All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LORYJON, S. W. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. ] n all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in farce against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 6. 7. TIOXS. S. Announcements of all persons to be apprehended or of stolen property bear a J ' J as practicable they are alphabetically arranged by as far 9. 10. 11. 12. 13 14. numfkr, and counties. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. In all cases the officer signing the request for the insertion of any announce- ment will be icholly responsible for any proceedings which may result from such publication. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only: they must be in the usual form, and accompanied by a covering letter. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. SPECIAL NOTICE. , IN certain cases questions have arisen as to the payment for photographs applied for by Police Forces under Home Office circular of 15th March, 1897. The Registrar of Habitual Criminals is therefore authorised by the Secretary of State to say that, in any ordinary case, a photograph is not necessary to enable his Department to identify a prisoner, the finger prints alone being sufficient for the purpose; but if a photograph is applied for, or if, in any rare case, it should be required to ' complete the identification, the cost will be charged to the Police Force interested. SPECIAL NOTICE. MURDER. DURHAM. 1. — Sunderland ( Borough). — About 7.30 p. m., Sth inst— HERMAN COHEN, a Jewish moneylender, was found murdered in a room ( used as an office) in a dwelling house. He was at the time of the murder, and had been during the greater part of the afternoon, engaged with clients, and it is supposed that the murderer had obtained access to the room on real or pretended business. The deceased was last seen alive in the front pas- sage conversing with A MAN ( supposed a cus- tomer), age about 40, height 5 ft. 1 or 2 in., square build, hair and pointed moustache light; wearing a long light overcoat, collar and tie, black bowler hat. At this time Mr. Cohen had two new cheap cotton shirts, grey ground with narrow dark stripes about an inch apart, white cotton neck bands with studs back and front, unlined, which the murderer may be found wearing or may have disposed of. MAX OBERLANDER, Office No. 2228- 07, Tabular Form, 3rd July, 1908, not now wanted. 8.— Convict Supervision Office For failing to report— Licence- holder ALFRED WILLIAM HOWLETT, Office No. 1818- 02, age 62, height 5 ft. 5 in., complexion sallow, hair and eyes grey ( blind right), nose has been broken. A lighterman. Sentenced at Central Criminal Court, 2nd May, 1881, to penal servitude for life for wounding. Licensed 22nd ult. Z H 127. Re- ported, at Maidstone, Kent, 24th ult., his intention of walking to London, via Dartford, but has failed to report anywhere since. May be dealt with where found. 4.— X Division.— For obtaining £ 64 10s. 9d. by fraud ( Post Office Savings Bank book)— EDWIN BAILEY, age 50, height 5 ft. 7 in., complexion sallow, hollow cheeks, hair grey, walks quickly; usually wears frock coat and silk hat. Warrant issued. 5.— Y Division. — I r obtaining, by a worthless cheque for £ 4, 6th ult., a folding Kodak pocket camera, No. 3 postcard size, in black leather case " Cairo" inside, 4 spools, and a telescopic tripod— W. R. WILCOCKSON, alias W. JAMES, age 30 to 35, height 5 ft. 7 or 8 in., complexion sallow, hair ( wavy) brown, clean shaved, eyes grey, wears pince nez, 2 front teeth prominent, plausible manner; dress, grey check overcoat, dark suit, black hard felt hat, white woollen gloves, carried an umbrella with crook handle. Appearance of an actor. He calls on persons advertising cameras in the Exchange and Mart and photography and focua periodicals, and pays for them with worthless cheques. Warrant issued. BONSALL, age 36, height 5 ft. 8 in., corpulent, board shoulders, complexion ruddy, high cheek bones, full face, hair dark brown, moustache lighter; dress, black frock coat, dark trousers, silk hat, fawn colour mackintosh, patent leather boots. A solicitor's clerk. In possession of a number of Bank of England notes ( 2 £ 50, Nos. 03544 and 5, dated 7- 7- 08; 5 £ 20, Noe. 03131— 5, dated 12- 9- 07; 19 £ 10, Nos. 76827— 45, dated 14- 1- 08). BEDFORDSHIRE. 