All communications for insertion in the POLICE GAZETTE, and all communica- tions relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, ithe name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of Persons whose apprehension is sought for serious offences will be inserted cut a cost of 8s. per portrait, and engravings of stolen property at a cost of 6s. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate depuiy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an offecer of not less rank than Inspector, or analogous thereto. 8 Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12 All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Posi Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Missing Persons " are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14 All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. „ _ , _ , „ _ THE EDITOR, NEW Scotland lard, London, S. W. SPECIAL NOTICE. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the dis- covery of property or the detection of crime. The Editor inserts it in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regulations in force in the Metropolis: — 1.— Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanetion of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points ( à) The amount of the reward. ( á) The conditions on which it is payable. ( c) The name ami address of the person by whom it will tie paid. ( d) The name and ad. lress of the printer must appear thereon. 2.— No expression must be used in such an advertisement in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularly directed to the con- ditions (< t) to ( d), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( « ) and ( c.). Such notices are not distributed. NOTE.— There are 191 Stations of the Metropoli- tan Police Force at which Notices can be posted. Warrant issued. 3.— K Division. — For stealing ( servant), XI— HENRY PLEDGER, alias HENRY JAMES PLEDGER, Office No. S/ 29198, age 35 ( looks older), height 5 ft. 3 in., complexion fresh, hair dark, turning grey, eyes dark ( squint left), has a habit of rubbing his hands together; dress, dark grey jacket suit and cap. A clerk; native of London. He obtained employment as baker's roundsman, and stole the money given him by his employer for change. Apprehended, see Case No. 106. Warrant issued. 4.— 5 Division. For obtaining a cheque by false pretences, 23rd ult. — Expiree THOMAS HENRY POUCHER, alias WILLIAM FLEM- MING, YOUNG, HILL, and FENELEY, Office No. 692- 01, age 44, height 5 ft. 10J in., complexion fresh, hair brown ( turning grey and bald), mous- tache brown ( turning grey), long face, scar over left eyebrow, shabby genteel appearance; dress, dark jacket suit. A labourer. Native of Bradford. Represented to a clergyman that he was formerly a member of the Compositors' Union and required funds to rejoin, in order that he might obtain em- ployment. Warrant issued. 6.— Y Division.— Foi- stealing £ 39 18s„ the monies of a loan club— ARTHUR NOCK, age 27, height 5 ft. 6 in., complexion dark, hair and eyes brown ; dress, light suit with green stripes, straw hat, violet colour tie, brown boots. BEDFORDSHIRE. 7.— Luton ( County).— For stealing 29th ult » at Stopeley, an 18 ct. gold curb chain bracelet, made from watch chain ; 1 oval gold locket, mono- gram " E. R. M." thereon, and chain; 1 amethyst brooch, oval, set in 9 ct. gold; 1 small round cornered amethyst brooch, set in gold with pearls; 1 oblong amethyst ring, do.; 1 18 ct. gold ring, set 5 opals; 1 gold ring, single diamond in claw setting— A MAN, age 30 to 35, height 5 ft. 7 in., clean shaved; dress, greenish suit, white straw hat, black band. He may have some dark red paint on his clothes, as he escaped by sliding down a rain water pipe, which had been recently painted. Information to Supt. Panter, Luton. 8. — Bedford ( Borough). — For obtaining money by false pretences, 30th ult.— J. W. AD- DISSON, alias THOMPSON, BAMFORD, and JONES, age 37, height 5 ft. 7i in., slight build, complexion swarthy, thin features, hair ( inclined to curly) and moustache dark brown, eyes blue; dress, dark clothes. He called at a shop, 30th ult., representing himself as an agent of the Pru- dential Assurance Association, Ltd., who were going to distribute, as an advertisement, the sum of £ 100 in £ 10 portions in different districts, for which a deposit of 10s. from their policy holders would entitle them to participate. He obtained the 10s. and gave a receipt, also a form which had been taken from an ordinary receipt book, and which he marked " No. 1 Coupon." Warrant issued. Information to the Chief Constable, Bedford. 9.— Luton ( Borough).