T H E POLICE GAZETTE PUBLISHED BY AUTHORITY. FRIDAY, JANUARY 6, 1911. NEW SERIES. 1. All communications for insertion in the POLICE GAZETTE, and all communica- tions relating to tliem, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is souyht will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. - 1. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. o. Portraits of Persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of 6s. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. .4 remittance of 6s. should be made in the first instance for cost of engraving sketches. G. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not liss rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against liim, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. VOL. XXVIII., No. 2820. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should bt prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. THE EDITOR, New Scotland Yard, London, S. W. DOUBTFUL TRADERS and SWINDLERS. THE FOLLOWING List of Doubtful Traders and Swindlers is inserted for the information of Police Complaints are frequently received, but no action can be taken against the offenders unless process is first obtained by persons defrauded: — COOPER, W., 753, Old Kent Road.— A dealer in bicycles, greenhouses, and accessories. He seemB to do a genuine business; but his methods are unsatisfactory.— POLICE GAZETTE, 8th December, 1899. ( No. 111967.) DAVIS & CO., alias ALLEN & CO., 9, Peckham Park Road, and ALFRED & CO., 26, Denmark Hill, S. E., and other addresses in various parts of London, pawnbrokers and jewellers. They advertise unredeemed pledges at very low prices ; but the articles usually turn out to be of inferior quality.—- POLICE GAZETTE, 7th November, 1902. ( No. 156466.) EMANUEL & CO., 31, Clapham Road, and other addresses.— Other names ( WEST, TEMPEST, & c.) and other addresses also used.— Advertise plate, " sealskin" jackets, bankrupt stock, & c. Frequently insert advertisements under a Christian name, that, owing to adverse circum- stances, wedding and other presents will be sold " at a sacrifice." Fulfil obligations, but cause many complaints to reach Police. ( No. 165651.) ERSKINE CYCLE WORKS, otherwise " WIL- LIAMS & CO.," " DISC PHONOGRAPH CO.," & c., ' 84, Erskine Road, Walthamstow.— Adver- tise in Provincial Press cycles on easy payment system. Advertisements so worded that unless carefully read, intending purchasers imagine that the machine will be sent on payment of the first instalment— it is not supplied till fully paid for. The firm is conducted by one Wm. Clark and his brother. They do not make cycles, but purchase from wholesale dealers as required. Gen. Reg. No. 472098. FALKLAND MANUFACTURING CO., Harrin- gay; LANGHAM RUBBER CO., Tottenham; ALLENDALE, MOTOR TYRE MERCHANT, Tottenham.— Under these and other titles and at other addresses, three men named Pallash obtain goods of various descriptions and neglect to pay. When pressed a cheque ( frequently not met on presentation) is occasionally sent. Many complaints reach Police, but no clear case of fraud has yet been established. ( No. 198213.) FISHER & SONS, ARMY CLOTHING CON- TRACTORS, Artillery Place, Woolwich.— An old- established firm with very lax business methods. They advertise extensively, and great trouble is experienced in obtaining goods paid for. Upon pressure being brought to bear, the articles are usually forwarded with some lame excuse for the delay. G. R. No. 569820. GLOBE ENLARGING CO., 27, Worship Street; MIDLAND ENLARGING CO., 76, Mildmay Park.— Conducted by a man who used respec- tively the names Watson and Greenwood. He now trades as a picture frame maker at Stoke Newington in the name of Sidney Mendoza & Co. Patrons find much difficulty in obtaining their enlargements or the return of their nega- tives. ( No. 206211.) GOLD BRICK SWINDLE.