POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, OCTOBER 8, 1909 VOL. XXVI., No. 2690. 1. All communications for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOE OF THE POLICE GAZETTE, KEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5 Portraits of persons whose apprehension is sought for serious offences will be inserted at a cost of 8s. per portrait, and engravings of stolen property at a cost of 6.?. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent ; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announce ment for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form , and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. Cities and Boroughs therein, arranged in alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. SPECIAL NOTICE. IN certain cases questions have arisen as to the payment for photographs applied for by Police Forces under Home Office circular of 15th March, 1897. The Registrar of Habitual Criminals is therefore authorised by the Secretary of State to say that, in any ordinary case, a photograph is not necessary to enable his Department to identify a prisoner, the finger prints alone being sufficient for the purpose; but if a photograph is applied for, or if, in any rare case, it should be required to complete the identification, the cost will be charged to the Police Force interested. APPREHENSIONS SOUGHT. SPECIAL NOTICE. METROPOLITAN POLICE DISTRICT l Criminal Investigation De- partment. — ALOYSIUS FISCHER, alias ALOIS FISCHER, C. S. O. No. 859/ 02, age 44, height 5 ft. 4£ in., complexion dark, hair dark brown, eyes hazel, 3 moles on right cheek, scar on eyebrow, scar and 5 moles on left cheek, scar between thumb and forefinger of right hand, scar back of thumb and forefinger of left hand. A chef, native of Munich. Convicted at Bournemouth Quarter Sessions on 8th July, 1908, of larceny, and certified for deportation, after previous convictions. This man left London for Rotterdam under the expulsion order on the 8th June last, accompanied by his wife and children. A letter has since been received by the Authorities from his wife in Germany giving information to the effect that Fischer deserted her and his family there on or about 10th September, and is believed to have returned to the United Kingdom. If found, he should be arrested for contravention of the expulsion order and dealt with where found, under the Aliens Act, 1905, and information sent to the Metropolitan Police Office, New Scotland Yard, London, S. W. A YRSHIRE. 2.— Ayr ( County).-— For obtaining £ 80 by false pretences at Symington, 16th July last— THOMAS KENDAL, age 35, height 5 ft. 3 in., stout build, complexion pale, full round face, hair dark, clean shaved, large teeth with gold stoppings, of good address and smart appearance ; dress, light grey suit, dark grey soft felt hat. He advertised in the " Weekly Scotsman " and other papers as follows :— " Advertiser seeks the loan of £ 80 for purely business purposes. No moneylenders need apply, substantial security, £ 16 given for one month. Thomas Kendal, 1, Bellfield, Pnrtobello"; thereby obtained the £ 80 from an elderly woman, leaving with her as security jewellery of comparatively little value ( apparently manufactured to deceive) which he represented was worth fully £ 1,000, stating that it was given to his wife by a Maharajah while in India. He stayed at the above address 2 weeks. Warrant issued. Information to the Chief Constable of Ayrshire, Ayr. BEDFORDSHIRE. 3.— Bedford ( County).— For absconding from Beds. Reformatory School, Carlton, 4th inst.— — IBBETSON, age 16, height 5 ft., complexion dark, sallow, hair dark brown, eyes brown, very thin, very large ears and mouth.— — HURRELL, age 16, height 4 ft. 10 in., sturdy build, complexion fresh, ruddy, large face, hair dark, eyes dark brown; both wearing cord jackets with red piping, cord breeches, worsted stockings, Glengarry caps, heavy boots. Information to Supt. Anniwell, County Police Office, Bedford. 