GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, SEPTEMBER 24, 1909. VOL. XXVI., NO. 2686. 1. All communications for insertion in the POLICE GAZETTE, and all communications relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW • SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reivard is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences will be inserted at a cost of 8.?. per portrait, and engravings of stolen property at a cost of 6s. per photograph or sketch, unless the article is large or unusually intricate, when the charge will be higher. A remittance of 6s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, a s the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only ; they must be in the usual form , and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post ivithin the United Kingdom. THE EDITOB, New Scotland Yard, London, S. W. SPECIAL NOTICE. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of adver- tisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it in hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regulations in force in the Metropolis :— 1.— Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, • whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commis- sioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points :—• ( a) The amount of the reward. ( b) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. ( d) The came and address of the printer must appear thereon. 2.— No expression must be used in such an advertisement in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularly directed to the conditions ( a) to ( d), clause 1, as Police Notices are, constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( c). Such notices are not distributed. NOTE.— There are 191 Stations of the Metropolitan Police Force at which Notices can he posted. Con- tinental Invincible on back, Palmer front tyre, wired, rat- trap pedals, Bluemels celluloid mud- guards—- — NORTH, age about 30, height about 5 ft. 3 in., wearing black hat, blucher boots, carried a parcel con- taining breeches and stable clothing. Goddard, Wokingham. 2.— Windsor ( Borough),— For obtaining 5s. by false pretences, 3rd inst.— JAMES EVANS, alias COULSON, TILTON, WILSON, SMITH, POTTER, WARD, and BEAMSAR, Office No. 1199- 07 ( Illus- trated Circular 86, Fig. 30), Case No. 5, 10th inst., age 30, height 5 ft. 2 in., complexion sallow, hair and slight moustache light brown, eyes grey ; dress, dark jacket suit, blue engineer's cap ( bright peak), appear- ance of a seafaring man, native of Ely, Cambs. He called at several houses, presented a subscription list, and stated that he was a signalman in the employ of the Great Western Railway, and was authorised to collect money on behalf of the widow and family of a guard killed on duty at Slough. Warrant issued. Information to the Chief Constable, Windsor. BUCKING HA MS HI RE. 3.— Aylesbury ( Comity).— For failing to surrender to his bail at Aylesbury Petty Sessions on a charge of false pretences— FRED DEITCHMAN, age 24, height 5 ft. 7 in., complexion fresh, hair light, clean shaved, eyes hazel, 2 scars first left finger, fourth left finger deformed, face pitted; dress, grey mixture suit, overcoat and cap. A provision mer- chant and live poultry salesman. Warrant issued. 4.-— Aylesbury ( County).— For obtaining a quantity of hair brushes, R. B. and F. W. Home marked on side, by false pretences, 13th inst.— A MAN, age 20 to 23, height 5 ft. 4 or 5 ins., slight build, complexion very dark, hair black, believed clean shaved, of foreign appearance; dress, dark green waterproof overcoat, cap, green striped shirt and collar, green tie. Represented himself to be the proprietor of the Hotel Majestic, Harrogate. Warrant issued. Information to Supt. Guest, Bangor. 6.— Conway ( County).— For stealing a ledger ; 1 cash book; 1 department do. ; 1 stock do.; at Llandudno Junction Railway Station— HARRY MAWSON, age 38, height 5 ft. 7 or 8 in., stout build, complexion fair, hair ( thin on top) light brown, moustache brown, eyes hazel ( squint left), high forehead. ' A railway book- stall clerk, native of Sheffield, where he was employed as a pawnbroker's assistant. Absconded 2nd inst. Warrant issued. Information to the Deputy Chief Constable, Conway. CHESHIRE. 7.— Broxton ( County).