All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified, hi all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s to 10s. A remittanct of 5s. should be made in the first instance for cost of engraving sketches. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or hit immediate deputy, of the county, city, or borough, as the case may be. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. TIOKTS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11 Announcements for the Friday issue should be forwarded so as to bt received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only: they must be in the usual form, and accompanied by a covering letter. 12. AU payments must be tn advance, either at the office, Xtxe Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Pott Office. 13 The Space being limited, announcements concerning " Missing Persons ' are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such in » er/ i » n ( if accepted) will be given on application. 14. All copies of the POLICE GAZETTE re- transmitted by Polite Forces should be prepaid at the ordinary rate for printed matter sent by post within the United Kingdom. UNDER the existing arrangements the finger impressions will be taken, and recorded at the Finger Print Department, Convict Supervision Office, New Scotland Yard, of all persons convicted as follows: — ( a) All persons coming within Section 5, 7, or 8 of the Prevention of Crimes Act, 1871. ( b) All persons, at Assizes or Quarter Sessions, sentenced to not less than one month's im- prisonment, without option of a fine, for any of the offences shown below. ( c) All persons, at Petty Sessional, Police, or Stipendiary Magistrate's Court, sentenced to more than one month's imprisonment, with- out option of a fine, for any of the following offences:— Aliens ( Sec. 3 Aliens' Act of 1905). Arson. Assaults with intent to rob. Attempted burglary. Attempted larceny. Attempts to break into churches, houses, shops, warehouses, & c. Attempts to obtain goods and money by false pretences. Bankruptcy offences. Being found on enclosed premises. Breaking into churches, houses, shops, warehouses, & c. Burglary. Cattle stealing. . Coining. Conspiracies of all descriptions. Embezzlement. Entering with intent to commit a felony. Extortion by threats. Felonious wounding. Forgery. Fraud. Frequenting. Horse stealing. Housebreaking. Importuning male persons to commit un- natural offences ( Vagrancy Act, 1898, Sec. 1, par. b). Indecent assault on female. Larceny. Mental degenerates. Obtaining goods and money by false pre- tences. Possessing housebreaking tools. Procuration of women and girls. Prostitution, living on proceeds of ( Vagrancy Act, 1898, Sec. 1, par. a). Receiving. Robbery. Sacrilege. Sheep stealing. Shopbreaking. Suspected person. Unlawful possession. Uttering counterfeit coin. Warehousebreaking. But all offenders of the first Division, and such of the second Division as have never been pre- viously convicted, are exempted from this order. In order to avoid the retention of useless records in the Finger Print Department, the Registrar of Habitual Criminals would be glad if the Chief Constables of Counties, Cities, and Boroughs, will, in future, notify the death of any criminal who has been finger- printed. The notification should contain the full name and aliases, particulars of conviction, or con- victions if possible, also the No. published in the list of Habitual Criminals. SPECIAL NOTICE. DISTRIBUTION OF THE " POLICE GAZETTE." The attention of Chief Constables is called to the following, with regard to the re- transmission of copies of the POLICE GAZETTE: — " Postage should be prepaid at the ordinary rate for printed matter on all copies of this GAZETTE sent by post within the United King- dom, except such as are despatched in proper course from a Metropolitan Government Office, or from the Publishing Office of the GAZETTE. Copies sent abroad should be prepaid at the rate of a halfpenny for every two ounces." APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT 1.