4.— Bedford ( Borough).— For stealing, by trick, 28th ult., a cheque for £ 150 ( since cashed)— RODNEY CHESTER, age about 26, height 5 ft. 9 or 10 in., complexion fresh, rather high cheek bones, hair very dark or black, clean shaved, well educated, of smart appearance; dress, blue serge jacket suit, patent leather shoes. He visited here 28th ult., and had with him a 30- 40 h. p. Daimler motor car, painted and upholstered red, fitted with hood and glass screen, identification mark L. D. 530 roughly painted thereon, which he stated he was selling for a Captain Bell, obtained the cheque from a dealer, and absconded. May endeavour to again offer the car for sale, or leave the country. 5.— Bedford ( Borough).— For stealing, 25th ult., a rush basket containing a new white Norfolk jersey, " Wright, Richmond," on ticket; 1 new pair tan gloves; 1 night dress; seveial handkerchiefs marked " K. O'Callaghan " ; 1 large petticoat; 1 pair doll's shoes; 2 pairs white socks; 1 large white shawl; 1 pair lady's slippers, cross strapped; 1 silk handkerchief, " B" in corner; 1 cotton blouse; 1 brush and comb, and a quantity of babies' garments — ARTHUR EDWARD DEACON, age 13, wearing dark jacket and knickers, Eton collar, green cap. A native of Northampton. Will no doubt be found touting at railway stations. Information to the Chief Constable, Bedford. BRECONSHIRE. 6.— Brynmawr ( County).— For failing to- report— Supervisee JESSIE SHORT, alias THOMAS MORRIS, Office No. 961- 09, age 23, height 5 ft. 4| in., complexion fresh, hair and slight moustache brown, eyes blue, scar centre of forehead, bunch of flowers right forearm; dress, dark suit, light grey cap and muffler. A haulier or collier, native of Felling- on- Tyne. Sentenced at Hereford Quarter Sessions, 29th June, 1908, to 12 months hard labour and 7 years supervision for larceny. Liberated 15th May, 1909. 391. Information to Supt. Hand, Brynmawr. CHESHIRE. 7.— Altrincham ( County). — For stealing ( bailee) 9 sides of bacon and one bale of parchment paper ( recovered)— OSWALD ROBERTS, alias RICHARD HOLT, age 35, height 5 ft. 6£ in., complexion fresh, hair dark brown, eyes grey; dress, dark grey jacket and vest, brown cord trousers, strong lace boots. A farm labourer, native of Timperley. Warrant issued. Information to Supt. Okell, Altrincham. 8.— Crewe ( County).— For obtaining 3s. 6d. by false pretences, 28th ult.— A MAN, age 31, height 5 ft. 11 in. or 6 ft., complexion sallow, hair 4 THE POLICE GAZETTE. He called on a person, stated he knew her brother- in- law in Canada, that his boxes were detained at Hull, obtained the above amount to enable him to travel to Heaton Mersey where he could get £ 7, the amount required to get his boxes. Pearson, Crewe. 9.— DukinfieSd ( County). — For obtaining food and lodgings by false pretences, lst inst.— JAMES WILLIAM CLEGG, alias CONNOR, THOMAS BRADSHAW, and ALFRED J. HUNT, Office No. 1119- 06, age 29, height 5 ft. 7 in., slight build, complexion fresh, hair light brown, clean shaved, eyes blue, flower, dagger and heart right, heart, anchor, head, hands, " J. C.," bracelet and " TRUE LOVE" left forearm; dress, navy blue serge jacket and vest ( double breasted), light cord trousers ( patched knees), green cap, red tie. A native of Clayton- le- Moor. Stated he was a fitter and had been sent by a firm of engineers at Accrington to fix up machinery at an adjoining cotton mill. Warrant issued. Information to Supt. Croghan, Dukinfield. DERBYSHIRE. 10.— Renishaw ( County).— For stealing a spirit level at Whitwell, 28th ult.— HERBERT FORTESCUE, age about 45, height 5 ft. 10 in., complexion fresh, long thin features, hair light brown, slight imoustache light; dress, light brown striped jacket and vest, light cord trousers, and cap. A bricklayer, native of Nottingham. Warrant issued. Information to Supt. Andrew, Renishaw, near Chesterfield. ESSEX. 