THE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, NOVEMBER 11, 1910. VOL. XXVII., No. 2804. 1. All communications for insertion in the POLICE GAZETTE, and all communica- tions relating to them, should be addressid to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. o. Portraits of Persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of Us. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. .4 remittance of 6s. should be made in the first instance for cost of engraving sketches. (>. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not l< ss rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. lnnouncements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard 6 » Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the Unitnl Kingdom. THE EDITOR. UNDER the existing arrangements the finger impressions will be taken, and recorded at the Finger Print Department, Convict Supervision Office, New Scotland Yard, of all persons convicted as follows: — ( a) All persons coming within Sections 5, 7, or 8, of the Prevention of Crimes Act, 1871. (/;) All persons, at Assizes or Quarter Sessions, sentenced to not less than one months imprison- ment, without option of a fine, for any of the offences shown below. ( c) All persons, at Petty Sessional, Police, or Stipendiary Magistrate's Court, sentenced to more than one months imprisonment, without option of a fine, for any of the following offences: — Aliens ( Sec. 3 Aliens Act of 1905). Possessing housebreaking tools. Procuration of women and girls. Prostitution, living on proceeds of ( Vagrancy Act 1898, Sec. 1, para. a). Receiving. Robbery. Sacrilege. Sheep stealing. Shopbreaking. Suspected person. Unlawful possession. Uttering counterfeit coin. Warehousebreaking. But all offenders of the first Division, and such of the second Division as have never been previously convicted, are exempted from this order. In order to avoid the retention of useless records in the Finger Print Department, the Registrar of Habitual Criminals would be glad if the Chief Comstables of Counties, Cities, and Boroughs, will, in future, notify the death of any criminal who has been finger- printed. The notification should contain the full name and aliases, particulars of conviction, or convictions if possible, also the No. published in the List of Habitual Criminals. APPREHENSIONS SOUGHT. A theatri- cal advance agent; native of Walthamstow. May seek employment with Animated Picture Com- panies in the Provinces.— ELIZABETH SHARP, nee CLARK, age 25 to 30, height 5 ft. 7 in., complexion fair, hair light, eyes grey; dress, blue serge jacket costume, heliotrope velveteen bat, brown lace boots. BEDFORDSHIRE. 5.— Bedford ( Borough). — For obtaining food & c., by false pretences— J. HARWOOD, age 30, height 5 ft. 8 in., complexion, hair and eyes dark, thin face, prominent nose, wears pince- nez; dress, dark suit and overcoat, carried a flat brown leather case. He called at an hotel, presented a card with " Mr. J. Harwood, Advertising Depart- ment, Hawkin's and Frank's Entertainments, Empire, Cambridge," thereon, stayed several days, and left without paying his bill. Warrant issued. D UC KING HA MS HIRE. 7. — Chesham ( County). — For stealirg, between 29th ult. and 1st inst., at Gerrards Cross, a gold bracelet, set about 30 diamonds, silver setting; 1 gold pin, in 3 sections, ruby screw which passes through a ring of about 7 diamonds,' in a brown leather case, probably bearing the name of an Edin- burgh jeweller; 1 pair claret colour livery trousers; 1 pair patent leather shoes— FRED PERRY, age about 17, height 5 ft. 4 or 5 in., complexion " sallow, spots on face, Roman nose, hair ( long) and eyes dark, stooping gait, of Jewish appearance, German extraction, speaks English with slight German accent; dress, greenish mix- ture coat and vest, very faint brown, white and bluish stripes, green aero hat, the stolen trousers and shoes. Trevener, Chesham. 8.— Slough ( County).— For leaving his wife chargeable to the parish— THOMAS GEORGE GIBSON, age 56, height 5 ft. 7 in., complexion fresh, hair, beard and moustache dark brown ( turning grey), eyes blue. A lithographic artist. Supposed known at Sevenoaks and Bromley, Kent, and at Forest Gate. Photograph can be seen on application. Warrant issued. Information to Supt. Pearman, Slough. CA RDIGA NSHIRE. 