckland Industrial Sohool, Ada Mary Thomas, age thirtv- seven, height 5 ft. 9 in. or 10 in., domestic, native of New Zealand, very dark complexion, hair turning grey, long features, soar on neck, the result of an operation. AUCKLAND.— 25th November last, on warrant of com- mitment to Auckland Prison for fourteen days in default of paying £ 3 15s. fine and costs for a breach of his prohibi- tion order, Charles Stanley Steer, age forty, height 5 ft. 5fin., steward, native of England, fresh complexion, brown hair, grey eyes, large nose; generally wears grey- tweed suit and cap ; dirty appearance. AUCKLAND.— 5th November last, on warrant of com- mitment to Auckland Prison for seven days in default of paying £ 2 3s. fine and costs for procuring liquor whilst pro- hibited, John Casey, age thirty- nine, height 5 ft. 7$ in., fireman, native of Ireland, medium build, fresh complexion, brown hair, grey eyes, star crescent and woman tattooed on right forearm, anchor on left forearm. ( See Police Gazette, 1909, page 33.) He was last employed at the sewer- works, Orakei. AUCKLAND.— 21st November last, on warrant of commit- ment to Auckland Prison for seven days in default of paying £ 2 15s. fine and costs for breach of prohibition order, William Peters, age twentv- three. height 6 ft., scaffolder, native of America, strong build, fresh complexion, brown hair, blue eyes ; generally wears navy- blue suit and dark cap. AUCKLAND.— 23rd ultimo, on warrant for deserting his wife at Auckland, Joseph Henry Barnett, age twenty- four, height 5 ft. 8Jin., carpenter, native of New Zealand, broad shoulders", stout build, very dark complexion, dark moustache, one tooth missing from front of false teeth ; drinks heavily; generally wears dark suit with green stripes, and straw hat with , green band. AUCKLAND. — 15th November last, on warrant for attempting to carnally know Annie Parrenden, a school- girl, age thirteen, a Man ( name unknown), age forty, height 5 ft. 8 in., supposed labourer, dark hair, dark mous- tache only, fresh complexion ; dressed in brown suit, hard black hat, white collar, soft shirt, and light- coloured tie. He is supposed to ha$ e gone into the country. AVONDALB.— 21st ultimo, on warrant for indecently assaulting Mabel Isabella Civil, a school- girl, Ernest Hill ( name probably fictitious), age about thirty- five, height about 5 ft. 6 in. or 7 in., supposed native of Scotland, dark hair, clean- shaved, dark complexion, square face, speaks with a Scotch accent ; dressed in dark coat and trousers, Panama hat, strong lace- up boots ( oraoked across the front) ; carried a pair of field glasses bound in reddish- coloured leather. DARGAVILLE.— 26th November last, on warrant for obscene language, Ernest Govando, age thirty- three, height about 5 ft. 10 in., gum- digger, native of Austria, thick- set build, brown moustache, very noticeable coarse face, brown complexion, speaks in a loud broken voice ; dressed in light- tweed sac suit and cap. DARGAVILLE.— 19th ultimo, on warrant for failing to provide for the maintenance of his illegitimate child, Charles Leonard Tapp, age twenty- one, height 5 ft. 7 in., engine- cleaner, native of . New Zealand, medium build, rather round shoulders, pale complexion, sandy hair, clean- shaved, gold filling in upper front teeth ( very noticeable when talking) ; dresses well in blue- cloth sac suit and white- straw hat or black hard hat. Aratapu. * RAETIHI.— 21st ultimo, on warrant for obtaining £ 2 by- false pretences from John George Parkes, roadman, Alfred Kenrich. age tbirty seven ( looks younger), height about 5 ft. 8 in., bushman and labourer, native of New Zealand medium build, clean- shaved, fair complexion and hair, stutters badly when speaking, has a scar about ljin. long below one cheek- bone ; dressed in dark- coloured suit and cap. He said his people formerly resided at Marton, but are now living at Aramoho. He also borrowed a horse, saddle, and bridle, and may have disposed of them. Descrip- tion of horse : A roan mare, 16 hands high, aged, branded " J H " on near shoulder, a wart about the size of a pea on one ear; the saddle was an old English- made one, with a white- canvas girth almost new, old stirrup- irons: total value, about £ 10. WELLINGTON.