11 — Saffron Walden ( County).— For stealing from his lodgings at Birchanger, 22nd ult., a lady's silver lever watch ; 1 do. on white metal chain, twisted pattern, 4 foreign coins attached, and 5s.— GEORGE COOPER, age about 33, height about 5 ft. 6 in., complexion, hair ( cut short) and small moustache dark; dress, navy blue serge suit, dark tie with red, white and green spots, grey cap, kid boots, wore a gold curb chain, and gold ring on right little finger. Has served in the army. " He left behind a dark grey overcoat, with thin black stripes 2 in. apart, dark buttons, strap on each cuff, brass chain tab, " Rain proof yet Porous Deloraine, high- class finish " thereon, and 7 small keys on ring. Hailstone, Saffron Walden. 12.— Southend ( County).— For stealing a purse containing £ i 0s. 6d. from his lodgings 28th ult.— — BAKER, age 36 to 40, height 5 ft. 9 in., com- plexion dark, round full face, clean shaved, hair steel grey, eyes brown, North Country accent; dress, dark brown and green plaid suit, tight- fitting trousers, button boots ( glace kid), plaid motor cap. Had with him a nearly new " Tiniture " free- wheel bicycle. A native of Bournemouth. 13.— Southend ( County).— For embezzlement at Leigh- on- Sea— CHARLES EDWARDS, age 35, height 5 ft. 7 or 8 in., stout build, complexion ruddy, full round face, hair dark brown, clean shaved, eyes ( cast in one) brown, very short thick neck; dress, blue serge suit, fawn colour covert coat, black bowler hat, lace boots. A canvasser. Warrant issued. 14.— Southend ( County).— For stealing at Southchurch 21st ult. a child ( recovered)— LILY CLOWES, alias DAVENPORT and DRIVER, Office No. 46- 09, Case No. 17, 24th ult., age 20, height 5 ft. 3 in., complexion fair, hair ( short, wears light colour wig, curly in front) sandy, eyes grey; dress, long blue jacket ( trimmed velvet), grey mixture skirt, large blue straw hat ( turned up at side, trimmed blue ribbon, yellow buckle, set paste stones), light lace boots. A native of Hampstead. See Case No. 17, 24th ult. Warrant issued. Information to Supt. Pryke, Southend- on- Sea. FLINTSHIRE. 15.— Holywell ( County).— For stealing from his lodgings a dark green tweed coat and vest, with red stripes, nearly new; 1 pepper and salt colour over- coat, saddle back, chain tab— FRANK VALLENDER, age about 23, height 5 ft. 6 or 7 in., one shoulder slightly raised, complexion ruddy, long features, hair sandy, eyes brown, small teeth decayed. He took lodgings at a boarding house at Rhyl, 28th ult., and left lst inst. See Cases No. 52, 17th, and 7, 24th ult. Warrant issued. Information to the Deputy Chief Constable, Holy- well. GLOUCESTERSHIRE. 16 — Cheltenham ( County).— For embezzle- ment— FREDERICK N. PETERS, age 26 to 30, height 5 ft. 5 in., round shoulders, complexion, hair and moustache dark, walks badly ; dress, brown suit and overcoat, green cap. He was employed as a credit draper's traveller. Absconded 15th ult. Warrant issued. 17 — Cheltenham ( County).— For embezzle- ment— CHARLES SMITH, age 36 to 40, height 5 ft. 11 in. or 6 ft., complexion fresh, wrinkled face, hair light brown, moustache ginger; dress, dark pepper and salt colour coat and vest, black and blue striped trousers, brown soft felt hat, blue and white striped muffler, heavy nailed boots, carries a frail with a piece of unbleached calico sewn on bottom, contain- ing shirts, socks, and mufflers ( stolen). Was employed as deputy at a common lodging house, stated he was a gamekeeper. Absconded 4th inst. Warrant issued. Information to Supt. Hopkins, Cheltenham. 18 — Gloucester ( County).— For stealing^ a quantity of brass, & c. ( recovered)— JOHN COLLINS, age 35 to 40, height 5 ft. 8 or 9 in., complexion fresh, hair brown, moustache light, eyes blue, walks erect, short quick steps ; dress, short brown overcoat, may have blue jacket, moleskin trousers, cap, black and white muffler, old lace boots. Has served in the Army. A native of Gloucester. Warrant issued. 