— For obtaining 10s. by false pretences at Hoole, 18th inst.— F. E. VALLERENDOR ( supposed false), age 24, height 5 ft. 7 in., complexion fresh ( tanned), heavy features, hair brown, eyes ( large and long) light, bad teeth, very short finger nails, fat hands; dress, dark jacket and vest; blue serge trousers, brown knitted tie, white straw hat with black band, white cuffs, gold links, tan- coloured boots, wearing a gold albert, long link pattern. Carried a brown Gladstone bag, straps at each end, several railway labels thereon, piece of string to handle, contained a holiday outfit. He called upon a clergyman of Hoole, stated that he had been to Douglas on a holiday and had lost his return boat train ticket to Retford, and had no money to pay his fare home. Stated that he was a builder's clerk and was going to study for a surveyor, and was known to a canon of Retford. Had a piece of a visiting card with " Holly Bank, Carlton Road, Worksop," printed thereon. Identical with man, Case No. 52, 17th inst. Warrant issued. Information to Supt. McHale, Liscard. 10.— Macclesfield { County).— For stealing, 14th inst, at Adlington, a silver sugar basin and cream jug ( recovered)— M. EEAD, age 45, height 5 ft. 8 or 9 in, slight build, complexion dark, hair dark, slight moustache, supposed sandy ; dress, shabby suit, muffler and cap. Stated he was a native of Liverpool. Warrant issued. Information to Supt. Hoole, Macclesfield. 11- Middlewich ( County).— For burglary ( breaking out of public house), and stealing a pair of light glazed kid boots, size 9, toe caps, block toes, rather broad soles, waterproof to top lacehole, nearly new, " Timpson " in green cotton on tabs— THOMAS A. PRUETT, alias CLARKE, Office No. 1766- 09, age 48, height 5 ft. 6 in, complexion fresh, hair light brown ( turning grey), moustache brown, eyes blue, crucifixion and 1898 right forearm, lost right big toe; dress, black jacket, dark double breasted vest with white spots, dark trousers, light blue tie, light cap. A collier, native of Ruabon. Warrant issued. Information to Supt. Thompson, Middlewich. 12.— Runcorn ( County).— For stealing an oval silver locket, chased ; 1 gold brooch, twisted pattern; I gold bangle ( curb pattern), 1 small gold padlock attached; and 2s. — PEARSON, alias ALICE TURNER, ALICE JONES, KATE, EMILY, and GRACE SMITH, age about 40, height 4 ft. 10 or II ins, complexion fresh, hair brown, eyes ( large) blue, pleasant expression; dress, dark grey costume, grey silk front, black straw hat, trimmed black and white satin and black tulle, 2 rosettes right side, carried an umbrella. Supposed a native of Mold, Flintshire. She calls at Registry Offices and obtains the names and addresses of persons who require servants, & c. ( chiefly cooks), calls on these persons, and states she has been in service at " Warren Bank, Kinnerton, near Chester," and on being told she will be engaged providing " her references are satisfactory, obtains railway fare and absconds. Warrant issued. Information to Supt. Ennion, Runcorn. 13.— Macclesfield ( Borough).— For obtain- ing £ 1 5s. 6d. by false pretences, 2nd inst.— W. LUCAS, age about 34, height 5 ft. 4| in, slight build, thin features, prominent nose, hair and moustache ( waxed at ends) dark; dress, navy blue suit, bowler hat, shabby genteel appearance, carried a traveller's small brown sample bag, opens at side. Represented himself as a traveller for a pictorial post card publishing firm, London, obtained orders for cards and received payment for same. Appears identical with W. Lucas, Case No. 18, 3rd inst. Warrant issued. 14.'— Macclesfield ( Borough).— For non- pay- ment of maintenance arrears— JOHN MITCHELL, age 37, height 5 ft. 10£ in, complexion fresh, hair dark brown, eyes brown. A carter. May be found in the Pottery District, probably hawking green- grocery, and accompanied by his brother. Warrant issued. Information to the Chief Constable, Macclesfield. mercial traveller at Manchester, and had recently given birth to a child which died. Warrant issued. 18.— Southend ( County). — For obtaining 13s. 6d. by false pretences, 3rd inst.