All communications for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THB EDITOR OP THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. £. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6 Portraits of persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of 6s. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 1. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. XI. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later nan Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form , and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13; The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given, on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. UNDER the existing arrangements the finger impressions will be taken, and recorded at the Finger Print Department, Convict Supervision Office, New Scotland Yard, of all persons convicted as follows:— ( a) All persons coming within Sections 5, 7, or 8 of the Prevention of Crimes Act, 1871. ( b) All persons, at Assizes or Quarter Sessions, sentenced to not less than one month's imprison- ment, without option of a fine, for any of the offences shown below. ( c) All persons, at Petty Sessional, Police, or Stipendiary Magistrate's Court, sentenced to more than one month's imprisonment, without option of a fine, for any of the following offences:— Aliens ( Sec. 3 Aliens Act of 1905). Arson. Assaults with intent to rob. Attempted burglary. Attempted larceny. Attempts to break into churches, houses, shops, warehouses, & c. Attempts to obtain goods and money by false pretences. Bankruptcy offences. Being found on enclosed premises. « Breaking into churches, houses, shops, warehouses, & c. Burglary. Cattle stealing. Coining. Conspiracies of all descriptions. Embezzlement. Entering with intent to commit a felony. Extortion by threats. Felonious wounding. Forgery. Fraud. Frequenting. Horse- stealing. Housebreaking. Importuning male persons to commit un- natural offences ( Vagrancy Act, 1898, Sec. 1, par. b). Indecent assault on female. Larceny. Mental degenerates. Obtaining goods and money by false pre tences. » Possessing housebreaking tools. Procuration of women and girls. Prostitution, living on proceeds of ( Vagrancy Act, 1898, Sec. 1, para. a). Receiving. Bobbery. Sacrilege. Sheep stealing. Shopbreaking. Suspected person. Unlawful possession. Uttering counterfeit coin. Warehouse- breaking. But all offenders of the first Division, and such of the second Division as have never been previously convicted, are exempted from this order. In order to avoid the retention of useless records in the Finger Print Department, the Registrar of Habitual Criminals would be glad if the Chief Constables of Counties, Cities, and Boroughs, will, in future, notify the death of any criminal who has been finger- printed. The notification should contain the full name and aliases, particulars of conviction or convictions if possible, also the No. published in the list of Habitual Criminals. SELINA TAYLOR or CRAWFORD, age 27, medium height, stout build, complexion pale, hair reddish; dress, light grey three- quarter length jacket, black skirt, grey shawl, grey motor cap, lace boots. Said to be a native of London. A street singer. Pretends to be blind, wears blue glasses, and is led by Crawford. Both previously convicted in Lanarkshire in March, 1909. Is believed to be making for London. Frequent low lodging- houses, and are well known in Lanarkshire, Dumfriesshire, and Glasgow. Warrant issued. Information to the Chief Constable of Ayrshire, Ayr. METROPOLITAN POLICE DISTRICT l— Criminal Investigation Department.— For obtaining goods by worth- less cheques on various banks— BERTRAM MIT- FORD, age about 30, height 5 ft. 7 in., slight build, round shoulders, complexion sallow, hair and slight moustache light, eyes grey, carries his head forward, of smart appearance; wearing dark clothes. He calls upon tradesmen, represents himself as the Hon. Bertram Mitford, and that he has just returned from India. Apprehended, see Case No. 93. Warrant issued. 