THE GAZETTE PUBLISHED BY AUTHORITY. NEW SKKIES. FRIDAY, SEPTEMBER 9, i910. VOL. XXVII., No. 2786. 1. All communications for insertion in the POLICE GAZETTE, and all communica- tions relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YAHD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, ithe name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of Persons whose apprehension is sought for serious offcnces will be inserted a, t a cost of 8s\ per portrait, and engravings of stolen property at a cost of ( is. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. .1 remittance of 6s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signal by tile ch. ef officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen properly must be guaranteed by an officcr of not less rank than Inspector, or analogous thereto. 8 Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are ulpliubcticaUy arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on \\ ednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paver only; they must ' be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New iScotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13 The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POIICE GAZETTE re- transmitted by Police Forces should be prepaid at the oiduiury rate for printed matter sent by post within the t inted Kingdom. THE EDITOR. UNDER the existing arrangements the finger impressions will be taken, and recorded at the Finger Print Department, Convict Supervision Office, New Scotland Yard, of all persons convicted as follows: — ( à) All persons coming within Sections 5, 7, or 8, of the Prevention of Crimes Act, 1871. ( á) All persons, at Assizes or Quarter Sessions, sentenced to not less than one months imprison- ment, without option of a fine, for any of the offences shown below. ( c) All persons, at Petty Sessional, Police, or Stipendiary Magistrate's Court, sentenced to more than one months imprisonment, without option of a fine, for any of the following offences : — Aliens ( Sec. 3 Aliens Act of 1905). Suspected person. Unlawful possession. Uttering counterfeit coin. Warehousebreakiug. But all offenders of the first Division, and such of the second Division as have never been previously convicted, are exempted from this order. In order to avoid the retention of useless records in the Finger Print Department, the Registrar of Habitual Criminals would be glad if the Chief Constables of Counties, Cities, and Boroughs, will, in future, notify the death of any criminal who has been finger- printed. The notification should contain the full name and aliases, particulars of conviction, or convictions if possible, also the No. published in the List of Habitual Criminals. APPREHENSIONS SOUGHT. J, 11.— Bedford ( Borough).— For stealing 7s., 6th inst. and obtaining food and lodgings by false pre- tences— ALFRED HENRY BLACK, age about 35, height 5 ft. 8 in., complexion very swarthy, thin face, liair ( slightly grey) brown, clean shaved, artificial teeth ( one or two broken), very talkative; dress, blue serge jacket suit, violet colour tie with fold pin, bowler hat, brown kid gloves, wearing gold ring, also a peculiar Oriental engraved silver ring. He took lodgings 5th inst., stated he was a clerk at the Northampton Union Bank, Bed- ford, and absconded 6tli inst. Information to the Chief Constable, Bedford. BERKSHIRE. 12. — Windsor ( Borough). For obtaining food and lodgings by fraud— A. BOAKES, age 60 to 70, height 5 ft. 3 or 4 in., slight build, com- plexion pale, rather small features, liair white, walks badly; dress, long drab colour coat, Dlack skirt and bodice, straw hat, trimmed white flowers in front. Warrant issued. 13.— Windsor { Borough).