Ail communications for insertion in the POLICE GAZETTE, and all communi- cat ions relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. f>. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or'his immediate deputy, of the county, city, or borough, as the case may be. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 6. 7. 10. 11 12. 13 14 i. Announcements of all persons to be apprehended or of stolen property bear u. number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only: they must be in the usual form, and accompanied by a covering letter. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. The Space being limited, announcements concerning " Missing Persons " are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. All copies of the POLICE OAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. THE EDITOR, New Scotland Yard, London, S. W. SPECIAL NOTICE. THE following is a copy of the order whicl governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regulations in force in the Metropolis:— 1.— Printed hand- bills, or other advertisements, offering a reward for the discovery oi property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with trie sanction of the Commis- sioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points :— ( a) The amount of the reward. ( i) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. ( d) The name and address of the printer must appear thereon. 2.— No expression must be used in such an advertisement in relation to property stolen, or criminally taken or disposed of, holdine out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularly directed to the con- ditions ( a) to ( d), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( c). Such notices are not distributed. NOTE.— There are 191 Stations of the Metropolitan Police Ftn- ce at which Notices can be posted. STOLEN. 17th December, 1899, JEWELLERY as follows: [ Give full and accurate description.] The above reward will be paid by Mr John Smith, 500, Victoria Street, Westminster, to any person giving such infor- mation as will lead to the apprehension and conviction of the thief and recovery of the property, or in proportion to the amount recovered. LONGLEY, age 22, height 5 ft. 5 in., complexion sallow, hair brown, sharp pointed nose, ears close to head, speaks softly, slightly deaf; dress, blue serge suit, black over- coat, dark cap. A barman; supposed a native of London. Warrant issued. S.— K Division m— For attempting to obtain £ 2 by falsely representing himself to be a prison warder THOMPSON, age 32, height 5 ft. 10 or 11 in., complexion sallow, hair and mous- tache dark; wearing light overcoat, dark cap, brown boots. Appearance of a clerk. Warrant issued. 4.— N Division. — For stealing an old carved oak mantelpiece, about 7 ft. 3 ins. long, 5 ft. 3 ins. high, 16 ins. wide, carved lightly, painted stone colour— A MAN, age about 35, height 5 ft. 6 in., complexion fresh, hair and slight mous- tache light, eyes grey; dress, black jacket and vest, brown trousers, dark muffler and cap. Ap- pearance of a horse coper. He called at a house, asked to look at some rooms which were to let, and on a subsequent date came with 4 men and a horse and van, stated he had taken one of the rooms, in which he wanted to put a partition, obtained admission, and stole the above. 5. - X Division. — For embezzling £ 9 9s 6d„ 11th January, 1908— DAVID MORGAN JONES, age 38, height 5 ft. 8 in., complexion fresh, hair very dark brown, slight moustache dark; dress, dark jacket suit, blue overcoat, black bowler hat. A native of Mountain Ash, Glamorganshire. Fcrmerly employed as night timekeeper at a colliery. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. BEDFORDSHIRE. 6.— Bedford ( Borough) — For stealing, 11th inst., a pony, ralli car, and set of harness ( re- covered) ROBERTS ( supposed false), age 30 to 35, height about 5 ft. 8 in., rather stiff build, complexion very fresh, full face, hair brown, clean shaved; dress, 2 jackets ( 1 dark grey) and vest, dark trousers, grey cap, red tie, heavy nailed boots. He sold the cax at Rugby, 12th inst. Appearance of a country dealer. May be found staying at a beer house. Warrant issued. Information to the Chief Constable, Bedford. BRECONSHIRE. 7.— Brynmawr { County).— For stealing a Postal Order for £ 1, a s- uit, and 5s.