19.— Gloucester ( County). — For obtaining food and lodgings by false pretences— DIGBY HEPWORTH, age 31 or 32, height about 5 ft. 7 in., complexion fresh, hair and moustache brown, well educated, of smart appearance; dress, dark lounge suit and cap. Supposed a native of Surbiton, Surrey. He represented himself as a Captain in the army, that his father was a Colonel, also that he had lost his luggage in transit, left the hotel and rang up the proprietor on the telephone, gave the name of a local gentleman inviting Captain Hepworth to dinner. Warrant issued. Information to the Deputy Chief Constable, Gloucester. 20 — Bristol ( City).— For burglary, lst inst., and stealing a silver lever watch, monogram " E F S " on back, 4993 scratched inside case; 1 dark grey three- quarter length overcoat, dark lining, vertical pockets, repaired across top of left sleeve; 1 brown jacket, with green and red stripes and 3 faint purple stripes alternately ; 1 pair brown boots, blacked, 2 patches on bottom of each, and a number of horse- shoe shape protectors in each; 1 black bowler hat, size 6£, " F. J. Sparks" written on leather band inside; 1 black handle pocket knife, stamped " Green, Bristol " ; 1 dark silk muffler with yellow stripes; 1 calabash pipe— JOHN AREND, age 30 to 35, height 5 ft. 6 or 7 in., good build, complexion and hair dark, supposed clean shaved; believed wearing the stolen jacket, hat and boots. Had in his possession a seaman's book of discharges in name of John Arend, and is supposed a German sailor. Information to the Chief Constable, Bristol. HAMPSHIRE. ,21.— Alton ( County).— For stealing, 29th ult., a bicycle, 26- in. frame, black enamelled, straight handle- bars, white grips, Bowden back brake, 28- in. wheels, rims painted aluminium, slightly worn off, 2 oil lamps ( 1 nickel plated, other black), black pump carrier on back; 1 dark tweed motor overcoat, side pockets, with strap of same material on each sleeve fastened with large button; 1 pair scissors " War- ranted forged steel" thereon ; 2 towels; 1 white comb— ALBERT STEGERS, a German, age 28, height 5 ft. 6 in., complexion fresh, hair dark brown, slight moustache and eyes dark, may now be clean shaved; dress, dark grey suit, sac jacket, brown boots with chamois leather tops. A hairdresser. Warrant issued. Information to Supt. Reuben, Alton. 22.— Fareham ( County).— For wilful and cor- rupt perjury, 23rd August last— ARTHUR TUTT, age 22, height about 5 ft. 9 in., complexion fresh, hair brown, clean shaved ; dress, grey check suit, cap. A stableman or ' bus conductor, native of Gosport. May endeavour to leave the country. Warrant issued. Information to Supt. Carman, Fareham. HEREFORDSHIRE. 23 - Weobley ( County).— For stealing a lady's silver watch, small dent in case, and lis. 6d.— JAMES KINDER, age 46, height 5 ft. 8 in., com- plexion fresh, hair black, supposed tattooed right forearm; dress, dark grey striped lounge jacket, black vest, dark striped trousers, bowler hat, heavy nailed boots. Warrant issued. Information to Supt. Williams, Weobley. HER TFORDSHIRE. 24.-— Hertford ( County).— For absconding from Tregewan Farm, Davidstow, Camelford, Cornwall, 3rd inst., while on licence from Herts Reformatory School— ALFRED CHARLES DIMMOCK, age 17, height 5 ft. 1 or 2 in., complexion pale, hair light brown, eyes hazel, large scar left cheek, small scar on forehead; dress ( probably) dark tweed suit, cap, lace boots. A native of Peckham, London, 25.— Hertford ( County). — For obtaining 2 boxes of cigars and £ 1 5s. by a fictitious cheque drawn on the London and South- Western Bank, Stepney Branch — A MAN who gave the name of S. Johnson, age 40 to 45', medium height, complexion and hair dark; dress, dark jacket suit, fancy light striped vest. The cheque is one of eight stolen at Stepney on 10th ult. Warrant issued. Information to Supt. Foster, Hertford. 