All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. fi. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed (>. i/ the signat ure of an officer of not less rank than Superintendent; and if th*• name of such person is required to be inserted and no warrant is in force against him. the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer ^ of not less rank than Inspector, or analogous thereto. TIOMTS. 8. Announcements of all persons to be apprehended or of stolen property beur a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13 The Space being limited, announcements concerning " Missing Persons " are only accepted on payment, but insertion in the next or any subsequent tssu « cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. 14. All copies of the 1' OLICB GAZETTE re- transmitted by Police Forces should be prepaid at the. ordinary rate for printed matter sent hy post within the United Kingdom. UNDER the existing arrangements the finger impressions will be taken, and recorded at the Finger Print Department, Convict Supervision Office, New Scotland Yard, of all persons oonvicted as follows: — ( a) All persons coming within Section 5, 7, or 8 of the Prevention of Crimes Act, 1871. ( b) All persons, at Assizes or Quarter Sessions, sentenced to not less than one month's im- prisonment, without option of a fine, for any of the offences shown below. ( c) All persons, at Petty Sessional, Police, or Stipendiary Magistrate s Court, sentenced to more than one month's imprisonment, with- out option of a fine, for any of the following offences: — Aliens ( Sec. 3 Aliens' Act of 1905). Arson. Assaults with intent to rob. Attempted burglary. Attempted larceny. Attempts to break into churches, houses, shops, warehouses, & c. Attempts to obtain goods and money by false pretences. Bankruptcy offences. Being found on enclosed premises. Breaking into churches, houses, shops, warehouses, & c. Burglary. Cattle stealing. Coining. Conspiracies of all descriptions. Embezzlement. Entering with intent to commit a felony. Extortion by threats. Felonious wounding. Forgery. Fraud. Frequenting. Horse stealing. Housebreaking. Suspected person. Unlawful possession. Uttering counterfeit coin. Warehousebreaking. But all offenders of the first Division, and such of the second Division as have never been pre- viously convicted, are exempted from this order. In order to avoid the retention of useless records in the Finger Print Department, the Registrar of Habitual Criminals would be glad if the Chief Constables of Counties, Cities, and Boroughs, will, in future, notify the death of any criminal who has been finger- printed. The notification should contain the full name and aliases, particulars of conviction, or con- victions if possible, also the No. published in the list of Habitual Criminals. SPECIAL NOTICE. MURDER. DURHAM. 1. — Sunderland ( Borough). — About 7.30 p. m., 8th inst— HERMAN COHEN, a Jewish moneylender, was found murdered in a room ( used as an office) in a dwelling house. He was1 at the time of the murder, and had been during the greater part of the afternoon, engaged with clients, and it is supposed that the murderer had obtained access to the room on real or pretended business. The deceased was last seen alive in the front pas- sage conversing with A MAN ( supposed a cus- tomer), age about 40, height 5 ft. 1 or 2 in., square build, hair and pointed moustache light; wearing a long light overcoat, collar and tie, black bowler hat. At this time Mr. Cohen had two new cheap cotton shirts, grey ground with narrow dark stripes about an inch apart, white cotton neck bands with studs back and front, unlined, which the murderer may be found wearing or may have disposed of. A groom. Sentenced at Belfast Assizes, 4th December, 1897, to 10 years penal servitude for rape. Liberated on 2nd licence, 15th ult., which expires 17th August, 1909. X 506. May be dealt with where found. 4.— E Division.— For obtaining by false pretences, a diamond ring; 1 half hoop do.; 1 18 ct. gold double albert; 1 diamond and pearl pendant; 1 18 ot. gold minute repeater and chronograph watch— JAMES F. LAWLER, age 48, height 5 ft. 4 in., complexion fresh, appearance of a heavy drinker, hair nearly white, moustache dark ( prob- ably dyed), eyes grey, strutty action when walk- ing; dress, grey- brown suit, fancy vest, black hard felt hat, wore a gold watch chain and diamond ring. Supposed a native of Sussex. Warrant issued. 