7. — Bedford ( Borough). — For stealing ( bailee), 20th inst., a " Globe" bicycle, Globe fittings throughout— JOSEPH FERN, age 22, height 5 ft. 5£ in., complexion fresh, hair light brown, eyes blue, woman tattooed both arms. A miner; is a deserter from the lst Leinster Regi- ment. Information to the Chief Constable, Bedford. BERKSHIRE. 8— Wokingham ( County).— For house- breaking, and stealing a grey rainproof overcoat; 1 telescope, 2 ft. long ( when extended); 1 gold oval brooch, set 7 pearls; 1 gold ring, set 3 dia- monds; 1 gold chased ring— A MAN, age 25 to 27, height 5 ft. 6 or 7 in., hair and slight moustache light brown; dress, dark jacket, grey trousers and cap. TUESDAY, MARCH 10, 1009 APPREHENSIONS SOUGHT ( continued).— ( supposed false), age about 26, height 5 ft. 7 in., complexion sallow, hair and heavy moustache brown, eyes blue, stoops slightly when walking; dress, dark Chesterfield overcoat, dark grey morn- ing coat, blue trousers, grey cap, cardigan jacket, blue front and collar. lie took lodgings at a public house, 2nd inst., stating he was an electrician and had obtained work at the local power station. CHESHIRE. 10.— Macclesfield [ Borough).— For stealing ( bailee) a watch and chain ( recovered)— JAMES BUNTING, age 19, height 5 ft. 6 in., stout build, round face, hair dark brown., anchor left forearm, " H. L. O." right do.; dress, grey round jacket, green striped trousers, cap. A labourer. Information to the Chief Constable, Macclesfield. DEVONSHIRE. 11.— Torquay [ County).— For obtaining 15s. by false pretences, 30th July, 1908— WILLIAM BELTON. age about 45, height 5 ft. 7 or 8 in., slight build, complexion ruddy, thin features, hair, whiskers, and moustache dark; dress, dark coat and vest, dark striped trousers, black bowler hat. He calls on hotel proprietors and offers to place a " Belton" writing portfolio ( of which he is the patentee) in a certain number of roomsi, free, obtains a letter from the proprietor to the effect that this has been done, and receives sums of money from tradesmen, who supply the hotel, on the pre- tence of inserting an advertisement in the port- folio, for which he gives a printed receipt, signed " William Belton." He has carried on similar frauds for years, and is now travelling the country. Warrant issued. Information to Supt. Roberts, Torquay. ESSEX. 12.— Brentwood ( County).— For failing to report— Licence- holder EDWARD GARLAND, alios WALLACE, SIMPSON, OGILVIE, and LYLE, Office No. 1460- 01, age 52, height 5 ft. 6£ in., complexion fresh, hair ( partly bald) and moustache very grey, eyes brown, high cheek bone ® , " A. O. M." right forearm, dot between each thumb and finger; dross, dark tweed suit and over- coat, blue serge cap. A carpenter; native of Edin- burgh. He calls on Scotch farmers and obtains money on the pretext of buying tools. A labourer; native of St. Osyth. He frequently seeks employment on public works. Has served in the Imperial Yeomanry. Warrant issued. Photograph can be seen on application. A reward of £ 1 will be paid by The Guardians, Tendring Union, for the arrest of Gosling. Information to Supt. Cowell, Thorpe. HAMPSHIRE. 14.— Alton ( Comity).— For stealing, 4th inst., a " Popular Alder " bicycle, " No. 11241" on head, 23 in. frame, black enamelled, lined red, North Road handle bars, rat trap pedals, 2 roller lever brakes, transfer, " Phillip Bros., Aldershot," on head and back mudguard— ALBERT EDWARD JONES, age 19, height 5 ft. 4 in., complexion dark, hair brown, eyes grey, 2 dots left forearm. Is an absentee from the lst East Yorkshire Regi- ment, wearing khaki uniform. Information to Supt. Reuben, Alton. 15.— Kingsdere ( County).— For obtaining 5s. 6d. by false pretences, 2nd inst,, at East Wlood- hay— WILLIAM HENRY WADE, age 55 to 60, height 5 ft. 6 or 7 in., round shoulders, complexion pale, hair and moustache grey; dress, dark over- coat, dark suit, hard hat, carried an umbrella and a bag. A jobbing watch and clock repairer. He called at a house and represented he was employed by a local watch maker, and received the above amount, which was due. Believed identical with H. Pickett, Case No. 36, 12th inst. Warrant issued. Information to Supt. Littlewood, Kingsolere. 16.— Winchester ( City).— For stealing Buffalo Regalia ( Case No. 56, 12th inst., since recovered at Portsmouth)— HENRY JAMES ( supposed false), age about 35, height 5 ft. 8 or 9 in., complexion fair, rather long thin features, hair ( wavy, brushed up in front, rather long at back) brown, slight moustache light brown, aquiline nose, broad even teeth, eyes supposed hazel, of good address, turns his feet outwards when walking, of smart appearance; dress, navy blue coat and vest, light trousers, dark tie with ring, light motor cap, dark striped muffler, mili- tary boots, wide tread, plain gold ring, set red stone, on left little finger. Carried a new rush basket, edges bound with webbing. Warrant issued. Information to the Head Constable, Winchester. 