26.— Hitchin ( County).— For stealing ( servant) a metal keyless watch and £ 5 at Preston, 22nd ult., — GEORGE HUNT, age 18f, height 5 ft. 4 in., slight build, complexion pale, hair light, eyes blue; dress, dark suit, green cap, flannel collar. A native of Malmesbury, Wilts. Is a private of the 3rd Somerset Light Infantry. Warrant issued. Information to the Deputy Chief Constable, Hitchin. KENT. 27.— Maidstone ( Borough).— For obtaining by false ' pretences, 28th ult., a pair of military brushes, ebony; 1 pair do.; 1 flat pigskin case; 1 round solid leather brown case— A MAN, age 20, height 5 ft. 5 in., slight build, complexion and hair dark; dress, dark suit and cap. Warrant issued. Information to the Chief Constable, Maidstone. LANCASHIRE. 28.— Barrow- in- Furness ( Borough).— For stealing from his lodgings, 29th ult., a silver geneva watch, makers " Pain Bros., Hastings," white dial, black numerals and pointers, engine- turned case — TOM DING WELL, age 35, height 5 ft. 4 in., complexion sallow, hair ( bald on top) and slight moustache dark; dress, dark clothing with green stripes, black tie, bowler hat. A mill fitter, native of Dundee. Was a member of the Y. M. C. A. Information to the Chief Constable, Barrow- in- Furness. 29.— St. Helens ( Borougli).— For obtaining £ 9 by false pretences— CUBA WILSON, alias JACK DAVIES ( see portrait, Case No. 33, lst June, 1906), age 31, height 6 ft., complexion sallow, hair dark brown, eyes ( drowsy, peculiarity in left) brown, cross back of rigbt forearm, two men boxing, crossed hands and heart left forearm, well spoken; dress, grey suit, cap, brown boots. He calls upon persons who have relatives in Canada or America, states he has just returned, and that he was requested to call on them, he being a personal friend of the relative; then alleges that his boxes are detained at a shipping port for payment of dues, and obtains money for the purpose of regaining possession of them. Warrant issued. Information to the Chief Constable, St. Helens. NOR THA MPTONSHIRE. 30.— Daventry ( County). — For stealing a greenish brown mackintosh, 1 walking cane and £ 7 10s.— ROBERT PEPLOW, age about 38, height 5 ft. 7 or 8 in., complexion sallow, hair, moustache and small side whiskers dark, tattooed both arms, rings back of right fingers ; dress, brown tweed suit, hard bowler hat. A native of Stratford- on- Avon. Is an Army Reservist. Warrant issued. Information to Supt. Fryer, Daventry. OXFORDSHIRE. 31.— Bicester ( County).— For obtaining £ 1 and a rainproof overcoat by false pretences at Stratton Audley, 21st ult., GUY STEWART SELB Y, age about 30, rather short, hair light yellow, well educated, of good address ; dress, blue striped flannel coat and vest, black trousers, tweed cap, lace boots. Stated he had been discharged from the navy, and required the money to enable him to return to his home at Torquay; also called at several houses and asked for a ticket of admission to a hospital. He was accompanied by a man who was wearing the stolen coat. Warrant issued. Information to Supt. Bowen, Bicester. PEMBROKESHIRE. ^ 32.— Haverfordwest Castle ( County).— For stealing a pair of lace boots, size 8, recently soled ; TUESDAY, OCTOBER 392, 1909. THE POLICE GAZETTE. 3 PORTRAITS OF PERSONS WANTED. Oakden, Lichfield. 39.— Hartley ( Borough).— For stealing from his lodgings 24th ult., a hand- bag; 2 cash- bags; a quantity of stationery, and about £ 7— JOHN FARRER, age about 32, height 5 ft. 7 or 8 in., com- plexion, hair, and eyes dark, clean shaved, anchor left forearm, cut mark end of left forefinger, upper lip appeared thick and slightly turned to right side ; dress, dark blue serge suit, slit back of jacket, hard felt hat, brown lace boots. A photographer's can- vasser. Warrant issued.