2.— Convict Supervision Office.— HARRY CLARKE, Office No. 950- 01, Case No. 3, 31st ult., not now wanted. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 3.— For embezzling £ 7 8s. Id., 7th and 8th October, 1909— ARTHUR SMITH, age 45, height 5 ft. 6 or 7 ins., complexion fresh, hair, moustache and side whiskers light, eyes brown, rather high fore- head, wears spectacles or pince- nez, well educated; dress, grey overcoat, velvet collar, blue serge suit, hard felt hat. BEDFORDSHIRE. 5. — Bedford ( Borough). — For stealing, 6th inst., a lady's gold Geneva watch, chased back ; 1 do. long chain, ball pattern; 1 do. gold dress ring set brilliants ( several missing); 1 do. ( stone missing); 1 do. gold buckle ring ( stone missing); 1 gold locket; 1 do. brooch, horseshoe pattern, set brilliants — WESTON, age about 45, height 5 ft. 6 or 7 in., very slight build, complexion very dark, piercing eyes, of Jewish appearance; dress, dark suit, dark soft felt hat, wore a gold coloured chain with locket in centre, also a ring on one little finger. He took lodgings, 1st inst., representing that he intended to open a drapery business. Absconded 6th inst., leaving behind a box containing bricks wrapped in paper. CA MBRIDGESHIRE. 6.— Cambridge ( Borough).— For obtaining food and lodgings by false pretences— WILLIAM T1LLBROOK, age 24 to 27, height about 5 ft. 8 in., full round face, hair and moustache ginger; dress, dark suit, black and white plaid cap, white necker- chief, wore a metal watch chain, may be wearing a red silk wrapper. He took lodgings stating he was a cleaner on the Great Eastern Railway. Absconded 31st ult. Warrant issued. Information to the Chief Constable, Cambridge. A YRSHIRE. 4.— Cumnock ( County). — For abandoning their child, 25th November, 1909— JAMES CRAW- FORD, age 29, height 5 ft. 9 in., slight build, com- plexion pale, thin features, hair and moustache red- dish, appeared to be in delicate health; dress, dark jacket suit, brown overcoat, dark muffler, dark tweed CHESHIRE. " i.— Altrincham ( County). — For obtaining food, lodgings, clothes and money by false pretences, at Timperley, between 2nd October, 1909, and 4th inst.— GEORGE HENRY HILL, alias GEORGE HOWARD, age 43, height 5 ft. 5 or 6 in., stout build, complexion fresh, double chin, hair dark brown ( turn- ing grey), eyes grey, well educated and of good address; dress, blue serge coat and vest, blue trousers with grey stripe, light cap, lace boots, broad, patch on side of left. A cycle repairer, supposed native of St. Asaph. Warrant issued. Information to Supt. Pearson, Crewe. 9.— Liscard ( County).— For stealing ( by trick), 3 bottles of cod liver oil— HORACE NALL, alias HARRY NALL, JOHN NEWTON, and HORACE E. NALL, age 32, height 5 ft. 9 in., slight build, complexion fresh, hair dark brown, eyes grey, cut scars left forefinger and ring finger, right forearm, left eyebrow, and cheek, blue dagger back of left forearm ; wearing grey overcoat, black hard hat. A native of Altrincham. See Case No. 5, 7th inst. Warrant issued. Information to Supt. McHale, Liscard. 10 — Stockport ( County).— — HURLEY, Case No. 14, 10th December, 1909, not now wanted. Is awaiting trial at Gloucester Quarter Sessions. CUMBERLAND. 11.— Wig ton ( County).— For stealing £ 40, moneys of the Postmaster General at Silloth, 7th or 8th inst.— FREDERICK LAYCOCK, age 25, height 5 ft. 6 or 7 in., slight build, complexion clear, rather full face, hair and eyes dark, clean shaved; dress, light suit, greenish overcoat, cap, large slate colour muffler, of smart appearance. A sub- postmaster, native of Blackpool, where he was formerly employed as a post office clerk, also in a similar capacity at Ambleside. Was traced to Carlisle 8th inst., and left there by a Midland train same date. Warrant issued. Information to Supt. Veitch, Wigton. ESSEX. 