POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, NOVEMBER 19, 1909. VOL. XXVI., No. 2702. 1. All communications for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THB EDITOB OF THE POLICE GAZETTE, NEW SCOTLAND YAED, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6 Portraits of persons whose apprehension is sought for serious offences will be inserted at a cost of 8.?. per portrait, and engravings of stolen property at a cost of 6s. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent ; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the * act, referring to the number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form , and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. THE EDITOB, New Scotland Yard, London, S. W. SPECIAL NOTICES. DISTRIBUTION OF THE " POLICE GAZETTE." The attention of Chief Constables is called to the following, with regard to the re- transmission of copies of the POLICE GAZETTE :— " Postage should be prepaid at the ordinary rate for printed matter on all copies of this GAZETTE sent by post within the United King- dom, except such as are despatched in proper course from a Metropolitan Goverment Office, or from the Publishing Office of the GAZETTE. Copies sent abroad should be prepaid at the rate of a halfpenny for every two ounces." FINGER PRINTS. UNDER the existing arrangements the finger impressions will be taken, and recorded at the Finger Print Department, Convict Supervision Office, New Scotland Yard, of all persons convicted as follows:— ( a) All persons coming within Sections 5, 7, or 8 of the Prevention of Crimes Act, 1871. ( 5) All persons, at Assizes or Quarter Sessions, sentenced to not less than one month's imprison- ment, without option of a fine, for any of the oflences shown below, ( e) All persons, at Petty Sessional, Police, or Stipendiary Magistrate's Court, sentenced to more than one month's imprisonment, without option of a fine, for any of the following offences:— Aliens ( Sec. 3 Aliens Act of 1905). Arson. Assaults with intent to rob. Attempted burglary. Attempted larceny. Attempts to break into churches, houses, shops, warehouses, & c. Attempts to obtain goods and money by false pretences. Bankruptcy offences. Being found on enclosed premises. Breaking into churches, houses, shops, warehouses, & c. Burglary. Cattle stealing. Coining. Conspiracies of all descriptions. Embezzlement. Entering with intent to commit a felony. Extortion by threats. Felonious wounding. Forgery. Fraud. Frequenting. Horse- stealing. Housebreaking. Importuning male persons to commit un- natural offences ( Vagrancy Act, 1898, Sec. 1, par. b). Indecent assault on female. Larceny. Mental degenerates. Obtaining goods and money by false pre- tences. Possessing housebreaking tools. Procuration of women and girls. Prostitution, living on proceeds of ( Vagrancy Act, 1898, Sec. 1, para. a). Receiving. Robbery. Sacrilege. Sheep stealing. Shopbreaking. Suspected person. Unlawful possession. Uttering counterfeit coin. Warehouse- breaking. But all offenders of the first Division, and such of the second Division as have never been previously convicted, are exempted from this order. In order to avoid the retention of useless records in the Finger Print Department, the Registrar of Habitual Criminals would be glad if the Chief Constables of Counties, Cities, and Boroughs, will, in future, notify the death of any criminal who has been finger- printed. The notification should contain the full name and aliases, particulars of conviction or convictions if possible, also the No. published in the list of Habitual Criminals. APPREHENSIONS SOUGHT. Frequents boxing saloons. 4.— x Division.— For stealing ( servant) £ 1 28th September, 1909— HYMAN FRANKS, a Jew; age 37, height 5 ft. 8 in., good build, complexion fair, round face, hair light, moustache ( short) brown, eyes grey, woman tattooed right forearm; dress, brown tweed jacket suit and cap, lace boots. A travelling tailor. 5.— X Division.— For obtaining! £ 34 by false pretences ( horse chanting), 28th ult.— HERBERT WILLIAM WRIGHT, Office No. 59- 03, age 50, height 5 ft. 5 in., complexion fresh, hair brown, eyes blue, scar left eyebrow; dress, pepper and salt tweed suit, black hard felt hat. A horse coper, native of Suffolk. May be found occupying stables in provinces, advertising cattle and horses for sale. Warrant issued. CITY OF LONDON. 6.— For stealing £ 20 6s. 3d., 1 Postal Order for 3s. 6d., and 2 cheques ( 1 for £ 4 17s. 5d., and 1 for £ 3 5s.) — FRED E. PAGE, age 14 years and 11 months ( looks older), height 5 ft., well built, complexion ruddy, hair black, eyes dark brown, of smart appearance; dress, brown jacket and vest, black trousers and cap, green tie. BERKSHIRE. 