POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, FEBRUARY 11, 1910. VOL. XXVII., No. 2726 1. All communications for insertion in the POLICE GAZETTE, and all communications relating to them, should he addressed to THB EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. t. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the paymen t must be given, and the exact conditions must be clearly stated. 6 Portraits of persons whose apprehension is sought for serious offences will be inserted at a cost of 8. s. per portrait, and engravings of stolen property at a cost of 6s. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form , and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. THE EDITOR, New Scotland Yard, London, S. W. SPECIAL NOTICE. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of adver- tisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it in hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regulations in force in the Metropolis :— 1.— Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commis- sioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points ( a) The amount of the reward. ( A) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. (<£) The name and address of the printer must appear thereon. 2.— No expression must be used in such an advertisement in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularly directed to the conditions ( a) to ( d), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( c). Such notices are not distributed. NOTE.— There are 191 Stations of the Metropolitan Police Force at which Notices can be posted. He advertises for hotel managers, secretaries, & c., under the name of " The Polyglot Society of London or Paris. " Warrant issued. 3 — S Division.— For stealing £ 1 6s. from his lodgings, 24th ult.— ERNEST MARSHALL, Office No. 3421- 99, age 30, height 5 ft. 6 in., com- plexion fresh, hair and moustache brown, eyes hazel, scar left thumb, good teeth, erect carriage, smart appearance; dress, fawn mackintosh, riding breeches, brown gaiters and boots, light green cap. A native of Chelmsford. Suffers from injury to breast or side, and may seek medical attention at hospitals, infirmaries, etc. Warrant will be applied for. BEDFORDSHIRE. 4.— Biggleswade ( County).— For obtaining two horses by a worthless cheque at Potton Fair, 31st ult.— J. RICHARDS, age about 35, height 5 ft. 6 in., complexion fresh, hair light brown. BERKSHIRE. 5.— Reading ( Count)/).— For failing to report — Licence- holder ROBERT KNIGHT, alias WEBB and WEST, Office No. 1774- 02, age 72, height 5 ft. 7i in., complexion fresh, hair, whiskers and moustache grey, eyes grey, scar each eyebrow and right thumb, weak- minded, usually dressed in dark clothes. A native of Beenham, Berks. Sentenced at Reading Borough Quarter Sessions, 2nd August, 1907, to 3 years penal servitude for obtaining food and lodgings by false pretences. Information to the Deputy Chief Constable, Reading. 6.— Wokingham ( County).— For obtaining food and lodging by false pretences, 5th inst., and stealing a green leather purse and 7s. 6d., 7th inst.— — MURPHY, age 24 to 28, height 5 ft. 7 in., hair and moustache light ; dress, brown overcoat with 1 button only, dark striped suit and cap, white muffler, horseshoes thereon. Warrant issued. Information to Supt. Goddard, Wokingham. 7 — Reading ( Borough). — For stealing a cheque book, containing blank cheques Nos. 187/ A823616- 20, on Lloyds Bank, between 8th ult. and 1st inst.— WILLIAM SLYFIELD, alias SMITH, JOSEPHS, HUNT, ANDERSON, and STANLEY, age 55, height 5 ft. in., complexion fresh, hair ( turning grey) brown, bald on top, LOVE inside left forearm, dot 2nd and 3rd left fingers, scar right side of neck, mark on face, addicted to drink, wearing grey overcoat, light cap. A gardener, native of Tifehurst, Berks. He served in the Hants Con- stabulary, and was discharged in 1882. Has been convicted at Leighton Buzzard, London, Wells, Maidstone, Aylesbury, Poole, Henley and Reading, of larceny and false pretences. He calls upon tradesmen and represents that he is an agent for a well known lady in the district, orders goods, and tenders a cheque in payment signed " Russell," and asks for commission upon the order. May apply for work in gardens. 