12.— Epping ( County).— For stealing a pair of brown boots, size 7 ; 1 lady's keyless silver watch, blue centre with gilt flowers, short silver chain with tassel attached, and 30s.— ERNEST COLE, age 31, height 5 ft. 10 in., complexion fresh, hair brown, eyes blue, crucifix tattooed left arm ; dress, light dust coat, dark grey mixture suit, double- breasted vest, dark cap, black and white wrapper. A labourer. Warrant issued. Information to Supt. Laver, Epping. 13.— Romford ( County).— THOMAS TWEEN, Case No. 16, 14th December, 1906, not now wanted. Warrant withdrawn. GLOUCESTERSHIRE. 16.— Dursley ( County).— For leaving his wife and familv chargeable to the Tetbury Union— PATRICK CLIFFORD, age 50, height 5 ft. 4 in., complexion fresh, hair grey, long thin face and nose. A native of Rotherhithe, London. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. Perkins, Dursley. 17.— Bristol ( City).— For embezzling 2s. 3d., November, 1909— HARRY WHITCHURCH, age 21, height 5 ft. 7 or 8 ins., complexion rather dark, hair dark curly, eyes brown ( large), top of one 3rd finger missing ; dress, probably light mackintosh, brown or blue serge suit, brown mixture Donegal tweed cap. HAMPSHIRE. 18. — Aldershot ( County). — For stealing £ 60 2s. lid., 6th inst.— ARTHUR BYRNE, age 23, height 5 ft. 4 in., complexion sallow, hair brown, eyes grey, heart and H. H. right forearm. Is an absentee from the Dublin Fusiliers, wearing khaki uniform and putties, and had with him an Elmsdale bicycle. A native of Poplar. Information to Supt. Hawkins, Aldershot. 19.— Alton ( County).— For stealing £ 18 3s. 3d., 4th inst.— ERNEST HERBERT SWEET, alias ERNEST HERBERT SCOTT HERBERT, age 40 to 45, height 5 ft. llf in., complexion fresh, hair ( bald on top) black, large Roman nose ; dress, blue jacket and trousers, black and white knitted vest, grey cap, usually wears a brown Inverness coat. A clerk. Was employed as Liberal agent for Alton district, entrusted with the above amount and absconded. Warrant issued. Information to Supt. Reuben, Alton. 20.— Andover ( County).— For stealing 30s. from his lodgings— ALBERT PORTER, age 23, height 5 ft. 7 ins., complexion fresh, hair light brown, clean shaved, eyes blue ; dress, brown coat, grey trousers, white muffler, black patent leather shoes. A native of St. John's, Dorset. Was discharged from the Bedford Regiment in June last. Warrant issued. Information to Supt. Bowles, Andover. 14 — Saffron stealing ( bailee), 21st a motor bicycle, 3£ accumulator ignition, bag, one fastening missing, switch on back Bowden brake, Bosch plug, Palmer Walden ( County). — For December, 1909, at Stanstead, horse power, Quadrant 1907, 26- in. wheels, new belt, saddle handle- bar, tyre front, Clincher tyre back wheel, front fork and stays have been repaired and shows signs of damage, patent stand behind, bent stem handle- bars, marks on bicycle where side car had been fastened, enamelled black, tank dark green, arrow thereon, acetylene lamp, registered plate, C. E. 799.— T. LEFEBUREE, a Frenchman, age 18 to 20, height 5 ft. 5 or 6 in., well set up, complexion fresh, full face, clean shaved, hair light, prominent scar over right eye, hesitates when speaking; dress, light mackintosh, light brown cap, white neckerchief, black leggings ( tight fitting). A mechanic or chauffeur, has had letters addressed to the Post Office, South Kensington. Left behind a Sunbeam bicycle, No. 5330, 27- in. frame, enamelled black, gold lined, back- pedalling brake, front rim do., Roman rims, raised handle- bars, white celluloid brass- bound grips, old Dunlop tyres, Lucas spring dome ( L. s. d. make) bell, Lucent oil lamp, Middlemore saddle, tool bag, oil bath, gear case, black lamp ( supposed stolen). HERTFORDSHIRE. 21.— Hertford ( County).