5.— K Division.— For obtaining £ 5 5s. by false pretences, 4th ult.— SIDNEY WATSON, age 35 to 40, height 5 ft. 8 or 9 in., complexion fair, hair light, moustache ( long) ginger; wearing dark overcoat, velvet collar, hard felt hat. He eiir gages a room, states he is an architect and sur- veyor, writes to builders, invites tenders for a large building to be erected in provinces, asks for cheque to be sent as a guarantee, calls for the letters, and absconds. Warrant issued. 6.— 5 Division.— For obtaining goods and money by worthless cheques, on Farrow's Bank, Cheapside, drawn bv Herbert' Denham, and payable to H. C. Barnard— HENRY C. BARNARD, alias Rev. HERBERT DENHAM, age 35 to 40, height 5 ft. 6 or 7 in., slight build, complexion dark, sharp features, hair dark, clean shaved, eyes blue, very talkative, speaks quickly; dress, blue serge jacket suit, black soft or hard felt hat. A hairdresser, but has recently been employed as agent for Insurance and Sewing Machine Companies. Is prominent amongst Socialist and Labour Unions. Absconded 24th ult. Warrant issued. OA MBRIDGESHIRE. 9.— Cambridge ( Borough).— For stealing from his lodgings, 7th inst., a round tortoiseshell snuff box, carved and gold mounted, very old; 1 Swan fountain pen; and 2s. 6d.— ARTHUR BOLT ( supposed false), age about 26, height 5 ft. 7 in., complexion sallow, hair and heavy moustache brown, eves blue, stoops slightly when walking; dress, dark Chesterfield overcoat, dark grey morn- ing coat, blue trousers, grey cap, cardigan jacket, blue front and collar. He took lodgings at a public house, 2nd inst., stating he was an electrician and had obtained work at the local power station.. Warrant issued. Information to the Chief Constable, Cambridge. CHESHIRE. 10.— Birkenhead ( County).— For embezzling £ 2 13s.— JOHN CONWAY, age 45 to 50, height 5 ft. 9 in., slight build, complexion fresh, hair and moustache grey, walks badly, stoops; dress, black suit, grey dust coat, grey cap. Recently employed as clerk and traveller for a corn miller at Higher Bebington. ( Apprehended, see Case No. 99.) Warrant issued. Has been employed as a grocer's assistant at Blaina, Trede- gar, and Bargoed; native of Ebbw Vale, Mon. Absconded 15th ult. Warrant issued. Information to Supt. Gill, Treharris. A fitter; native of Glasgow. May seek employment at motor garages. Is a deserter from the Army Service Corps. 17.— Aldershot ( County).— For stealing, 7th insfc., from Mandora Barracks, a " Speed Iron Rudge- Whitworth" bicycle, 24 in. dropped frame, 26 in. wheels, beaded edge tyres ( front Rudge- Whitworth, large cut therein), back pedallin( g brake, straight black celluloid cased handle bars, rat- trap pedals, $ 4 gear, large bell and tool bag attached— ISAAC MILLERSHIP, age 22, height 5 ft. 7 in., complexion fresh, hair dark brown, eyes grey; wearing khaki uniform and putties. Hawkins, Aldershot. 18.— Bournemouth ( County) — For stealing a £ 100 Bank of England note, No, 76781, dated 18th August, 1906; 1 £ 50 do., No. 29159, dated 17th May, 1906; 9 £ 5 do., Nos. 11711 to 11719, dated 21st December, 1907, all stamped " London 6 County Bank, Bournemouth "— A MAN, age 20 ( looks older), height 5 ft. 5 or 6 in., thick set, complexion fresh, full red face, hair dark, clean shaved, eyes grey; dress, blue jacket, blue jumper ( torn at side), old dark trousers, grey cap, white muffler. A labourer; native of Brighton. Information to Supt. Hack, Bournemouth. 11— Birkenhead ( County).—¥ or stealing ( servant) £ 5, at Heswall— CHARLES SIZER, age 25, height 5 ft. in,., complexion fresh, hair light brown, eyes blue; wearing dark clothes and light cap. A native of Hull. Recently employed as a window cleaner, has been a ship's steward and cab driver. Is a Reservist of the Royal Field Artillery, identity No. S. 829/ a. Warrant issued. Supposed a native of Nottingham; late of Macclesfield. Warrant issued. Information to Supt. Thompson, Middlewich. DERBYSHIRE. 13. — Chesterfield ( Borough).