XXVII., No. 2812. 1 All communications for insertion in the POLICE GAZETTE, and all communica- tions relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. i. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. I. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. Portraits of Persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of 6s. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. I). Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of \ to} tn.^" iln^ hl number, and as far as practicable they are alphabetically arranged by counties. . 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their £ recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. . , Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday cdihon noMafer than Saturday morning They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. , , All payments must be in advance, either at the office, New ScotUiiuI Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. ,, 13. The Space being limited, announcements concerning " Missing Persons are only accepted on payment, but insertion in the next or ^ y. subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. FINGER PRINTS. UNDER the existing arrangements the finger impressions will be taken, and recorded at the Finger Print Department, Convict Supervision Office, New Scotland Yard, of all persons convicted as follows: — ( a) All persons coming within Sections 5, 7, or 8, of the Prevention of Crimes Act, 1871. (/>) All persons, at Assizes or Quarter Sessions, sentenced to not less than one months imprison- ment, without option of a fine, for any of the offences shown below. ( c) All persons, at Petty Sessional, Police, or Stipendiary Magistrate's Court, sentenced to more than one months imprisonment, without option of a fine, for any of the following offences: — Aliens ( Sec. 3 Aliens Act of 1905). Arson. Assaults with intent to rob. Attempted burglary. Attempted larceny. Attempts to break into churches, houses, shops, warehouses, & c. Attempts to obtain goods and money by false pretences. Bankruptcy offences. Being found on enclosed premises. Breaking into churches, houses, shops, warehouses, & c. Burglary. Cattle stealing. Coining. Conspiracies of all descriptions. Embezzlement. Entering with intent to commit a felony. Extortion by threats. Felonious wounding. Forgery. Fraud. Frequenting. Horse stealing. Housebreaking. Importuning male persons to commit un- natural offences ( Vagrancy Act, 1898, Sec. 1, par. b). Tndecent assault on female. Larceny. Mental degenerates. Obtaining goods and money by false pre- tences. Possessing housebreaking tools. Procuration of women and girls. Prostitution, living on proceeds of ( Vagrancy Act 1898, Sec. 1, para. a). Receiving. Robbery. Sacrilege. Sheep stealing. Shopbreaking. Suspected person. Unlawful possession. Uttering counterfeit coin. Warehousebreaking. But all offenders of the first Division, and such of the second Division as have never been previously convicted, are exempted from this order. In order to avoid the retention of useless records in the Finger Print Department, the Registrar of Habitual Criminals would be glad if the Chief Constables of Counties, Cities, and Boroughs, will, m future, notify the death of any criminal who has been finger- printed. The notification should contain the full name and aliases, particulars of conviction, or convictions if possible, also the No. published in the List of Habitual Criminals. APPREHENSIONS SOUGHT. CITY OF LONDON. 2.— For conspiracy and obtaining goods by false pretences ( long firm frauds)— FREDERICK'WIL- LIAM MALLINSON, alias FRED V. ST. CLAIR, age 45, height 5 ft. 9 or 10 in., hair, moustache and short beard sandy, wore a heavy gold ring, set diamond, gipsy setting; dress, blue serge suit, white vest slip. An auctioneer. HAROLD JENKINS, age 55, height 5 ft. 10 in., slight build, complexion fair, clean shaved, eyes sore, wears pince- nez, bad teeth, speaks softly and quickly with American accent. Is said to be a Canadian. Warrant issued. Not to be arrested out of the United Kingdom. 