— 31st ultimo, on warrant for failing to provide for the future maintenance of his unborn illegiti- mate child, Michael Minogue, age twenty- three, height 5 ft. 5 in., storeman, native of Ireland, Blight build, thin face, clean- shaved, black hair, grey eyes. WELLINGTON.— 12th ultimo, on warrant for disobeying an order of the Court to pay 7fi. 6d. a week towards the maintenance of his illegitimate child, David John Dumbleton. age thirty - one, height 6 ft. 2 in., storeman, native of Australia, medium build, fresh complexion, clean- shaved, dark hair, brown eyes; usually wears dark- serge suit, and a ladies' ring set with three green stones. WELLINGTON— 20th ultimo, on warrant for failing to provide for the maintenance of his illegitimate child, Peter McKewen McGorty, age thirty- two, height 5 ft., brewerv employee, native of New South Wales, short stout build, fresh complexion, black hair turning grey, blue eyes, face pock - pitted ; generally wears a navy - blue or green- tweed suit and hard- felt hat. He is supposed to have gone to Sydney. Complainant, Charlotte Melton. WELLINGTON.— 29th ultimo, on warrant for deserting from tbe s. s. " Waimate," Richard Allen. Henry Stevenson, and P. Stone. Descriptions : First, age forty, height 5 ft. 9 in., ship's storekeeper, native of England, medium build, dark complexion, blue eyes, dots tattooed on both hands. Second, age tweDty- three, height 5 ft. 8$ in., fireman, native of England, fair complexion and hair, brown eyes, rose, shamrock, and thistle tattooed on left wrist, " Kia Ora " and leaf on right wrist. Third, age twentv- six, height 5 ft. 10 in., fireman, native of England, slim build, fair complexion and hair, scar over left eye. A reward of £ 2 each will be paid for their apprehension. WELLINGTON.-— 29th ultimo, on warrant for deserting from the s. s. " Otaki," T. Watson, F. Pye, and A. E. Godfrey. Descriptions: First, age twenty- six, height 5 ft. 11$ in., seaman, brown eyes and hair, fresh com- plexion, Japanese girl tattooed on right arm. woman and flagon left arm. Second, age thirty- one, height 5 ft. 6in., seaman, native of England, brown hair, fresh complexion, grey eyes, basket of flowers and dragon on each arm, flowers and birds around neok, snake on chest. Third, age thirty, height 5 ft. 8 in., trimmer, native of England, fair com- plexion, fair curly hair, has been in the navy. A reward of £ 2 each will be paid for their apprehension. WELLINGTON. — About 14th ultimo, on warrant for deserting from the s. s. " Ruapehu," James Boyd, age forty- four, height 5 ft. 6 in., boatswain, native of England, brown eyes, dark hair, ruddy complexion, ginger mous- taohe. A reward of £ 2 will be paid for his apprehension. BLENHEIM.— 21st October last, on warrant of com- mitment to Blenheim Gaol for one day in default of raying 13s. fine and costs for drunkenness, Alexander Martin, age fifty, height 5 ft. 8Jin., labourer, native of Scotland, medium build, very fresh complexion, sandy beard - and moustache, hair turning grey, blue eyes, speaks with strong Scotch accent, scar on left oheek ; generally wears blue- dungaree pants, dirty brown ooat, and slouch hat. GREYMOUTH.— 13th November last, on warrant for failing to provide for the maintenance of his illegitimate child, Leslie Weenick, age about twenty- two, height about 5 ft. 7$ in., carpenter, native of New Zealand, medium build, thin features, blue eyes, clean- shaved, fair complexiou and hair ; dressed in dark suit ; sometimes wears a cap or hard blaok hat. I JAN. 11 CHRISTCHORCH.