All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR o » THI POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. I. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5- 1 to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer oi police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by- counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11 Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than. Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 1' 2. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13 The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. THB EDITOR, New Scotland Yard, London, S. W. SPECIAL NOTICE. METROPOLITAN POLICE. For many years past the Metropolitan Police have received complaints from all parts of the United Kingdom concerning what is known as the " Cigarette, Cement, and Marking Ink Fraud." The swindlers travel the United Kingdom, call upon small shopkeepers, of almost every trade, and, introducing themselves as travellers, partners, or heads of the firm, induce the victim to become an sigent for the sale of " The Stramonium Cigarette," " The Bronchial Cigarette," " The Herbal Cigarette," " The Eucalyptus Cigarette," " The Jubilee Marking Ink," " The Whitby Jet Marking Ink," " The Cosmo- politan or Crown Cement,'" < fcc. Among the inducements held out are the following:— ( I) The tradesman to be appointed sole District Agent. ( II) To be supplied with an Automatic Supply Machine or Glass show case. ( III) To have hi* name, < fcc., as Local Agent, printed on paper bags and advertised in the Local Press. ( IV) To receive a salary as District Agent in addition to his profits on sales. ( V) To have his money refunded for goods not sold within a given period ( 6 weeks often mentioned). Upon effecting a sale the swindler produces some printed bills, and in giving a receipt, generally allows the first quarter's salary as a discount. He then sometimes arranges that the goods are not to be put on sale till the arrival of the show card, show case, or automatic machine, whichever has been promised. The following names have been given by the " travellers" when interviewing their victims:— H. Perry, C. J. Rose, S. Wilson, A. Smith, W. R. Snell, B. W. Myers, D. Myers, J. De Costa, Jonas Ellis, W. Collings, M. Morris, J. Hunter, D. Stephens, J. Henry, alias Hunnett, J. W. Graham. E. P. Corder, W. Bull, John Barnett, M. Adam, H. Barker, J. H. Guthrie, M. Roberts, J. Benjamin, Dunlop, J. Butt, T. W. Collins, & c. The addresses given are mostly in the East End of London, and it has been ascertained that, in some in- stances, an unfurnished room has been engaged in order that letters may be addressed to the house, and arrangements have been made for the letters to be forwarded upon receipt of an address to which they can be re- directed ; but no furniture or other property of the swindlers is ever left at these accommodation addresses. Sometimes the name and address of a supposed firm is given in London, e. g., E. Ware < fc Co., 38 Beaumont Street; Rose Isaacs. 6 Beaumont Street; Collins < fe Sons, East Dulwich; Stramonium Company, 3a Shandy Street; M. Adams, 3a Shandy Street; but inquiry has proved that no such firms exist. Two addresses in St. Peter's Road or Cephas Street, Mile End, have been used, but the occupiers, although engaged in the manufacture of stramonium or Eucalyptus cigarettes, disclaim any connection with the swindlers, and state that they have no travellers. Notices concerning these frauds have appeared at intervals in the POLICE GAZETTE, viz.:— Case No. 15, 15th August, 1884 ; No. 94, 17th October, 1884; No. 108, 14th November, 1884 ; No. 51, 4th June, 1886; No. 5, 7th July, 1899; Special Notice, 8th December, 1893; Case No. 54.28th May, 1897; No. 4, 4th February, 1898; and Special Notice, 25th January, 1901, & c. Several successful prosecutions have taken place in different parts of the United Kingdom. In view of the widespread extent of the operations of this fraud Police may wish to give publicity to this warning through the columns of the various local newspapers. Case No. 53, POLICE GAZETTE, 21st August, 1908, gives description of Man wanted for this class of offence. It may be added that several notices have also appeared in Truth. The Metropolitan Police can take no action unless process is first obtained. The above Special Notice is reprinted in consequence of the continued activity of the swindlers and the frequent com- plaints received from all parts of the United Kingdom. Police are urged to take such steps as are possible to make the nature and methods of the fraud known, and to warn the Public against it, as suggested in the notice. Complaints do not generally reach Police till after the disappearance of the swindlers, thus making it more necessary that the Public should be put well on their guard. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT 1— Convict Supervision Office.— For failing to report— Licence- holder GEORGE CLARKE, alias BRIGGS and THOMPSON, a Scotchman, Office No. 252- 96, age 37, height 5 ft. 5 in., complexion fresh, hair brown, eyes grey, mole right cheek, flower and star left forearm, ring 2nd left finger. A fitter. Sentenced at Liverpool Assizes, 4th May, 1904, to 3 years penal servitude for housebreaking. Liberated on 2nd licence, 23rd ult., which expires 28th prox. e 175. Reported at Manchester, 25th ult., proceeding to London, and has failed to report here. May be dealt with where found. 2.—| f Division.— For fraudulently convert- ing j£ 10 to his own use, 25th May", 1908— ALFRED GEORGE PULLEE, alias SMITH, age 38, height 5 ft. 6 in., oomplexion fresh, thin face, hair and moustache light, eyes grey, scars back of neck, right side of head, and both legs; dress,, dark grey check jacket suit and cap, heliotrope tie, new lace boots, silver watch, white metal chain. A stevedore; native of London. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. BERKSHIRE. 3.— Wokingham ( County).— For embezzle- ment and larceny ( servant)— WILLIAM LIN- COLN, age 38, height 5 ft. If in., com- plexion fair, hair light brown, eyes brown, scar and mole right jaw. A commercial traveller in the grocery and drapery trade; native of London. Last heard of at North Chapel, Sussex. Warrant issued. Information to Supt. Goddard, Wokingham. CHESHIRE. ± — Altrincham ( County).— For embezzling £ 39 17s. 7d.— RICHARD HURST, age 33, height 5 ft. 9£ or 10£ in., slight build, complexion sallow, high cheek bones, sunken cheeks, hair and eyes dark brown; dress, dark grey worsted jacket and vest, small plaid trousers, dark tie, black hard felt hat, lace boots. A grocer's manager; native of Longton, Staffs. Warrant issued. Information to Supt. Okell, Altrincham. 5 - Crewe ( Comity).— JOE HARGREAVES Case No. 16, 1st May last, not now wanted for offence here, having been sentenced at Warwick Quarter Sessions, 20th inst., to 3 years penal servi- tude. 6 .— Macclesfield ( County).— For assault on Police— WILLIAM HALL, alias BURGESS, age 31, height 5 ft. 8 in., complexion fresh, hair light brown, eyes blue, cut mark centre, and large cut scar 3 ins. long right side of forehead, fleshy mole near left ear, blue dot back, and half bracelet left wrist, dots between left thumb and forefinger. DEVONSHIRE. 7.— Exeter ( City). - For converting £ 4 10s. to his own use— J. DART SAUNDERS, age 28 to 30, height 5 ft. 5 to 7 in., rather slight build, complexion, hair ( wavy) and moustache dark, rather long features, very plausible; dre6S, navy blue suit, light cap, leather wristlet with small watch, chamois leather gloves. A collector and canvasser, lately, employed by the Law, Car and General Insurance Company. Warrant issued. Information to the Chief Constable, Court House, Exeter. 8. - Plymouth ( Borough).— For failing to re- port— Licence- holder JOHN WILSON, alias WELSH, FORYARG, and GEORGE SWEENEY, an Irishman, Office No. 2658- 01, age 44, height 5 ft. 10 in., complexion fresh, hair light brown, eyes dark blue, heart and dagger right, anchor left forearm, cross back of left hand. Sen- tenced at Maidstone Assizes, 17th February, 1904, to 5 years penal servitude for robbery. Licensed 29th May last. Z e 166. No. 98316, Charles Goodyear " stamped on waist— A MAN. age about 33, height 5 ft. 5 in., complexion fair, hair light brown, moustache ginger; drees, dark jacket and ve6t, light grey trousers, brown boots. Terry, Braintree. 10. — Cuichester { County).— For obtaining £ 3 10a by false pretences, at Harwich, 2nd inst.— THOMAS ROBINSON, age 40 to 45, height about 5 ft. 8 in., complexion and heavy moustache dark, hair ( turning grey) dark brown, eyes grey; dress, blue serge suit, dark brown cap, lace boots, of military appearance. A sawyer. Had in his possession a reference from a building contractor at Dundalk, where he stated he had been employed. Warrant issued. Not to be arrested out of the United Kingdom. Information to Acting Supt. Parrott, County Police Office. Colchester. 