17.— Southampton ( Borough).— For failing to report— Licence- holder HENRY JOHNSON, alias COX, BISHOP, WILSON, and MOFFIA, Office No. 700- 00, age 31, height 5 ft. 7f in., com- plexion fresh, hair very dark brown, eyes hazel, scar bridge of nose, 4 dots right forearm and 7 dots on left. A dealer; native of London. Sen- tenced at Central Criminal Court, 6th March, ( 1905, to 5 years penal servitude for coining. Licensed 26th December, 1908. f 145. May be dealt with where found. Information to the Chief Constable, Southamp- ton. • HEREFORDSHIRE. 18.— Bromyard ( County).— For embezzling 10s.— JOHN MORRIS, age about 50, height 5 ft. 8 or 9 in., stout build, complexion pale, hair ( bald on top, turning grey) and moustache light; dress, light dust coat, grey mixture jacket and vest, old brown trousers, grey cap, strong nailed boots. A baker; supposed a native of Selly Oak. Warrant issued. Information to Supt. Lewis, Bromyard. 19.— Ledbury ( County).— For stealing £ 2 17s. 6d., 13th inst.— FRED SMITH, alias WILSON, age 28, height 5 ft. 3 in., complexion, hair, moustache, and eyes dark; dress, dark striped jacket, dark double- breasted vest, dark trousers and cap, strong nailed boots. A tramping labourer; native of Hyde, Cheshire. He works at farm houses for short periods. Warrant issued. Information to Supt. Phillips, Ledbury. HER TFORDSHIRE. 20.— St. Albans ( City).— For cruelty to a horse— GEORGE BENTON, age 30, height 5 ft. 5 in., complexion dark, hair dark brown, eyes grey; wearing old dark clothes, grey cap. A car- man or labourer; native of Hendon. Has been employed on public works in various parts of the county. Warrant issued. Information to the Head Constable, St. Albans. KENT. 21.— Canterbury ( County). — For stealing ( bailee), 9th inst., at Whitstable, a " Rudge- Whitr worth " bicycle, black enamelled, 24 in. frame, 28 by in. wheels, plated rims and spokes, Rudge- Whitworth front tyre, A. l Clincher back tyre, half celluloid grips, inverted lever brakes, flat handle bare, rubber pedals, tool bag fastens with ring— F. WILLIAMS-, age about 25, height 5 ft, 5 in., complexion fresh, hair brown, clean shaved, cast in right eye; dress, light brown suit, dark brown cap, bright red wrapper, lace boots. A mariner. Warrant issued. Information to Supt. Heard, County Police Office, Canterbury. 22.— Seabrook ( County).— For stealing a cow and calf ( recovered)— FREDERICK WIL- LIAM WILSON, age 52, height 5 ft. 6 or 7 in., complexion fresh, hair and moustache turning grey, right forefinger and 3rd and 4th left fingers deficient; dress, navy blue jacket and vest, light cord breeches, long brown overcoat, grey cap, brown leggings, light lace boots. A native of Alkham. Warrant issued. Information to Supt. Hollands, Seabrook. dress, long grey mixture overcoat, brown cord sleeved vest, cord trousers, green cap, red silk neckerchief. Supposed a native of Bingley, Yorks. Warrant issued. Information to Supt. Pincock, Reedley, near Burnley. 25.— Wigan ( Borough).— For failing to report — Licence- holder RICHARD DEAKIN, alias THOMAS JONES, Office No. 3057- 02, age 77, height 5 ft. If in., complexion pale, hair, and eyes grey, scar right side of neck and right fore- arm. A painter; native of Manchester. Sen- tenced at Knutsford Sessions, 15th October, 1906, to 3 years penal servitude for housebreaking. Licensed 25th January last, g 440. May be dealt with where found. LANCASHIRE. 23.— Bury ( County).— For larceny ( lodgings) 2nd inst.— THOMAS DAYIES, alias DICKIE BOND, age 18, height 5 ft. 3 in., complexion fresh, hair and eyes brown, scar left knee, supposed tat- tooed left forearm; dress, dark grey tweed suit, jacket square cut, " John Cox" on tab, black silk muffler, green cap. A native of Preston. Is also wanted at Old Trafford and Bolton. 16 a deserter from the 4th King's Royal Rifle Corps and Lan- cashire Fusiliers. May endeavour to re- enlist. Information to Supt. Noblett, Bury. 24 — Reedley ( County).— For stealing ( bailee) £ 2 0s. 4d., at Barrowford— IRAM WINCUP, age 26, height 5 ft. 6 in., hair ( inclined curly) dark; LINCOLNSHIRE. 26.— Brigg ( County).