All communications for insertion in the POLICE GAZETTE, and all communica- tions relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. -. 1' ai ticulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them, by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. ). In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. o. Portraits of Persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of ( is. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. .4 remittance of 6s. should be made in the first instance for cost of engraving sketches. ( i. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 9. 10. 11. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. w THE EDITOR, New Scotland lard, London, b. APPREHENSIONS SOUGHT. SPECIAL NOTICE. THE amount of stolen property at present " circulated " by the Metropolitan Police has become so inordinately large as to prejudice or destroy the practical value of the records, and it has been found necessary to limit it very con- siderably. It has been decided, therefore, to discontinue the " circulation " in Informations and Pawnbrokers' Lists of all property stolen in the provinces, unless where there are grounds for be- lieving that the property has found its way to the Metropolis. Chief Constables are requested accord- ingly, when forwarding lists of stolen property to Scotland Yard, to send with them a letter to that effect. And if bills or circulars are received in future, unaccompanied by such a letter, it will be assumed that the " circulation " of the particulars they contain is not desired. The same course will be followed with respect to property lost and persons missing. Warrant issued. 2.— J Division.— For s'ealing, 31st ult., from his lodgings, 3 ladies' watches ( 1 gold Geneva, black enamelled back, very thin case, white enamel dial; 1 14 ct. gold keyless, " Graves, Sheffield, " on dial, fancy figures ; 1 silver denii- hunter, keyless, blue en- amel figures, white dial) ; portion of a lady's 18 ct. gold watch " No. 88693" on outer case;' 1 22 ct. gold wedding ring McMULLEN, believed a Scotchman, age 30 to 35, height 5 ft. 6 or 7 in., com- plexion and hair dark, eyes grey, clenn shaved, small hands, bad front teeth, Scotch accent, dress dark jacket and vest, blue serge trousers ( very greasy), light grey cap, black patent leather dancing shoes. Recently employed as a farm labourer, has a know- ledge of watch repairing and painting in oil colours. 3.— y DivisionFor stealing ( servant), £} i 10s.— PERCY MORGAN, age 18, height 5ft. 8in., complexion pale, hair light, eyes grey; dress, dark green striped suit, grey cap, lace boots. A native of London. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. presented a card with " Mr. J. Harwood. Adver- tising Department, Hawkin's and Frank's En- tertainments, Empire, Cambridge," thereon, stayed several days, and left on 2nd inst., stating he would remit the money for his account. Id. 7th inst., LUIS PAPPERMAN, alias APLENKER ( a Russian Jew), age 26, height 5 ft. 6 in., thick set, com- plexion pale, round face, hair black, slight mous- tache dark; dress, dark or blue serge jacket suit, dark Raglan overcoat, hard felt hat. HARWOOD, age about 30, height 5 ft. 8 in., complexion, hair and eyes dark, moustache brown, thin face, prominent nose, wears pince- nez; dress, dark suit, and over coat. carried a small square flat brown leather case, also a dressing case. He called at an hotel, BERKSHIRE. 6. — Abingdon ( County). — For stealing a brown jacket and vest; 1 pair dark tweed trousers, patch on right knee; 1 black leather belt; 1 blue and white striped, shirt, " 64" marked on front; and cruelty to a child— GEORGE WILSON, age 27, height 5 ft. 6 or 7 in., complexion pale, hair dark brown; wearing the stolen clothing. Plays a whistle in the street. May have in his posses- sion discharge papers from Woolwich Arsenal in name of James Hawkes. May be found at common lodging houses. Warrant issued. Information to Supt. Foster, Abingdon. 7.— Reading ( BoroughV— For stealing £ 8 from a barge, 3rd inst.— ARTHUR CHAPMAN, age 38 to 40, height 5 ft. 7 or 8 in., complexion fresh, heavy moustache sandy, reindeer entwined with snakes right forearm ; dress, brown striped jacket, khaki military riding breeches, putties and cap. He was employed on a barge trading between Reading and Devizes. Stated he was sentenced to 4 months imprisonment for assault on police at Andover, and discharged from Winchester Prison about a month ago. May be found at common lodging or low beer houses. B UO KING HA MS HIRE. 8. — CHesham ( County). — For stealing, between 29th ult. and 1st inst., at Gerrards Cross, a gold bracelet, set about 30 diamonds, silver setting; 1 gold pin, in 3 sections, ruby screw which passes through a ring of about 7 diamonds, in a brown leather case, probably bearing the name of an Edin- burgh jeweller; 1 pair claret colour livery trousers; 1 pair patent leather shoes— FRED PERRY, age about 17, height 5 ft. 4 or 5 in., complexion sallow, spots on face, Roman nose, hair ( long) and eyes dark, stooping gait, of Jewish appearance, German extraction, speaks English with slight German accent; dress, greenish mix- ture coat and vest, very faint brown, white and bluish stripes, green aero hat, the stolen trousers and shoes. No. 51- 07, height 5 ft. 5- J- in., stout build, hair dark brown, heavy moustache dark, heart and key right forearm, anchor left fo earm ; dress, tweed suit. A clerk. He booked to Birmingham by the 7.20 a. m. train, accompanied by his wife, age 28 to 30, height 5 ft. 3 or 4 in., complexion pale, hair dark, quiet demeanour, wearing black clothing. HAMPSHIRE. 