It 33 GrXJt, All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. Particulars as to stolen property ivill be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. t. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. ">. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in farce against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 6. 7. ^-• a^ xoiffs. 8. Announcements of all persons to be apprehended or of stoltn property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 1* 2. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13 The Space being limited, announcements concerning " Missing Persons " are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion [ if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Police Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. Complaints are frequently received, but no action can be taken against the offenders unless process ii first obtained by persons defrauded : — COOPER, W., 753 Old Kent Road.— A dealer in bicycles, greenhouses, and accessories. He seems to do a genuine business; but his methods are unsatisfactory— POLICE GAZETTE, 8th De- cember, 1899. ( No. 111967.) DAVIS k CO., alias ALLEN k CO., 9 Peckham Park Road, and ALFRED & CO., 26 Denmark Hill, S. E., and other addresses in various parts of London, pawnbrokers and jewellers.— They advertise unredeemed pledges at verv low prices; but the articles usually turn out to be of inferior quality.— POLICE GAZETTE, 7th November, 1902. ( No. 156466.) EMANUEL k CO., 31 Clapham Road, and other addresses.— Other names ( WEST, TEMPEST, ire.) and other addresses also used.— Advertise nlate, " sealskin " ja- ckets, bankrupt stock, & c. Frequently insert advertisements under a Christian name, that, owing to adverse circum- itances, wedding and other presents will be sold " at a sacrifice." Fulfil obligations, but cause many complaints to reach Police. ( No. 16? 851.^ ERSKTNE CYCLE WORKS, otherwise " WTT. LIAMS k CO.." " DISC PHONOGRAPH CO.." etc., 84, Erskine Road, Walthamstow.— Adver- tise in Provincial Press cycles on easv pavment system. Advertisements so worded that unless carefullv read, intending purchasers imagine that the machine will be sent on pavment of the first instalment.— it is not supplied till fully naid for. The firm is conducted by one Wm. Clark and his brother. They do not make cycles, but r> ur- chase from wholesale dealers as required. Gen. Peg. No. 472098. FALKLAND MANTTFACTTTRTNG CO. Under these and other titles and at other addresses, three men named Pallash obtain goods of various descriptions and ne? lect to pav. When pressed a cheque ( fre- ouentlv not met on presentation) is occasion all v sent. Manv complaints reach Police, but no Hear case of fraud has yet been established. ( No. 198213.) GLOBE ENLARGING CO., 27 Worship Street; MIDLAND ENLARGING CO., 76 Mildmay Park.— Conducted by a man who used respec- tively the names Watson and Greenwood. He now trades as a picture frame maker at Stoke Newington in the name of Sidney Mep- doza & Co. Patrons find much difficulty in obtaining their enlargements or the return of their negatives. ( No. 206211.) GOLD BRICK SWINDLE.— Swindlers write from America to relations of lately deceased persons, stating that the deceased had assisted writer to start in business ( generally gold pros- pecting) that the business has prospered, and he is desirous of handing a share of the profits to his benefactor or family. Correspondence ensues, and finally an advance of money is re- quested upon the securitv of a bar of gold. The " bar of gold " is really brass.— POLICE GAZETTE, 7th March, 1902. ( No. 133001.) THE GORDON MEMORIAL Day Nursery and THE SHAFTESBURY MEMORIAL Shoe Black Brigade for the Homeless, Destitute, Deaf, Dumb, and Crippled Boys, 154 Denmark Street, St. George's- in- the- East.— Conducted by Andrew McLaglen, who poses as a Bishop. He now resides at Mona House, Grove Park Terrace, Chiswick. It has not yet been found possible to sustain a criminal prosecution.