— MATTHEWS, age 23 to 25, height 5 ft. 5 or 6 in, com- plexion fresh, hair light, moustache ginger; dress, dark jacket suit, white straw hat, lace boots, carried a brown portmanteau about 2 ft. long containing samples of paper bags, & c. He calls on greengrocers, & c, and represents that he is a traveller for a firm of paper bag manufacturers, Upper Thames Street, London, E. C, receives orders for goods and obtains money. Warrant issued. Information to Supt. Pryke, Southend- on- Sea. ESSEX. 15.— Southend ( County). — For stealing ( servant), 18th inst, 4 lady's gold rings ( 1 set pearls and diamonds, 1 set rubies and diamonds, 1 set emerald and diamonds, 1 set sapphires and pearls), and £ 1— GEORGE CHARMAN, alias SHARMAN, age 18, height 5 ft. 5 in, slight build, complexion fresh, hair brown, eyes blue, long thin neck, weak knees, splay feet; dress, blue serge jacket and trousers, blue cap, football boots, all shabby and faded. A ship's fireman. May seek employment in a steam fishing trawler trading between London and Scarborough. Warrant issued. 16.— Southend ( County). — For stealing ( servant) £ 60, 18th inst.— JOSEPH FINER, age 40 to 45, height 5 ft. 8 in, good build, complexion florid, hair and moustache light brown, turning grey, eyes grey; dress, grey mixture jacket and trousers, bowler hat. A tailor's manager, also a public house manager. Well known at Croydon and Kennington. Warrant issued. 17.— Southend ( County). — For stealing 21st inst. a male child, 14 days old, hair brown, bloodshot marks on eyes, round head, wearing white chemise, white flannel nightdress, long white nightgown, short bodice, old white flannel band, large brown shawl— A WOMAN, age 22, height 5 ft. 6 in, complexion fair, hair dark brown, eyes dark; dress, Royal blue f- length coat and skirt, cream lace blouse, shoes ( patent leather toecaps), large brown hat or brown motor hat, wearing a wedding ring and keeper. Stated she was the wife of a com- DUNNAGE, age about 40, height 5 ft. 7 in, com- plexion fair, hair light brown ; dress, grey jacket and vest, cord trousers, dark cap. A hay carter, native of Bishop's Stortford. Warrant issued. Information to Supt. Hassell, Bishop's Stortford. FIFESHIRE. 19.— Cupar ( County).— For failing to report— Licence - holder WILLIAM FRASER, alias THOMAS SMITH, McKENZIE, KELLY, KERNE Y, DONALD McDOUGALL, and ANGUS MCDONALD, S. C. R, NO 917- 09, age 45, height 5 ft. 8 in, complexion fresh, hair light brown, eyes blue. A miner, native of Liverpool. Sentenced at Glasgow, 10th May, 1904, to 7 years penal servitude for ( 1) assault and larceny, ( 2) larceny and P. C. of assault and robbery, theft and reset. Liberated 14th August, 1909, on licence of 634 days, expiring 10th May, 1911. May be dealt with where found. Information to the Chief Constable of Fifeshire, Cupar. I FLINTSHIRE. 20.— Holywell ( County). — For stealing ( servant) 1 lady's gold neckchain, long pendant attached, brooch shape in centre set emeralds and pearls ; 1 lady's long light grey coat, and £ 3 10s.—• ELIZABETH BUTTLER, alias EDITH BUTTLER, age about 19, height 5 ft. 2 or 3 in, complexion very pale, hair black ( inclined to curly); dress, print or black dress, brown motor cap, supposed the stolen coat. A native of Liverpool. Warrant issued. 21.'— Holywell ( County).— For stealing a pair ! of strong boots, nearly new; 1 pair of cord trousers, and 5s. 2d.— JOHN WILLIAM CLARKE, alias BARLOW, age about 20, height 5 ft. 2 or 3 in, com- plexion sallow, hair ( curly in front) black, eyes dark, cross and heart tattooed left forearm; dress, black jacket and vest, dark trousers ( light stripes), cap, muffler, the stolen boots. A native of Ratcliffe, i Lanes. Has been employed at a hotel at Colwyn Bay, on a farm, at Coney Green Colliery as lamp cleaner, and was at the Industrial School at Bolton 8 years. Warrant issued. GLA MORGA NSHSRE. 22 — Cardiff ( City).— For stealing a bicycle ( recovered)— GEORGE GRIFFITHS ( supposed false), age 20 to 22, height 5 ft. 6 or 7 in, slight build, complexion fair; dress, grey coat, black and white plaid cycling knickers, cycling stockings, cap, low shoes. Is believed to have committed several similar offences in this city, but the other machines have not been recovered. Warrant issued. Information to the Head Constable, Cardiff. GLOUCESTERSHIRE. 23.— Staple Hill ( County).