— Swindlers write from America to relations of lately deceased persons, stating that the deceased had assisted writer to start in business ( generally gold prospecting) that the business has prospered, and he is de- sirous of handing a share of the profits to his benefactor or family. Correspondence ensues, and finally an advance of money is requested upon the security of a bar of gold. The " bar of gold " is really brass. POLICE GAZETTE, 7th March, 1902. ( No. 133001.) THE GORDON MEMORIAL Day Nursery and The SHAFTESBURY MEMORIAL Shoe Black Brigade for the Homeless, Destitute, Deaf, Dumb, and Crippled Boys, 154, Denmark Street, St. George's- in- the- East.— Conducted by Andrew McLaglen, who poses as a Bishop. He now re- sides at Mona ' House, Grove Park Terrace, Chiswick. It has not yet been found possible to sustain a criminal prosecution. — POLICE GAZETTE, 26th January, 1906, and 24th August, 1906. ( No. 130310.) HAMBURG LOTTERIES.— These and other foreign lotteries are illegal, and the Police will give no assistance or advice to persons who meddle with them.— POLICE GAZETTE, 25th November, 1898. ( No. 59446.) JOHN HAMMOND & CO., 94, St. Mary's Road, Leyton.— Advertise as live stock and poultry breeders. Many complaints received owing to neglect to execute orders. They advertise canaries and other song birds at a very cheap rate. ( No. 170101.) J A. HARDY & CO., Chancery Lane, E. C.— A bogus debt collecting agency. The proprietor very seldom attends the office; clients entrusting debts for collection are told when they press for settlement that the amounts collected have been more than used in the cost of collection. ( No. 182638.) HTPPOLYTE, alias LE BLUFF.— POLICB GAZETTE, 20th December, 1901.— Now uses name of MORDAUNT, and advertises from 25a, Trafalgar Road, East Greenwich. ( No. 105029.) IMPERIAL ART SUPPLY CO., Chichester House, Chancery Lane, and 17, Ranelagh Avenue, Fulham.— Same people also conduct the ALBION SHOW CARD CO., 203, Strand.— Advertise home employment. Applicants re- ceive a circular so carefully and guardedly worded as to make a charge of fraud most diffi- cult. ( No. 172493.) IMPERIAL SUPPLY STORES, 24, Crampton Street, Walworth. Many complaints are re- ceived, but the firm generally discharges it* obligations. It appears to be unbusiness- like and dilatory in its methods. ( No. 207128.) KEW TRADING ASSOCIATION, 16, Victoria Parade, Kew.— Many complaints reach Police because of the misleading nature of its adver- tisements. Nothing has been ascertained to justify Police action. ( No. 171830.) THE KINGSWAY WATCH CO., 300, Clapham Road. Known also at other addresses as " GRANTWELL'S," " BARRINGTON'S STORES," " DORADO WATCH CO.," & c.— Trade by means of advertisements so artfully worded as to make it appear that goods are sent on payment of the first instalment of cost. The complaining customer is told to read the adver- tisement carefully; the goods are not sent till last instalment has been paid. ( No. 187821.) LONDON PREMIUM AND TEA COMPANY, New Street, E. C., and formerly at Ludgate Hill, ( POLICE GAZETTE, 13th December, 1907).— The firm purchases quantities of correspondence from other similar concerns. The signatures are cut from the letters and sent, with a speciously worded circular, to the writers. After payment the goods are generally sent, but of course they do not justify the highly- coloured description given in the circular. ( No. 206755.) ALFRED H. MARKS AND CO., HANWAY ART STUDIO. Highbury Grove, late St, Thomas Road, Hackney, and Mile End Road. Agents call and obtain payment for enlarging photographs, great delay occurs in executing orders, but the goods are generally forwarded in the end. ( No. 196988.) 1 T H E P O L I C E G A Z E T T E. FRIDAY, FEBRUARY 6, 1911. DOUBTFUL TRADERS, Ac. ( continued)— THE SCOTTISH PHOTOGRAPHIC TOURING AND PICTORIAL POST CARD CO., 229 ( late 88), Kennington Road, S. E., Manager, Alf. Fry, late 105, Euston Road, and Glasgow. ( POLICE GAZETTE, 8tli February, 1907.)