— B Division•— For being concerned with Joseph Martin Gontier ( in custody), in stealing an 18 ct. massive diamond bracelet, oval centre, set cluster of large brilliants, hinged band, set smaller stones in oblong panels, scroll centres, set in silver and platinum, composed of about 300 stones, gold clasp fastening— A MAN, age 28, height 5 ft. 9 or 10 in., slight build, complexion sallow, hair light, long thin nose, small red pimple bottom of right side, extended nostrils, high cheek bones, thin lips; dress, blue serge jacket suit, hard felt hat, may be wearing brown mixture suit, green Alpine hat with bow at back. Supposed a French- man. 2.— D Division.— For obtaining £ 95 by false pretences ( concerned with William Smith, alias Nelson and " Scotch Willie," in custody)— EDWARD EDWARDS, alias OLIVER, FRAN- CIS, and EDGAR FOURNIER, a Frenchman, Office No. 1310- 04, age 33, height 5 ft. 6i in., complexion fresh, hair dark brown, eyes hazel, scar right cheek, piece out of nose; dress, dark jacket suit, light mackintosh, usuallv respectably dressed. Warrant issued. 3.— p Divisionm— For obtaining, by false pretences, 12th inst., a horse, trap, and harness ( recovered)— GEORGE RUSSELL, alias CUR- LTS, age 35 to 40, height 5 ft. 7 or 8 in., com- plexion sallow, hair dark brown : dress, long brown overcoat, grey striped trousers, light tweed cap. A chimnev sweep ; native of Brockley. Warrant issued. 4.— x Division•— For stealing a post office savings bank book and for^ erv— PHILIP COPOCCI, alias PETER AT. VERS, Office No. 2597- 97, age 28, height 5 ft. 8f in., complexion fresh, hair and eyes dark brown, scar top of nose. Sentenced at Birmingham Sessions, lst July, 1903, to 4 years penal servitude for larceny ( lodger). Known to Police of Oldham, Worcester, Liverpool, Chorley, Wigan, Birkdale, Preston, Lancaster, and Manchester. A native of the Canary Islands. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. A BEROEC NSHIRE. 5.— Aberdeen ( City).— For stealing, 28th October last, 2 chains and 2 seals ( re- covered); 1 15 ct. gold albert, single, open curb pattern, weight 1 oz. 10 dwts. 18J grains, A. C. Co." stamped on bar; 1 gold seal, chain pattern top, stamped " A. W." and Hall mark, dark stone on either side of a revolving disc— R. G. NISBET, age about 30, height about 5 ft. 8 in., complexion sallow, hair black, clean shaved, eyes dark blue; broad nose, top of one forefinger smaller than the other: dress, Lovat knicker suit, cap to match, purple tie, fine Balmoral lace boots, wear- ing yellow metal watch and silver albert. Stated he was a medical doctor; native of Cornwall. He 2 APPREHENSIONS SOUGHT ( mmtinned)— obtained the chains and seals on the pretence that he was one of a committee entrusted to make a selection for a presentation. Two of the chains and seals were sent by post to an Aberdeen pawnbroker, and he obtained an advance by telegraph. For about 14 months prior to 14th ult., he resided at Diabaig, Torridon, Ross- shire, and there repre- sented himself to be a medical doctor with means. On the last- mentioned date he left, and two days later he was seen in Edinburgh. He has also pledged 2 new waterproof coats, and these may have been obtained by similar means. Warrant issued. Information to the Chief Constable, City Police, Aberdeen. BERKSHIRE. 6.— Reading ( County).— For stealing from his lodgings, llth uist., at Pangbourne, a lady's gold ring, set 2 diamonds and 3 sapphires; 1 gold chain locket; 1 coil imitation pearls; 1 small rolled gold bangle; 1 chain of red coral beads; 3 brooches, set brilliants; 1 silver lever watch, " G. K. F." en- graved on outside case— HERBERT — age 25, height 5 ft. 7 in., complexion and hair dark, red speck side of nose, right side of face slightly blotched; dress, brown jacket and cap, light fancy vest, small flowers on front, navy blue trousers, brown boots, carrying gloves. Warrant issued. Information to the Deputy Chief Constable, County Police, Reading. 