— For an offence under the Probation of Offenders Act, 1907, and also for larceny at Welwvn, 17th November, 1909— MABEL VOSPER- THOMAS, age 30, height 5 ft. 4 in:, complexion fresh, hair auburn, eyes grey; dress, navy blue skirt, black jacket and hat, low shoes with high heels. She absconded from Lady Somerset's Home, Duckshurst, Surrey, on 7th inst. Warrant issued. Information to Supt. Foster, Hertford. GLAMORGANSHIRE. 15.— Bridgend ( County).— For stealing £ 11 19s. 2d.— FRANK SHIELDS, age 36, height 5 ft. 8 in., complexion very dark, hair and thick moustache black, eyes blue, slightly lame right leg, has served in the Army; dress, navy blue suit, bowler hat, white tie with red spots. A hotel boots. Booked from Pyle to Cardiff 8th inst. Carried a brown portmanteau and small black case, 12 in. square. Has been employed in hotels at Porthcawl, Bath, Swansea, and Tonypandy. KENT. 22 — Canterbury ( City).— For failing to appear at Quarter Sessions, 10th inst., charged with larceny— NEVILLE RAYMOND STEVENSON CARTER, age 29, height 5 ft. 7 in., complexion dark, small features, hair black, eyes brown, ducal crown and H. S. G. ' right forearm, OLIVE left forearm; dress, blue ribbed serge jacket and trousers, light check fancy vest, black knot tie, white silk wrap, soft light tweed shooting cap, patent leather shoes, carried a partridge cane with crook handle, silver mount. A dentist, stated he was born in Colombo. May endeavour to leave the country. Warrant issued. Information to the Chief Constable, Canterbury. 23.— Maidstone ( Borough).— For stealing 4 pairs of lady's boots ( recovered), and 1 pair of do. black button, size 4— ALICE TAYLOR, age about 18, height 5 ft. 2 or 3 in. complexion sallow, full round face; dress, brown coat and skirt, black straw hat with red band. Warrant issued. Information to the Chief Constable, Maidstone. • 2i.— Ramsgate ( Borough).— For stealing, 16th and 29th ult., 2 skirts ( 1 black, 1 silvery grey) — EMILY WATTS, alias WALLACE, Office No. 2126- 04, age 45, height 5 ft. 2£ in., stout build, complexion dark, full face, hair brown, eyes hazel, addicted to drink; dress, old black skirt, long old- fashioned plaid cape, close fitting hat with veil. A cook, native of Southampton. She obtained employ- ment here about 3 months ago by advertising from 8, Chapel Road, Southampton, for a situation in a hotel, boarding house or otherwise, town or country, She was discharged a week later, obtained private lodgings, and applied at registry offices for situations. Upon obtaining one, she stays a few days, commits larceny, and disposes of the property at pawnbrokers and wardrobe dealers. During • ^— — here, she received letters and money from South- ampton and Winchester, and stated she had friends residing at Duke Street, Marylebone, London. About a week ago, she obtained a situation at Dorchester, received 10s. for her fare, but did not go. Warrant issued. Information to the Chief Constable, Ramsgate. LANCASHIRE. 25.— Preston ( County).— For obtaining by a worthless cheque, a heavy cased 18- ct. gold hunting, keyless, English centre seconds lever stop watch, No. 79810, " Made in Preston" engraved on works; 18- ct. gold H. M. double Albert, graduated curb, new, " J. G. and Co." on bar, 1887 jubilee £ 2 piece mounted as pendant— CHARLES HENRY ALFRED PLATTEN, alias JOHNSON, age 35, height 5 ft. 10 in., stout build, complexion fresh, full face, hair dark brown, slight moustache light, eyes blue; dress, dark suit, dark heavy mixture overcoat, grey tie, black hard felt hat. A native of London. Absconded 9th inst., accompanied by his wife, age 26, height 5 ft., complexion pale, hair black, eyes dark, one upper tooth artificial; dress, brown skirt, long fawn colour jacket, large strawberry colour straw hat, trimmed roses and green ribbon, green veil, brown kid gloves, brown boots. A native of Staffordshire. Warrant issued. Information to the Chief Constable, Preston. 26.— Liverpool ( City).