T H E ROUGE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, MARCH 25, 1910. VOL. XXVII., No. 2738. 1. All communications for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THB EDITOB OP THE POLICE GAZETTE, NEW SOOTLAND TAED, LONDON, S. W. S. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 5. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6 Portraits of persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of 6s. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. THE EDITOE, New Scotland Yard, London, S. W. SPECIAL NOTICE. PREVENTION OF CRIMES ACT, 1871. A case has recently arisen where a Man, who had been circulated in the " Police Gazette'" to be dealt with where found, was charged in a certain Police District under the Prevention of Crimes' Act with failure to report in another Police District, and the Learned Magistrate discharged the man. In future, in order to avoid similar mistakes, such circulations in the " Police Gazette" from Provincial Forces, will appear weekly under one heading in Tabular Form. FINGER PRINTS. UNDER the existing arrangements the finger impressions will be taken, and recorded at the Finger Print Department, Convict Supervision Office, New Scotland Yard, of all persons convicted as follows:— ( a) All persons coming within Sections 5, 7, or 8, of the Prevention of Crimes Act, 1871. ( b) All persons, at Assizes or Quarter Sessions, sentenced to not less than one month's imprison- ment, without option of a fine, for any of the offences shown below. \{ c) All persons, at Petty Sessional, Police, or Stipendiary Magistrate's Court, sentenced to more than one month's imprisonment, without option of a fine, for any of the following • offences:— Aliens ( Sec. 3 Aliens Act of 1905). Arson. Assaults with intent to rob. Attempted burglary. Attempted larceny. Attempts to break into churches, houses, shops, warehouses, & c. Attempts to obtain goods and money by false pretences. , Bankruptcy offences. Being found on enclosed premises. Breaking into churches, houses, shops, warehouses, & c. Burglary. Cattle stealing. Coining. Conspiracies of all descriptions. Embezzlement. Entering with intent to commit a felony. Extortion by threats. Felonious wounding. Forgery. Fraud. Frequenting. Horse- stealing. Housebreaking. Importuning male persons to commit un- natural offences ( Vagrancy Act, 1898, Sec. 1, par. b). Indecent assault on female. Larceny. Mental degenerates. Obtaining goods and money by false pre tences. Possessing housebreaking tools. Procuration of women and girls. Prostitution, living on proceeds of ( Vagrancy Act, 1898, Sec. 1, para. a). Receiving. Robbery. Sacrilege. Sheep stealing. Shopbreaking. Suspected person. Unlawful possession. Uttering counterfeit coin. Warehouse- breaking. But all offenders of the first Division, and such of the second Division as have never been previously convicted, are exempted from this order. In order to avoid the retention of useless records in the Finger Print Department, the Registrar of Habitual Criminals would be glad if the Chief Constables of Counties, Cities, and Boroughs, will, in future, notify the death of any criminal who has been finger- printed. The notification should contain the full name and aliases, particulars of conviction or convictions if possible, also the No. published in the list of Habitual Criminals. APPREHENSIONS SOUGHT. Frequents common lodging houses. 4.— M Division.— For obtaining 12th inst., by a worthless cheque on Smiths Union Bank, Oxford, a dark chestnut mare pony, aged, 12 hands, grey hair on face, medium mane, long coat and tail, piece cut out of left ear, chipped knees, drags hind feet, very fat; a set of brown leather harness, brass fittings, small brass bell attached tt> collar, and a small governess car, painted black, green stripes, brass fittings, green cloth cushions, white cover rolled up in front fastened with straps, rubber tyres, brown carriage whip, 2 brass lamps ( supposed) SCOTT, age about 45, height 5 ft. 7 or 8in., complexion very fresh, hair and moustache dark brown ( turning grey), eyes grey, splay feet; dress, dark suit, ttlue melton overcoat ( velvet collar), violet tie, hard felt hat, lace boots. Warrant issued. 5.— IV Division.— For stealing ( servant), 7th ult., 1 overcoat; 1 coat; 1 vest; and a pair of gloves— ALEXANDER BOND, age 35, height 5 ft. 7 in., complexion fresh, hair and moustache brown, eyes blue, 3 men on left upper arm, woman left forearm; dress, black overcoat, blue serge suit, grey cap, lace boots. Has served in the Berkshire Regiment. Warrant issued. Information to Supt. Trevener, Chesham. 