3. — For falsification of accounts — HENRY ERNEST EDWARD WENHAM, age 25, height 5 ft. 6 or 7 in., hair and eyes dark brown, clean shaved, occasionally wears glasses; wearing dark overcoat, grey mixture tweed cap or black hard felt hat. HARRY BENJAMIN CORNWELL, age 32 to 36, height 5 ft. 10 or 11 in., good build, complexion pale, hair and moustache dark; dress, brown mackintosh, dark suit and cap. Warrant issued. BEDFORDSHIRE. 4 — Bedford ( County)— For inflicting grievous bodily harm— Expiree THOMAS WILLIAMS, alias JOSEPH FULLER, Office No. 73- 08, age 35, height, 5 ft. 9| in., complexion fresh, hair light brown, eyes blue grey, large mole right side of jaw, 2 scars palm right hand; dress, brown over- coat, green cap. A shoehand; native of Bedford. Accompanied by his wife, age about 30, short, thin face, full eyes, red hair; wearing long loose jacket, black hat, large feather. Warrant issued. 5. — Bedford ( County). — For inflicting grievous bodily harm— HERBERT WILSHER, age 27, height 5 ft. 7 in., complexion, hair and eyes dark brown, sometimes wears medal ribbons; dress, black jacket and vest, grey trousers, blue cap. High Wycombe ( County).— For ob- taining money by false pretences— JOHN CHEESE, alias SMITH, age 31, height 5 ft. 11 in., complexion fresh, hair brown, eyes ( sore) blue, rather slovenly gait, swings right hand, carries left in pocket; dress, pepper and salt colour jacket, dark trousers, blue muffler with white stripes, dark cap, button boots. A band sawyer; native of High Wycombe. Warrant issued. Information to Supt. Summers, High Wycombe. 2 APPREHENSIONS SOUGHT , emtim, ed).— CA MBRIDGESHIRE. 7.— Cambridge ( Borough).— For stealing ( servant) £ 9, 30th ult.— HARRY FREDERICK LAWRENCE, age 35 to 40, height 5 ft. 10 or 11 in., hair dark, clean shaved, full eyes; dress, dark suit, light ulster overcoat, wrapper, cap. Stated he was a groom, and belonged to Folke- stone. Has been employed by a motor agent for about 3 weeks. Sentenced at St. Ives, Hunts, 17th October last, to one month imprisonment for larceny. Stays at common lodging houses. Warrant issued. Information to the Chief Constable, Cambridge. CHESHIRE. H. Northwich ( County).— For being con- cerned with another man in custody for shop- breaking— TWO MEN, lst, age 22, height 5 ft. 3 or 4 in., slight build, complexion fresh, hair light brown, clean shaved, eyes blue, abscess mark left side of chin; dress, dark tweed suit with blue stripes, square cut jacket, light peak cap with green and red stripes, check muffler; lace boots, spoke of Burslem and pottery districts; 2nd, age 25, height 5 ft. 2 or 3 in., inclined to stout build, complexion fresh, hair very light, clean shaved, eyes ( swelling under one) very dark; dress, greyish striped suit, light motor cap, check muffler, broad yellow waist belt, brown boots. Supposed a native of Burnley. Appeared to be conversant with Liverpool and neighbouring towns. Supposed wanted for shopbreaking at Wrexham,- lst inst. Information to Supt. Cooper, Northwich. 9. — Oakmere ( County). — For stealing a postal order for 2s. 6d. and 2s. l£ d. cash from his lodgings at Tarporley, 30th" ult., Expiree THOMAS WATKIN, alias RIMMER, JOHN- SON and CLARKE, Office No. 3472- 99, Case No. 32, 4th February, 1910, and ILLUSTRATED CIRCU- LAR No. 97, Figure 27, age 34, height 5 ft. 24 in., complexion fresh, hair brown, eyes hazel, " mole left cheek, 2 scars right of forehead, blue mark base of nose and lobe of left ear; dress, black jacket, light brown spotted double breasted vest, cut low, dark trousers, black soft felt hat, green tie, pin at top and bottom. A painter; native of Liverpool Travels the country conjuring and bone playing at public houses, is sometimes accom- panied by a man and woman, who pose as travelling musicians. Has been convicted at Liverpool, Wakefield, Salop County Sessions, Oakhampton, Weston- super- Mare, Lancaster and Shrewsbury. Warrant issued. Information to Superintendent Beeley, Oakmere. DORSETSHIRE. 