— 15th ultimo, that an order may be ob- tained against him for the support of his illegitimate child, Wallace Banington, age forty- one, height 5ft. 8 in. or 9 in., tailor, native of England, pale complexion, brown hair, grey eyes; usually wears dark suit aud hard hat. He is supposed to be well known in Dunedin. He has not been heard of since about five years ago, when he deserted his wife in Christchurch. CHRISTCHURCH. — 23rd ultimo, on warrant of commit- ment to Lyttelton Prison for twenty- four hours in default of paying 8s. fine and oosts for drunkenness, William Howell, age sixty- one, height 5 ft. 6£ iu., hawKer, native of New Zealand, medium build, fresh complexion, grey hair, hazel eyes, stoops slightly. TIMARU.— 17th ultimo, on warrant for forging a oheque for £ 5 5s., and uttering same to A. N. Gabites, draper, F. Thomas ( name probably fictitious), age twenty- nve, height 5 ft. 8 in. or 9 in., medium build, broad shoulders, dark complexion and hair, clean- shaved ; dressed in dark or brown suit, offender purchased from complainant goods of the value of 7s., and gave in payment a cheque tor above amount on the Bank of New South Wales, Timaru, purport ing to be signed by T. Harvey, Orari. Suspicion strongly attached to James Doyle, alias McGovern. ( See Police Gazette, 1910, pages 19 and ' 261.) Other charges pending. DUNEDIN. — 29th November last, on warrant for dis- obeying an order of the Court to pay 14s. a week towards the maiutenance of his wife, William Aitken, age thirty- four, height 5 ft. 7 in., native of New Zealand, medium build, fair hair turning grey, scar across bridge of nose and under left eye, small fair moustache. On the above date he was in arrears £ 4 4s. DUNEDIN.— 21st ultimo, on warrant for failing to pro- vide for the maintenance of his illegitimate child, George McKay, age twenty- one, height 5 ft. 6 in., painter, native of New Zealand, slim build, sallow complexion, fair hair, clean- shaved, hazel eyes, thin faoe, small features, smart active appearance; dressed in brown- tweed suit and light- coloured cap. DUNEDIN.— 5th ultimo, on warrant for failing to pro vide for the maintenance of his illegitimate child, William Frederick Miller, age twenty- eight, height about 5ft. 6 in., carpenter, native of Loudon, light build, biue eyes, dark hair ( curled and parted in the centre), small dark moustache or clean- shaved, small hands and feet, effeminate- looking ; dressed m dark- green suit and straw hat or cap. AUCKLAND. — Albert Ernest Trail, disobeying main- tenance order, has been arrested by Detective Quartermain and Aoting- Detective Powell, Auckland police. ( See Police Gazette, 1910, page 483 ) TE KUITI.— Joseph Lee, failing to obey the terms of his release on probation: His arrest is not now desired, as he has reported himself, and has been transferred to Palmerston North, where he is in steady work. ( See Police Gazette, 1910, page 534.) TAIHAPE.— Alexander Bishop has been served with a summons by Constable J. Cavanagh, Ngaruawahia police. ( See Police Gazette, 1910, page 459.) NAPIER.— Andreas Maylund, ship- desertion, has been arrested by Constable Le Pevre, Spit police, and discharged. The warrant for William Coe has been cancelled. ( See Police Gazette, 1910, page 525.) NAPIER.— Henry Lorigan, default of fine, has been arrested by the Hastings police, and lodged in Napier Prison ( See Police Gazette, 1910, page 491.) WELLINGTON.— Bernard Alfred Gifford, theft, has been arrested by Detectives A. Hammond and Acting- Detective D. Cameron, Wellington police. THAMES.— 10th ultimo, from the oil- launch of RUDOLPH ROHRLACH, fisherman, a silver hunting Walcham keyless watch, black hands, rim dented, " George Mudgeway, Tau- marunui, King- oountry," scratched on inside of front case: value, £ 4. Identifiable. FREEMAN'S BAY.— Between the 15th and 22nd November last, from the NEW ZEALAND GOVERNMENT ( Post and Telegraph Department), four round hurricane- lamps, full size. Three of them are branded " No. 2, Cold Blast, C. J. Ham, Mfg. Co., Rochester, N. Y., U. S. A.," on top of oil- well, " P. T." stamped on a piece of tin on side of oil- well; the other lamp is branded " Clipper," " P. T." ou side: value, 5s. 6d. each. Identifiable. PONSONBY.— 9th or 10th ultimo, from a vacant section on College Hill, the property of tbe NEW ZEALAND GO- VERNMENT ( Post and Telegraph Department), a 28 ft. long Oregon- pine ladder, painted a greyish- white colour, bottom rung missing ( haB been replaced with an iron bolt), wired above top rung with No. 12 wire, supposed branded " E. T., N. Z." ; value, £ 2. Identifiable. PUKEKOHE.