7.— Great Mar low ( County).— For stealing, 12 th January, 1910, 500 faggots— WILLIAM ASPIN, age about 35, height 5 ft. 6 or 7 in., com- plexion fresh, hair dark brown, moustache inclined to ginger; dress, old clothes, breeches and gaiters. Had an old London milk van, W. Askin, High Wycombe, on off side, and grey pony with him. A wood dealer. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. Summers, High Wycombe. CHESHIRE. 8.— Crewe ( County).— For failing to report— Supervisee JAMES MILES alias MILLS, Office No. 3034- 02, age 35, height 5 ft. 8| in., complexion fresh, hair brown, eyes blue, heart, cross, anchor and star, right, coat of arms, and star, left forearm, crossed flags back right, tombstone back left hand. A native of London, left Northallerton, 8th inst., stated his intention of proceeding to Crewe, but has not reported. Sentenced at North London Sessions, 22nd August, 1905, to 3 years penal servitude and 2 years supervision for burglary. Liberated on 2nd licence, 30th December, 1909, which expired 6th inst. f. 401. Information to Supt. Pearson, Crewe. DORSETSHIRE. 9.— Bea minster ( County).— For stealing from his lodgings, 7th ult., a light mackintosh with green velvet collar and £ 17, including 3 £ 5 notes— FRED JOHNSON, age about 32, height 5 ft. 11 in., complexion fair, hair light brown, eyes brown ; wear- ing grey coat, dark vest ( double breasted), grey vest, red plaid scarf, dark cap, brown leggings, probably the stolen mackintosh. A North countryman. Has served in the army. Attends fairs, and has worked for a horse dealer. ( See Case No. 14, 11th ult.) Warrant issued. Information to Supt. King, Beaminster. 10.— Biantlford ( County).— On commitment warrant for assaulting a gamekeeper, and trespass— FREDERICK MOORE, alias ARTHUR KERBY, age 39, height 5 ft. 5| in., complexion fresh, full round face, hair brown, eyes blue, mole right shoulder, erect bearing; dress, blue coat and vest, khaki breeches and putties, muffler, cap. A notorious poacher, native of Blandford. Has been convicted at Salisbury, Wimborne, Dorchester, Poole, and Wokingham. Information to Supt. Sims, Blandford. ESSEX. \\.— Braintree ( County). — For stealing ( bailee), 9th inst., at Booking, a bicycle, Humber make, plated rims and wheels, roller lever brakes, Palmer back tyre, Droylesden front, beaded edges, speedometer front wheel, front fork has been repaired at bottom, plated pump and tool bag attached— GORRELL LEWIS, age about 25, height 5 ft. 5 in., complexion fair, full round face, hair light brown, eyes grey ; dress, brown cycling suit and cap. A travelling photographer. Apprehended, see Case No. 75. Warrant issued. Information to Supt. Terry, Braintree. 12.— Brentwood ( County).— For obtaining 7s. by false pretences, 19th inst.— W. PATTISON, age 28, height 5 ft. 8 in., complexion fresh, full round face, hair and eyes dark brown ; dress, grey tweed suit, green stripes, green tie, black bowler hat, shoes with plain fronts. Stated he was a draper at Romford, solicited orders, obtained deposits, and promised to forward the goods. Warrant issued. Information to Supt. Marden, Brentwood. 13.— Colchester ( Borough).— For obtaining £ 2 by false pretences— SAMUEL ECCLESTON, age about 50, height 5 ft. 5 or 6 in., stout build, complexion fresh, hair and thick moustache light brown, eyes grey, mole on neck. A clerk, native of North Wales. Has served in the Army, he was convicted of felony at Birmingham in 1908, when his pension was fortfeited. He visits garrison towns ostensibly to call upon old military friends, becomes acquainted with local tradesmen, from whom he obtains money by worthless cheques, and decamps. Warrant issued. Information to the Chief Constable, Colchester. HAMPSHIRE. 14.— Alton ( County).— For stealing, on 12th or 13th inst., from Bordon Camp, a single case silver watch dent in one side glass missing; 1 silver albert chain ( washed in gold), one long and two short links alternately; 1 green tweed suit with dark green stripes ( nearly new), three outside pockets, wide collar, black bone buttons, tight fitting trousers; 1 dark green tweed suit with stripes, similiar make, except trousers which have bell bottoms ; 1 light brown cap ; 1 light grey cap with large peak— ALBERT NORTH, age 20, height 5 ft. 4i in., complexion sallow, hair dark brown, eyes brown, wreath, clasped hands, true love, heart and Dolly right, ship, anchor, flag, lighthouse, and ship left forearm. HARRY CROSBY, age 20, height 5 ft 6 in., complexion fresh, hair red, eyes blue, indistinct tattoo marks right forearm, scar right wrist. Deserters from lst Battalion East Yorkshire Regiment. 