— POLICE GAZETTE, 26th January, 1906, and 24th August, 1906. HAMBURG LOTTERIES. — These and other foreign lotteries are illegal, and the Police will give no assistance or advice to persons who meddle with them — POLICE GAZETTE, 25th November, 1898. ( No. 59446.) JOHN HAMMOND & CO., 94 St. Mary's Road, Leyton.— Advertise as live stock and poultry breeders. Many complaints received owing to neglect to execute orders. They advertise canaries and other song birds at a very cheap rate. ( No. 170101.) J. A. HARDY k CO., Chancery Lane, E. C.— A bogus debt collecting agency. The proprietor very seldom attends the office; clients entrust- ing debts for collection are told, when they press for settlement that the amounts collected have been more than used in the cost of collection. ( No. 182638.) HTPPOLYTE, alias LE BLUFF. — POLICE GAZETTE, 20th December, 1901. — Now uses name of MORDAUNT, and advertises from 25a Trafalgar Road, East Greenwich. ( No. 105029.) IMPERIAL ART SUPPLY CO., Chichester House, Chancery Lane, and 17 Ranelagh Avenue, Fulham.— Same people also conduct the ALBION SHOW CARD CO., 203 Strand.— Advertise home employment. Applicants re- ceive a circular so carefully and guardedlv worded as to make a charge of fraud most difficult. ( No. 172493.) IMPERIAL SUPPLY STORES, 24 Crampton Street, Walworth. — Many complaints are re- ceived, but the firm generally discharges its obli- gations. It appears to be unbusiness- like and dilatory in its methods. ( No. 207128.) KEW TRADING ASSOCIATION, 16 Victoria Parade, Kew.— Many complaints reach Police because of the misleading nature of its advertise- ments. Nothing has been ascertained to justify Police action. ( No. 171830.) THE KTNGSWAY WATCH CO., 300 Clapham Road. Known also at other addresses as " CRANTWETLS." " B ARRTNCTON'S STORES," " DORADO WATCH CO.," kc.— Trade by means of advertisements so artfully worded as to make it appear that goods are * enfc on payment of the first instalment of cost. The comnlaining customer is told to read the ad- vertisement carefullv; the sroorls are not sent till last instalment has been paid. ( No. 187821.) LONDON PREMIUM AND TEA COMPANY, New Street, E. C., and formerly at Ludeate Hill. ( POLICE GAZETTE, 13th December, 1907).— The firm purchases quantities of correspondence from other similar concerns. The signatures are cut from the letters and sent, with a speciously worded circular, to the writers. After payment the goods are generally sent, but of course t. hev do not justify the highlv- eolonred description given in the circular. ( No. 206755.) THE SCOTTISH " PHOTOOR APHTC TOHRTNG AND PICTORIAL PORT CAPD CO.. 88 Ken- nington Road, late 105 Euston Road, and Glas- gow. ( POLICE GAZETTE, 8th February, 1907.) — Representatives seek permission to photograph premises, < Jrc., a proof is shown and an order solicited. Payment in full or a deposit is re- quested at time of giving the order. Very con- siderable difficulty is experienced in obtaining the pictures. ( No. 186807.) RMTTH k CO.. alias NORTH k CO., and THOMAS SMITH PAYNTER.— Advertise* home employment. The nature of the work is to retail for 2s. a nickel pen and nencil case, which is supplied at Is. Id. The article i* practically useless. Fred Pavnter was recently sentenced to 12 months hard labour for this fraud. He appealed, but the appeal was dis- missed.— POLITE GAZETTE, 24th February. 1893. ( « continued)— SPANISH SWINDLE.— Thi « fraud ha « many phaaea, the most common being a sum of money either buried in the ground or impounded somewhere on account of debt, which, on being released, is to be divided between the swindler or his " orphan daughter" and the dupe.— POLIC* GAZKTTE, 21st October, 1898. ( No. 183560.) D. STEVENS or DA VIES, & c., The Laurels, West Drayton, Middlesex.— Dealer in birds, which he advertises for sale, but fails to supply for some time. Usually makes excuse that orders arrive faster than he can satisfy them. ( No. 170194.) STRAMONIUM CIGARETTES; CEMENT AND MARKING INK FRAUD.— The swindlers call upon shopkeepers and induce them to become agent* for the sale of Stramonium, Bronchial, and other cigarettes, marking inks and cement. — POLICE GAZETTE, 2nd May, 1902, and 16th October, 1908. ( No. 85057.) TANQUEREY, A., Paris.