8. — Reading ( Borough). — For larceny ( lodgings)— SARAH or KATE PRICE, age 40, height 5 ft. 6 or 7 in., long face, hair ( turning grey on left side) light, upper lip projects, large front teeth, which are wide apart, mole on cheek with a few hairs thereon; dress, long navj' blue " Gibson " coat, blue velvet collar and cuffs thereon, blue skirt, cream colour blouse, black spots, black fur necklet, round sable fur hat, small black shoes, worn down at heels. She took lodgings 20th ult., and absconded on the 27th ult. with a purse containing money. A cook, stated she had been employed at a hotel outside the railway station at Oxford for 8 months, may apply at registry offices for a similar situation. Warrant issued. Information to Capt. BUCKINGHA MS HI RE. $ — High Wycombe ( County).— Vov steal- ing fowls ( recovered)— WILLIAM FEASEY, age 28, height 5 ft. 6 or 7 ins, complexion fresh, hair and moustache sandy; dress, light brown jacket and vest, nearly new dark cord trousers, dark cap, blue striped muffler. Is a reservist of the Oxford Light Infantry, is fond of showing his Army papers in Public Houses, usually works with threshing machines or on farms, generally sleeps out or at low lodging- houses. A native of Wheeler End, West Wycombe. Warrant issued. Information to Supt. Summers, High Wycombe. Warrant issued. 11.— Liscard ( County).— For stealing 3 lady's gold dress rings ( 1 set 5 diamonds, claw setting; 1 set 5 or 7 diamonds; 1 set large sapphire and 2 diamonds each side); 1 gold brooch, flower pattern, set small brilliants; 1 Kruger sovereign ; 1 plain gold hunter watch, keyless, maker supposed Schierwater, Church Street, Liverpool, No. 37119 on movement.— EDWARD LYONS, age 24, height 5 ft. 4 or 5 in., complexion pale, hair dark, eyes brown, slight impedi- ment in speech, ring tattooed on one finger, ship on one wrist, large scar back of one hand; dress, dark navy blue suit, jacket double- breasted, fawn- colour mackintosh, black hard felt hat, black tie, brown boots. McHale, Liscard. 12.— Middlewich ( County).— For leaving his wife and children chargeable to the Congleton Union — WILLIAM WILSON, age about 40, height 5 ft. 9 in., complexion fresh, hair brown, moustache light brown, eyes grey. A farm labourer, native of Sandbach, Cheshire. Warrant issued. Information to Supt. Thompson, Middlewich. DERBYSHIRE. 13.— Matlock ( County).— For obtaining 2 boxes containing 10 canaries by false pretences, 7th December, 1909— T. F. VERNON* late of Balham Hill, London, S. W. Believed a native of Croydon. He answers advertisements in poultry papers, agrees to purchase birds, which he asks to be forwarded on approval to a temporary address in London. Warrant issued. Information to Supt. Clarke, Matlock. DORSETSHIRE. 14.— Beaminster ( County).— For stealing from his lodgings 3 £ 5 notes ; 1 light mackintosh with green velvet collar, and £ 2— A MAN, age 32, height 5 ft. 11 in., complexion fair, hair light brown, eyes brown; wearing grey coat, dark vest ( double breasted), and a grey vest, red plaid scarf, dark cap, brown leggings, probably the stolen mackintosh. A North Country man. Has served in the Army; was employed by a horse dealer; attends fairs. Information to Supt. King, Beaminster. ESSEX. 15.— Brentwood ( County). — For stealing, 7th inst., a pair grey tweed trousers; 1 pair lace boots, stamped " B U "— JOHN PALMER, age 19, height 5 ft. 6 in., complexion sallow, hair and eyes brown, thick lips; dress, tweed jacket and cap, the stolen trousers and boots. A porter, native of Great Yarmouth. Tramps the country and frequents casual wards. Warrant issued. 