— For obtaining 5s. by false pretences, 2nd inst. J. W. ADDISON, age about 30, height 5 ft. 4 or 5 in., complexion fair, thin face, very narrow jaws, moustache light, waxed ; dress, blue coat and vest, grey cap; teeth decayed. He represented he was an Inspector of the Prudential Assurance Co., obtains sums of money promising a £ 10 bonus. Warrant issued. 10-— Luton ( Borough).— For obtaining board and lodgings by false pretences, 2nd iust.— HYDE, age" about 40, height 5 ft., stout build, complexion fair, hair light brown, wears spectacles; dress, blue skirt, black blouse, dark burnt hat trimmed red roses; carried a small brown brief bag. CA MBRIDGESHIRE. 13.— Cambridge ( Borough).— For stealing, 15th ult, a bay mare, 15 hands, 2 white heels, a set of brass- mounted harness, and a landau painted black, lined orange colour, " W. R." on both doors, Newmarket 406 " on plate on back- JOHN CROOKS, age 30 to 33, height 5 ft. 6 or 7 in., slight build, splay feet; dress, light grey jacket suit, also had with him a brown overcoat with large pearl buttons, a cabdriver. Bangor ( County). — For stealing, 9th inst., at Port Dinorwic, a small silver lever watch, gold hinges, black hands and numerals, indenta- tion on case— TWO MEN, 1st age about 25, height 5 ft. 5 or 6 in., slight build, complexion very sallow, high cheek bones, pimples or moles on face; dress, navy blue or black jacket, dark trousers, with large patch of striped grey material on seat, extending down left leg, cap; 2nd, age 25 to 30, height 5ft. 9 or ^ 10 in., dark complexion, slight dark moustache, long features, rather large nose; ch- ess, dark cap, black jacket, black cord trousers, bell bottoms. 16.— Bangor ( County).— For non- payment of £ 5 14s. maintenance arrears— DONALD ROBERT WATSON DRUMMOND, age 60, height 5 ft. 6 in., complexion fresh, hair dark brown, eyes blue; a musical instrument dealer. J." tat- tooed on forearm; dress, navy blue suit ( double- breasted jacket), greenish colour soft hat, lace boots. A carpenter. Has been sailing from Liverpool, Cardiff and Swansea as a ship's carpenter. Was at Llanfairfeehan, 29th ult. Warrant issued. Information to Supt. Griffith, Carnarvon. CHESHIRE. 16.— Stockport ( County). — For obtaining wearing apparel and money by false pretences, 30th ult. - THOMAS HENSHALL, age 45, height 5 ft. 5 in., complexion fresh, full round face, hair black ( curly), bald on top, moustache brown, waxed; dress, blue serge coat and trousers, fancy vest, brown mackintosh, black or drab hard felt liat; a bookmaker. Warrant issued. Information to the Chief Constable, Stockport. 19 .— Middlewich ( County^.— For rape at Goostrey, 7th inst. WILLIAM NORBURY, age 25 to 30, height about 5 ft. 5 in., complexion sallow, hair and eyes dark ; dress, dark jacket, cord trousers, heavy boots. Supposed a native of Macclesfield. Warrant issued. Thompson, Middlewich. 20.— Macclesfield ( Borough).— For stealing, 2nd inst., a pair of tailor's scissors ( recovered)— JOHN CAIRNS, age about 30, height 5 ft. 9 in., complexion pale, full face, clean shaved, hair dark, parted in centre, wears spectacles, Scotch accent; dress, double- breasted blue reefer jacket, dark tweed vest, brown tweed trousers, dark cap. CUMBERLAND. 21.— Cockermouth ( County).— For with- holding £ 77 8s. 5d., at Whitehaven, on 12th ult.— JOSEPH McMILLAN, age 35 to 40, height 5 ft. 9 or 10 in., complexion pale, long face, clean shaved, eyes blue, hair light brown; dress, grey tweed suit, grey cap, dark tie, lace boots. DERBYSHIRE. 22. - Renishaw [ County).— For stealing 23rd June last, an overcoat ( recovered)— HARRY STREET, age about 45, height 5 ft. 2 in., com- plexion florid, hair and moustache sandy, stoops when walking; dress, blue jacket and vest, light cord trousers, white neckerchief, light cap, old brown boots. Native of Dronfield. Warrant issued. 23. — Renishaw ( County). — For indecent assault, 27th June last— LIPMAN IIYMAN, a Jew, age 33, height 5 ft. 6 in., hair and moustache dark, large nose, very thick lips, pimply face; a mackintosh maker, is well known in Manchester. DORSETSHIRE. 24.- Poole ( County).