— Free portrait swindle. Writes prominent persons— and others— asking them to send their photograph, and promising bo make an enlargement free. Before sending the picture he demands money for, either ( a) cost of a suitable frame, or ( 6) cost of pack- ing case and transit. In either case the sum asked is exorbitant, and more than covers the whole cost of production. Unless the money is sent, photograph is neither returned nor promise fulfilled.— POLICE GAZETTE, 21st September, 1900. ( No. 74139.) THEOBALD & CO., THE HOME EMPLOY- MENT CO., of Albemarle Works, Hounslow.— Theobald deals in toys and cheap photographic material, < fcc. Advertises " Home Employment," receives deposit on articles sent, finds fault with work submitted, refuses to pay for it, and ap- propriates the deposit money. ( No. 96830.) VARNEY, 40 Angel Lane, Stratford.— Sometimes advertises in the name of HUMMEL.— Deals in live stock, Ac. Very dilatory in his business methods, and makes plausible excuses when com- plaints are received. ( No. 143164.) NOTE. For the information of Police and for their guidance, it is to be noted that there is a tendency among certain doubt- ful traders to dispose of the letters they receive in answer to their adyertisements to other doubtful traders, either by sale or exchange- The signature is then cut from each letter, affixed to an artfully worded circular and sent to the writer. The recipient frequently writes Police to enquire how his or her signature came into possession of sender, or suggesting that it has been forged- Very many how- ever seeing their own signature imagine that the firm is genuine, and so are easily deceived. A native of Wandsworth. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON- 7.— For forging and uttering an authority for the payment of £ 8 8s.— WILLIAM GUELPHS RUT- LEDGE, age 26, height 5 ft. 8 in., slight build, complexion fresh, hair and heavy moustache light, eyes grey; wearing dark clothes. A solicitor's clerk; native of London. May be found in com- pany of socialists. Absconded about 8th December, 1908. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. CHESHIRE- 8.— Birkenhead ( Borough).— For stealing £ 49 16s. 9d., monies of a burial aid club, of which he was secretary and treasurer— WILLIAM McKNIGHT, age 25, height 5 ft. 4 or 5 in., complexion fresh, / hair ( bushy in front) dark, clean shaved; dress, blue serge suit, tight fitting trousers, cap. A lamplighter; native of Birken- head. Will probably attend socialistic meetings. Absconded 18th ult. Warrant issued. Information to the Chief Constable, Birkenhead. DERBYSHIRE- 9.— Chesterfield ( Borough).— For stealing, from her lodgings, 9th inst., a lady's brown satin cloth three- quarter length coat, brown velvet trim- mings, brown and white striped lining, brown buttons, 2 patch pockets outside; 1 cotton blouse, white spots, black ground— SELINA THOR- LEY, age 18, height about 5 ft., complexion fresh, hair brown, suffers with swollen legs; may be wearing the stolen property. A native of Mosboro'. She was discharged from the Chester- field Union Workhouse, 1st ult., and may go into a similar Institution. 10 — Chesterfield ( Borough).— For stealing from his lodgings, 15th inst., a Jubilee sovereign, mounted as pendant— THOMAS SPEED, age 18, height 5 ft. 5 in., complexion fresh, face pock- marked, hair dark brown, eyes brown. A native of Chesterfield. Has served in the Militia and may endeavour to re- enlist. A good mouth organ Dlayer, and may be found playing in the streets or public houses. Information to the Chief Constable, Chesterfield. DORSETSHIRE. 11.— Wimhorne ^ County).— For failing to surrender to his bail at Dorset Assizes, 15th October, 1908, charged with rape— GEORGE JAMES SAMMARS, age 39, height 5 ft. 8 in., complexion dark, hair dark brown ( inclined to curly), moustache and full beard, may now be clean shaved, eyes dark, scars top of head, one little finger deformed; dress, blue serge jacket and vest, cord breeches, leather gaiters, black soft f « lt hat. A native of Horton, Wimborne. Absconded 13th October, 1908. Warrant issued. Information to Supt. Ricketts, Wimborne. DURHAM. 