10. — Wareham ( County). — For burglary, 29th October last, and stealing 2 bottles of whisky, bearing labels " John Beggs, Red Capsule, Special Scotch Whisky "; 8 1- ounce packets Wills' " Black Man" shag tobacco; and 8 half- ounce packets " Star" tobacco; 1 large fish basket with name ( unknown) on same, one of the handles mended with string; 2 wooden tobacco pipes ( 1 brown, flat bottom, notch cut in bottom each side of stem, black bone mouthpiece); 1 brown pipe, round bowl, with white bone mouthpiece— THOMAS HALL, alios JAMES POPE, HAINES, JOHNSON, CLARKE, SMITH, FLYNN, ROBERTS, and JONES, Office No. 3319- 02, age 56, height 5 ft. 6J in., complexion fair, hair brown, eyes blue ( cast in each), short beard, 3 scars on crown of head, peculiarity of both ears, pock marks right side face; dress, long light overcoat, black bowler hat, blue trousers, boots ( much worn), may be wearing a soldier's blue overcoat. A tramp. Has been convicted of housebreaking at Dorset and Hants. Assizes, and Bucks. Quarter Sessions, and of larceny at Clevedon, Folkestone, Lewes, Swansea, and in London. Warrant issued. THORRINGTON, alias TORRINGTON, STUART, MORGAN, and JAMES, age 35 to 40, height 5 ft. 2 in., complexion sallow, hair light brown, eyes ( large) dark blue, tattooed cross near left thumb joint; dress, dark grey jacket suit, fine green stripes, soft tweed hat, button boots. Represents himself as a travelling theatrical manager, advertises for young girls in the Stage newspaper; on girls presenting themselves for em- ployment, he obtains money from them as securities for attending rehearsals, then decamps. Warrant issued. Information to Supt. Cowell, Braintree. 12— S0Uthend- 0n- Sea ( County). For stealing £ 18 Is. 2d., 2nd inst.— WILLIAM GIBSON, Office No. 92- 05, age 24, height 6 ft. in., complexion fresh, hair brown, eyes grey, " J. J. G. F. G. J. G. W. C. B. C." left forearm; dress, black hard felt hat, drab colour overcoat, light grey trousers, brown leggings, lace boots. A clerk; native of London. Has been previously convicted in London and at East Kent Sessions. Has served in the Connaught Rangers, recently employed here as a carman. Warrant issued. Information to Supt. Pryke, Southend- on- Sea. FLINTSHIRE. 13.— Holywell ( County).— For stealing lead ( recovered)— A MAN, age about 26, height about 5 ft. 9 in., complexion fresh, hair and moustache dark, 2 upper teeth prominent, London accent, addicted to drink, may have bruises on face; dress, grey jacket, cord trousers, cap. A native of London. He tramps the country, stays at com- mon lodging houses, also hawks waxed thread with needles attached. Warrant issued. Information to the Deputy Chief Constable, Holywell. CLA MO RCA NSHIRE. 14. — Cardiff ( City). — For stealing fittings from a dwelling house— THOMAS CALLAN, alias CALLAGHAN, Office No. 1973- 08, age 24, height 5 ft. 2| in., medium build, complexion swarthy, clean shaved, hair dark brown, long face, eyes grey, scar inner corner left eye, " TT T " left wrist; dressed in dark clothes, muffler and cap. A labourer; native of Cardiff. Has worked occa- sionally during the past 6 years at Ranks Mill, Barry Dock. May be found at common lodging houses. Warrant issued. 15 — Cardiff ( City).— For stealing ( bailee) £ 1 — C. RYDER, age 30 to 35, height 5 ft. 6 or 7 in., slight build, complexion fresh, oval face, hair brown, moustache light brown; dress, blue serge suit, dark mixture overcoat, black bowler or soft felt hat. He canvasses for orders for tea, presents a card with " Tea Specialities, China and Ceylon Tea Company, Market Street, Manchester," thereon, presented by C. Ryder. Warrant issued. Information to the Head Constable, Cardiff. GLOUCES TERSHIRE. 16 - North/ each ( County).