7.— Windsor ( Borough).— For obtaining, by false pretences, 18th inst., a double- barrelled ham- mer gun, English make, back action, half pistol grip, plain steel barrels, snap fore- end, walnut stock, has a number on barrels adjoining action, also on trigger guard; 1 dark brown leather case, 32J by 9 ins., with brass corners, screwed on, and brass lock; 40 cartridges, Eley's No. 12, red ca^ e, with " The Windsor Castle, A. E. Warren, Wind- sor" printed thereon— WILLIAM HURLEY or WILLIAM JAMES WILSON, age 50, height 5 ft. 10 or 11 in., stout build, hair medium colour, large coarse features, prominent nose, speaks in very low tone; dress, dark suit, blue overcoat aaid brown Alpine hat. He took lodgings in the dis- trict, where he gave the name of Wilson, and stated he was a olerk at the London and County Bank, and required rooms for about 4 months. He afterwards went to a gunsmith, to whom he gave the name of Hurley, stated he was Courier to H. M. the King, and wished to purchase a gun as a present for his son. After selecting a gun, case, and some cartridges, he suggested they be taken to his address in order that his son might see them. Absconded 19th inst. Warrant issued. Information to the Chief Constable, Windsor. CHESHIRE. S.— AHrinoham ( County).— For obtaining ill 14s., by false pretences— J. MATHER, alias G. HUGHES, age about 24, height 5 ft. 7 or 8 in., complexion fresh, high cheek bones, hair light brown, clean shaved, large mouth; wearing dark clothing, black hard felt hat, marquise ring, set brilliants and diamonds, carried a dirty brown hand bag, about 14 ins. long. He calls upon stationers, represents himself as a son or representa- tive of a firm of penmakers, Birmingham, obtains large orders, and supplies pens purporting to be made by the firm, but afterwards found to be of inferior make. Warrant issued. Information to Supt. Okell, Altrincham. 9.— Crewe ( County).— For obtaining food and lodgings by false pretences— DAVID BENNETT, age 23, height 5 ft. 8 in., complexion fresh, hair dark, clean shaved, black pimples right cheek bone, one over each eye, of Jewish appearance; dress, dark striped suit, tight fitting trousers, new broad pattern tie, hard felt hat, lace boots. Warrant issued. Information to Supt. Pearson, Crewe. 10 Dukinfield ( Cour, ty\— For obtaining £ 1 4s. by false pretences, llth inst., by representing that a piece of linoleum was double the measure- ment it actually was— PETER ASPINALL, age about 22, height about 5 ft. 5 in., slight build, complexion fresh, hair brown ; dress, brown suit, cap, lace boots. A native of Preston, Lanes. He travels the country hawking oilcloth and linoleum with a dark brown horse and a light trap, painted dark colour, " Peter Aspinall, Stockport," painted thereon. Well known in Lancashire. Warrant issued. Information to Supt. Croghan, Dukinfield. 11 — Hazel Grove ( County).— For embezzl- ing £ 1 6s. at High Lane, Marple, between 19th ult. and 12th inst.— GEORGE RICHARDSON, age 50, height 5 ft. 8 or 9 in., complexion fresh, hair ( turning grey) and moustache brown; dress, long brown overcoat, grey jacket, cord vest with sleeves, grey tweed trousers, grey cap, composition collar, strong lace boots. A cab driver or ostler; native of High . Lane, Maipie. Warrant issued. Information to Supt. Dutton, Hazel Grove. 12.— Liscard ( County).— For housebreaking, 17th inst., and stealing a gold bracelet; 1 9 ct. gold curb do.; 1 15 ct. gold do., gate shape, locket attached, inscription, " Presented to Mrs. Drury, on the occasion of her marriage, by the Members of Egremont Institute, April 30th, 1902," thereon; 1 quarter guinea, date 1760; 1 Kruger half- sovereign; 1 lady's 18 ot. gold watch, gold dial, open face; 1 do. 9 ct. gold albert; 1 do. 18 ct. gold engagement ring, set 5 small dia- monds, claw setting; 1 do. 15 ct. gold dress ring, set small diamond; 1 18 ct. do., set large Burmah ruby in centre, 3 diamonds each side; 1 gold bar brooch, small diamond in centre; 1 do. gold locket, oval, set brilliants, one side containing photographs of a little girl and gentleman, small gold neck chain attached; 1 gold pin, round, set blue and red stones; 1 do., oval, set blue stone; 1 do. gold coloured masonic pin; 8 silver sports medals ( 3 gold centres, some had " W. Johnson" and some " W. J." thereon); and £ 19 12s.