— For obtaining £ 5 8s. 8£ d., and goods by false pretences, 20th ult._ F. DEAN, alias JOHN GRAY and MEREDITH, Office No. 359- 03, age 41, height 5 ft. 7^ in., complexion fresh, hair dark brown, eyes dark blue, clean shaved; dress, blue serge suit, peak cap with badge in front; appear- ance of a seaman. He called at one of the Co- operative Society's shops, stated that lie had taken rooms in Windsor, that he desired to purchase goods that day, and eventually become a member; he also applied for a form of membership and ordered goods to the value of lis. 3^ d. The goods were supplied and he tendered in payment thereof a seaman's advance note signed by the master of the ship Avon, owners Messrs. Barron 6 Co., 125, Buchanan Street, Glasgow, payable to the order of F. Dean for £ 6. The note has since been found to be a forgery. Warrant issued. Information to the Chief Constable, Windsor. BUCKING HA MS HIRE. 14.— Great Marlow { County).— For steal ing £ 12 from a stable at Hambleden, 26th or 27th ult.— GEORGE SELBY, alias RODWELL, ROBERTS and CROWSON, age about 30, height 5 ft. 9 or 10 in., slight build, complexion fresh, long face, narrow jaw, hair light brown, clean shaved, abscess mark believed left cheek, splay feet; dress, light check suit, straw hat, with black band, blue tie, brown boots. A groom or stable- man ; supposed a native of London. Is believed identical with HARRY ROBERTS, alias ARNOLD ROBERTS and CROWSON, Office No. 1171- 09, wanted for failing to report, see POLICE GAZETTE, 6th August, 1909. On 27th ult. he called at Paddington Station and took away his luggage. Warrant issued. Information to Supt. Summers, High Wycombe. DERBYSHIRE. 17.— Buxton { County).— for obtaining by false pretences, 26th ult., a pair of riding breeches, whip cord cloth, grey and dark mixture, laced at knees; 1 dark brown and grey mixture Donegal jacket, strap across back; and a light herring bone cap WALTER GLADSTONE EVANS ( sup- posed ' false), age 21, height 5 ft. 8 in., slight build, complexion fair, thin face, sharp features, hair brown, clean shaved, eyes dark, tobacco stains on fingers; wearing the stolen clothing, mauve tie, brown boots and stockings. Stated he belonged to a firm of builders and engineers at Leicester. Had with him a " Premier" bicycle, straight handle bars, 26 in. frame, 28 by l| in. tyres, luggage carrier at back, strap for toe clips, roller brakes, mudguards damaged, double sound- ing bell. He also obtained 2 pairs of brown boots, sizes and 9. Left behind a pair of Freeman, Hardy and Willis " Vanguard" boots, size 9, a grey coat, and cycling knickers. Warrant issued. Matlock ( County— For stealing. 21st ult., a road racer bicycle, 22 in. frame, 26^ wheels, gear 72, Standard Wearwell make, dropped handle bars, black enamelled, red lines, usual parts plated, rim brakes, rat trap pedals, leather toe clips, mudguards, small hole in back tyre, re- paired with canvas, " Demon" oil lamp, black pump, bell and tool bag and tools, in good con- dition— JAMES BUNTING, age 20, height 5 ft. 3| in., complexion fresh, round face, hair brown, eyes blue, anchor, " W. T. I." and 11 dots right forearm, " A. 101," " W. H. Z." and stripe left forearm, man's head right calf, cut mark over both eyes, large scar left side of back ; dress, brown coat and vest, with green stripes, large pockets, dark or blue trousers, green tie, blue silk muffler, light cap, lace boots. A native of Sutton- in- Asli- field. He obtains food and lodgings by repre- senting that he has obtained employment in the district. Warrant issued. Information to Supt. Clarke, Matlock. H." and heart left fore- arm, cross and dot left thumb, walks erect, swag- gering gait; dress, dark green jacket suit, brownish colour cap, mixture muffler. Native of Carnarvon. CHESHIRE. 16.— Stockport ( Borought.— For obtaining a pair of boots and 2s. 4d., by false pretences, 29th ult.— A MAN, age about 37, height about 5 ft. • 8 in., complexion fresh; dress, blue serge suit, dark cap, flesh colour eye protector over left eye. A pedlar. Warrant issued. Information to the Chief Constable, Stockport. DEVONSHIRE. 19.