— 10th ultimo, from the tent of STEPHEN SERYAN0VIE, railway navvy, a 15 ot. curb- pattern gold double watch- chain, gold locket attached; value, £ 10. OHAKBNE. — 6th Ootober last, from the bedroom of HENRY WILLIAM LITTLEWOOD, boardinghouse- keeper, a ladies' 18 ct. gold ring, with four diamonds in claw setting ( the ring was slightly discoloured by heat and smoke) ; value, £ 36. Suspicion attached to Robert Wilson, age about twenty- eight, height 5ft. 8 in., tailor, native of New Zea- land, stout build, fair hair inclined to curl, full face, clean- shaved, parents reside at Oamaru. He will probably be found in company with a girl named Lyall, a half- caste Maori. WANGANUI.— 18th November last, from the train between Wanganui and Auckland, the property of — SHEPPARD, Auckland, a wire - haired fox- terrier dog, all white body, black patch on cheek, coat inclined to be woolly, docked tail, answers to the name of " Admiral" ; value, about £ 15. Identifiable. The dog was stolen when being returned from the Dog Show at Wanganui. LOWER HDTT.— 14th ultimo, from the Bellevue Gardens, the property of ERNEST HAWKEN, an open- faoed gold watch, No. 32546, " 9ct." stamped on inside of case; value, £ 4 10s. Identifiable. WELLINGTON.— 27th ultimo, from a whare at Seatoun, the property of CHARLES JACOBS, a gentlemen's 18 ct. gold open- faced keyless lever watch, " C. L. J." in monogram on back ; value, £ 10. Identifiable. WELLINGTON.— 25th ultimo, from the bedroom of ROBERT GOLLOP, Railway Hotel, a gentlemen's rolled- gold hunting keyless Elgin watch, No. 12377252; value, £ 5. Identifiable. GREYMOOTH.— 13th ultimo, from outsid° the Star news- paper office, the property of FREDERICK KILGOUR, a gentlemen's Raleigh bicycle, No. 106277; value, £ 15. Identifiable. Two Men ( names unknown), were seen to wheel the bicycle away. One is described as twenty- five years of age, labourer; dressed in brown suit and hard hat. The seoond about twenty- six years of age, supposed olean- shaved ; dressed in dark suit. GREYMOOTH. — 10th ultimo, from Richmond Quay, the property of JOHN WEBBER GREENSLADE, grooer, a gentlemen's Raleigh bicycle, No. 206302; value, £ 12. Identifiable. [ JAN. 11 LAW REPORT. REPORT of appeal before His Honour Mr. Justice Sim, at Timaru, on the 7th September, 1910, from the decision of Mr. V. G. Day, S. M., convioting Albert Whittaker and fining him £ 50 for keeping liquor for sale in the no- license district of Ashburton. This case is not reported, but the report given below is authoritative. Mr. Justice Sim said,— " The appellant has failed to satisfy me that the liquor was not kept in his store for sale. A quantity of liquor was found there, and under the provisions of seotion 146 of the Licensing Act the onus was on the appellant of showing that the liquor was not kept or exposed for sale. The appellant has not discharged that onus. On the contrary, the circum- stances certainly suggest that the liquor was kept for sale." His Honour then discussed the evidence as to the quantity of liquor which appellant had purchased from time to time, and the evidence as to the position of the liquor found in the store and in a room at the back of the store, and as to the presence on the counter of the store of several empty glasses which had contained whisky recently. " If a person desires to keep liquor in a no- license district he should do so in a ciroumspect way, and not in such a way as to suggest that it is kept for sale. When suoh a person keeps liquor for his own private consumption ic would certainly be prudent for him, looking at the onus of proof which is cast upon him by section 146 of the Act, to keep it in a private part of his house. Where, as in the present case, it is kept in and about the owner's store, the difficulty of satisfying the Court that the liquor is kept only for the owner's private consumption is greatly increased.