— WILLIAM FRANCIS FAULKNER, age 35 to 40, height 5 ft. 6 or 7 in., complexion fresh, hair ( turning grey at sides) and moustache dark, eyes brown, short- sighted, wears glasses; dress, blue serge suit, cord ribbed cap, smart appearance. A musician, and has been employed at music halls, plays a cornet or violin; native of Southend- on- Sea, Essex. Warrant issued. Information to the Deputy Chief Constable, Brynmawr. BUCKINGHA MS HI RE. 8.— Aylesbury ( County).— For stealing a phonograph and records ( recovered)— ARTHUR MARRIOTT, age 24 or 25, height about 5 ft. 6 in., complexion fair, hair brown, slouching gait; dress, black jacket, cord trousers, brown overcoat and cap. A canal boatman. Is well known on the Grand Junction and other canals. Warrant issued. Information to the Deputy Chief Constable, Aylesbury. CAMBRIDGESHIRE. 9 — Cambridge ( Borough).- For stealing, 6th inst., an overcoat ( recovered) — JOHN DELLAR, alias G. GIFFEN and WATTS, age 26, height 5 ft. 3| in., complexion fresh, hair dark brown, eyes brown, 2 moles right lower jaw; dress, dark striped jacket suit ( nearly new), light coloured overcoat, black hard felt hat, new boots. He left here 11th inst., and may endeavour to obtain a situation as barman by presenting false testimonials. Has been previously convicted. Warrant issued. CHESHIRE. 10— Birkenhead ( County).- For stealing ( by trick, fortune telling) £ 5 Is., at Lower Bebing- ton— BESSIE COOPER, a gipsy, age 56, height 5 ft. 1 in., stout build, complexion fresh, hair ( turning grey) brown, eyes grey, small mole inside right bottom eyelid; dress, long black cloak, black shawl ( sometimes worn over head), black 4 - T H E P O L I C E GAZETTE. Sutherland, Birkenhead. 11 .— Macclesfield [ Borough).— For ware- housebreaking and stealing 5 chairs ( recovered)— EDWIN BARR, alias HARRY TIMMS, age 23, height 5 ft. in., complexion sallow, oval face, hair dark brown, eyes brown, scar right thumb, man's head right arm, woman's head and clasped hands left arm, " True love" and " Bella" right forearm, cross on hand and " B. L." A cotton hand; native of Macclesfield. Warrant issued. 12.— Macclesfield ( Borough).— For neglect- ing her child, age 14 months, 8th ult.— AMELIA PHEASEY or RABONE, age 26, height 5 ft. 1 or 2 in., stoutish build, complexion fair, peculiar shifty eyes. Aocompanied by her Husband, age about 40, slight build, complexion fresh, clean shaved. A travelling comedian. Both sing and play at public houses, and were at Walsall about 3 weeks ago. Warrant issued. Information to the Chief Constable, Maccles- field. DERBYSHIRE. 13.— Derby ( County).— For failing to report— Licence- holder WALTER GILLIBRAND, alias DAVID SCARISBRICK, Office No. 1235- 08, age 32, height 4 ft. 8 in., complexion fresh, hair brown, eyes blue, 2 moles back of neck, scar left eyebrow, weak- minded. A native of St. Helens* Sentenced at Northampton Assizes, 14th Novem- ber, 1904, to 5 years penal servitude for arson ( stack). Licensed 12th August, 1908. e 555. May be dealt with where found. Richardson, Derby. 14.— Chesterfield ( Borough).— For stealing £ 2 5s. from his lodgings, 6th inst.— — REC- KETTS, age 24, height 5 ft. 6 or 7 in., complexion dark, haij- very dark brown, clean shaved; dress, blue jacket and trousers, fancy grey vest with spots, dark grey overcoat, bow tie, hard hat, coloured linen cuffs, low shoes. A native of Pottersfury, Northampton. Has been employed as a brass finisher at the L. & N. W. Railway Carriage Works, Wolverton. Stated he was an electrical engineer, and that he had obtained work at a local power station. He will no doubt have a recent wound on one finger, as one was bleeding when he came downstairs shortly before the box which con- tained the money was found broken open, ( Is identical with James Rice, sentenced at Linsdale Sessions, 19th November, 1906, to 3 months im- prisonment for larceny and false pretences, also with James Ismay, convicted at Northallerton Sessions, 2nd January, 1908, on 4 charges of false pretences, and sentenced to 2 months in each case ( consecutive)). Warrant issued. Information to the Chief Constable, Chesterfield. 15.— Derby ( Borough).