7.— Reading { Borough).— For obtaining £ 6 by a worthless cheque, 5th inst.— WILLIAM JOHN KINDER, M. D., age 36 to 40, height 5 ft. 7 or 8 in., complexion dark, oval face, aquiline nose, clean shaved, well spoken, Irish accent; dress, dark clothes, black hard felt hat, white chamois gloves. He called on a tradesman, presented a cheque, No. X/ A. 139560, on the London City and Midland Bank, 281, High Road, Chiswick, for £ 82 16s., drawn by J. Poore & Son, p. p. G. W. Poore, made payable to " William John Kinder, M. D.," whom he represented to be himself, gave a local address which was false, asked the tradesman to pass the cheque through his bank, obtained £ 6 on account, stating he would call for the balance in a few days. He also called on several other shopkeepers, presented the cheque, and in some cases he was wearing gold- rimmed spectacles, and at others gold- frame pince- nez, which he pro- duced on entering the shop, and which he cleaned and adjusted; has other cheques in his possession on the London and County Bank. Warrant issued. 9.— Hay ( County).— For stealing, 16th ult., a coat ( recovered)— JAMES WILLIAM BENNETT, age 51, height 5 ft. 6 in., slight build, complexion pale, hair grey, moustache dark grey, eyes blue, cross flags, crown, J. B. right forearm, anchor left " forearm, cat, dog, man and gun on breast; dress, old black coat and vest, old grey trousers, black bowler hat, lace boots. A groom, attends horse shows, races, & c. Previously convicted of larceny at Stone and Kington. See Case No. 18, 4th October, 1907. Warrant issued. Information to Supt. Flye, Brecon. OA MBRIDGESHIRE. 10.— Cambridge ( Bwough).— For stealing lst inst. a Centaur bicycle, No. 126903 on top head lug, 26 in. frame, Cambridge tyres, raised handle bars, 2 roller lever brakes— A MAN, age 30 to 35, height about 5 ft. 7 in., complexion fair, hair almost ginger; dress, dark suit, hard felt hat, brown boots, and mackintosh. He produced a card with " Edward Stone, R. P. C., Radcliffe on- Trent," which he is suspected of stealing. Warrant issued. 11.— Cambridge ( Borough).— For stealing 2nd inst. 4 fancy vests— GEORGE BAILEY, alias GEORGE HODSON, age 55 to 60, height 5 ft. 7 in., hair and moustache brown ( turning grey), generally wears glasses; dress, old suit and cap. A bootmaker. Has been convicted at Leicester and Bedford. Absconded 15th inst. Warrant issued. Information to the Chief Constable, Cambridge. CA RNA R VONS HIRE. 12.— Conway ( County).— For obtaining £ 5 by dishonoured cheques — MARIA ELIZABETH WILLIS, age 31, height 5 ft. 3 in., stout build, complexion fresh, full face, hair dark, of good ap- pearance and address ; dress, long striped green coat, green cap, accompanied by a boy age 5, light curly hair; dress, fawn overcoat, white muffler and cap. A native of Newport, Mon. Supposed wanted in London for similar offences. Warrant issued. Information to the Deputy Chief Constable, Conway. CHESHIRE- 13.— Altrincham ( County). — For embezzle- ment— CHARLESj CHARLOTTE, age 33, height 5 ft. 4 or 5 in., complexion fair, hair ( inclined to curl) and moustache light brown, end of one finger missing, drowsy appearance, carries his head down- wards; dress, dark grey clothing, hard felt hat. A native of Moreton- on- the- Marsh, Gloucester. May seek employment as an insurance agent or grocer. Warrant issued. Information to Supt. Okell, Altrincham. 14.— Crewe ( County).— For obtaining food and lodgings by false pretences, 11th and 12th inst.— DAVID THOMAS, age 26 to 28, height 5 ft. 8 or 9 in., complexion pale, hair and eyes dark, square chin; dress, brown suit and cap, trousers darker than coat and vest, lady's ring on ( supposed one) left finger, gold coloured watch, steel chain. He stated he was a cable inspector of the National Telephone Company. Had in his possession a bicycle, alu minium rims and frame, crown and name of a Cardiff maker on frame. Warrant issued. Information to Supt. Pearson, Crewe. Murder . £ IOO Reward. 15.— Dukinfield ( County).— For murder, lst inst.