— Representa- tives seek permission to photograph premises, < fec., a proof is shown and an order solicited. Payment in full or a deposit is requested at time of giving the order. Very considerable difficulty is experienced in obtaining the pictures. ( No. 186807.) GEORGE SCRIMSHAW, using the names of MRS. CLAYTON, W. FRANCIS, W. JOHN- SON, and MORRIS, and the addresses, 3, Omega Terrace, and 129, King's Road, Chelsea, answers advertisements for the sale or purchase of dogs. His transactions are unsatisfactory, but in some few cases he appears to pay for dogs obtained, and to send dogs for money re- ceived. A number of complaints are received. He has been convicted. C. I. D., No. 184108. SMITH & CO., alias NORTH & CO., and THOMAS SMITH PAYNTER. — Advertises home employment. The nature of the work is to retail for 2s. a nickel pen and pencil case, which is supplied at Is. Id. The article is practically useless. Fred Paynter was recently sentenced to 12 months hard labour for this fraud. He appealed, but the appeal was dis- missed.— POLICE GAZETTE, 24th February, 1893. ( No. 77433.) SPANISH SWINDLE. — This fraud has many phases, the most common being a sum of money either buried in the ground or impounded some- where on account of debt, which, on being re- leased, is to be divided between the swindler or his " orphan d- aughter" and the dupe.— POLICE GAZETTE, 21st October, 1898. ( No. 183560.) D. STEVENS or DAVIES, & c., The Laurels, West Drayton, Middlesex.— Dealer in birds, which he advertises for sale, but fails to supply for some time. Usually makes excuse that orders arrive faster than he can satisfy them. ( No. 170194.) STRAMONIUM CIGARETTE; CEMENT AND MARKING INK FRAUD.— The swindlers call upon shopkeepers and induce them to become agents for the sales of Stramonium, Bronchial, and other cigarettes, marking inks and cement. — POLICE GAZETTE, 2nd May, 1902, and 16th October, 1908. ( No. 85057.) TANQUEREY, A., Paris.— Free portrait swindle. Writes prominent persons— and others— asking them to send their photograph, and promising to make an enlargement free. Before sending the picture he demands money for, either ( a) cost of a suitable frame, or ( b) cost of packing case and transit. In either case the sum asked is ex orbitant, and more than covers the whole cost of production. Unless the money is sent, photo- graph is neither returned nor promise fulfilled.— POLICE GAZETTE, 21st September, 1900. ( No. 74139.) VARNEY, 40, Angel Lane, Stratford.— Some times advertises in the name of HUMMEL.— Deals in live stock, & c. Very dilatory in his business methods, and makes plausible excuses when complaints are received. ( No. 143164.) NOTE. For the information of Police and for their guidance, it is to be noted that there is a tendency among certain doubtfu traders to dispose of the letters they receive in answer to their advertisements to other doubtful traders, either by sale or exchange. The signature is then cut from each letter, affixed to an artfully worded circular and sent to the writer The recipient frequently writes Police to enquire how his or her signature came into possession of sender, or suggesting that it has been forged. Very many, however, seeing their own signature, imagine that the firm is genuine, and so are easily deceived. APPREHENSIONS SOUGHT. JLrreit not now sought. 2.— C Division,— For obtaining £ 37 16s. 6d. by worthless cheques, while an undischarged bankrupt— HENRY COLBECK MICHELL, age 44 ( looks older), height 6 ft., slight build, complexion fair, hair ( bald on top) and moustache light auburn, thin features, round shoulders, wears gold rimmed pince nez, carries a heavy walking stick; dress, black morning coat, grey vest, blue trousers, silk hat. A stockbroker. Warrant issued. 8.— D Division.