— For embezzlement and stealing ( bailee) a bicycle— JOHN KING, age 21, height 5 ft, complexion dark, hair dark brown, eyes brown, large wart on forehead, right side, back of right hand; dress, brown mixture shooting jacket, flannel plaid lining, blue serge trousers, dark cap, lace boots. A native of Filton, near Bristol. Warrant issued. Information to Supt. Cooke, Staple Hill. HAMPSHIRE. 24.— Petersfield ( County).— For non- payment of bastardy arrears— PERCY HOLDAWAY, age 18, height about 5 ft. 7 in, complexion pale, hair dark brown, eyes blue. A plasterer's labourer, native of Cowplain, Horndean. Is believed to have joined the army in name of WILLIAMS. Warrant issued. Information to Supt. Waters, Petersfield. 25 — Southampton ( Borough).— For stealing ( from his lodgings) £ 11 10s. 6d. — ALFRED WILKINS, age about 30, height 5 ft. 9 or 10 in, slight build, complexion pale, hair dark brown, small moustache light; dress, dark suit, fawn coloured mackintosh, round green soft hat. A surveyor. Information to the Chief Constable, Southampton. HER TFORDSHIRE. 26.— Bishop ' s Stortford ( County).— For stealing a load of hay, 10th inst.— WILLIAM ISLE OF WIGHT. 27.— Newport ( County).— For stealing from his lodgings at Shanklin, 13th inst, a dark blue melton overcoat, single breasted, velvet collar, inside lining slightly torn and £ 1— WILLIAM BAKER, age about ! 30, height about 5 ft. 6 in, complexion, hair ( turning grey) and eyes dark, clean shaved ; dress, dark brown striped suit, black corded silk tie, dark grey cap. A billiard marker. Had with him when he arrived, 9th inst. ( supposed stolen), a free wheel bicycle, i 24- in. frame, black enamelled, lined green and gold, 28- in. wheels, plated rims, two roller lever rim brakes, " The Fagan" two- speed hub, handle- bar control, raised handle- bars, Dunlop tyres, rubber pedals, plated " Corsair " oil lamp. Now in posses- j sion of police. Warrant issued. 28.— Newport County).— For embezzlement at Freshwater— JAMES BENNETT, age about 50, height 5 ft. 9 or 10 in, weight about 11 stone, complexion pale, bloated face, small head and eyes,, hair ( turning grey) and heavy drooping moustache dark, forearms tattooed, addicted to drink. A canteen steward, formerly a sergeant of the Royal Fusiliers. Is a good billiard player. Warrant issued. Information to the Deputy Chief Constable, Newport, I. of W. KENT. 29.— Sandwich ( County).— For embezzlement — WINSLIE DAVEY, alias FINN, age 30, height 5 ft. 5 in, carries his left shoulder lower than right, complexion pale, hair dark brown, splay feet; dress, dark tweed suit, cap, lace boots ( too large for him),, all old. A milkman, native of Canterbury. Warrant issued. Information to Supt. Stone, Sandwich. LANARKSHIRE. 30.— Glasgow ( City). — For embezzling £ 81 Is. lOd. — JAMES McDONALD, age 27, height 5 ft. 7 in, slight build, complexion fresh, thin face, long nose, hair and moustache brown; dress, dark grey jacket suit, black felt hat, brown boots. He was employed as a druggist's traveller. Warrant issued. Information to the Chief Constable, Glasgow. LANCASHIRE. 31.— Liverpool ( City).— For failing to report— Licence- holder PETER KELLY, alias McHENRY, McENERNEY, McINERNEY, McNERNEY, and HALEY, Office No. 1556- 02, age 61, height 5 ft. 6 ins, complexion sallow, hair ( turning grey) brown, eyes blue. A native of Nenagh, Enniscorthy. Sentenced at Trim, Meath, Quarter Sessions, 3rd November, 1905, to 5 years penal servitude for horse stealing. Licensed, 22nd June, 1909, D. 603. May be dealt with where found. Information to the Head Constable, Liverpool. 32.— Barrow- in- Furness ( Bm- ouyh).— For stealing from his lodgings, 9th inst, a silver English lever watch, No. 42972, white dial, " Official Timekeeper " on dial, chronometer balance, 11 jewels, best finish, engine- turned case, and 5s.— JOSEPH SMITH, age 38 » to 40, height 5 ft. 6 in, complexion and moustache dark, hair black. A wireman, native of Bishop Auckland. Information to the Chief Constable, Barrow- in- Furness. 33 — Warrington ( Borough).— For failing to appear to a summons for obtaining £ 1 10s. by false pretences —^ RICHARD WHITTAKER, age 37, height 5 ft. 7 or 8 in, complexion fresh, rather long features, hair dark brown, long moustache brown, eyes grey, addicted to drink; dress, usually dark j clothing and black hat. An insurance agent, sup- ! posed a native of Liverpool. Warrant issued. Information to the Chief Constable, Warrington.