— Torquay { County)— For obtaining money by false pretences— JAMES HILL, age about 30, height 5 ft. 7 in., slight build, complexion fair, slight moustache, light; dress, light grey suit and cap, brown boots. He called upon tradesmen, stated he was an agent for a firm of publishers, London, and was distributing a certain number of books free, on payment of 6d. for postage and packing, collected several amounts and gave printed receipts. Had with him several books wrapped in American cloth. Warrant issued. Information to Supt. Roberts, Torquay. 20.— Exeter { City).— For obtaining several sums of money by fictitious cheques, drawn on Parr's Bank, Ltd., Notting Hill Branch, London — W. F. MULFORD, age about 44, height 5 ft. 6i in., rather stout build, complexion florid, thick lips, hair brown, slight moustache, light; dress, reddish brown knicker suit, cap or straw hat, had with him a check suit. Supposed a timber merchant or valuer. May be accompanied by his wife, rather tall, good build, complexion and hair dark, and step daughter, age 20 to 22. Luggage consisted of a dress basket, large black box, brown portmanteau, and small brown dressing case. Warrant issued. Information to the Chief Constable, Exeter. 23.— Southend- On " Sea { County).— For embezzling 17s. 3£ d., 15th ult.— JAMES WILLIS, age 30 to 35, height about 6 ft., complexion fresh, thin features, hair light brown, eyes blue, rolling gait, turns right foot outwards; dress, light brown jacket, dark brown trousers, very dark stripe, fawn colour fancy vest, dark spots, blue braid round edges, light skull cap, lace boots. A journeyman baker. Absconded 15th ult. Warrant issued. 24. - Southend- on- Sea ( County).— For stealing bicycle ( Case No. 66, 26th ult), recovered STEPHEN HENRY CAMPBELL TOLCHER, age about 16; dress, dark brown suit and cap, very shabby. DURHAM. 21.— Durham { County).— For stealing a pay note, value £ 2 13s. 9d., at New Brancepeth Colliery, 19th ult.— WALTER HEPWORTH, age 25 to 28, height 5 ft. in., strong build, com plexion pale, hair dark brown, eyes brown, large cut scar back of head, bow legged. Supposed a native of Leeds. An off hand at collieries. Warrant issued. Information to the Deputy Chief Constable, County Police Office, Durham. ESSEX. 22. — Dun mow { County). — For absconding with workhouse clothing, 2nd ult.— EDWARD JAMES, age 70, height about 5 ft. 6 in., com plexion fresh, full face, hair grey; dress, dark tweed jacket and vest, cord trousers, flannel pants and vest, white cotton shirt, worsted stockings cap, all marked " Dunmow Union." A gardener native of Woolwich. May seek employment at nurseries. Warrant issued. Information to Supt. Scott, Dunmow. GLA MORGA NSHIRE. 25. — Cardiff { City). — For stealing wearing apparel— ARCHIBALD HAMILTON, age about 25, height about 5 ft. 5 in., complexion fresh, hair light brown, clean shaved, of smart appear- ance ; dress, light check suit and cap. A barman. — MARGARET BURKE, alias HAMILTON, age 21, height 5 ft. 2 or 3 in., complexion fresh, full face, hair dark brown, eyes blue; dress, white blouse, red skirt, long black coat, black hat. A prostitute; native of Cardiff. Had with her a baby age 3 months. May be found in furnished apartments and associating with prostitutes. Warrant issued. 26.— Cardiff { City)-— For housebreaking and larceny, 19th July last— WILLIAM FEIST, age 17, height 5 ft. 1 or 2 in., good build, complexion fair, hair brown, eyes blue, rose with name in- scribed tattooed right forearm, London accent. A mess room steward; native of Brixton, London. Has been an inmate of Wandsworth Workhouse and of Dr. Barnado's Home, Stepney Causeway, London. Warrant issued. 27. — Cardiff { City). — For embezzlement— ROBERT MANFORD, age 37, height 5 ft. 10 in. to 6 ft., complexion fresh, long face and nose, large mouth, hair light brown, clean shaved, eyes ( prominent) grey, throws right leg outwards when walking. A baker; native of Malin's Lee, Salop. Has served in the Metropolitan Police Force. Warrant issued. Information to the Head Constable, Cardiff. GLOUCESTERSHIRE. 