— For stealing, ( person), 27th ult., a purse containing a sovereign — GEORGE MASON, alias STEDMAN and WALTER REED, Office No. 2664- 02 ( ILLUS- TRATED CIRCULAR 84, Figure 30), age 42, height 5 ft. 3£ in., complexion fresh, hair brown, eyes hazel, dot back right hand, mole left of neck; dress, dark clothing, rather shabby appearance. A native of Manchester. He stops children on errands outside shops and steals their money, sends them on bogus messages, and decamps. Information to the Chief Constable, Chesterfield. 19-— Portsmouth ( Borough).— For house- breaking, 10th ult., and stealing a quantity of gas fittings, ( fee. A native of Portsmouth. 20 — Southampton ( Borough).— For failing to report— Licence- holder HENRY JOHNSON, alias COX, BISHOP, WILSON, and MOFFIA, Office No. 700- 00, age 31, height 5 ft, 7| in., com- plexion fresh, hair very dark brown, eyes hazel, scar bridge of nose, 4 dots right forearm and 7 dots on left. HER TFORDSHIRE. age 28, height 4 ft. 11| in., complexion dark, round face, nose inclined to left, hair dark brown, clean shaved, eyes light grey, walks smartly, a voluble talker, " E. T." left forearm, female covering letters " A. D. J. T. D. D." right forearm, near elbow. He was deported from America recently, and has ex- pressed his intention of returning to the United States, which he may do by way of Canada. M.— Bury ( County).— For larceny ( lodgings) 2nd inst.— THOMAS DAVIE S, alias DICKIE BOND, age 18, height 5 ft. 3 in,, complexion fresh, hair and eyes brown, scar left knee, supposed tat- tooed left forearm; dress, dark grey tweed suit, jacket square cut, " John Cox" on tab, black silk muffler, green cap. A native of Preston. Is also wanted at Old Trafford and Bolton. Is a deserter from the 4th King's Royal Rifle Corps and Lan- cashire Fusiliers. May endeavour to re- enlist. Information to Supt. Noblett, Bury. 25. - Old Trafford ( County).— For stealing 23rd ult., at Stretford, a mackintosh ( recovered); 1 silver English lever watch, No. 875015, maker, Russell, Liverpool; 1 gold guard, long link pattern, 2 seals attached ( 1 with " Prenez Garde"; 1 " N" thereon); 2 hair brushes, black backs; 1 " Mab" razor, black handle; 1 shaving brush— A MAN, age about 30, height 5 ft. 3 or 4 in., stout build, complexion fresh, clean shaved; dress, brown suit, blue tie, green striped cap, brown gloves, lace boots, lie took lodgings 22nd ult., and left 23rd ult. Stated he was a clerk in a shipping office. ( Identical with Man, Case No. 60, 11th December, 1908.) Information to Supt. Supposed a native of Bingley, Yorks. Warrant issued. Information to Supt. Pincock, Reedley, near Burnley. 27 — Barrow- in- Furness ( Borough).— For larceny — GEORGE OLIPHANT, alias JOSEPH NICHOLSON and GEORGE WIL- LIAM DAWSON, age 29, height 5 ft. 7 in., slight build, oomplexion and hair ( thin in front) dark, clean shaved, rather bow- legged; dress, dark grey suit, reddish- brown cap, dark blue muffler, red stripe, lace boots. A painter; native of Sunder- land. Appearance of a groom, is a good conjuror, and plays a cornet. Information to the Chief Constable, Barrow- in- Furness. LINCOLNSHIRE. 28.— Brigg ( County).— For stealing a pair of black and white check printed moleskin trousers, flap front; 1 single breasted vest, same material ( vest recovered pledged at Beverley, 6th inst)— A MAN, age 38, height 5 ft. 9 in., complexion fresh, hair and moustache light brown, eyes grey, rather flat nose, " 5th Lancers" supposed tattooed loft- forearm ; dress, black jacket and vest, old cardi- gan jacket, half sleeves, dark plaid trousers, dark peak cap with band on brim, light lace boots. An Irishman; tramping labourer. Information to Supt. Reed, Brigg. 29.— Lincoln ( City).— For obtaining money by false pretences— J. H. HISLOP, age about 30, height 5 ft. 7 or 8 in., clean shaved, well spoken, of smart aopearance. He advertised in the Poultry IF oriel from Dellsmere House, Stanground, Peterborough ( empty), and had his letters for- warded to " Albion Hotel," Gray's Inn Road, London. Supposed previously convicted and wanted elsewhere. Warrant issued. Information to the Chief Constable, Lincoln. MONMOUTHSHIRE. 30 — Risca ( County).