9.— Aberystwyth ( County).— For house breaking and stealing 6 dessert knives and forks, gold plated; 1 new pair brown shooting boots, and a large Waterbury watch— TWO MEN, 1st, age 27 or 28, height 5 ft. 8 in., complexion pale, hair brown; 2nd, age 23 to 25, height 5 ft. 6 in., complexion very fresh, hair sandy, eyes blue, flat or broken nose; both wearing dark clothes and caps. CA RNA R VO NSHIRE. 10.— Carnarvon ( County).— For leaving his wife chargeable to the Carnarvon Union— THOMAS JONES, age 45, height 5 ft. 24 in., slightly bow- legged, complexion dark, hair, mous- tache and eyes brown, big ears, of slovenly ap- pearance ; dress, navy blue suit and cap. A native of Llanberis. Absconded 8th October. Warrant issued. Information to Supt. Griffith, Carnarvon. 11-- Pwllheli ( County).— For stealing from a lodging house, 7th inst., a dark grey mixture coat, small patch outside of one pockets— A MAN, age about 30, height 5 ft. 9 or 10 in., complexion pale, hair ( thick) dark, clean shaved; dress, green mixture jacket and vest, dark trousers, rather large cap, lace boots. He left behind a bicycle, black enamelled, " Royal Sunbeam," No. 62903 under saddle. Stated he was travelling in rubber, purchasing old tyres, etc. Warrant issued. Is also suspected of stealing, 7th inst., a A gipsy, hawks lace, photograph frames, and buttons. Warrant _ issued. Information to the Chief Constable, Congleton. DORSETSHIRE. 14.— Poole { County).— For obtaining money by false pretences— THOMAS DAY, age 50 to 60, height 5 ft. 8 in., complexion fresh, hair brown, eyes grey; dress, dark coat, vest and trousers, grey cap. He stated his child, which was insured, had died, and owing to the payments being in arrears, the claim would not be met. Warrant issued. Information to Supt. Brown, Poole. 15. — Wareham ( County) — For burglary, 29th ult., and stealing 2 bottles of whisky bear- ing labels, " John Beggs, Red Capsule Special Scotch Whisky"; 8 one- ounce packets Wills' " Black Man" shag tobacco; and 8 half- ounce packets " Star" tobacco; 1 large fish basket with name ( unknown) on same, one of handles mended with string; 2 wooden tobacco pipes ( 1 brown, flat bottom, notch cut in bottom each side of stem, black bone mouthpiece); 1 brown pipe, round bowl, with white bone mouth- piece— THOMAS HALL, alias JAMES POPE HAINES, JOHNSON, SMITH, FLYNN, ROBERTS, and JONES, Office No. 3319- 02, age 56, height 5 ft. 6J in., complexion fair, hair brown, eyes blue ( cast in both), short beard, 3 scars on crown of head, peculiarity of both ears, pock marks right side of face; dress, long light overcoat, black bowler hat, blue trousers, black boots ( much worn), may be wear- ing a soldier's blue overcoat. A tramp. Has been convicted of housebreaking at Dorset and Hants Assizes and Bucks Quarter Sessions, and of larceny at Clevedon, Folkestone, Lewes, Swan- sea, and in London. Warrant issued. ESSEX. 16. — Epping ( County). — For housebreaking — Licence- holder HENRY WILLIAM BANKS, alias " MICKEY," HENRY QUINN, and WIL- LIAM STEVENS, Office No. 1993- 97, age 46, height 5 ft. 9£ in., complexion fresh, hair brown, eyes blue, mole front of neck, walks erect with a quick step; dress, dark blue or fawn colour over- coat, dark grey suit, white muffler, heavy lace boots, and associates with horse- dealers, which is his calling. Terry, Epping. 17.— Grays ( County).— For obtaining food and money by false pretences at Chadwell St. Mary, 24th" ult.— Licence- holder GEORGE HARRI- SON, alias POWELL, HUDSON, AINSWORTH and HAINSWORTH, Office No. 1651- 05, age 31, height 5 ft. 8| in., complexion fresh, hair light brown, eyes grey, brown mole back, fleshy mole left of neck and on nose; dress, black jacket and vest, white cord trousers, light cap, black muffler, very heavy boots. Sentenced at Birmingham Quarter Sessions, 7th July, 1908, to 3 years penal servitude for larceny. Licensed 30th September, 1910, i408. Also for stealing a brown princess robe and pair of boots— AMY QUINLAN, alias LILLIAN QUINLAN and LILY HARRISON, Office No. 1497- 10, age 26, height 5 ft. 2 or 3 in., complexion fair, hair light; dress, black skirt, white blouse, dark mix- ture grey three- quarter jacket, black chiffon and velvet hat with white roses, or may be wearing the brown princess robe. Stated ( believed falsely) 20.