15. — Alton ( County). — For embezzling £ 1 12s. lid., 11th inst.— JOHN COLEMAN, age about 22, height 5 ft. 7 or 8 in,, complexion fresh, hair and slight moustache dark, walks rather wide; dress, grey suit and cap, dark overcoat. Has been employed delivering milk. May endeavour to enlist. Absconded 12th inst. Warrant issued. Information to Supt. Reuben, Alton. 16. — Portsmouth ( Bwough). — For gross indecency with a male person, 26th ult.— WILLIAM DRAPER, alias WELLESLEY DRAPER, age 40, height 5 ft. 10 in., complexion inclined to sallow, hair dark brown, eyes grey. An actor. Has resided at Kings Langley, Herts. May seek employment with a theatrical company. Warrant issued. Information to the Chief Constable, Portsmouth. HER TFORDSHIRE. 17.— Watford ( County).— For obtaining 4s. by false pretences, 8th inst.— TWO MEN, lst, age 45 to 50, height 5 ft 6 or 7 in., stout build, complexion, hair and moustache dark, turning grey, wearing brown Inverness, waterproof cape, black bowler hat; 2nd, age 25 to 27, height 5 ft. 7 or 8 in., complexion fresh, hair ( curly) dark, clean shaved, left upper teeth bad ; dress, heavy dark grey overcoat, dark trousers, green tie, green or grey cap. They called upon persons who had apartments to let, stated that gentlemen required rooms and that 2s. was required as recommendation fee, in order that their names be entered on the books, the 2nd described signed a receipt " A Wilson, Electrician, 14 Cambridge Terrace, Edgware Road." Warrants issued. Information to Supt. Wood, Watford. LANCASHIRE. 18— Manchester ( City).— For failing to report— Licence- holder MARGARET WORSLEY, Office No. 2531- 01 ( Illustrated Circular 76, figure 24), age 69, height 5 ft. 1 in., complexion fresh, hair grey, eyes blue, scar right of forehead and over right eye. A native of Glasgow. Sentenced at Durham Assizes, 25th February, 1908, to 3 years penal servitude for larceny. Licensed 25th ult. i. 7. Yd — Manchester ( City).— For obtaining £ 3 by false pretences 5th inst.— JACQUES HOLLANS, age about 50, height 5 ft. 8 or 9 in., very broad build, full face, hair ( turning grey, long, bushy at back) and moustache dark, short nose inclined to turn upwards, walks erect, of foreign appearance; dress, dark mixture overcoat, dark coat and trousers, light vest, white tie, large black soft felt hat. He advertised in a local paper that he was authorised to engage waiters, cooks, etc., for the International Exhibition at Brussels, obtained the above sum from an applicant and absconded. Had in his possession a duplicate agreement drawn up in French to which he obtains the signature and seal of a Notary Public and a Foreign Consul, and a quantity of printed matter • also exhibits matter relating to special railway and boat rates between the North of England and Brussels. Warrant issued. Information to the Chief Constable, Manchester. 20 — St. Helens ( Borough).— For obtaining £ 1 by false pretences, 22nd ult.— JAMES B. BENTLEY, age about 35, height 5 ft. 6 in., com- plexion pale, moustache light brown, usually wears dark clothes and black hard felt hat. He answers advertisements in the Exchange and Mart, gives an address at Clapham, London ( a newsagent's), and obtains money on the pretence that he has the article required. Warrant issued. 21.— St. Helens ( Borough).— For obtaining food and lodgings by false pretences, between 4th and 12th ult.— ARTHUR SMITH, alias CHARLES WILLIAMS, age 50 to 60, height 5 ft. 4 or 5 ins., hair very grey, clean shaved, teeth ( except one on left side) missing, woman left forearm; dress, black coat and vest, grey breeches, light brown leggings with straps, green cap, black tie, lace boots, wore an oxidized metal watch and curb chain. He took lodgings, stated he was a cooper at a local brewery. He received a letter on 8th ult., addressed Quarter- Master Sergeant Arthur Smith. Warrant issued. MONMOUTHSHIRE. 22.— Newport ( Borough).— For stealing from their lodgings, 8th inst., a dark overcoat, and £ 10 13s. 9d — EDWARD EYES, Office No. S. 40448, age 55, height 5 ft. in., stout build, complexion fresh, hair light brown, eyes blue; dress, dark suit, cap. A native of Cheshire. Previously convicted at Barnstaple and Bristol. WILLIAM , age about 34, height 5 ft. 9 in., slight build, complexion fair, moustache light; dress, dark suit and cap, scarf. Stated they were going to work at some engineering, works, stayed two days, committed the larceny, and absconded. Warrant issued. Information to the Head Constable, Newport. RADNORSHIRE. 