16.— Brentwood ( County).— For absconding with workhouse clothing, 4th inst.— WILLIAM WILKINSON, age 58, height 5 ft. 5 in., complexion fresh, hair and eyes grey; dress, grey tweed suit, black overcoat, stamped " Billericay Union," boots stamped " B U." A labourer, native of Brentwood. Warrant issued. Information to Supt. Marden, Brentwood. FLINTSHIRE. 17.— Mold ( County).— For stealing ( servant) a pair of brown cord breeches, with leggings ; 1 comb ; 1 clothes brush; 2 pocket knives; 2 handkerchiefs; 2 hair brushes, from a farmhouse— A MAN, age 18, height 5 ft., complexion fresh, hair dark brown, eyes grey, cut scar bridge of nose and top of left ear, 3 tattooed right forearm, cross, 2 dots, heart and 147 left forearm; dress, dark grey suit, brown cap, heavy blucher boots. A native of Manchester. Previously convicted at Portmadoc in October and at St. Asaph in November, 1909. Has been in Lostock Junction Industrial School. Information to Supt. Da vies, Mold. GLAMORGANSHIRE. 18.— Cardiff ( City).— For stealing a watch and chain ( recovered)— CHARLES HENRY, a Jew, age about 35, height 5 ft. 1 in., stout build, complexion sallow, hair and moustache black, eyes weak, sore lids, prominent nose; dress, dark green jacket with light stripes, large dark stain on left breast, black trousers, dark cap. A french polisher. Is also wanted in London and Birmingham. Photograph can be seen on application. Warrant issued. 19.— Cardiff ( City).— For stealing, 29th December, 1909, a watch ( recovered)— FLORRIE THOMAS, age about 22, height 5 ft., complexion pale, hair light, wears gold- rimmed glasses; dress, long brown jacket, black skirt, brown straw hat. Warrant issued. 20.— Cardiff ( City).— For obtaining food by false pretences— DAVID THOMAS, alias WILLIAM GEORGE JOCELYN, age about 46, short, complexion fair, oval face, hair light, slight moustache; dress, brown coat and vest, dark striped trousers, blue tie, grey cap. An insurance agent. Warrant issued. 21.— Cardiff ( City).— For failing to surrender to his bail, charged with larceny ( ship)— RICHARD REYNOLDS, alias FREDERICK LAMBERT, RAYMOND, RANDALL and SAGE, Office No. | S/ 14013, age 28, height 5 ft. 6^ in., complexion dark, hair black, eyes brown, clasped hands and flags left, clasped hands, crossed flags, eagle, heart, TRUE LOVE, A. L. E. right forearm. A half- caste, native of Barbadoes. Speaks with foreign accent. Usually dresses in dark clothes and cap, and frequents docks and railway stations. B. 5294, dark blue body, scarlet wheels, plated fittings, four- seated, side entrance, wind screen, Cape cart hood, aluminium dash board, with speedometer and clock attached, luggage rack behind, tool box under each side step, 3 fixed acetylene gas lamps, cocoa- nut mat with red edges in front, red fluffy mat behind— TIMOTHY HEALY, age 21, height 5 ft. 6 in., com- plexion fair, hair brown, clean shaved, eyes blue; dress, brown tweed suit with dark stripes, greenish motor cap with chin strap, believed wearing a white wrapper, light lace boots, and blue motor coat with 2 rows of white metal buttons. Is a private of the Royal Irish Fusiliers. Native of Paisley. He was accompanied by a private of the 3rd Dragoon Guards, age 20, height 5 ft. 6 in., complexion fair, hair auburn, eyes blue, wearing khaki uniform, and is now an absentee. Native of Desborough. Hawkins, Aldershot. 24.— Fareham ( County).— For not complying with a maintenance order made at Fareham Petty Sessions, 3rd ult.— WILLIAM JAMES PARSONS, , age 29, height 5 ft. 3 or 4 in., complexion fresh, hair dark brown, eyes blue; dress, navy blue jacket and vest, check trousers, green cap, dark overcoat, may be wearing breeches and gaiters. HER TFORDSHIRE. 26.— St. Albans ( County).