— Cardiff ( City).— Fop failing to report— Licence- holder ELLEN JONES, alias WIL- LIAMS, BROWN, DRURY, PITT, & c., Office No. 1956- 98, age 74, height 5 ft. 3 in., complexion fresh, hair and eyes grey, scar on bridge of nose, which has been broken, and on each eyebrow, very decrepit. Sentenced at Leeds Assizes, 4th December, 1905, to 5 years penal servitude for larceny ( person). May be found in casual wards or attending a hospital as out- patient for treats ment of her eyes. Information to the Head Constable, Cardiff. leaving GLOUCES TERSHIRE. 21.— Cheltenham ( County).— For his children chargeable to the Cheltenham Union, 8th ult.— WILLIAM GREEN, age 55, height about 5 ft. 10 in., slight build, complexion fresh, thin face, hair ( turning grey) brown, moustache light, eyes grey. A labourer. Has served in the Middlesex Regiment. Warrant issued. 22.— Cheltenham ( County).— For forging a receipt for the payment of £ 2— JAMES BAR- ROW, age 31, height 5 ft. 6 or 7 in., complexion pale, hair dark brown, clean shaved, eyes full and puffed; dress, dark grey suit, black bowler hat, lace boots. A clerk. He booked to Birmingham by the 7.20 a. m. train, accompanied by his wife, age 28 to 30, height 5 ft. 3 or 4 in., complexion pale, hair dark, quiet demeanour, wearing black clothing. Warrant issued. Information to Supt. Hopkins, Cheltenham. - For obtaining HAMPSHIRE. 23.— Portsmouth ( Borough).- £ 40 by a forged bankers' cheque, 29th ult.— JOHN WILLIAM WHEELER, age 26 ( looks older), height 6 ft., slightly stooping shoulders, complexion sallow, sharp features, hair dark, eyes grey, prominent nose, sometimes wears glasses, of smart appearance; dress, dark grey overcoat ( velvet collar) or new dark brown overcoat, blue jacket suit, pea green tie, black hard felt hat. Is well known in the Isle of Wight, Petersfield and along the South Coast. A coal merchant's traveller. Warrant issued. 24.— Portsmouth ( Borough).— For obtaining £ 4 18s. 5Ad. by false pretences, 27th ult.— H. W. MARTIN, age about 45, height 5 ft. 7 or 8 in., complexion, hair ( turning grey), and short mous- tache dark, appearance of a Maltese; wearing a dark three- quarter length overcoat, light cap, sometimes dresses as an officer of the Merchant Service, P. & O. cap with gold badge with " G " in centre. He ordered goods to the value of £ 1 Is. 6id., tendered in payment a worthless cheque, No. 21859, drawn on Farrow's Bank, Woolwich Branch, for £ 6, and received the balance. ( See Cases Nos. 33, 7th ult., and 19, 21st ult.) Warrant issued. 25 — Portsmouth ( Borongh).— For stealing, 22nd ult., a bicycle ( recovered)-- EDMUND POWNALL, age 33, height 5 ft. 7 in., complexion fresh, sharp features, hair brown, thin moustache light, eyes grey, walks quickly; dress, blue coat, trousers and cap, dark muffler. CHESHIRE. 12.— Liscard ( County).— For obtaining food and lodgings by false pretences, and stealing a Post Office Savings Bank book ( recovered)- WALTER COOPER, age 26, height 5 ft. 6 in., complexion fresh, hair dark brown, eyes blue, aquiline nose; dress, dark grey suit, with dark stripes, fancy black knitted tie, hard felt hat. A native of Huddersfield. Warrant issued. Information to Supt. McHale, Liscard. 13. — Congleton ( Borough). — For larceny ( trick)— — SMITH, age 23, height 5 ft. 6 or 7 in., complexion swarthy, full face, hair light brown, slightly deaf; dress, short heliotrope coat and skirt, black apron, light brown felt hat with black band, coral coloured beads, white metal belt. in his company. Warrants issued. 18.— Grays { County).— For absconding with workhouse clothing, 30th ult.— CHARLES FRENCH, age 63, height about 5 ft. 5 in., com- plexion fresh, hair iron grey, eyes blue, tattoo marks left forearm, peculiar twitch of face when speaking, suffers from asthma; dress, grey tweed suit, blue striped shirt, flannel vest, blue check neckerchief, blucher boots, all marked " 89, Orsett Union, Essex." Stated she was an agent for a firm at Southend- on- Sea.