23.— Llandrindod Wells ( County).— For stealing ( bailee) 12th inst., a bicycle No. 89624, " Western" stamped on transfer and back mud- guard, 26- in. frame, flat handle bars, rubber pedals, clincher or silver town tyres, roller brakes, " F " stamped on bottom tube, Brooks' saddle — JACK MITCHELL ( supposed false), age about 27, height 6 ft. 4 in., complexion dark, hair brown, slight moustache dark brown, eyes grey, front teeth decayed, North Country accent; dress, short fawn colour coat, green cord vest and trousers, grey cap, strong lace boots, nearly new. Stated he was a fitter, and that his father was a farmer in Cumberland. Warrant issued. Information to Supt. Jones, Llandrindod Wells. STAFFORDSHIRE. 24.— Walsall ( Bwough).— For failing to report - Licence- holder HARRY NOBLE, alias SWIN- BOURN, SW1NBORNE, WHITE and MORGAN, Office No. 1685- 02 ( Illustrated Circular 96, figure 8), age 39, height 5 ft. 6J in., complexion fresh, hair brown ( thin), eyes grey, scar forehead and left eye- brow, mole right cheek and on left eyebrow. A native of Wolverhampton. Sentenced at North London Sessions, 5th March, 1907, to 3 years penal servitude and remanet of former sentence for shop- breaking. Liberated on Licence, 2nd ult., which 8xpires 21st December, 1910. M. u. x. e. h. 175. Warrant issued. During currency of sentence he may be dealt with where found, provided there is sufficient evidence to substantiate a charge of failure to report in that district. LANCASHIRE. 27.— St. Helens ( Borough).— For embezzle- ment— WILLIAM JOHN CHAMBERS, age about 43, height 5 ft. 7 or 8 in., complexion fresh, hair dark brown, moustache ginger; dress, grey suit, YORKSHIRE ( West Riding). 26.— Leeds ( City).— On Bench warrant for ' forearm; dress, grey overcoat with stripes, brown failing to appear for trial at Leeds Assizes, on a | jacket and vest, blue trousers, large grey cap. Information to the Chief Constable, Edinburgh. 29.— Oxted ( County).— For failing to appear at Reigate County Petty Sessions, 12th inst., to a sum mons for obtaining a banker's cheque and order for the payment of £ 2 10s. by false pretences— WILLIAM ANDREWS, alias HARRY STEVENS, Office No. 947- 02 ( Illustrated Circular 65, Figure 28), age 37, height 5 ft. in., complexion fresh, hair dark brown, eyes hazel, scar centre of forehead, bridge of nose, ; tnd palm of right hand. Previously convicted at Lewes, Reading and Croydon. Bench warrant issued. Information to Supt. West, Oxted. SUSSEX ( East). 30.— Lewes ( County).— For stealing a Coventry Challenge bicycle, No. 3 model, low racing type, 26|- in. frame, 75 gear, free wheel, North Road handle- bars, carrier on back with 2 straps, horn fixed on cross bar, 2 brakes, Dunlop tyres ( 2 patches on front), plated rims, frame black enamelled WILMER, age about 30, height 5 ft. 4 or 5 in., rather stout build, complexion fair, hair dark, moustache light brown, blotches on face; dress, blue suit and cap, SURREY. 28.— Reigate ( Borough).— For stealing a bluish- grey tweed suit and dark check cap from the Philanthropic Society's Farm School, Redhill, 17th inst.— JAMES COOK, age 18, height 5 ft. 5 in., good build, complexion fresh, small nose, hair and eyes ( set wide apart) dark brown, faint dots tattooed left forearm Will probably endeavour to join the Army. Of smart appearance. Warrant issued. Information to the Head Constable, Reigatc. charge of stealing 4 postal packets, the property of the Postmaster General— JOSEPH SMILES, age 27, height " 5 ft". 8 in., complexion fresh, hair and eyes ( weak) brown, mole right side of neck, 4 dots left native of Newcastle on- Tyne. CHESHIRE. 31. — Crewe ( County).— Remanded charged with housebreaking — RICHARD CLARKE, age 20, height 5 ft. 4] in., complexion fresh, hair and eyes brown, clasped hands back of light hand, tombstone, soldier in uniform right forearm, true love and chain bracelet left wrist; dress, dark grey speckled coat and vest ( square coat), blue trousers, tight fitting and rather short, silk muffler with gold pin, light green tweed cap with large peak, light lace boots. A labourer. States he is a native of Manchester. In 190G he joined the lst Cheshire Regiment, was dis- charged for misconduct 14th October, 1909, since then he has tramped Wales and Cheshire. On 27th January he enlisted in the Royal Welsh Fusiliers, and deserted on 2nd inst.