— For stealing ( by trick), 30th ult., a brown leather dressing case 24 in. by 16 in. by 8 in., lined red leather, 2 nickel locks, " Finnigans, Ltd." on lining, fitted with 5 cut glass bottles with silver tops; 2 miltary hair brushes, ivory backs; 2 razors, " Finnigan" on blades, ivory handles ; 1 folding mirror, ivory handle; 1 strop ; 1 paper knife LEVER, age 30 to 35, height 5 ft. 10 in., slight build, thin face, hair light, clean shaved ; dress, light grey suit with stripes, trousers per- manently turned up, dark overcoat with belt at back, bowler hat. He engaged apartments, telephoned for the dressing case to be sent, and that he would pay on delivery, on its arrival he told the messenger it was not suitable, and induced him to leave it until he returned from the shop with another, in the meantime he absconded. Information to the Chief Constable, Liverpool. 27. — Bootle ( Borough). — For stealing £ 14 14s. lid., 4thinst. — HENRY WEBSTER PRICE, age about 23, height 5 ft. 9 in., complexion sallow, dean shaved, hair dark brown worn low on forehead, thin prominent nose, thick lips, front teeth decayed, burn scar left cheek, cut mark about 3 in. long under left ear ; dress, black serge overcoat velvet collar, light mixture tweed suit, fancy brown woollen vest, brown lace boots, usually wears a double curb gold plated albert and a Liverpool IVeekly Post watch. A clerk, has been employed by a coal, furniture and piano dealer in Liverpool. May seek similar employ- ment. Absconded 4th inst. Warrant issued. Information to the Chief Constable, Bootle. 28.— St. Helens ( Borough). — For larceny ( trick), 3rd and 6th inst. WILSON, LYNN, or LYNDS, age 41 ( looks older), height 5 ft. 6 or 7 ins., stout build, complexion fresh, large features, hair dark brown, eyes blue, crooked nose, prominent teeth, scar on forehead; dress, navy blue costume, blue and white striped blouse, blue felt or straw hat trimmed blue silk, black canvas shoes. Carried a green cloth bag. Calls on people stating she has recently arrived from America, where she has made the acquaintance of their relatives, who have entrusted her to hand them a £ 20 note on the Union Bank. On this and other pretences she obtains money and absconds. Information to the Chief Constable, St. Helens. LEICES TER SHIRE. 29.— Leicester ( Borough). — For stealing £ 308 9s. 6d., 3rd inst. — WILLIAM HENRY WESSON, age 40, height 5 ft. 9 in., well built, complexion fresh, moustache light, eyes grey ; dress, brown overcoat, light green suit, hard hat, rather shabby appearance. A solicitor's clerk, has been drinking heavily of late, and addicted to betting, frequents small public- houses. May endeavour to- leave the country. Absconded 3rd inst. Information to the Chief Constable, Leicester. the time she was LINCOLNSHIRE. 30.— Spalding ( County).— For stealing, 10th ult., a jack plane, 1 hand saw, stamped " J. Taylor," and 1 smoothing plane, stamped " H. C. Cole."— WILLIAM RANSOM, age about 30, height 5 ft. 7 or 8 ins., clean shaved, hair dark brown, high shoulders, addicted to drink; dress, dark overcoat and suit, grey cap. A carpenter, native of London. Stated he was a patient at a London hospital or infirmary. Warrant issued. Information to Supt. Burton, Spalding. TUESDAY, JANUARY 11, 1910. MILNE, alias WILLIAM MOODIE, HOWARD, and CAMERON, age about 28, height 5 ft. 7 or 8 in., sharp features, blotched face and ears, hair and moustache ( waxed) sandy, right leg bowed, impedi- ment in speech, appearance of being addicted to drink; dress, heavy slate colour overcoat with green stripes, strap at back, gauntlet cuffs, dark grey jacket suit, yellow silk tie with gold or metal ring, bowler hat, brown boots. On 8th ult. he engaged a hall for 14 days, from 30th ult. to 13th inst., repre- senting that he was advance agent for " the Zancigs," thought readers and musicians, which he advertised extensively, together with a powerful company of London stars, to appear, engaged about 20 artistes; absconded 4th inst., without paying for the hall, advertising, or artistes' salaries. May endeavour to leave the country.