— A MAN, age 26 to 30, height 5 ft. 6 to 8 in., slight build, complexion pale or sallow, thin features, hair and very slight moustache light; dress, dark serge or tweed clothing, brownish mixture cap, may have cuts on face and hands and blood stains on clothing. Description of a revolver which was taken from him:— Foreign make, 5 chambers, very cheap, silver plated, several indentations left side of barrel, length 6 in., barrel 2 in., trigger spring broken, cap of ramrod missing, small ring at end of stock, takes ' 320 central fire cartridge, " The American Bullock " engraved on revolving chamber. The above reward will be paid by the Chief Constable of Cheshire, Chester, to any person giving such information as will lead to the apprehension and conviction of the person who committed the murder. Information to the Chief Constable of Cheshire, Chester, or to Supt. Croghan, Dukinfield. DERBYSHIRE. 16.— Chesterfield ( Borough).— For obtaining 18s. by false pretences, 3rd inst. — WILLIAM WILSHER, alias HARTLEY, age 30, height 5 ft. 9 in., complexion fresh, full red face, hair and eyes dark brown, believed clean- shaved, scars left side of head. A hawker, native of Norton Woodseats, Sheffield. He calls at houses, presents a card with Willsher Bros., Linoleum Warehouse, Tabard Street, Borough, London, S. E., stated he had been laying linoleum at a local institution had a remnant of 7 or 8 yards for sale instead of returning it to London, but when measured there was only half the amount represented. Sometimes lives in a van and accom- panied by a woman. Warrant issued. Information to the Chief Constable, Chesterfield. DEVONSHIRE. 17.— Exeter ( City).— For obtaining money by false pretences— DAVID BANNISTER ( supposed false), age 35 to 40, height 5 ft. 9 or 10 in., good build, complexion, hair and moustache ( waxed) dark, of smart appearance and good address; dress, blue melton overcoat, fancy dark blue ribbed vest, dark trousers, black bowler hat, carried two brown sample bags. Stated he was a Quaker. He called upon small shopkeepers, stated he represented a Novelty Company, London, for the sale of photo- lene, which he states by rubbing on paper re- produces sketches and photographs from newspapers, & c., leaves 4 or 5 gross of packets, for which he obtains payment under the pretence of sending a further supply, also that he will make the shopkeeper sole agent for the district. The photolene is found to be useless. Warrant issued. 18.— Exeter ( City).— For obtaining by false pretences, 11th ult., a 22- ct. gold wedding ring, 393 and XH. S scratched inside; 1 9- ct gold seal, blood stone one side lighter stone the other— WILLIAM GOULD, age about 30, height 5 ft. 9 in., slight build, complexion pale or sallow, moustache ( well trimmed) and eyes dark; wearing a light mackin- tosh. He took lodgings at Taunton, 30th September last, answered advertisements in the Feathered World, obtained money orders from various parts of the country under the pretence of supplying poultry, came to Exeter on 11th ult., and obtained the above articles by presenting money orders post dated, together with a card " William Gould, Coal Merchant, 2, Albemarle Street, Taunton," thereon, the orders were passed through a bank, but were returned marked " payment stopped by remitter." Warrant issued. Information to the Chief Constable, City Police, Exeter. ESSEX- Id.— Brentwood ( County).— For stealing a motor bicycle, 3rd inst., at Billericay ( recovered)— FRANK ROWLINGSON, alias BRADDY, age 22, height 5 ft. in., complexion fresh, hair brown, clean shaved, eyes blue, scar left side of forehead; dress, dark tweed or serge jacket suit and cap, coloured neckerchief, blucher boots, army shirt, pants and socks, stamped A. S. C. No. 27861. A labourer, native of South Weald, Essex. Is a deserter from the Army Service Corps, Aldershot, since 31st ult. Before joining the army he was employed by cattle dealers in Cardiganshire. Warrant issued. Information to Supt. Marden, Brentwood. 20.— Chelmsford ( County).— For obtaining food by false pretences, 12th inst.— WILLIAM STEVENS, age about 30, height 5 ft. 10 or 11 in., broad shoulders, complexion very fresh, broad square face, dimple each side of face near mouth, snub nose, jaw believed to have been broken left side, hair light ginger, eyes sunken, clean shaved ; dress, grey jacket, green cord trousers and cap, blue tie with white spots, lace boots. A signal fitter. He took lodgings 12th inst., stated he was sent from Romford to work at Chelmsford for 6 months, absconded 13th inst. Warrant issued. Information to the Deputy Chief Constable, Chelmsford. 21.— Grays ( County).— For stealing a pair of dark tweed trousers and vest and £ 1 16s. 9^ d.— JOHN NIGHTINGALE, age 18, height 5 ft. 8 or 9 in., complexion fair, large head, clean shaved ; dress, dark suit smeared with soap, wrapper, skull cap. Native of Warwickshire. Warrant issued. Information to Supt. Jordan, Grays. GLAMORGANSHIRE. 