— For stealing 5th inst., at Bourton- on- the- Water, a " Star" road racer bicycle, 25 in. frame, No. 133803 stamped on frame under saddle, If " Wolverhamp- ton " wired tyres, dropped handle bars, 2 roller brakes, rat trap pedals, black enamelled, red and green lined; acetylene lamp; 1 pair brown boots, size 7— ARTHUR RICHARDS, age 23, height 5 ft. 3 in., complexion fresh, hair light brown, eyes ( supposed) grey, clean shaved, right thumb injured, nail coming off; dress, old dark green suit, green cap. A groom. Stated he had been employed at Purton Hall, Bedford. Warrant issued. Information to Supt. Hopkins, Northleach. HAMPSHIRE. 17. — Aldershot ( County). - For obtaining 4s. 6d. by false pretences, 5th ult.— RICHARD PELLETT, age 23, height 5 ft. 8| in., complexion fresh, hair brown, eyes blue, scar centre of fore- head, tattooed heart and arrow right forearm, ring on 3 right fingers; dress, old brown suit and cap, muffler. A labourer. Has in his possession a discharge from the Royal Marines. Calls on persons and states he is an ex- soldier, and is anxious to obtain employment, asks for money to enable him to obtain food until he starts work. Warrant issued. Information to Supt. Hawkins, Aldershot. 18.— Portsmouth ( Borough) — For obtaining money by false pretences— STEPHEN WILLIAM MONK, age 30, height 5 ft. 7 in., complexion fresh, hair ( slightly bald on top), heavy moustache and eyes brown; well dressed. A tailor and com- mercial traveller. He was summoned to appear 2nd inst., but absconded. Warrant issued. 19.— Portsmouth ( Rornugh).— For stealing a piece of bacon, 21st ult.— WILLIAM PARKER, age 26, height 5 ft. 7 in., complexion fresh, hair brown, eyes blue; dress, brown jacket, dark trousers, black muffler and cap, shabby appear- ance; a native of Cambridge. He was remanded on bail and should have appeared 2nd inst., but absconded. Warrant issued. 20.— Portsmouth { Borough).— For leaving his children chargeable to the parish— WALTER JOHN MUNRO, age 30, height 5 ft. 8 in., com- plexion fresh, hair auburn, eyes hazel, scar out- side left wrist. A labourer; native of Leith. Is a deserter from the Royal Marine Artillery, see Case No. 209, 23rd August last. Warrant issued. Information to the Chief Constable, Town Hall, Portsmouth. 21.— Southampton ( Borough). — For larceny ( lodgings)— ERNEST BEVOIS, olios WILLIAMS, age about 43, height 5 ft. 2 or 3 in., hair ( bald on top) dark brown; dress, blue suit, patent leather boots. Hitchin ( County).— For stealing a bundle of straw, 9th ult.— CHARLES SMITH, age 23, height 5 ft. 8 or 9 in., complexion fresh, hair light clean shaved; dress, old grey suit and cap, dark striped neckerchief. Is fond of speaking of horse racing. A labourer or jobbing gardener. Stated he was a reservist of the Border Regiment. May be found at common lodging houses. Warrant issued. Information to the Deputy Chief Constable, Hitchin. KENT. 28. - Cranbrook ( County).— For obtaining £ 1 by false pretences— CHARLES E. WYATT, age about 46, height 5 ft. 2 or 3 in., complexion fair, hair light brown, small stubby moustache light, eyes grey; dress, dark brown suit, dark overcoat, hard felt hat, brown leggings, lace boots. He pre- sented a cheque or draft on the London & County Bank, Tollbridge Branch. Previously convicted at Kingston, Surrey, and believed wanted elsewhere. Warrant issued. Information to Supt. Fowle, Cranbrook. LANCASHIRE. 24. — Kirkham ( County). — For embezzling £ 16 15s. 9d.— WALTER FISHER, age 28, height 5 ft. 3 or 4 in., complexion fresh, full face, hair and eyes dark, clean shaved, bad front teeth, stoops, splay feet; dress, green striped suit, grey and black striped tie, grey cap, lace boots, patched. A grocer's assistant; native of Lytliam. Warrant issued. Information to Supt. Ormerod, Kirkham. LINCOLNSHIRE. 25. — Gainsborough ( County). — For ob- taining £ 5 by false pretences, 30th September last — G. HARRIS, age 30 to 35, height 5 ft. 6 or 7 in., slight build, complexion fresh, hair light brown, slight moustache light; dress, dark jacket suit, mackintosh or rainproof overcoat, hard felt hat, light lace boots. He visited premises, agreed to insure the horses, vehicles, stables and harness, premium for the first £ 5 to be reduced 5 per cent, each year until the minimum of £ 3 was reached, gave a stamped receipt from a book printed at Skegness, made out as though it was from the General Fire and Accident Insurance Co., Ltd., " General Fire and Accident" having been erased and " Indiana Commercial " inserted. Has been engaged as an insurance agent. He only visits premises of wooden structure, where insurance premiums would be high. Warrant issued. Information to Supt. Wilkinson, Gainsborough. 