11.— Wit ham ( County),— For stealing ( bailee), at Coggeshall, a bicycle ( recovered)— GEORGE SUTTON, age 22 to 24, height 5 ft. 8 in., fairly stout build, complexion and hair dark; wearing dark clothes. A brickmaker's labourer; native of Braintree, Essex. Is a Reservist of the Royal Garrison Artillery. Warrant issued. 12.— Wltham ( County).— For stealing from his lodgings, 23rd inst., at Feering, a silver watch ( old). 1 hand missing, main spring broken— GEORGE FRASER, age about 28, height about 5 ft. 8' in., complexion fresh, hair brown, slight mous- tache light, eyes grey, 2 front upper teeth decayed; dress, brown jacket and vest, grey trousers and cap, brown lace boots, wearing a double watch chain. Stated ha was a steward on the Orient boats. Warrant issued. Information to Supt. Lennon, Witham. GLAMORGA NSHIRE. 18.— Neath ( Cmmty).— For obtaining £ 4 4s. by false pretences, at Cadoxton, 22nd inat.— P. ROBSON ( supposed false), age about 31, height 5 ft. 4 or 5 in., complexion and eyes dark, hair ( bushy in front) black, clean shaved, top of right index finger missing, Scotch accent; dresa, blue diagonal, serge suit, white tie, blue and white striped muffler, bowler hat or greenish cap, black leggings, lace boots, wearing a watch, " Kaltan- bach, Llanelly" thereon, silver chain, pendant, heart shape in centre, initials " M. D." thereon, attached. He called at factories, laundries, collieries, & c., and represented himself to be an Inspector to the Board of Trade or a Boiler Inspector, with instructions to visit the premises and machinery, and report thereon. In this case he made a careful examination and reported that the building and machinery were in compliance with the exception of a pulley, for which he charged £ 1 Is., and £ 3 3s. for the inspection. He signed a receipt for the above amount, " P. Robson, E. N. E." Warrant issued. 14.— Neath ( County).— For stealing ( bailee) £ 9 10s., 22nd inst.— HAROLD PRINT, age about 25, height 5 ft. 6 or 7 in., inclined to round shoulders, complexion pale, hair dark brown, clean shaved, eyes blue, thick lips, large mouth, addicted to drink; dress, brown plaid suit, green stripe, grey cap, green tie, lace boots. A time- keeper or ship's steward; native of Birmingham. Believed to have been employed at Willesden. May endeavour to join a ship as steward. Warrant issued. 15. — Neath ( County).— For obtaining £ 1 10s. by false pretences, 15th ult., at Llanrhidian— ALFRED THOMAS, alias WATKINS, age 38, height 5 ft. 8 in., complexion sallow, hair ( turn- ing grey) light brown, slight straggling moustache streaked with grey, may be clean shaved, 2 scars back left little finger, coal scar left forearm, right forefinger broken, bald patch right side of head; dress, shabby jacket suit, bowler hat. He repre- sents himself a- s a traveller for a firm of florists, and obtains orders for plants, & c., then persuades the customers to pay a deposit. Previously con- victed in this County and Monmouthshire of similar offences. Warrant issued. Information to Supt. Williams, Neath. GLOUCESTERSHIRE. 1G.— Gloucester ( County).— For obtaining credit by fraud— DAVID KING, a Scotchman, age 50, height 5 ft. 6 in., square build, complexion fair, hair ( turning grey, bald on top) light, nose slightly pock marked, scar right cheek, of smart appearance, well educated; dress, blue serge suit, square cut jacket, white tie, black hard hat, flat brim, light box calf boots, dark brown kid gloves, carried an umbrella, crooked handle, gold plated cap. Stated he had served in the King's Own Scottish Borderers and the Welsh Regiment. Sup- posed a native of Edinburgh. Warrant issued. Information to the Deputy Chief Constable, Gloucester. 17.— Bristol ( City).— For stealing ( servant) 13 th inst., a tan colour compressed cane box, about 4 ft. by 3 ft., 3 or 4 wooicn bands around, opens top and front, makor' 3 name and " Fawcett Street, Sunderland," under cover, containing a pair of light plaid breeches, with blue and white stripes forming squares; 1 cream and green fancy vest, gold faced buttons; 1 sable fitch muff, with heads, paws, and tails; and a quantity of ladies' and children's wear- ing apparel— JOHN CROSS, age about 26, height 5 ft. 9 or 10 in., complexion fair, rather long chin, hair brown, clean shaved, well spoken; dress, dark brown suit with dark stripes, green tie, dark cap, lace boots, cut across toes. He was employed by a cinematograph exhibitor, delivering bills and assisting on the stage. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Bristol. HERTFORDSHIRE. 18.— St. Albans ( County).— For obtaining a fawn colour hunting mackintosh, and £ 1, by false pretences, 23rd inst. CLARK, age about 23, height 5 ft. 10 in., moustache dark, Sootch aocent; dress, tweed suit, brown boots. Had with him an old cart, red wheels, and a dark chestnut horse, about 15 hands, " Harding" on ring of bit ( sup- posed stolen). Warrant issued. Information to Supt. Turner, County Police Office, St. Albans. KENT. 19.— Margate ( Borough).— For larceny ( board- in house), 12th and 14th inst. — HASTINGS CLIFTON LEWIS, alias WILSON FORREST and NORTON CARLTON, age 20 to 22, height 5 ft. 3 in., complexion fair, rather round face, hair dark brown, clean shaved, small mouth; dress, brown jacket, open front, with faint green stripes, light vest, black and grey mixture cycling knickers, dark woollen stockings, green soft felt hat ( fre- quently without hat or cap'I. brown boots. Stated he was an advance agent for a theatrical company. Warrant issued. Information to the Chief Constable, Margate. SHAPCOTE, Office No. 1497- 01 ( ILLUSTRATED CIRCULAR 64, Figure 15, and Tabular Form, 5th June last), age 78, height 5 ft. in., complexion fresh, hair and eyes grey; wearing frock coat and Alpine hat. MacLeod, Oundle. 5 TA FFORDSHIRE. 22.— Brier ley Hill ( County).— For stealing from his lodgings, 19th inst., a black hard felt hat and a pair of kid gloves— SAMUEL HEW- SON, Office No. 1526- 08, age 20, height 5 ft. 6£ in., complexion pale, hair dark brown, clean shaved, eyes brown, scar left eyebrow and 2 left of forehead; dress, dark grey striped suit, purple tie, black hard hat. Johnson, Brierley Hill. 23. — Wolverhampton ( Borough). — For embezzling £ 493— THOMAS ROWLAND BLOX- HAM, age about 45, height 5 ft. 8 or 9 in., complexion fresh, moustache waxed at ends, short- sighted, wears glasses, walks erect, of good address. A brewer's traveller; supposed a native of Bir- mingham. Served in the Navy. Warrant issued. Not to be arrested out of the United Kingdom. STIRLINGSHIRE. 24.— Stirling ( Burgh).— For stealing £ 42 10s„ consisting of 6 or 7 £ 5 notes, and the remainder £ 1 notes, mostly on the Commercial Bank of Scotland— WILLIAM JACKSON, age about 33, ( looks older), height 5 ft. 6 or 7 in., complexion sallow, moustache dark; dress, brown jacket suit, dark tweed overcoat, black hard felt hat. A clerk; stated to be a native of the Isle of Wight. Ab- sconded 27th inst., taking train for Euston. Warrant issued. Information to the Chief Constable, Stirling. SUFFOLK ( East). 25.— Lowestoft ( County).— For neglecting to maintain his wife— THOMAS EDGAR JONES, age 54, height 5 ft. 10 in., rather stout build, complexion fresh, moustache ( turning grey) light, eyes hazel; dress, navy blue serge suit. An en- gineer; native of Portsea. Warrant issued. A reward of £ 1 will be paid by the Guardians of the Mutford and Lothingland Union to any person giving such information as will lead to the arrest of Jones, and £ 1 for the arrest. Information to the Deputy Chief Constable, Lowestoft. 26.— Ipswich ( Borough).— For obtaining money by worthless cheques on the Union Bank of Man- chester, Ltd., Ardwick Branch, Manchester— JOHN MARTIN, age about 35, height 5 ft. 6 in., complexion and hair dark, clean shaved, of Jewish appearance; dress, black frock coat, silk facings, dark trousers and vest, silk hat. A traveller, stays at commercial hotels. Seeks orders for fountain pens. Warrant issued. Information to the Chief Constable, Ipswich. SUSSEX ( East). 27.— Lewes ( County).— For stealing 10s. from his lodgings, 24th inst.— ALBERT SMITH, age 48, height 5 ft. 5 or 6 in., complexion and hair dark, clean shaved, eyes blue, scar right side of neck; dress, dark jacket, greenish trousers and vest, fustain sleeves, brown cap, heavy boots. A native of Devonpoit He was canteen manager on H. M. S. Arrogant, formerly a coachman. Warrant issued. Information to the District Inspector, Royal Irish Constabulary, Queenstown. dark grey overcoat, black bowler hat, lace boots, carried a brown leather handbag, about 16 ins. long, much worn.