28. - Chipping Sodbury { County .— For stealing £ 1 9s.— F. G. HILL, age about 48, height 5 ft. 7 or 8 in., good build, hair, moustache ami eyes grey; dress, light grey suit, blue collar and front with white spots, light mixture cap, lace boots, Army pattern. A tramping baker. He obtained a situation, 27th ult., received money from customers, and absconded 31st ult., taking with him the baker's delivery book. Warrant issued. Information to Supt. Phelps, Chipping Sodburv. 29.— Stroud { County).— For highway robbery at Avening, 23rd ult., and stealing a black purse, " Rose Priday, Frampton- on- Severn, February 27th, 1907," written outside, containing 5s. 10d., and a pocket handkerchief marked " R. Priday " in one corner— TWO MEN, lst, age about 20, height 5 ft. 7 in., complexion pale, clean shaved; wearing short jacket, dark cap; 2nd, age about 30, height about 5 ft. 9 in, hair dark brown, thick rough moustache; wearing long dark overcoat, shabby, carried a stick. Each may have a small sack. Information to Supt. Biggs, Stroud. 30.— Bristol { City).— For stealing from the Salvation Army Shelter, 30th ult., a grey shirt with blue and white stripes; 1 blue serge vest; 1 dark jacket, herring bone pattern, with thin grey stripes; 1 nearly new Chesterfield overcoat, light brown stripes, flaps to outside pockets, chain tab; 1 gold stud; 1 white pocket handkerchief; and £ 3 13s. lid.— WILLIAM WILSON, age 27, height 5 ft. 6 in., good build, complexion ruddy, hair auburn, slight moustache, eyes blue- grev, lower lip quivers when about to speak, dimple in chin, carries his head forward, tattooed both arms, addicted to drink; dress, greenish striped trousers, green cap and belt, and the stolen pro- perty. A carman; native of Woolwich. Is be- lieved to have served in the Cavalry, also Infantry. He was employed as a night watchman at a Salvation Army Shelter. Warrant issued. STANDING, age 30 to 35, height 5 ft. 10 or 11 in.', complexion pale, hair dark, eyes dark brown, front teeth decayed, erect bearing, takes long strides; dress, dark or blue serge jacket suit, dark tie, brown boots, wore a gold double chain, small link pattern. A clerk : native of London. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. Ottaway, 26, Old Jewry, E. C. 33.— Birmingham ( City).— For warehouse- breaking, 20th or 21st ult., and stealing an 18- ct. gold ring, set 2 diamonds ( see engraving) FRED- ERICK GEORGE DUNCAN ( known as AUS- TRALIAN FRANK), age 48, height 5 ft. 5^ in., complexion fresh, hair ( turning grey) dark brown, eyes hazel, star back of right hand, crucifix centre of chest, scar front of left forefinger, front of right ring and middle fingers, right eyebrow and left of neck. A painter; native of London. An adjoin- ing warehouse was taken on 19th ult. by a Man, age 45 to 50, height 5 ft. 7 or 8 in., moustache brown, of smart apjiearance; believed wearing a dress, dark jacket suit, skull cap. Frequents Iloxton, Hackney and Caledonian Road Markets, but may probably have gone to the Provinces. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. tweed suit and lavender suede gloves. Stated he was a manufacturer. Cases supposed to contain goods were taken on 19th and 20th ult., but these contained a safe breaking plant, including a cylinder of oxygen, 1 containing acetylene, and an oxy acetylene cutting blow pipe; the operators may have burns on face owing to lack of skill in using the instrument. LANARKSHIRE. 31— Glasgow ( City).— For deserting his wife, leaving her chargeable to the parish, since 6th ult. - ARTHUR GEOGHEGAN PAX- TON, M. B., Cli. B. ( Glasgow University), age 31, height about 5 ft. 9 in., slight build, complexion fresh, hair ( curly, thin on top) dark brown, mous- tache dark, may be clean shaved, eyes ( large) grey, of smart appearance, Scotch accent.