— TWO MEN ( lst, age about 19, height 5 ft. 6 in., stiff build, very red face, hair brown; wearing three- quarter length fawn coloured overcoat, dark grey cap. 2nd, age 23 to 24, height 5 ft. 8 in., slight moustache dark; wearing green rainproof overooat, black hard felt liat). Information to Supt. McHale, Liscard. 13. — Stockport ( Borough).— For obtaining 9s. 7£ d. by false pretences, 5th October last— JAMES WHITE, alios BERNARD WARD, age about 26 ( looks older), height about 6 ft., com- plexion pale, hair light, clean shaved, of good address, pleasant manner; wearing dark clothes, brown leggings. Had with him a black bag, con- taining instruments. He called upon farmers, & c., stated he represented a Liverpool firm of manu- facturers of a weed and moss destroyer, obtained orders and payment, but failed to deliver the goods. He also takes apartments and represents himself as a chiropodist, manicurist, and masseur, receives payment in advance for several months' treatment, but fails to carry out the contract. May be using an assumed name. Warrant issued. Information to the Chief Constable, Stockport. ESSEX. 14 — Brentwood ( County).— For embezzling £ 1 Is. 4d.— WILLIAM KING, age 22, height 5 ft. 8 or 9 in., slight build, complexion fresh, hair and slight moustache very dark; dress, blue serge suit, dark grey cap. A milkman; believed a native of Hackney. Was an inmate of the Hackney Board of Guardians' Training Schools at Brentwood till September, 1901. Warrant issued. 15.— Brentwood ( County). — For stealing ( bailee) 13s. 6d.— ERNEST BRUCE, alias ERNIE STUBBS, age 24, height 5 ft. 7 in., slight build, round shoulders, complexion fresh, rather thin face, hair dark brown, slight moustache dark, may be clean shaved; dress, rusty blue suit, shabby genteel appearance. An ex- Postman; native of Mountnessing. Warrant issued. Information to Supt. Marden, Brentwood. 16. — Southend- on- Sea ( County). — CHARLES DICKS, Case No. 17, 18th inst., de- ceased. 17.— Colchester ( Borough).— For stealing, 16th inst., a snake ring, set with 2 small diamonds for eyes; 1 lady's small diamond ring; 1 do. old- fashioned ring, monogram on outside, set diamond in centre, square setting; 2 ladies' rings ( recovered, in pledge)— A MAN, supposed WILLIAMS, age 25 to 30, height 5 ft. 8 or 9 in., complexion sallow, blotchy face, hair brown, clean shaved; dress, dark frieze overcoat ( double- breasted), light grey suit, green cap, brown scarf. Left behind a bunch of 4 door- keys on a split ring, with a brass tablet ( circular), " No. 14 " inscribed thereon, attached. Information to the Chief Constable, Colchester. GL OUCES TERSHIRE. 18. - Bristol ( City).— For stealing, 28th ult., a light weight motor bicycle, marked " N. S. U." on tank at side, identification plate, " F. J. 67," a particularly small machine, in good condition— — SMITH, age about 30, height 5 ft. 2 in., hair and moustache light brown; dress, green mackin- tosh, tweed cap, black puttie leggings and boots. In possession of a motor driver's licence, in name of Harry Sidney Miller, issued at Bristol. He called at the shop of the Quadrant Cycle Company and stated he wanted to purchase a motor bicycle, he was shown one, obtained permission to try it, and rode away. W arrant issued. Not to be arrested out of the United Kingdom. 19.— Bristol ( City).— For obtaining money, food and lodgings by false pretences, between 28th ult. and llth inst.