— For stealing a pair of black and white check printed moleskin trousers, flap front; 1 single breasted vest, same material ( vest recovered pledged at Beverley, 6th inst)— A MAN, age 38, height 5 ft. 9 in., complexion fresh, hair and moustache light brown, eyes grey, rather flat nose, " 5th Lanoers" supposed tattooed left forearm; dress, black jacket and vest, old cardi- gan jacket, half sleeves, dark plaid trousers, dark peak cap with band on brim, light lace boots. An Irishman; tramping labourer. Information to Supt. Reed, Brigg. 27.— Grimsby ( Borough).-— F'or stealing, 10th inst., a new brown leather purse; and £ 17 17s.— FRED SLADDIN, age 24, height 5 ft. 2 or 3 in., complexion pale, high forehead, hair ( bald on top) light, impediment in speech; dress, dark Raglan overcoat, brown lounge jacket, fancy grey trousers, small grey tie, brown boots ( blacked). A tailor. Is a good pianist, can also play the piccolo, and has been employed as a musician on Ocean steamers. Absconded 11th inst. Information to the Chief Constable, Grimsby. OXFORDSHIRE. 28.— Oxford ( County).— For obtaining, by false pretences at Little Milton, 24th ult., a gun- metal keyless watch, open face, small screw of in- side works missing— A MAN, who gave the name of H. PICKETT, age 50 to 60, height 5 ft. 6 or 7 in., shoulders inclined to be round, com- plexion pale, hair and moustache dark, turning grey, of fairly good address; wearing dark grey three- quarter- length overcoat, black bowler hat, carried a brown or black bag. A jobbing watch and clock repairer. Calls at houses for watches & c., to repair, and in some cases fails to return same. Supposed wanted elsewhere. Warrant issued. Information to the Deputy Chief Constable, Oxford. PEMBROKESHIRE. VS.— Haverfordwest Castle ( County)- — For stealing an imitation pigskin leather purse, containing 13s. 6d.— CHARLES WREN, age 17, height 5 ft. 6 in., complexion fair, full round fea- tures, hair and eyes ( crossed) dark; dress, dark grey Norfolk suit, blue guernsey, cap, lace boots. Was recently at a Boys' Home at Padcroft, Yiews- ley, Middlesex. Warrant issued. Information to Supt. Brinn, Fishguard. RUTLANDSHIRE. £ 3 REWARD. 30.— Oakham ( County).— For stealing ( bailee) a nag colt, saddle and bridle, 16th ult. ( recovered at Rotherham)— ROBERT MARFLEET, Office No. 1310- 00, Case No. 40, 5th inst. Warrant issued. The above reward will be paid by the Chief Con- stable of Rutlandshire, Oakham, to any person giving such information as will lead to the apprehen- sion and conviction of the thief. The £ 10 reward offered in Case No. 40, 5th inst., is hereby cancelled. Information to the Chief Constable, Oakham. SOMERSE TSHIRE. 31.— Bath ( City).— For stealing a number of blankets and sheets, also lady's underclothing— MARY JAMES, age 45 to 50, height 5 ft. 4 or 5 in., complexion fresh, hair ( tinged with grey) dark, upper teeth missing, addicted to drink; dress, dark grey three- quarter length jacket, black or green skirt, white knitted wrap, biscuit colour straw hat, trimmed black. A domestic servant. She obtains situations, stays about a month, and after leaving, property is missed, and on inquiry being made found to have been pledged by her. LANCASHIRE. — Sal ford ( Borough). — For forgery — ALBERT RESTALL ( not ARTHUR, See Case No. 28, 5th inst.), age 30, height 5 ft. 9 in , complexion pale, hair brown, believed to have a slight cast in one eye, addicted to drink; dress, navy blue jacket suit, lace boots. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Salford. 32 - Edinburgh ( City).— For failing to report— Licence- holder ALEXANDER PATER- SON, alias WILSON, H. C. R. No. S 12998, S. C K No. 835- 05, age 38, height 5 ft. 10£ in., com- plxion swarthy, hair grey, eyes dark, walks Tame, except when he thinks he is being regarded with suspicion. An engineer; native of Edinburgh. Liberated 23rd February, 1909. Licence expires 19th November, 1909. An accomplished house- breaker. Sometimes represents himself to be an insurance canvasser, sometimes a plumber. May be dealt with where found. Information to the Chief Constable, Edinburgh 33— Norwich ( City) .— For stealing a bicycle ( recovered)— HENRY PLATTEN, alias BLAX- TER, MELFORD, and THOMPSON, Office No. 2947- 02 ( Case No. 16, 7th August, and Tabular Form, 4th September, 1908), age 50, height 5 ft. 4 in., complexion fresh, hair grey ( curly at back), clean shaved, eyes hazel, scar above right eyebrow, back of neck and left hand; dress, dark blue jacket suit, black rough cloth overcoat with velvet collar, cap or soft felt hat.