— For stealing from his lodgings a lady's silver keyless watch, chased back, white dial, black figures HIRST, age about 32, height 5 ft. 7 or 8 in., complexion and slight moustache dark, hair dark brown, eyes blue, large indentation each side of neck, of military appearance; dress, brown coat and vest, dark tweed trousers, black overcoat, Irish frieze cuffs and collar, check scarf, heavy lace boots. Has served in the Royal Engineers. He obtained lodgings, stated he was employed by the National Telephone Company. Absconded 4th inst. Warrant issued. Information to Supt.' Reed, County Police Office, St. Albans. KENT. 27.— Canterbury ( City).— For deserting his 2 children, leaving them chargeable to the Blean Union, 21st ult.— ALBERT EDWARD WELLS, age 30 to 35, height 5 ft. 4 or 5 in., slight build, complexion fresh, hair and moustache dark brown, eyes dark grey; dress, navy blue jacket suit, dark cap or black felt hat. A shoemaker. A reward of £ 1 will be paid by the Guardians, Blean Union, for the arrest of Wells. ' Warrant issued. Information to the Chief Constable, Canterbury. 28 — Folkestone ( Borough).— For embezzle- ment— VICTOR HALLE, age 28, height 5 ft. 7 or 8 ins., rather stout build, hair and slight moustache brown; dress, dark suit and cap. A native of Maidstone. Is a reservist of the West Kent Regiment. Warrant issued. Information to the Chief Constable, Folkestone. LANCASHIRE. 29 — Reedley ( County). — For embezzling £ 49 16s. 3d., monies of the Prudential Assurance Co., during January— SAMUEL LEYLAND, age 34, height 5 ft. 8 or 9 in., slight build, complexion fresh, hair ( bald on top) dark, heavy moustache ( waxed at ends) inclined to sandy, eyes dark, clean shaved prominent nose; dress, blue serge suit, or light tweed jacket suit. A clerk and cashier. Warrant issued. Information to Supt. Pincock, Reedley, near Burnley. 30— Liverpool ( City).— For embezzling £ 81, 22nd. ult., and other dates— GEORGE L. TROTT, age 30, height about 5 ft. 8 ins., high fore- head, hair thin in front, clean shaved; dress, dark jacket and trousers, fancy blue striped vest, hard hat, was employed as a butter and confectionery manufacturer's clerk. Information to the Head Constable, Liverpool. 31 — Barrow- in- Furness ( Borough).— For larceny ( lodgings) — THOMAS GORDON FRANKLIN, age 16, height 5 ft. 5 or 6 in., slight build, complexion fresh, sharp features, hair light; dress, navy blue suit, patches on knees of trousers, light cap with green stripes, grey overcoat, blue muffler, brown boots. A native of Northwich. Information to the Chief Constable, Barrow- in- Furness. 32.— Preston ( Borough).— For failing to report - Licence- holder GEORGE WIIITMORE, Office No. 2612- 02, age 28, height 5 ft. 2f in., complexion fresh, hair light brown, eyes blue, 2 scars forehead, scar nose and each thumb, nose inclined to right. A native of Kirby Bedon. Sentenced at Norwich Assizes, 5th June, 1907, to 3 years penal servitude for larceny. Licensed 8th September, 1909. h. 209. May be dealt with where found. Information to the Chief Constable, Preston. 33.— Warrington ( Borough).— For stealing property described in Case No. 27, 17th December, 1909— HENRY BRYANT, age 29, height 5 ft. 10 in., complexion pale, round face, hair dark brown, moustache and eyes brown, flag and wreath tattooed on left upper arm. A native of London. He obtained goods by tendering worthless cheques. Sentenced at Manchester, 3rd February, 1909, to 9 months imprisonment. Is also wanted at Chippen- ham, Wrexham, Southport, and Worthing. Warrant issued. Information to the Chief Constable, Warrington. LEICES TERSHIRE. 34.— Leicester ( Borough).— For stealing £ 36 and a 50 franc note from a till, 4th inst.— TWO MEN ( 1st), age 40, height 5 ft. 10 or 11 in., slight build, hair and moustache brown, long nose, badly pockmarked; wearing dark navy or black overcoat, velvet collar, dark trousers, light stripe, silk hat, black tie, gold chain and ring; ( 2nd), age 45, height 5 ft. 7 in., well built, hair brown, wearing black overcoat, hard hat, black tie.