12.— JarrOW ( County).— For attempting to carnally know a girl under 13 years, Nth ult.— A MAN, age 20 to 24, height 5 ft. 6 or 7 in., long pointed face, hair red, curled on forehead, projects from under cap, clean shaved, walka smartly, of good address; wearing very long grey overcoat, stripes 2 ins. apart, slit pockets, light cap, boots with pointed toes, probably wearing a muffler. Appearance of a theatrical. Warrant issued. Information to Supt. Dryden, Jarrow. ESSEX- 13.— Grays ( County).— For stealing a box ol Woodbine cigarettes and £ 1— GEORGE TRUE, Office No. S/ 776U7, age 28, height 5 ft. 5 in., complexion fresh, hair light brown, eyes hazel, " B. B. R. H. A.," horse's head, flowers, bust of female, Crucifix, dagger, " DEATH BEFORE DISHONOUR," & c., right, woman, American eagle and shield left forearm, " T. M. R." on left fingers. U.— Southend- on- Sea \ County).— Vov stealing £ 3 12s. from his lodgings, 21st ult.— ALFRED SMITH, age about 22, height 5 ft. 6 in., complexion fresh, long thin face, hair light browu, slight moustache light, eyes blue; aress, dark jacket suit, bowler hat, blue Melton overcoat, velvet collar, black bow tie, spring side boots ( pointed). Represents himself to be a signalman on the L. T. & S. Railway. Supposed wanted elsewhere. Warrant issued. Information to Supt. Pryke, Southend- on- Sea. GLA MORGA NSHIRE. 15.— Cardiff ( City).— For housebreaking, 21st ult., and stealing a lady's gold drees ring, set 3 diamonds and 2 rubies, alternately; 1 turquoise and marquise ring, shield shape on back ( 1 tur- quoise missing); 1 lady's 22 ct. gold dress ring, set large diamond, gipsy setting; 1 lady's thin gold ring with shield, " V. H. S." thereon; 1 thin gold expanding bangle, filigree work on front, set several small pearls ( few missing); 1 gold pin, size oi 3d. piece, set pearl centre; 1 gold heart shape pendant, large diamond centre, cluster of smaller ones around; 1 long plain gold brooch, " N. C. T. L." thereon; and a gold brooch, " CHAIR- MAN" and " N. C. T. L." thereon— Supervisee CHARLES CLARKE, alias GILBERT and AMEY, Office No. 2623- 02, age 29, height 5 ft. in., complexion fair, round face, hair brown, eyes black, light eyebrows, clean shaved, of smart appearance, " C. C." right and girl's head left fore- arm, walks erect; dress, dark suit, long grey over- coat, light cap ( sometimes wears a bowler), carries kid gloves. A galvaniser; native of Glasgow. Sen- tenced at Derby Sessions, 17th October, 1906, to 12 months hard labour and 3 years supervision for housebreaking. Liberated 31st August, 1908. Has been convicted at Birmingham, Bristol, Liver- pool, and Warwick.— JAMES KITCHEN, alias GIER, MACK, BURKE, BIRD, & c., age 42, height 5 ft. 6 in., strong build, complexion dark, full face, hair and eyes brown, heavy moustache dark, hairy patch from right eyebrow to hair, 2 burn scars left forearm; dress, dark suit, blue Melton overcoat, bowler hat, brown boots, carries gloves. These men are expert afternoon house- breakers, usually effecting entrance by forcing the front door with a jemmy. They are likely to be found living together in private lodgings, and passing as commercial travellers. Warrants issued. Information to the Head Constable, Cardiff. HAMPSHIRE- 16. - Bournemouth ( County).— For stealing an overcoat ( recovered)— A MAN, age 21, height 5 ft. 3 or 4 in., slight build, complexion fair, thin face, hair brown, clean shaved, near- sighted, several front upper teeth missing; dress, blue suit, light cap, wiiite and pink bow tie. A waiter. Information to Supt. Hack, Bournemouth. 17.— Winchester ( City).— For non- payment of £ 5 8s., bastardy arrears— WILLIAM JAMES MAY, alias GUS HARDING, age 32, height 5 ft. 6 in., complexion fresh, hair brown, eyes blue, cut scar top of head ( 2 ins. long), " W. May" tattooed inside left forearm, bust of female inside right arm. A stage carpenter; supposed a native of Portsmouth. Last heard of touring in Scotland. Warrant issued.