22.— Bridgend ( County). — For failing to surrender to his recognizance at Autumn Assizes for larceny— HENRY LACEY, alias PROVIS, age 51, height 5 ft. in., complexion sallow, hair ( long and curly) light brown, heavy moustache ( now said to be clean shaved), eyes hazel. A hairdresser. Warrant issued. Information to Supt. Menhinick, Bridgend. 23 — Cardiff ( City).— For stealing £ 13 lis.— WILLIAM CONNELL, age 30, height 5 ft. 6 or 7 in., slight build, complexion fresh, long face, hair and slight moustache dark, eyes brown ; dress, blue serge coat and vest, tweed cycling breeches, box cloth inside each knee, light cap, black leather leggings with straps. A stableman or cab driver. Previously employed by the London Universal Omnibus Com- pany. Warrant issued. Information to the Head Constable, Cardiff. 24.— Swansea ( Boi- ough).— For . stealing a lady's 18- ct. buckle ring, a painter's blow lamp, and £ 7 10s.— WILLIAM O'DOWDA, age 35, height 5 ft. 8 or 9 in., hair and moustache brown; dress, light fawn colour three- quarter- length coat, blue trousers, short sighted, wears glasses, stated he had served in the Army and was discharged owing to defective sight. Will probably seek employment as wireman or electrician. May be found in company of bookmakers. SUSIE O'DOWDA, age 35, height 5 ft. 4 or 5 in., stout build, complexion sallow, full round face, eyes blue, wearing black clothing. Warrant issued. Information to the Chief Constable, Swansea. GLOUCESTERSHIRE. 25.— Dursley( County).— For larceny— HENRY HARWOOD, age 35 to 40, height 5 ft. 6 or 7 in., slight build, complexion, hair and slight moustache dark, limps as though he suffered from an injury to hips or loins; dress, grey jacket and vest, supposed pepper and salt coloured trousers, tied at knee. A native of Chipping Campden. Warrant issued. Information to Supt. Perkins, Dursley. 26.— Gloucester ( County). — For stealing £ 1 2s. 6d., and obtaining food and lodgings by false pretences 5th inst.— ROBERT SMITHYMAN, alias GILBERT, Office No. 159- 02 ( Case No. 34, 10th September last), age 60, height 5 ft. f in., com- plexion fresh, hair grey ( almost white), eyes hazel ( full), scar left of forehead, front of neck, and each forearm, right wrist been broken; dress, very dark suit ( square cut), dark cap, black satin tie. A native of Warwick. Has been convicted at Birmingham, Worcester, Stafford, and Coventry. Warrant issued. 27.— Gloucester ( County).— For stealing from his lodgings, 9th inst., a silver- plated teapot and cruet ( recovered)— WILLIAM SANTEFORD COX, alias ERNEST COX and ALBERT JAMES LAMBERT, Office No. 2230- 01, age 28, height 5 ft. in., complexion pale, hair light brown, eyes blue, scar centre forehead, dot right and 3 left fore- arm, pock marks on forehead; dress, dark suit, check cap or brown soft felt hat, green tie. A native of Bristol. Information to the Deputy Chief Constable, Gloucester. HAMPSHIRE. 28.— Gosport ( County).— For obtaining £ 4 by false pretences, 2nd inst.— GEORGE JACKSON, age 30 to 35, height about 5 ft. 7 in., rather stout build, complexion sallow, hair brown, supposed clean shaved; dress, navy blue serge suit, dark cap, dark tie, soft collar. Appearance of a seafaring man. He calls upon military officers, and represents that he has served in their regiment as a non- commissioned officer, also calls upon naval officers. Warrant issued. Cottle, Gosport. 29.— Southampton ( Boi- ough).— For house- breaking— FOUR MEN, lst, age 30 to 35, height 5 ft. 4 or 5 in., stout build, clean shaved, teeth decayed, one or two upper teeth missing; dress, black coat and vest, dark grey trousers, cap. 2nd, age about 35, height 5 ft. 9 or 10 in., slight build, long face,. hair light, moustache ginger; wearing dark clothes and cap. 3rd, age 45 to 50, medium height, stout build, cotnplexion fresh, hair dark brown; wearing long dark overcoat and cap. 4th, age about 40, height 5 ft. 9 or 10 in., full face, hair dark brown, clean shaved, wearing dark clothes, bowler hat, carried some papers in his hand. Information to the Chief Constable, Southampton. KENT. 30.— Sandwich ( County).— For stealing at Snowdown Colliery, 7th inst., a silver watch, " H. Samuel, Acme Lever, Swiss made " on dial, chased back; 1 silver chain, curb pattern, silver medal with gold centre attached— A MAN, age 36 to 40, height about 5 ft. 7 in., complexion dark, rather long moustache, inclined to ginger ; dress, dark jacket and vest, cord or moleskin trousers, cap with rather long peak. A native of St. John's Wood, London. Information to Supt.