— For embezzlement— ALFRED MILES, age 42 ( looks younger), height 5 ft. 2 in., complexion pale, hair light, eyes grey, small mouth, thin lips, bad teeth, wearing black frock coat, silk hat or black soft felt do., of good address. Well known among theatricals. A native of Worcester. Was employed by the " Derby Mer- cury and Express, Ltd.," as canvasser for advertise- ments. Absconded 14th January, 1908. Warrant issued. HAMPSHIRE. 16.— Winchester ( County).— For stealing ( bailee) a horse and cart ( recovered)— GEORGE HILLIER, age 49, height 5 ft. 4 in., very slight build, complexion fair, hair ( turning grey) light; dress, blue jacket, black trousers, drab colour mackintosh, lace boots ( all old). A native of Alresford. Warrant issued. Information to Supt. Smith, Winchester. KENT. 17.— Dover ( Borough).— For stealing 10s. from a slot gasmeter, 5th inst.— JOHN THOMAS WATSON, age about 30, height 5 ft. 5J in., complexion fresh, hair light brown, clean shaved, eyes blue, 3rd and 4th left fingers missing, scar left side of face, and back of neck, 2 dots and anchor right forearm, " J. W." left forearm; dress, shabby light brown suit, cap, large peak, white neckerchief. A rag and bone gatherer. Warrant issued. Information to the Chief Constable, Dover. LANCASHIRE. 18.— Bury ( County".— For embezzlement and falsification of accounts— WILLIAM ACTON TURNER, age 28, height 5 ft. 5 in., complexion fresh, hair brown, moustache dark brown, of smart appearance, upper teeth artificial; dress, tweed suit, may be wearing sleeve links made of Kruger sovereigns. A native of Heywood. Late rate collector for the Corporation of Heywood. Warrant issued. Information to Supt. Noblett, Bury. 19— Rawtenstall ( County). — For failing to report— Licence- holder THOMAS WILKIN- SON, Office No. 1668- 01, age 53, height 5 ft. 4 in., complexion fresh, hair ( partly bald) and eyes ( cast left) grey, birthmark right eyebrow, scar bridge of nose. A native of Haslington. Sentenced at Salford Quarter Sessions, 9th April, 1906, to 3 years penal servitude for housebreaking. Licensed 15th July, 1908. J P b g 459. May be dealt with where found. In possession of a soft brown felt hat and umbrella 2nd, age about 40, height 5 ft. 3 or 4 in., complexion fair, hair and moustache brown, cut mark right cheek, a foreigner, speaks English badly; dress, dark blue suit, dark overcoat ( black velvet collar), black hard felt hat, lace boots. In possession of a brown cap and umbrella. 3rd, GEORGE —, age about 35, height 5 ft. 10 in., hair brown, moustache light brown, a foreigner, speaks English badly; dress, dark suit, black hard felt hat, lace boots. Nos. 1 and 2 took lodgings at a company house here, 5th inst. They were joined by the 3rd man 9th inst. On 10th inst. they all went to new lodgings, leaving there 11th inst., where was found material for taking impressions of keys. Tbey also possessed 2 kit bags ( 1 heavy). NORFOLK. 21.— Norwich ( City).— For stealing a bicycle ( recovered)— HENRY PLATTEN, alias BLAX- TER, MELFORD, and THOMPSON, Office No. 2947- 02 ( Case No. 16, 7th August, and Tabular Form, 4th September, 1908), age 50, height 5 ft. 4 in., complexion fresh, hair grey ( curly at back), clean shaved, eyes hazel, scar above right eyebrow, back of neck and left hand; dress, dark blue jacket 6uit, black rough cloth overcoat with velvet collar, cat) or trilby hat. A native of Norwich. May represent himself to be an agent. Has been convicted at Hull, Portsmouth, and in Norfolk. On 6th inst. he hired a bicycle ( nearly new, 23 in. frame, black enamelled, lined gold, slightly turned up handle bars, roller rim brake front wheel, Eadie hub, rubber pedals ( 4 divisions), green com- position handles, " A MUSKETT, Norwich," on transfer on head and rear mudguard). Warrant issued. Information to the Chief Constable, Norwich. NORTHUMBERLAND. 22.— Blyth ( County).— For obtaining £ o by false pretences, at Seaton Delavel, 15th December, 1908— EDWARD LASCELLES THOMPSON, age about 21, height 5 ft. 10 in., slightly round shoulders, complexion pale, hair light brown, mole on chin, turns one foot inwards when walking, well educated; usually well dressed. A native of Bentley Hill, Yarm, Yorkshire. He frequents race meetings and sometimes reports sporting in- formation to newspapers. He sent a telegram from London to a clergyman ( purporting to be from the latter's son) asking that £ 5 be wired, which was done, and the order cashed. Warrant issued. Information to the Chief Constable, Morpeth, or to Supt. Tough, Blyth. RENFREWSHIRE. ' I'd.