— For stealing, 25th ult., a lady's keyless gold watch, chased back, white face, black numerals, in a leather case marked " Biggs, Maidenhead "; 1 gold ring, set 2 rubies and 1 diamond; 1 do., heart set pearls; 1 do., set 3 brilliants; 1 gold chased keeper, do., lock of hair inside; 1 plain square silver brooch; 1 gold do., shape of whip; 1 silver buckle; 1 set of silver cuff links; 1 black leather purse containing 2s. and some coppers ; 1 dark leather purse ; 1 silver Corona- tion medal, in plush case; 1 pair of gold ear- rings, set turquoise; and £ 5 0s. 2d. — FREDERICK WILLIAM SOUTHARD, age 40 years, height 5 ft. 7 in., complexion pale, moustache ( slight) dark, hair dark brown, slight beard each side of face; dress, dark suit, jacket and vest, different material from trousers, navy blue cap, light lace boots. THOMAS STEELE, age 46, height, 5 ft. 6 in., complexion fresh, hair light brown, moustache auburn; a marine fireman. - JOHN TUCKER, age 30, height 5 ft. 8 in., complexion fresh, hair light, eyes blue, clean shaved ; a labourer. Has served in the Army.— EDWARD NAYLOR, age 55, height 5 ft. 2 in., slight build, hair and moustache grey, supposed one eye missing, stoops when walking; a puddler. — GEORGE FLOYDD, age 68, height 5 ft. 10 in., slight build, hair and moustache grey, minus one eye, wears a shade; a shipwright. All dressed in dark tweed suits, cap and Blucher boots, stamped ' Cardiff Union Workhouse." Warrants issued. Warrant issued. 29. - Bournemouth ( County).— For obtain- ing money by false pretences- - HENRY JOHN GLANVILLE HARPER, age 21, height 5 ft. 9 or 10 in., complexion pale, hair brown, eyes ( rather large) grey, stammers when agitated. Warrant issued. 30.— Bournemouth ( County).— For obtain- ing £ 20 by false pretences— HAROLD JENDEN HUNT, age 36, height about 5 ft, 10 in., com- plexion pale, hair light brown, well spoken; dress, dark grey suit, straw hat. A seaman, has served in the Navy. Native of Northampton. A deserter from the Royal Gar- rison Artillery. Had in his possession ( entrusted to him to take to a jeweller's) a gent's keyless gun- metal watch, gold dial; a small silver curb albert, crucifix attached ; a silver cigarette case, monogram " W. S. B." thereon; a 9 ct. signet ring, set greenish stone with red spots; he also borrowed a " Tourist" bicycle, 26 in. frame, black enamelled, green lined, usual parts plated, transfer on head and back mud guard " Tourists," Clincher A1 tyres, rubber pedals, upturned handle bars, roller brakes, Deluxe Empire saddle. Id., 3rd inst.— CECIL HERBERT HARRIS, age 20, height 5 ft. 2 or 3 in., hair and complexion dark, clean shaved, very near sighted ; dress, dark suit, green skull cap; was employed as a messenger at a coal office. Warrant issued. 33. — Portsmouth ( Borough)— For obtaining, 28th ult, by false pretences, a suit of clothes, 1 overcoat, 1 bowler hat, 1 leather suit case— Ex- piree JOHN ALBERT SMITH, alias HARDY, PRIMOSE, etc., Office No. 1046- 09, Case No. 31, current issue, age 22, height 5 ft. 10£ in., slight build, complexion fresh, hair ( parted in centre) dark brown, eyes grey, square chin, stoops slightly, may have a slight moustache, scar right side of ncck, mole left cheek; well educated and of good address; dress, light grey suit with stripe, single breasted jacket, patch pockets, patent leather shoes, or brown boots, skull cap or bowler hat; usually assumes the names of aristocratic persons, and boasts of his private income. Has served in the Army and Navy, and is a deserter from the Royal Garrison Artillery, Gosport. Warrant issued. 34.— Portsmouth ( Borough^.— For obtaining £ 10, by false pretences, 7th ult.— PHILIP JAMES DAVIES, alias MALLEY, DENT, and Hon. DE GREY, age 35, height 5 ft, 10 in., complexion fair, hair brown, eyes blue, clean shaved, near- sighted, wears a monocle, smart appearance, stays at first- class hotels. Had in his possession a num- ber of blank cheques on the Bayswater Branch of the London & County Banking Co., Ltd., 74 and 76, Westbourne Grove, London. These he fills in and issues to hotel proprietors. ( See Case No. 2, 25th March last.) Warrant issued. Information to the Chief Constable, Portsmouth. 3 PORTRAITS OF PERSONS WANTED. ESSEX. 35. — Romford [ County). — For malicious wounding at Hornchurch, 16th ult.— WILLIAM HENRY GEORGE HANSLOW, age about 40, height 5 ft. 2 in., slight build, complexion fresh, oval face, hair and moustache light, inclined to ginger, eyes believed blue; dress, brown suit ( 2 cuts in coat), black hard hat, had with him a blue- black overcoat and pair of blue overalls. An electro- plater; native of Birmingham. May seek employment at electro- plating factories in London, Birmingham, or Coventry. Warrant issued. Information to Supt. Jones, Romford. LANARKSHIRE. SC. — Hamilton ( County). — For embezzling .£ 450— JOHN DOWNES, age 47, height 5 ft. 10 in., slight build, thin features, hair ( bald on top), and moustache ( heavy) dark, large nose, upper teeth rather prominent. Has been em- ployed as traffic superintendent of the Lanarkshire Tramways Co., Motherwell. Native of Braintree, Essex. Warrant issued. Information to the Chief Constable, Hamilton.