— For failing to report - Licence- holder ALBERT BATT, alias BRIT- TON, Office No. 38- 08, age 25, height 5 ft. 7£ in., complexion fresh, rather large head and fullface, hair brown, eyes blue, " S. H. 477," 2 dots, " I. N. D. T." right, " M. T. A. B.," " R, T." left fore- arm; supposed wearing dark clothes and cap. A native of Staplehill, Bristol; generally works as a collier or labourer. He calls on Scotch farmers and obtains money on the pretext of buying tools. CAMPBELL, age 35 to 40, height 5 ft. 6 or 7 in., complexion fresh, full round face, hair and moustache ( twisted at ends) brown, of good address; wearing a light grey overcoat, single- breasted, dark grey cap. He presented for pay- ment of goods a cheque for more than the amount of purchase and received the balance. ( See Cases Nos. 35, 12th ult., and 16, 26th ult.) Warrant issued. Has been a dispenser; is well educated and of good address. Has been convicted at Oxford, Devizes, Jersey, Aldershot, Essex, Colchester, and Portsmouth. Warrant issued. An engineer; native of Edinburgh. 33.— Norwich ( City).— For stealing a bicycle ( recovered)— HENRY' PLATTEN, alias BLAX- TER, MELFORD, and THOMPSON, Office No. 2947- 02 ( Case No. 16, 7th August, and Tabular Form, 4th September, 1908), age 50, height 5 ft. 4 in., complexion fresh, hair grey ( curly at back), clean shaved, eyes hazel, scar above right eyebrow, back of neck and left hand; dress, dark blue jacket suit, black rough cloth overcoat with velvet collar, cap or soft felt hat. A native of Norwich. Liberated 23rd February, 1909. Licence expires 19th November, 1909. An accomplished house- breaker. Sometimes represents himself to be an insurance canvasser, sometimes a plumber. May be dealt with where found. Information to the Chief Constable, Edinburgh May represent himself to be an agent. A white metal keyless watch, white dial, black hands and numerals, and white metal chain, worn by deceased, is also missing. Both photographs are said by his companions to be like him. No. 1, taken some 3 years ago, shows the head well up and the nose consequently looks shorter than in No. 2, taken in November, 1908, which shows him in working attire. SUSSEX ( East). 64 — Brighton ( Borough).— 26th ult., from boarding houses, a lady's very dark brown seal- skin coat, loose fitting, threequarter length, red and black brocade lining, both sides in front have been relined, small pocket inside left side, tape hanger; and a tailor- made costume, with three plain folds around bottom, not lined, fastens at the back; also on the 27th ult., a lady's silver key- less watch in strap leather wristlet. The photo- graph of Mary Fraser, alias Isaacs, Scott, and Coltman, Office No. 3015- 02 ( ILLUSTRATED CIRCU- LAR 67, Figure 32), has been identified as the person who called at the boarding houses and stated she required apartments for herself and a lady and gentleman who would arrive next day. Eraser gave the name of Thorpe and Thornton. She remained in the house a short time, then left, stating she was going to the railway station about her luggage, and did not return. The above de- scribed property was afterwards missed from visitors' rooms. When calling at the first boarding house she was dressed in a long dark cloak, toque hat and motor veil. The second house she was wearing a sealskin coat, believed to be the stolen coat. On the lst inst. she was dressed in a long dark cloak, bonnet and veil, and had the appearance of a nurse. GLOUCES TERSHIRE. 75.— Dursley ( County).— 5tli inst., in a shed at Heathfield, near Berkeley, the bodyl of A MAN ( supposed THOMAS WELLS), age 40 to 45, length 5 ft. 3 or 4 in., hair ( partly bald on top) and heavy moustache dark; dress, blue plaid coat, and cardigan jacket, dark vest, old cord trousers, blue muffler, grey cap, heavy nailed boots. Found in pockets, an ad- mission ticket to casual ward,, issued at Gloucester 26th February, bearing name of Thomas Wells, and stating he was travelling from Chepstow, Mon., to Bristol, and a pawn ticket relating to a shirt and singlet pledged with Ed- mond Kelly, 5, My ton Gate, Hull, on 12th Oc- tober, 1908, in name of Tom Wills, Bleacket Row, Hull. The deceased stayed at Dursley Workhouse, 27th February. Information to Supt. Perkins, Dursley. HER TFORDSHIRE. 76.— Heme!