— For converting £ 1,200 to his own use, and misappropriating £ 500— LEONCE DELPHIN, age 32, height 5 ft. 8 or 9 in., athletic build, complexion fresh, hair ( thin on top) and stubby moustache ( brushed upwards) light, eyes blue, abscess scar right side of neck; dress, morning coat suit, dark Scotch tweed over- coat, green felt hat, pearl pin, long pointed brown boots. A native of Geneva. He was entrusted with a cheque for £ 1,200 to pay to a member of his firm, forged the endorsement, obtained cash, and appropriated same. Warrant issued. 4.— F Division m— For stealing a solid silver tea service, with coffee and teapot, kettle with stand, sugar basin and cream jug to match, crest ( a double sheaf) on each, " D. G. & Co." on bottoms; 2 silver sugar sifters; 4 do. salt cellars; 2 do. pepper boxes; 2 do. mustard pots; 1 do. sugar basin, low and flat; 1 do. cream jug, sauce boat shape; 2 do. cake baskets ( 1 solid, 1 plated); 2 do. butter dishes and forks; 1 do. fish slice, per- forated centre; 1 dozen do. tea spoons, with tongs pierced pattern; 1 dozen do. dessert knives and forks, mother- o'- pearl handles, crest in black on handles; 1 dozen do. fish knives and forks, ivory handles, crest and " Adde Colcar " on each; 1 do. hair brush, set mother- o'- pearl; 2 clothes brushes and hand glass to match; 1 silver back tortoise- shell comb, embossed; 2 do. large photograph frames ( 1 hammered); 4 do. fancy spoons; 1 do. salt cellar, French; 1 do. snuff box, old- fashioned; 1 do. pair hair brushes with crest; 1 do. large shaving bowl and brush, " M. Has served in the Royal Horse Artillery. 5.— Y Division•— For stealing a bay mare, 5 years, 16 hands, three black points, white star on forehead, short mane, swish tail, star on top of off hind fetlock; 1 set black leather brass mounted harness, square fittings, curb front piece on bridle; 1 light square gig, painted dark blue, imitation wicker panels, wheels, springs and shafts dark blue, " Potter, Stratford," on brass wheel caps, rubber tyres, brass bull's eye lamps, waterproof, knee apron, brass stud for strap, " W. F. G." en- graved thereon; 2 rugs ( 1 dark blue waterproof, 1 dark brown plush, lined red); 1 holly handle whip, silver mounts— A MAN, age 30 to 35, height about 5 ft. 5 in., complexion pale, hair light; wearing dark overcoat, hard felt hat. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 6.— For obtaining cheques for £ 311 12s. fid. by false pretences— THOMAS H. COPPINGER, age about 32, height 5 ft. 4 or 5 in., complexion fresh hair reddish brown, moustache ginger, eyes large some front teeth missing, walks with short quick step, Lancashire accent; dress, dark clothes, hard felt hat. A native of Manchester. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. Ottaway, 26, Old Jewry, E. C. BERKSHIRE. 7.— Reading ( Borough).— For stealing ( by trick) 10s., 31st December, 1910— A MAN, age 50 to 60, height 5 ft. 3 or 4 in., good build, hair and moustache grey; dress, blue melton overcoat, dark grey trousers, black bowler hat. Warrant issued. Information to the Chief Constable, Borough Police, Reading. ESSEX. 8.— Southend ( County).— For stealing from his lodgings a blue ribbed serge suit, nearly new, long cut pocket, 2 buttons in front; black over- coat, small plain collar, Raglan pockets; black box calf Derby boots, size 9, recently soled and heeled; silver double curb albert, silver locket and matchbox attached; black cigarette case with sil- ver corners— JACK McKERNS, alias JOHN EWING, age 22, height 5 ft. 6 in., complexion fresh, hair light, eyes weak, lisps; wearing the stolen clothing. Convicted at Worthing, 25th August, 1909, of stealing a bicycle. Is also wanted at Brighton for larceny. Warrant issued. Information to Supt. Pryke, Southend- on- Sea. FIFESHIRE. 9.— Cupar ( County).