— CAPTAIN KELLIE, alias E. M. F1TZROY KELLY, age 37 ( looks much older), height about 5 ft. 9 in., slight build, complexion fre& h, hair ( thin on top) brown, heavy moustache sandy, Roman nose, thin white hands, of good addre66; dress, navy blue suit, double- breasted jacket, 2 rows of brass buttons, " Royal Victoria Yacht Club " thereon, brass buttons on vest, turned down collar, black tie, old brown boots, gold chain, 3 stone diamond ring ( 1 stone missing) on right little finger, when out he wore an old speckled grey overcoat and dark cap, may now be wearing new clothing. He represented that he was employed by the British Seamen's and Stewards' Asociation, London, and had opened a branch in this City. He also stole a cheque book on Lloyd's Bank, St. George's, Bristol, Branch, containing 4 cheques, one of which has been negotiated at Salisbury and one at Saltash, Nos. of other two 065933 and 065934. Warrant issued. Not to be arrested out of the United Kingdom Information to the Chief Constable, Bristol. HAMPSHIRE. 20.— Ringwood ( County).— For stealing £ 7' 5 14s. 7d. ( monies of a slate club), 14th inst.—- HARRY FOPE, age about 41, height 5 ft. 10 in,, complexion rather dark, hair and moustache ( clipped) dark brown, slightly lame right leg, scars thereon; dress, light grey check suit and cap, light blue tie, dark overcoat, carried a brown leatner kit bag. Warrant issued. Information to Supt. Mayes, Ringwood. 21. Portsmouth ( Borough).— Vor stealing, 10th inst., a plain gold bangle, plain gold heart thereon; 1 lady's plain gold ring, " Mizpah " there- on; 1 do. gold dress ring, set 5 salmon coloured stones; 1 do., pearl m centre ( diamond shape), turquoise each side; 1 silver ring, set 3 pearls in centre, 3 blue stones each side; 1 small gold cross; 1 lady's silver brooch, half moon shape, surrounded with brilliants; 1 do. heavy long gold guard; 1 gold curb albert, spade guinea attached— TWO MEN ( lst, age about 50, height 5 ft. 6 or grey) dark, clean shaved; wearing dark overcoat, light motor cap. 2nd, age about 28, height 5 ft. 8 in., slight build, complexion pale, hair believed dark; wearing dark overcoat, motor cap or hard felt hat). They engaged rooms at a boarding house and represented that they were employed by a London firm doing electrical work in the Dockyard here. One man engagsd the occupier in conversation while the other stole the above articles. Information to the Chief Constable, Portsmouth. HER TFORDSHIRE. 12— Hitch in ( County).— For stealing £ 50 ( monies of a Sick Benefit Society, of which he was secretary)— WILLIAM WELLS, alias GODBE- IIEAR, age 25 to 30, height about 5 ft. 4 in., complexion fresh, thin features, pock marked, hair brown, moustache light, eyes hazel, nose has been broken, abscess scar right side of face; dress, dark suit, grey overcoat and cap. A metal turner; believed a native of Battersea, London. Has been a sailor and professional boxer. May be found selling mechanical toys. Warrant issued. Information to the Deputy Chief Constable, Hitchin. 23.— St. Alhans\( County).— For stealing IBs. 3d.— B. MITCHELL, ' age 30, height 5 ft. 7 or 8 in., complexion pale, full face, hair dark, clean shaved, Jewish accent; wearing grey mixture over- coat, black hard felt hat. A native of Camden Town, London. Carried a bag or trinket case. He sold some mock jewellery, was handed £ 1 in payment, and absconded with the balance. Warrant issued. Information to Supt. Reed, County Police Station, St. Albans. KENT. 24.— Chatham { County).— For obtaining, by false pretences, a banker's cheque and order for payment of £ 48 8s. 6d. and £ 1 lis. 6d. ( viz., that he was about to develop a dairy farm)— FRED- ERICK HARDY RUFFLES, age about 49, height 5 ft. 7 or 8 in., complexion and hair dark, bushy eyebrows, prominent chin, impediment in speech; dress, dark suit, dark grey overcoat, black ( polished) leggings, black bowler hat, purple tie ( spotted). MOIR, age 34, height 5 ft. 3 in., complexion and eyes dark, hair and moustache dark brown, slightly deaf left ear, addicted to drink; dress, dark suit and overcoat, dark tie, hard felt hat, lace boots.