— Paisley ( County).— For stealing at Cath- cart, 24th October last, a cycle ( recovered)— ROBERT HOGG, alias ROBERT JAMES LAING and GEORGE WILSON, Office No. 1421- 08, age 23, height 5 ft. 2 in., complexion fresh, thin features, hair light brown, eyes blue, clean shaved; dress, light Harris tweed Norfolk knicker suit, light cap, or may be wearing a blue serge suit, of smart appearance. A gardener; native of Hawick. Frequents music halls posing as a scenic artist, and disposes of stolen property to the artistes. Has been convicted at Glasgow, Leicester, Manchester, Eccles, Birkenhead, and Liverpool. Warrant issued. Information to the Chief Constable, Paisley. RUTLANDSHIRE. 24.— Oakham { County). - For stealing ( bailee) a dark iron- grey nag colt, 15 hands 3 ius., thick set, rising 5 years, switch tail, long mane white mark one hind fetlock, small sand crack ons hind foot, hind shoes fitted to receive frost studs; a snaffle bridle with new head piece, shabby riding saddle, leather girth ( bandage wrapped around)— G. JOHNSON ( supposed false), age about 30, height about 5 ft. 7 in., com- plexion fresh, hair light brown, clean shaved; dress, short light brown or fawn colour covert coat ( another coat under), dark ( supposed navy blue) trousers, brown tie ( pin with large crystal), black and white check cap, brown leather leggings ( nearly new), strong lace Army or Blucher boots, carried an ash stick. Stated that his master wanted stabling for 13 horses for the remainder of the hunting season, and ordered hay, straw, & c., to be sent to some empty stables. Warrant issued. Information to the Chief Constable, Oakham. SOMERSETSHIRE. 25.— Bath ( City).— For obtaining, by false pre- tences, 8th inst., a banker's cheque, value 15s.— J. W. GATES, alias EWARDES, age 45 to 50, height 5 ft. 10 in. to 6 ft., rather stout build, hair and moustache dark, may be wearing short beard; wearing dark grey overcoat, black bowler hat, carried a stick. Stated he was canvasser for a London firm, and was opening a house agent office in this city. Warrant issued. Information to the Chief Constable, Bath. SUSSEX ( West). 26.— Horsham ( County)— For obtaining a horse by false pretences, 22nd ult.— GEORGE THOMPSON, alias GEORGE NEWNHAM and HARRY OLIVER, age 36, height 5 ft. 5£ in., complexion fresh, hair brown, slight moustache light, eyes blue, lump over right eye, large burn scar front of right hand, mole left upper arm, scar base left thumb; dress, grey overcoat, black stripes, dark trousers, blue stripes, black hard hat, brown boots. A native of Staffordshire. He answers advertisements relating to the sale of horses, & c., makes appointment with persons ad- vertising, to whom he states he is buying for a firm of contractors, and in payment presents a cheque on Farrow's Bank, Old Steine, Brighton. Attends auction sales, markets, & c. Convicted, 11th September, 1906, Central Criminal Court, to 15 months hard labour for harbouring a person knowing he had committed a felony; also con- victed at Warwick Assizes of stealing cattle; Worcester Sessions of fraud; Lichfield of larceny; and Leicester County of larceny. ( See Case No. 47, 12th inst.) Photograph can be seen on application. Warrant issued. 27.— Horsham ( County).— For obtaining a cow and calf by false pretences, 21st ult., at Warn- ham— PETER GOOD, age about 26, height 5 ft. 10 in., oomplexion and slight moustache dark; dress, blue suit and overcoat, light cap. He pre- sented a cheque on Parr's Bank, Ltd., Hastings, which has been returned " No funds." ( Good and Thompson, Case No. 26, current issue, are con- federates.) Warrant issued. Information to Supt. Goldring, Horsham. WILTSHIRE. 28.— Warminster ( County).— For stealing from his lodgings, a silver English lever watch, " E. Hares" on inside case; and £ 2 4s. 6d.— WILLIAM HILL, age 27, height 5 ft. 6 or 7 in., complexion fair, hair dark brown, small mous- tache dark; dress, dark jacket and vest, dark cord trousers, small ribsi, dark cap and muffler, plain boots. LANCASHIRE. 6 in., complexion, fresh, hair brown, eyes grey.— JOHN ROTHWELL, alias SEDGROVE, age 22, height 5 ft. 9 in., complexion fresh, hair sandy, eyes grey. Believed to be wanted in various parts of the country for housebreaking.