26.— Spalding ( County).— For obtaining £ 15 5s. by a worthless cheque, 2nd inst.— H. V. STOWERS, age 45 to 50, height 5 ft. 8 or 9 in., complexion and hair ( bald on top) dark, clean shaved, wears glasses; wearing black coat, fancy vest, hard felt hat. He called on the manager of the Co- operative Stores, presented a cheque drawn on the London City and Midland Bank, Ltd., Derby, which he asked may be cashed as the banks were closed, and that he was going to an election meeting. OXFORDSHIRE. 27. — Chipping Norton ( County). — For stealing, forging and uttering a cheque for £ 14 5s. on Gillett & Co.' s Bank, lst ult.— JESSE HURL- STON WEAVING, age 27, height 5 ft. 10 or 11 in., complexion fair, hair ( inclined to ginger) light brown; dress ( supposed) new dark brown suit with dark stripes, new grey overcoat with dark stripes, usual pockets with flaps, light boots. MURDER. 28. - T Division. — For wilful murder at Cliiswick, 28th October, 1908— WILLIAM WARD, age 30 ( looks older), height 5 ft. 7 or 8 in., drooping shoulders, slight build, complexion APPREHENSIONS SOUGHT ( continued)— underclothing, as he left his own behind. A native of Tickhill, Yorks. Pie was admitted to the Grimsby Union Infirmary as John Mason, and discharged, 25th ult., for misconduct. Is suffer- ing from bronchitis: may be found in a similar institution. Warrant issued. Information to Supt. Andrew, Renishaw, near Chesterfield. SURREY. 40.— Reigate ( Borough^. — For stealing ( bailee) 4 men's shirts, 17th ult. EDWARDS, age 25 to 30, medium height, complexion pale, hair dark, eyes rather large, aenemic appearance; wearing a black coat, and turban hat. She called at a draper's shop, gave a false address, and asked to be allowed to take the shirts on approval; also obtained 14 other shirts and 4 pairs of boots, which have been recovered. Warrant issued. Information to the Head Constable, Reigate. ' o FIFESHIRE. £ 100 REWARD. 30.— Cupar ( County).— For embezzling £ 1,380 — DAVID ROBERTSON, age 37, height 5 ft. 8 in., complexion pale, hair ( slightly mixed with grey) dark, moustache dark brown, may be clean shaved, eyes blue, quick nervous walk, of smart SKERRITT, age 17, height 5 ft. 3 in., slight build, complexion fresh, hair dark brown, eyes grey, limps slightly left leg; dress, blue and white cotton blouse, short blue skirt, black stockings, red flowers thereon, long navy blue coat, slate colour fur, button boots, white straw hat with large crown, trimmed white ribbon and red roses, fine gold neck chain, gold brooch attached, brown kid gloves, carried a straight handled umbrella. A mill hand. Is of jovial disposition and a good singer. Photograph taken 3 weeks ago. Sup- posed to have left Todmorden 26th ult. Information to the Chief Constable, County Police Office, Wakefield. fresh, thin face, high cheek bones, eyes grey, hair dark brown ( grey at sides, slightly bald at top of head), aquiline or Roman nose, drooping mous- tache ginger, may now be clean shaved or growing a beard, splay feet, walks badly. This man is still at large and believed to be in this country. May now be found visiting race- meetings in the Provinces, selling flowers, cheap jewellery in Pro- vincial towns, or dealing in rubber, old iron, & c. Is very quarrelsome when in drink, and may at any time be charged with drunkenness or fighting. ( See POLICE GAZETTE, 2nd July, 1909, Case No. 1, 5th March, 1909; 13th and 20th November, 1908.) The above reward will be paid by Mr. H. W. Hardy, 279, High Road, Cliiswick, " London, W., to any person giving such information as will lead to the apprehenson and conviction of the above.