15. — Fareham { County) — For stealing ( bailee) a diamond horseshoe brooch, 2 rows of diamonds, outer row supposed 16 diamonds, inner row 13 stones, about the size of a shilling, and a large marquise gold and diamond ring— FREDERICK GEORGE JOSEPH LISTER NICHOLSON, age 35, height 5 ft. 9 in., stout build, complexion fresh, hair brown, eyes ( right missing) blue, wears a black patch, well educated, of good address, addicted to drink; dress, navy blue suit, dark tie, green soft felt hat, sometimes wears a cup. MONMOUTHSHIRE. — Monmouth ( County).— For stealing at Skenfrith, a lady's gold keyless watch, long small link gold chain with brass ring attached; 1 pair of nearly new white box cloth leggings; 1 pair light lace boots size 9; 1 grey mixture cap; and 4 blank cheques on National Provincial Bank of England, Nos. 34008- 34011, a signature was forged to No. 34010; and £ 3 5s., obtained thereon from the bank— JAMES EDWARD HARRISON, age 21, height 5 ft. 2^ in., complexion pale, hair ( parted in centre) very dark,. slight dark moustache, and very heavy dark eyebrows, " N C" and 4 dots left forearm; dress, brown and green striped mixture coat and vest, blue serge trousers, celluloid collar, brown tie, and the stolen leggings, boots and cap. Sup- posed to have been employed in a garage in London 3 or 4 months ago. Absconded 27th ult. Warrant issued. Information to Supt. He obtained the goods and cash from a wine and spirit firm by falsely representing that he was Captain Frank Seymour of the sailing ship Esto/ l, and tendered a forged draft order for £ 13 16s., purporting to be drawn on the account of an Aberdeen Shipowning Company. NOR THA MPTONSHIRE. 23.- Peterborough { City).— For deserting his wife and 8 children, 2nd November, 1909 — FRED SQUIRES, age about 38, height about 5 ft. 9 in., good build, complexion very dark, hair and heavy moustache black, eyes blue. Formerly an insurance agent to the Royal London Insurance Company, and was last heard of at Canterbury in October, 1909. Warrant issued. A reward of £ 2 will be paid by Mr. I. Whitsed, Clerk to the Guardians, Peterborough, to anyone giving such information as will lead to the . arrest of Squires. Information to the Chief Constable, City Police, Peterborough. SOMERSE TSHIRE. 26.— Flax Bourton { County).— For obtain- ing £ 2 by fase pretences— RALPH JACOBS, alias MARTIN, age 30, height 5 ft. in., slight build, complexion fresh, hair black, eyes brown, clean shaved, mole right side of face near ear and one near nose; dress, grey suit with dark stripes, ijreen soft felt hat, lace boots with patent leather toe- caps. A native of Portsmouth. He calls upon farmers and others, solicits orders for enlargement of photographs, obtains money on account and ab- sconds. Was accompanied by his wife, age about 35, short, very bad teeth ; 3 children ( 2 girls and a boy); a man ( a Jew), age about 30, height 5 ft. 4 or 5 in., complexion very dark, hair ( curly) black ; dress, navy blue suit, black bowler hat, and his wife, age about 23, slight build, and a baby, age 5 months. Warrant issued. Not to be arrested cut of the United Kingdom. 27.— Flax Bourton ( County).— For stealing at Leigh Woods, a silver cigarette case and £ 15 5s.— ERNEST MORGAN, age 34 ( looks younger), height 5 ft. in., complexion fresh, hair brown, clean shaved, eyes grey, walks erect; dress, blue striped suit, cravat tie, black bowler hat, button boots. A groom ; native of Bristol. Has served in a cavalry regiment, is well acquainted with London and spoke of visiting Ireland. May endeavour to leave the country. Warrant issued. A hairdresser. Is a good pianist and baritone singer. May be found in singing rooms. Warrant issued. 29.— Smethwick ( County).— For obtaining £ 5 by false ptetences, 1st inst.— Supervisee THOMAS PRICE, alias WILLIAMS and GREEN, Office No. 3381- 02, ILLUSTRATED CIRCULAR, NO. 96, Figure 15, and Case No. 30, current issue, age 34 ( looks younger), height 5 ft. 5{ in., complexion fresh, hair thin on top) brown, eyes blue, anchor, " THPSA P," cross, and " BERT GRACE " left arm, triangle back right, knot back left hand. A YRSHIRE. 63.— LargS ICounty).— 7th ' inst., shot with a revolver ( supposed suicide), the body of A MAN, name supposed FRANZ MAIER or THIEMER, a German, age about 22, length 5 ft. 2 in., com- plexion sallow, hair dark, clean shaved; dress, dark serge jacket and vest, two pairs trousers ( 1 pair dark serge, other light grey tweed), grey tweed overcoat, white collar and front, black tie, white woollen pants, 2 light coloured woollen shirts, 2 pairs socks ( 1 pair blue, other brown), black bowler hat, light lace boots. Found in pockets, a photograph of himself, a photograph of a young woman, apparently a sister, 1 purse con- taining Is. 4Jd.; 1 pocket book; pieces of paper showing that he had visited London, Edinburgh, and other places, and a receipt for insertion of an advertisement in the Glasgow Herald, to the effect " that he held a patent for a fountain pen, and desired to meet with the firm dealing in fountain pens who would assist him in developing it." Railway Line at Boxmoor, the body of A MAN, age 50 to 55, length 5 ft. 5 in., hair ( black) and side whiskers turning grey ; dress, old green three- quarter length coat, blue jacket, 3 grey vests ( one with collar), light cord trousers, part of odd worsted stockings, white cotton shirt with blue stripes, coloured neckerchief, hob nailed boots.