— For embezzling £ 500 — NORMAN GRAHAM ROBERTSON, age 31, height 5 ft. 6 or 7 in., complexion pale, full round face, hair light, clean shaved, eyes blue, walks smartly, always with left hand in jacket or over- coat pocket, and his head droops about 2 in. to left side every other step he takes; dress, light grey tweed jacket suit, heavy long dark grey over- coat, strap or belt at back, hard felt hat. A stockbroker, late of Kirkcaldy. May endeavour to leave the country and probably join his brother, David Robertson, wanted for embezzlement ( see Case No. 30, 9th December, 1910). Warrant issued. Information to the Chief Constable of Fifeshire, Cupar. GLAMORGANSHIRE. 10.— Swansea ( Borough). — For stealing £ 4 10s., 19th December, 1910— GEORGE OSBORNE, alias PAISEY, age about 23, height 5 ft. 3 in , hair light, clean shaved, heavy eyebrows, eyes blue, of slovenly appearance; dress, dark coat and vest, light trousers, light mackintosh, tweed cap, white woollen scarf, black lace leggings. Supposed a native of Worcester. Stated he learned the trade of a shoemaker and had been employed in a printing office at Worcester, also that he had worked on farms in different parts of the country. Supposed wanted elsewhere. Warrant issued. 11 — Swansea ( Borough).— For stealing a quarter- plate camera and appliances— JAMES MACHIN, Office No. 1116- 06, age 24, height 5. ft. 8 in., very square shoulders, complexion fresh, hair dark brown, eyes blue, downcast appearance, compass, square and clasped hands right forearm, Buffalo Bill back of right hand, scar back right middle finger, clasped hands, heart, ballet girl left forearm, bust of female back of left hand, very noticeable; dress, light green suit, usually wears dark guernsey under his waistcoat, light green cap; native of Tunstall. While in Swansea was employed by a travelling showman. Warrant issued Information to the Chief Constable, Swansea. GLOUCESTERSHIRE. 12.— Bristol ( City).— For burglary, 1st inst., and stealing a steel cash box, 13 by 11 by 6, con- taining £ 2 lis. 7d.; 1 gold watch, out of repair, French make, single case, key wind, white dial, gold hands, may have words in French inside; 1 pair gold ear drops, formed of two small balls jointed together ( one broken); 1 cheque book on the London & South Western Bank, Corn Street Branch, Bristol, containing cheques, Nos. 344519 to 244550 inclusive; 2 Post Office Savings Bank books ( one issued at North Street, Bristol, ia name of M. G. Carrabe, one at Newfoundland Road Post Office, Bristol, to B. R. Carrabie; 1 French military book; 1 marriage certificate; 2 birth certificates; 1 French passport; some agree- ment and Insurance papers ( all have " Carrabe " thereon); 1 light fawn colour mackintosh, re- paired at collar and pockets— FREDERICK LIPPLE, age 20, height 5 ft. 4 Or 5 in., com- plexion pale, hair brown, walks badly, suffers from sleeplessness and takes laudanum freely; dress, blue coat and vest, black trousers, white sweater, grey cap, old boots, and the stolen mackintosh. A native of Bristol. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Bristol. A fitter; native of Manchester. Previously convicted at Stockport, Barnstaple, Eccles, Strangeways, Salford, Warrington and St. BLEASE, alias BRAIZE, TAYLOR and HAM- MOND, age 30, height 5 ft. in., hair and mous- tache dark, short, mole right cheek, scars on forehead, red nose; dress, dark suit, shabby vest, Helens. Warrant issued. Information to the Chief Constable, County Police Office, Wakefield. LANCASHIRE. 14.— Liverpool ( City).— For stealing ( servant) 28th ult., £ 223 6s. lOd.^ TAMES McVEIGH, ' age about 35, height about 5 ft. 7 in., slight build, weight about 9 stones, complexion pale, hair and moustache ( waxed) black, wears an engraved signet ring on third right finger, sometimes wears gold rimmed spectacles; dress, brown tweed or smooth green cloth suit, hard hat or fawn colour rain- proof cap, rough green overcoat, large squares, sometimes wears yellow leggings. A native of the North of Ireland. May endeavour to leave the country, or may be found betting or bookmaking at race meetings. Information to the Head Constable, Liverpool.
